Building & Grounds Maintenance Bnd~e_t
Budget discussed. ~ctra help explained and discussed. It was stated that
there was a balloon~hg in the extra help items.. Bill Lawrence, Assistant County
Auditor ,. requested that-no action be taken on this budget until the contract with
the City of Oroville concerning-the Oroville Justice Court property iss-tudied.
Budget left open at this tune.
Building Construction Budget
Clif Nickelson, Administrative Officer, explained this budget. He stated
that the only new item in this budget was the $200,000 proposed fora new Juvenile
Hall. He stated that it was his hope that the Board would only budget $100,000 this
year and budget the balance next year. He explained how this could be handled.
Following a,discussion of this item, $100,000 was deleted from the funds proposed
for the Juvenile Hall. It was felt that the situation at Juvenile Ha11 is serious.
Chairman Reynolds requested that the record show that he feels that the building
should be built but knows the County does not have the money to build this year,
but that .funds"should be placed in the budget for the handling of the problem at
Juvenile Hall. It was stated that construction of the new Juvenile Hall could
be started next July and it would be built by Fall.
On motion of Supervisor Maxon, seconded by Supervisor McKillop and
unanimously carried, the Building Construction Budget was approved .as proposed
with the deletion of $100,000 from the funds proposed for Juvenile Ha11 project.
General Insurance Budeet
Clif Nickelson, Administrative Officer, explained the General Insurance
Budget. He stated the County has little or no control over these costs. He said
they have received pressure from the insurance agents to increase the amount of
insurance for fire. The insurance agents also feel that the County should carry
vandalism insurance.
Time spent discussing ,insurance coverage. Supervisox• McKillop asked
what portion of this cost is transferred to the various departments. 1t was told
that the costs are pro-rated to the various departments. Time spent discussing
this budget and the costs for this coverage.
On .motion of Supervisor McKillop, seconded .by Supervisor Maxon and
unanimously carried, General Insurance Budget was-approved, contingent upon the fact
that the County is covered on the new Superior Court.Buildings.
Development Commission Budget -
.Budget discussed. Supervisor Maxon stated that the County could do
away with this program. If County government. provides enough enticement to-industry,
the County does not have to look for it. He felt that this program has not produced
what it was suppose to do. Supervisor Madigan disagreed. Supervisor McKillop
said this is the most highly competitive item in County government. The County
has to handle this matter through this type agency.

Discussed whether the County Should increase. contributions to the Chambers;
it was felt that increases should not be granted at this time. Local fairs discussed,
It was stated that more should be done in this area; it was.felt that the taxpayers
should be informed on the functions of the various county departments. The public
should be informed regarding the work in these county offices and how the tax money
is spent to operates these offices. The County Administrative Officer-was requested
to work on the display for the county fair.

carried, the Development Commission Budget was approved as proposed..

Building & Grounds Maintenance Budget
Discussed contract with the City of Oroville; there is proposed $5,000
in this budget to-help take care of the levee by the Oroville Justice Court, It was
stated that if the County budgets only;helf this amount, the City of Oroville will
hold off half of the building, also. Supervisor McKillop-felt that the County
should go along. with the request of the City of Oroville and budget the full $5,000
this year.
Mr. Mickelson said there was one other thing .in this budget. The
remodeling of the Boardroom should be included within this budget. This would be
considered maintenance of this building, Remodeling discussed.
On motion of Supervisor Reynolds, seconded by Supervisor Madigan and
carried, the Building-and Grounds Maintenance Budget was tentatively. approved as
proposed, with the addition of $3400 for the configuration of the Boardroom to-
Line Item No. 310.

Prop.osed~budget discussed. Mr.-Nickelson explained the budgetg Mr. Rackerby
had the figures for the increase in the employees health insurance costs.

unanimously cars-i.ed, the employees benefits budget was approved.as proposed, with
the addition of $48,000 for increase in the employee health insurance costs, to

Court Reporters Budget
Proposed budget discussed. Line Item 360 discussedg increase in this line
item is due to an increase in fees. Mr. Nickelson said he would not recommend that
this budget be cut; he said he hopes that there will be a savings in this budget.

Grand Jury Budget
Budget discussed, It was requested that 5500 be taken .out of Line T.tem

On. .motion of Supervisor Maxon, seconded by Supervisor Gilman. and
unanimously carried, the Grand Jury Budget was approved as proposed, with the
deletion of $500,00 from Line Item kTo, 360, Prof, & Special Services,
S__u_perior Court Budget
Budget discussed. Line Ttem ~o. 360 discussed; it was felt that this should
be left to the very end of budget sessions as this covers the Public Defenders items.
Mr. Nickelson explained these items: '-"-
Mr. Ma,.ak.elson stated that there was proposed a reclassification in .this
budget of the court secretary and jury commissioner. It would change her from
range 14,5 to range 21, at a cost of $1,320. Reclassification discussed. .Mr. Nickelson
stated that the Court .maintains that this woman .is-not acting as a secretary; she i:s
handling work load that the Judges would have to handle otherwise. Chairman Reynolds
stated he wo•uld_not go along with this reclassification; Supervisor Maxon state d, he
would not vote fox• this reclassification at this time.
Mx', Nickelson-stated that the tough .part of this whole situation is that
the reclassification would make this woman the highest paid~woinan in this area.
Supervisor McKillop asked if it would not be better to pay her overtime and not put
her out of coeformity with "the other employees. Mr ,.Nickelson explained the situation.
Mr, Nickelson was x'equested to go back and talk with the Judges-about this situation.

Proposed-budget discussed.' Suggested the deletion of $70 for a.chair,'
Line item 630, Mr. Micke,lson said There was a real problem that bothered him.
He said this was in regards to the traffic ticket prob~em, He said the costs for.
handling the parking tickets issued in the Chico area have become quite highs he
said he did not knees how this could be changed. He said to write a Data processing
program to handle tkeese tickets could be expensive; it would save money but the initial
outlay .would be terrific.- It was suggested that Mr.,.Miakelson could check with the
City of Chico about the re opening of Legislation in this matter. The pity of Chico

Mr, Davis to have a conference on the sharing formula, .Mr. Seely, County Auditor, said
it might be well to do a cost. analysis of this matter. Mr. Niickelson will work with

Mr. Mickelson.and Mr. Seely will study the matter of a,data processing
program to handle this matte x' and will study the matter of a costs analysis and
will present their findings to the Board for the Board9s consideration,

unanimously carried;-the Chico Municipal Court-Budget was tentatively-approved,
with the deletion of $~9D for the chaix• proposed in Line Ttem 630, fixed assets.
Biggs Judicial Couxt_B_udget
Proposed budget discussed. Discussed whether this court should be _
deleted; it was felt that at this time it would not be a good idea.

carried, the Biggs Judicial Court Budget was tentatively approved, with the deletion

Progosed budget discussed. Mr. Mickelson stated that the costs for court
appointed attorneys in this budget has increased greatly. Discussed the rental of
the Xerox machine, Mr. Mickel'sgn said his proposal was to-stay with the rental of
the machine. -The Board members felt the rental charge for the machine was high;
Mra Mickelson requested to study-the matter and determine whether a cheaper machine
could be obtained. The proposed $1250 will he left in this budget; funds could be
used if a machine was to be purchased.

County Clerk Budget
]~v-Bosworth, Assistant Administrative Officer.,'stated he had looked at this
budget from the micromfilmi,ng side, ?Ie reported that Mr; Nelson feels that he must
do his microfilming daily. Mr. Bosworth stated tba*_ the Clerk cannot fortify another
position from the -standpoint of microfilming .because .of the amount of work he would
be doing, He uses the machihe about lZ to 2 hours-daily.
Mr. Micke"l son stated that the County had a fura..tion that was being supplied
by Gentral Se.rvioes. This service was transferred out of Central Services. Mr.
Mickelson proposes.the follow,ingo
1. That the Clerk dogs not-have to,microfilm every day; some County Clerks
do-not microfilm at all.
2. .-Put the microfilm Fnachine back in Gentral Services and'give Central
Services a half position to handle the micro€i.lming for all departments. Mr.
Mickelson felt the County would receive better utilization of 'the microfilm machine
with it being put back in Central Services..
He~said that extra help. could be left the. same in the G1erk's Budget, as

Mr. Mickelson said'Che ofiher alternative is to buy a machine for-the
Clerk and give him a full time employee> Mr. Mickelson said that in-the past they
did not micro€ilm every day. He said it was n.ow merely a matter of whether the-County
wanted to pay for this service; lie said that when the Superior Court Building is
completed, the Clerk will be across the.hall-from the Superior Court:
Mr. Bosworth said he does not know where to place the machine if it is
moved out of the Clerk's Office. Mr. Mickelson stated that-the machine could be
placed in the Clerk's coffee room.

unit could be purchased for use with the machine.v then all departments could use
the microfi.ian machine.
Mr. Micke3.son.was requested to handle the placing of the machine and the
placing of the machine under Central Services. Chairman Reynolds stated that extra
help could be reduced in the Clerl~s budget.

Proposed budget disc:~ssed. .Miles driven discussed. It was stated that
the Sheriff pays fax the hauling of prisoners-from his budget, The constable is
paid for the miles he drives serving papers.
On motion-of Supervisor Maxon, seconded by Supervisor Gilman and
unanimously carried; "the Biggs Cons"table Budget was approved as-proposed,
Chico Marshal Buel~et
Budget discussed. Mr. Mickel.son stated that the Marshal would not be in
to discuss this budge*_•. Mr. Mickelsor.~ explained this budget. Proposed purchase of '-
vehicle discussed.. This would p7:ace a second car in this department. There are
two constables (or marshals) in this department. 'Whey both serve papers. Mr,
Nickelson explained why they .felt it was more economical to purchase the second car
than to .pay mileage.
Discussed items that could be deleted, Supervisor Maxon felt that $100
could be deleted from Line Item 350 and 5200 could be deleted from Line Item 630.

unanimously carried, the Chico .Marshal Budget was approved as ,proposed, with the
deletion of $100 from Line Item No. 350 and $200 from 1,ine Item No. 630,
Gridley ConstableBud~et
Proposed budget discussed,
On motion of S•upervisor~Madigan, seconded by Supervisor McKillop anal
unanimously Cax'r1Ed., the Gridley Constable Budget was approved as-.proposed,
Oroville Constable Bud et
Budget discussed. The Oxoville Constable has been ill and has not worked
for some time. Mr..Mickelson was requested to telephone and determine when the
constable will be. able to return to work, Chairman Reynolds-said he would like a
legal opinion-as to whether they can do away with this position. It was stated that
the Board sets these salaries. The Sheriff has had to place a man in the Oroville
Justice Court due to the illness of the constable. All of the constables receive
the-same salary. This constable has been .off two years. It was stated that as long
as the•County keeps him on the payroll, even with a maintenance salary, he will be
covered under the County insurance., Mr. Mickelson.wi~11 discuss this matter with
the constable before the Boax•d takes action on this matter; -

Water Services_Budge=:.
Budget discussed. Time spent discussing "the sel.7.i.~.g of water that. the
County contracts from the-State. It was stated that by 'i975 the County is going
[o have a great deal of water to re-sell. This problem w:~.11 have to be handled
soon, it was felt. Contract will be studied by the Board members and discussed at
a later date.

Building & Subdivision Inspection Budget
Proposed-budget discussed.. Supervisor McKillop stated that thex'e were a~"
great many problems in this area; there is a lack of inspections. Time spent
discussing the duties of the inspectors and the inspections being-made. Chairman
Reynolds stated tX.at these inspectars were not getting out a:nd doing=the job.
This lack of inspections is .holding the contractors up on their jobs. Supers sor
McKillop said the Board shauld have~Mr. Castleberx'y`s oonr_urrence on the placing of
a.nother.° building inspector in this department. Mr.-Nickelson was requested to check
and see what has 're en done staff-wise in this department.

Animal Control Budget
Budget discussed. Mr.-Nickelson explained this budget. He stated that -
this:year there is a change in the manner in which the County is contracting with
the Chic-o and Qrovil3.e animal pounds.. Mr. Nickelson explained the operationy
stating that Chico .has-complained about the contract. It is proposed this year that
the County will share the costs with Chico and for the use of the pound. -The
Paradise dogs that ax'e picked up will be brought to'Orovi1.12.
Chaixznan Reynolds said he felt that if the County of Butte had a pound of
its own, and people could-bring dogs in to dispose of them, the County would have less
problems.

Disposal of animals within the Gounty discussed, Mr,.Miekelson said he
has heard no objeYtonsr_o the concept of free disposal, Mr..Mickelson stated that
maybe the Goursty would be able to contract with the Humane Society to handle the.
animal problems. 'This was discussed at the CityWCounty mee"ring.
Mr. Nickelson said that Line Ttem 360 is about $1,000 short to handle
the County`s-share of the pro--rata costs for the:us.e of the Chico and Oroville City
pounds ,

Wm..-=Lawrence, Assistant County Auditor, stated that the Planning Commissioners
do claim mileage. Jim Lawson, Planning Director.., has stated that this budget is
adequate. _ '

Progdsed budget discussed. 't was stated that-there is $15,560 reserve
in this budget.. Mr. Nickelson stated that the reserve could be moved into the _
Reserve for Contingency Fund.. Statements discussed,
On motion. of Supervisor Reynolds, seconded by Supervisor Maxon and
unanimously carried, the Fish and Game Propagation Budget was approved as proposed,
and authox:ization was granted to move the reserve of $159560 to the Reserve for
Contingency fund.

T~ Bill-Lawrence, Assistant Auditor, suggested that the Board finalize this
budget-immediately. Time spent discussing the premise that this budget should be
self supporting..
Ri11 Lawrence stated that there is no tax money involved in this budget.
He stared that the County has ''$20,576 still outstanding and Ehere is enough money on
hand to~go ahead.-with debt repayment,
On motion of Supervisor Gilman9•seconded by"Supervisar:Maxon and
unanimously carried., the Ida ter Recreation budget wa.s adopted with the stipulation
that Item No; 530. Debt Repayment be increased to $20y~7,b and the budget unit be
financed by revenues from the fees .for the use of the facilities from the concessionaire°s
contract, _ .,_ .
Mental Health`.-Budd
Dx, Maguire not presentxo discuss this budget. -Mr.-Nickelson explained
the proposed hudget~ He stated that Dr.-Maguire is concerned about the proposed
budget. He has been advised by the State that as far as participation in the ~~-
Mental Health Program, this budget is $65,000 over-budgeted. -Mr. Nickelson said
that Dr. Maguire has been trying to-get agreement with private nursing homes .in order
to reduce the cost of Support and Care of Persons, but so far he has not been
successful.

Mr. Nickelson recommended that the ,Board approve the budget as .proposed
with the instruction to~Ar. Maguire that if the State is going to charge oux•
Co~unr_y far $60-,000 of the cost, he should reduce his expenditures in the proper
places so that-he does not over expend as far as tb_e States px'ogram is concerned<
It was suggested than the Board reduce the budget by $60$000 now so
that the County does not have to pay taxes or.. this extra amount9 if it is not needed.
However, it was stated that if raze budget is -reduced by $60,000 and if, at a later
date, it is necess3t'y to spend the full $433,000 budgeted at the present time, it
would be di.fficul~ to get the additional $60,000 because this would require making an
amendment to the contt'atit.

the Sfate has approved for the budget. Mr.~Mickelson read a lettex defied May l2 in
which it is stated chat the State appxoved the budget and approved the funding for
$433,000, Mx'.: Miclcelson s*_ated "*_•hat he needs to confer with Dr. Maguire and get
clax•ification from Ehe State before making any further recommendation. Motion

Mx. Nickelson stared that this budget, as always, is very economical.

unanimously carried, the Farm and Home Advisor budget was approved as-proposed.
Memorial Ha.1l~E4ud~ei
.Supervisor-Gilman stated that h.e wo.uld like to see enough money budgeted
to replace the cooling system in Durham Memori.al_Hall. He presented a letter which
justifiest'hi.s request, and Mro.Mickelson. handed ou_t copies of this letter to the
Board members.. 'Fhe lefiter spoke of abandoning the present refrigeration and putting
in a swamp cooler which would cost approximately $2,000, Supervisor Gilman asked
what the amoune of carry°ovex is for this department., Mr. Hockett stated that-there
is $7,000 left b.ut that thi& is still to be paid out in expenditurese

~~Kenneth Leach, Di.strict,Ar-torney, was .p resent to discuss and explain his
budget requests. .Nr. Nickelson made a few preliminary remarks concerning the polygraph
program ar,.d staffing configuration in the District Attox'ney's office, specifically
the transferring oat of i:he investigators to the:Shex'iff's Department and to Welfare
Department.
Mr. Leach stated that he has .planned a meeting with Mr. Robinson, Welfare
Directox•., to .discuss a working relationship between the two depax'tmeats. He also
stated that it has been demonstrated in the past the investigators have effectively
handled the problem. T-[e stared that, not on1.y does he need the three investigators
presently i. r. his office, but that he could use a fourth investigator, a"l though
he is not requesting one at This time. He said that, if he could have the direct

Supex°visor Maxon stated the necessity o£ having investigators in the
Welfare Departmeret~ expressing ;the desire to .have an attorney who does nothiag
but supervise-the investigators: Mr. Leach agreed and stated that his department
can operate more efficiently by having the flexi.bi_I.ity of retaining the investigators
in the District Attorneyas office and operatiaeg from there. Time spent discussing
advantages and disadvantages o.f. having the investigators moved to the 'Welfare
Department. Supervisor McKillop stated that he-does not agree with Administration's
recommendation of moving the investigators .out of the District Attorneys office;
his recommendation would be to retain two investigators in the'Distxict Attorneyas
office-and transfer one-to Welfare .Depax'Lment.
It was suggested that there be a ty~te of in~service training and education
fo.r the social workers in WAlfare. Seminars and written legal memoranda could be
utilized.

decided to x•ecluce the District Attorney's special fund of $5y000 by $2,500, leaving
$2,500 and to eliminate the $900 for. education video *_apes. Mr .'-Leach stated that
he would not.Qead-this $900, for he has plans of using video tapes on a share basis
with other couni:ias9 thus reducing this cost.. This makes a new reduction of _
$3;.400 in Speo%al Department expense. ,
Discussion of Item No, 630, ~quipmento The request for a new electric
typewx'iter for the proposed new position at a cost of 5550 was denied because the
new-position was denied: the request for the purchase of three vehicles at a cost
of 59,000 was"denied; the Board instead approving the purchase of -one car at a cost
of $2y800,, at a cut, of 56200.
The request for $625 worth of office furniture was withdrawn by Mr. Leach.
After a discussion about the benefit of data processing to the District Attorneyas
the 'Board approved $1;320 for this year's cost for a key-punch machine. These
deletions make a net reduction of $7;375 in ~quipmen.t.

Discussion regarding the polygraph grogram and the staffing configuration
resumed. It was stated chat the CCCJ has a program. to aid in the funding of the
training of tk~e investigators in the District Attorney°s office for the polygraph
program. Z'he Dist.r..ict Attorney"s charges for polygraph services would probably be "`~
mileage plus S25 plus the regular. witness fees. Zn the matter of the staffing
configuration, Supervisor Madigan asked if there could be a trail program leaving
the investiga.-tors i.n the District Actorney`:s.office. Chairman Reynolds-stated that
the Board has- the option to rearrange this configuration at any time if they see
that it is necessary.
On motion of Supervisor McKillop, seconded by Supervisor Maxon, and
unanimously carried, the District Attorney`'s budget was tentative approved with
