Pursuant to Government Code Section 54956, the Butte County Board
of Supervisors called to order a Special Meeting in the Board of
Supervisors Room, County Administration Building, 25 County Center
Drive, Oroville. Supervisors present: Beeler, Dolan, Houx,
Yamaguchi, and Chair Josiassen. Also present: Paul McIntosh,
Chief Administrative Officer; Bruce Alpert, County Counsel, and
Marion Reeves, Assistant Clerk of the Board.
Pledge of Allegiance to the Flag of the United States of America.
Consent Agenda (NO ITEMS )
Regular Agenda
02-187 Supervisorial Redistricting Workshop - pursuant to Board direction
of April 23, 2002, a workshop will be conducted for the
consideration of possible alternatives for the redistricting of
Butte County Supervisorial districts. The workshop will include
the manipulation of district and population data utilizing a
computerized Geographic Information System. California Election
Code 21500 states that in establishing the boundaries of the
districts the board may give consideration to the following
factors: (a) topography, (b) geography, (c) cohesiveness,
contiguity, integrity, and compactness of territory, (d) community
of interest of the districts, and (e) voter deferral. The above
list is not exclusive and other comments on redistricting may be
submitted for consideration - action requested - CONDUCT
WORKSHOP AND PROVIDE STAFF DIRECTION AS NEEDED. (59) (**00)
WORKSHOP CONDUCTED. THE COUNTY CLERK-RECORDER PRESENTED A
PROPOSED DRAFT PLAN THEN REQUESTED THE BOARD MEMBERS PROVIDE INPUT
ON HOW THEIR RESPECTIVE DISTRICT LINES SHOULD BE CHANGED. A
COMPUTERIZED GEOGRAPHIC INFORMATION SYSTEM WAS UTILIZED WHICH
ALLOWED THE BOARD MEMBERS TO DIRECT THE MOVEMENT OF LINES AND TO
SEE THE EFFECT OF THOSE LINE CHANGES IMMEDIATELY.
