Residents of Nord Avenue. Letter to Supervisor Gilman complaining of a fire
hazard on.property owrned by Wm. M. Purdon, 605 Oak Yawn ..Ave., Chico.
Letter discussed. Supervisor Gilman stated he has received many
tel,cphone calls concerning this matter and other property where there
is a fire hazard. He-said he would. like some di rection from this Board.
Tt was stated that ane of the problems with setting these for hearings is
that it takes so .long to follow through the public hearings and to
get a determination in the matter. This complaint in question is close
in to the Chico area. Complaints to be turned over to Don Black and
to the State Division of Forestry, Mr, Nickelson will follow through
with the matter. Complaint placed on the agenda with the request that
Mr. Letson and Mr. Mack be present to discuss the problem. Copies of
the letter to be referred to Don Black and to 3erry.Letson.

unanimously carried, appointment of an advisory committee for.the development
of recreation around-Lake Oroville, Butte County,_to advise the State Parks and'

POWERS AGREEMENT BETWEEN THE CTTY OF OR.OVILLE, NORTH B'URBA~K PUBLIC UTIL'ITY DISTRICT
.AND THE THERMAI~ITO IRRIGATION DISTRICT
Representatives from the City of Oroville, Narth Burbank Public Utility
District and Thermalito Trrigation District present to speak to the Board of
Super.•visors concerning the Oroville Area-Sewer Project. Adoph Moskowitz, attorney
for the City of Oroville, Robert Winston, Mayor of City of Oroville and Jerrold
Gorece, City Administrator of Oroville, also i3resent. .Dave Minasian, attorney at
law, was present as representative of North Burbank Public• Utility District.
They were appearing today to request the Board°s approval of the agreement. It
was stated that they have been negotiating-for this agreement for a long times
agreement was reached last week. The grant has been approved.
Mr. Moskowitz stated that a seven,-man Board of Directors would be appointed.
Appointment of said Board discussed. It was requested that the County Treasurer and
County Auditor act in said positions for this District. These officers would be
reimbuxised for their services. It was stated that the members of the Board should
be appointed one month after the execution of this agreement. The appointments would
be in writing. It was suggested that these appointments be made at the Board
meeting of July 13th. Interviews of the persons to be appointed to this Board
would be held in the afternoon of July 13th. Costs for the County Auditor and
CountyTreasurer will be designated at a later date. These costs will be equitable
and they will be at no cost to the County.
On motion of Supervisor McKillop, seconded by Supervisor Madigaa and
unanimously carried, Resolution 71-122 assenting to•a,joint powers agreement
between the City of Oraville, North Burbank Public Utility District-and the
Thermalito Irxigation~District was adopted and theChairman was authorized to sign.
71-1306 APPEARANCE OF DAN COOK OF COOK ASSOCIATESs REPORT ON PROGRESS OF STUDY OF
THE "701" GRANT
Dan Cook of Cook Associates reported on .the progress of their firm as
engineering consultants under the "701" grant. Mr. Cook summarized what has
taken place to date. Mr. Cook presented a report summarizing his work to date.
He said that Paradise is the most drastic in its need. He said there should be
a plan for the ridge, with a cost estimate.

Mr. Gook said there was no problem, time wise, concerning this project.
Jim Lawson, Plannint Director, stated that the 90 day extension of time
in this matter expires August 15th, 1971. As Mr. Cook feeds this information to
the Planni*_a~ Department, they are typing it ir_to the formato Mr o, Lawson said they
would be able to get the report in on time. He said there will have to be public
hearings held by Planning Department and the Board of Supervisors Copies of
the plan will be sent to C.I.R.
It was stated that it was mandatory to have this plan reviewed by the
Butte County Association of Governments. Mr. Lawson asked if the July meeting
could be delayed one week. Mr.,Mickelson will inform the Association of Governments
of this matter. Mr, Lawson stated that this will be .printed in the County facility;
the colored maps will be printed in.Sacramenta.

Mrs. Katherine Best, Paradise, said she had been cut off the mailing .list
for the agenda for the Board of Supervisors9 meetings. She said she would be glad
to pay for this agenda. Mr. Nickelson explained the purpose of deleting names from
the mailing .list for the agenda. The casts fo'r postage has gone up; it takes quite
a bit of time to address the envelopes and to mail these agendas. It was stated that
if the would supply the Administrative Office with stamped self-addressed envelopes
they would send copies of the agenda to her.

area in the Palermo area. Mr. Castleberry explained the boundaries, Chairman

t his district. Mr. Castleberry said he would show him on the map what areas of

The public hearing on Paradise Pines Units No, 4 and 8 was held as
continued from the hearing of June 8, 1971. Robert Brunsell, attorney for the
district, present and explained the purpose of this hearing. At the hearing of
-June 8, 1971 Norris Goodwin, attorney for one of the persons opposing the
assessments, had been requested to submit his written objections These written
objections have been filed,
Mr> Brunsell stated that they have prepared proceedings to be acted upon
today. He explair,~~.: that the assessments were lower than the assessment quoted
to the purchasers of the property, Two letters were sent to these objecting to
the assessments setting forth the amount of the assessment; they have not received
an answer to these letters so assume that the people are satisfied,

Clay Castleberryy Director of Public Works, reported that they have worked
out an agreement with a logger up on the Qixinoy Road. 1Buek°s Lake Road will. be
closed next Monday, Tuesday, Wednesday and Thursday. The logging company will do
some improvements to this road at their.' own cost. This is she Georgia-Pacific
Company, The road will be reopened Thursday night for the 4th of July travelers.

71°1315 MOTION OF INTENT: FUNDS FOR TRANSFER .STATION IN. PARADISE AREA
Supervisor Maxon stated that last year whPrl discussing transfer stations
for the County, $2500 had been placed in the budget for the proposed Paradise
transfer station. The people had beeF? informed that the duup on Clark Road was
being closed. This transfer station has now been deleted from the budget.
Mr, Castleberry,exglained 'the situation. Supervisor Maxon stated that th~Clark Road
dump had been closed with the understanding that there would be a transfer station
in the Paradise area. Supervisor McKillop said that in the future there would be
a need fora transfer station in the Paradise area, but he felt that it should be
to the north of Paradise closer to the La r~~+in.Developments. Request of Supervisor
Maxon discussed.
It was moved. by Super.•visor~Maxon, seconded by Supervisor Gilman and
unanimously carried that it was the intent of this Board to pursue a reasonable
site fora transfer station in the Paradise area, in a central location to serve
the residents of Paradise, a.nd ghat funds be provided if a suitable site is located.

The Administrative Offa.cer repor.'ted on plans for ,modifying the
configuration of *_he Board room. This configuration will be discussed at the time
the County Buildings budget is discussed, Estimated costs to do this work have ;hen
set at $3400; without drapes $3100. Mr, Nickelson said the County could start out
without drapes, then if it is felt that the sound is still bad, the drapes could be
added latex. This was presented for Board information. No action taken. at this

The Administrative Officer has met with representatives of the Butte County
Employees' Association to discuss the county~s cost sharing in the employees
health insurance premiums. Mr. Nickelson reported on the results of the "meet
and confer" session. The Employees Association-feel the dental insurance was
needed but ghat the employees could not afford to pay the premiums on it.
It has been suggested that th.e Boax•d of Supervisor's change their policy of cost
sharing of the health insurance premium payments. It has been .suggested that the
County pay 901 and the employee pay 10%, both for the employee and the employees
deper_dents, Phis would give the employees a salary increase, Mr, Nickelson
explained how this would affect the employees. This action would help the people
with children. The Employees Associat9.an requests that the Board approve this

fire protection was approved and the Chairman was authorized to sign.
71-1327 DISCUSSIONs NON:E"ORMUTARY DRUG CHARGES BUTTE COUNTY HOSPI`IAL
D. C. Swinney, Gounty Treasurer-Tax Collector, reported to the Board on
non formulary costs for the previous twelve month -period at the Butte Gounty Hospital.
He said the chax'ges for the fiscal year amounted to $20,908.49, Time spent

discussing these charges. Tt was staled previously that the County could not charge
for these non,fnxmulary drugs, Las*_ week Mr, 5winney.stated a lettex' was received
that. stated that this requirement had been rescinded a~ns1 the Cou*.a.ty could.bili for

drugso Mr. 5winney stated that the big problem is that some of these bills are so
small that it does _„o t. seem gooei business to bill them, It was stated that there
would have to be Boax'd determination so that the Collection Department will know
what to do about this billing.
Mr. Swinney said the hospital could change the pola.ey and oat keep the
non-formulary drugs on hand. Or, he suggested, Mrs. Rowell could be authorized to
bill when she feels That she will be able to collect the charges, but if she felt
there was no-hope to collect then she would not have to bill.
Solctions io this problem discussed, Clif Nickelson, Administrative Officer,
was directed to talk to Dr, Bailey to see if the County HospiW'a1 pharmacy could
eliminate-all no:n.~~formulary dx°ugs from its shelves. Mro Mickelsan will follow
