7. South County Municipal Court - Board authorization

S. South County Municipal Court -- the Clerk of the
Court requests relief from accountability pursuant

delinquent fines in the amount of $92,326.50 -
action requested - APPROVE RELIEF FROM
ACCOUNTABILITY.
9. County Service Area no. 4 loan ~- a resolution has
been prepared to loan CSA no. 4 $3,500 from the CSA
revolving loan fund. Budget transfer B-297 has been
prepared to provide the necessary appropriation -
action requested - ADOPT RESOLUTION 90-99 APPROVING
LOAN AND AUTHORIZE THE CHAIRMAN TO SIGN.
10. County Service Area no. 60 loan -- a resolution has

90-267 11. County Service Area no. 82 loan - a resolution has
been prepared to loan CSA no. 82 $175 from the CSA

LOAN AND AUTHORIZE THE CHAIRMAN TO SIGN.
12. Gounty Service Area na. 93 loan - a resolution has
been prepared to loan CSA no. 93 $250 from the CSA
revolving loan fund. Budget transfer B-293 has been
prepared to provide the necessary appropriation -
action requested - ADOPT RESOLUTION 90-102 APPROVING
LOAN AND AUTHORIZE THE CHAIRMAN TO SIGN.
13. Salary ordinance amendment - Planning Department -
proposed as a result of a classification study is
a salary ordinance amendment reclassifying a senior
stenographer clerk, range 25, to administrative
services assistant, range 29 - action requested -
WAIVE THE SECOND READING AND ADOPT ORDINANCE 2839.
14. Salary ordinance amendment - Probation Department -
proposed is the addition of one victim assistance
claims worker position in the Board of Control Grant
Section. Funding has been authorized by the State
Board of Control - action requested - WAIVE THE
SECOND READING, ADOPT ORDINANCE 2840, AND DIRECT
THE DEPARTMENT TO FILL THE POSITION SUBJECT TO
AVAILABILITY OF GRANT FUNDS.
15. Salary ordinance amendment - Public Health
Department - proposed is the addition of one
physical therapist position to provide therapy
services to children seen under the California
Children Services (CCS) Program. CCS costs are
covered 75% with State funds and 25% with County
matching funds - action requested - WAIVE THE SECOND
READING AND ADOPT ORDINANCE 2841.
16. Salary ordinance amendment - proposed as a result
of a classification study is a salary ordinance
amendment reclassifying the senior planner, range
51, to assistant director of planning, range 58.
This is consistent with the budget request before
the Board on the regular agenda and will not be
implemented unless the Board approves the
departmental budget - action requested - WAIVE THE
FIRST READING OF THE ORDINANCE.

90-267 17. Salary ordinance amendment - District Attorney's
Office - proposed is the addition of one flexibly
staffed position of stenographer clerk/legal typist
clerk/legal stenographer clerk within the criminal
division. The position will be funded through the
State Office of Criminal Justice Planning which has
authorized a Drug Suppression Grant - action
requested - WAIVE THE FIRST READING OF THE
ORDINANCE.
18. Salary ordinance amendment - Probation Department -
proposed is the addition of one flexibly staffed
position of probation officer IT, T. The position
will be funded through the State Office of Criminal
Justice Planning which has authorized a Drug
Suppression Grant - action requested - WAIVE THE
FIRST READING OF THE ORDINANCE.
19. Connerly & Associates contract amendment no. 3 -
provides for continuation of professional services
for administration of Program Income Funds resulting
from Community Development Block Grant activities.
The amendment extends the terms of the agreement to
June 30, 1991, at the same monthly fee of $800 -
action requested - APPROVE CONTRACT AMENDMENT NO.
3 AND AUTHORIZE THE CHAIRMAN TO SIGN.
20. Gerald E. Flanagan, attorney at law - proposed is
a contract far legal representation of the County
of Butte (Department of Welfare/Child Protective
Services) in the amount of $13,444 per month plus
cast of living adjustment provisions for the period
July 1, 1990 through June 30, 1992 - action
requested - APPROVE CONTRACT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
21. Family Services Association - proposed is an
agreement in the maximum amount of $120,279 to
provide services to homeless mentally ill persons
for the period July 1, 1990 through June 30, 1991 -
action requested - APPROVE AGREEMENT AND AUTHORIZE
THE CHAIRMAN TO SIGN.
22. Family Services Association - proposed is an
agreement in the maximum amount of $18,774 to
provide representative payee services to the
homeless mentally i11 for the period July 1, 1990
through June 30, 1991 -- action requested - APPROVE
AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN.

90-267 23. Family Services Association - proposed is an
agreement in the maximum amount of $25,658 to
provide a patients' rights advocate to inform
patients of their civil/legal rights for the period
July 1, 1990 through June 30, 1991 - action
requested -~ APPROVE AGREEMENT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
24. Jack Joiner, Marriage, Family and Child Counselor -
proposed is an agreement in the maximum amount of
$42,186 to provide intensive casework services to
children and adult clients through individual and
group therapy for the period July 1, 1990 through
June 30, 1991 - action requested - APPROVE AGREEMENT
AND AUTHORIZE THE CHAIRMAN TO SIGN.
25. Work Training Center - proposed is an agreement in
the maximum amount of $114,076 to provide
socialization and recreational services for the
period July 1, 1990 through June 30, 1991 - action
requested - APPROVE AGREEMENT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
26. Work Training Center - proposed is an agreement in
the maximum amount of $48,953 to provide vocational
and rehabilitation services for the period July 1,
1990 through June 30, 1991 - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO
SIGN.
27. 1990/91 Butte County Mental Health Plan (plan A) -
part A of the plan has been prepared pursuant to
the provisions of Welfare and Institutions Code
Section 5650 which is a summary presentation of
expected revenues of county, state, and federal
government funds and all anticipated public and
private funds - action requested - APPROVE PART A
OF THE COUNTY PLAN AND ADOPT RESOLUTION 90-103
ADOPTING THE PLAN, AND AUTHORIZE THE CHAIRMAN TO
SIGN.
28, Amendment no. 8 - Oroville transportation services
agreement - an amendment has been prepared to the
agreement with the City of Oroville for
transportation services in the Oroville urban area
for handicapped and senior citizens and provides far
continuing operation of the Oroville Express until
June 30, 1991. The amendment includes an increase
in the subsidy payment of $,27 for each regular
ticket and $.35 for each wheelchair ticket - action
requested - APPROVE AMENDMENT NO. 8 AND AUTHORIZE
THE CHAIRMAN TO SIGN.

90-267 29. Oroville Area Transit -proposed is an agreement far
management and operation of Oroville Area Transit
until June 30, 1991. The new agreement requires
detailed monthly reports from the contractor and
includes a Performance Incentive Program. The
agreement includes an increase from $17.35 to $20.62
for each vehicle service hour - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO
SIGN.
30. Child Health and Disability Prevention Program
(CHDPP) - an extended interagency agreement between
Butte County's Department of Social Welfare and
Health Department has been agreed upon which
provides for proper implementation of the Child
Health and Disability Prevention Program covering
the period July 1, 1990 through June 30, 1991 -
action requested - INFORMATION ONLY.
31. Family therapy contracts - proposed are contracts
between the Welfare Department (CPS) and Maureen
Balaam, Maij a Clarke and Karen Knight to provide for
family therapy in the amount of $9,950 for the
period of July 1, 1990 through June 30, 1991 -
action requested _ APPROVE CONTRACTS AND AUTHORIZE
THE CHAIRMAN TO SIGN.
32. Individual therapy contracts - proposed are
contracts between the Welfare Department (CPS) and
Tom Haber, Jim Park, and the Stress and Health
Center to provide for individual therapy in the
amount of $9,950 for the period of July 1, 1990
through June 30, 1991 - action requested - APPROVE
CONTRACTS AND AUTHORIZE THE CHAIRMAN TO SIGN.
33. Parent Education Network contract - a contract has
been prepared to provide child abuse prevention,
intervention and treatment services for fiscal year
1990/91 in the amount of $94,596. The contract is
100 percent state funded through AB 1733 - action
requested - APPROVE CONTRACT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
34. Abuse prevention services - contracts have been
prepared with Parent Education Network ($28,800) and
Family Services Association ($20,000) covering the
period July 1, 1994 through June 30, 1991 to be
funded from the Children's Trust Fund and Federal
Challenge Grant (AB 2994) - action requested -
APPROVE CONTRACTS AND AUTHORIZE THE CHAIRMAN TO
SIGN.

90-267 35. Private Industry Council (PIC} agreement -the
agreement provides for on-the-job training services
_ to GAIN participants during 1990/91 and is in the
amount of $60,720 - action requested - APPROVE

36. Pyro Spectaculars, Inc., Fireworks Company - their
application for an aerial fireworks display permit
to be discharged at the Silver Dollar Speedway on
July 4, 1990 has been investigated by the Fire
Department in accordance with the Health and Safety
Code - action requested - AUTHORIZE A LETTER OF
APPROVAL.
