Fulton and Chair Dolan present. William H. Randolph,
chief administrative officer; Susan Minasian, county

91-288 1. Approval of minutes - action requested - APPROVE
MINUTES OF JUNE 18, 1991.
2. County library donation - in accordance with
Government Code Section 25355, a donation of $700
from Chico Friends of the Library and an anonymous
donation of $109 have been received far the Butte
County trust fund for the purchase of books - action
requested - ACCEPT DONATIONS AND AUTHORIZE LETTER
OF APPRECIATION.
3. Mental Health Department, Alcohol and Drug Services
Division - the Rotary Clubs' Foundation for
Prevention of Alcohol and Drug Abuse has donated
$4, 500 of which $3, 000 is targeted for the formation
of a "Club Live", the junior high school version of
"Friday Night Live", and $1,500 for a Youth
Leadership Conference - action requested - ACCEPT
DONATION AND AUTHORIZE LETTER OF APPRECIATION.
4. Private Industry Council - action requested -
REAPPOINT MARILYN HAVENS (BUSINESS/PARADISE AREA),
PATRICIA LEAHY (BUSINESS/PARADISE AREA), RAY MARKS
(BUSINESS/OROVILLE AREA), AND FRANCISCO J. PENA
(EMPLOYMENT DEVELOPMENT DEPARTMENT) TO SERVE UNTIL
JUNE, 1994.

91-288 5. Lake Oroville Area Public Utility District -
proposed is a property tax exchange agreement for
the Ferguson annexation - action requested - APPROVE
AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
b. Lake Oroville Area Public Utility District -
proposed is a property tax exchange agreement far
the McWilliams-Rabe annexation - action requested -

7. Edward Willis, Margaret Willis and Nana J. Fox,
Oroville -file a claim in the amount of $77,157 for
alleged injuries and damages sustained as a result
of an automobile/bus accident on Lincoln Blvd.,
Oroville on or about December 10, 1990 - action
requested - REJECT CLAIM AND REFER TO COUNTY COUNSEL
AND RISK MANAGEMENT.
8. Public Works Department - Board
authorization is requested per Government Code
Section 29124(a) to purchase the fixed assets
recommended in the preliminary budget (road
funds) - action requested - AUTHORIZE PURCHASE OF
FIXED ASSET ITEMS.
9. Adoption of a salary ordinance amendment and
increasing the hourly flat rate assigned positions
which service the Biggs pool facility - the proposed
salary ordinance amendment increases lifeguard from
$4.25/hour to $5/hour; lifeguard, assistant manager
from $4.55/hour to $5.50/hour; and lifeguard,
manager from $5.50/hour to $5.75/hour - action
requested - ADOPT ORDINANCE 2940 AND AUTHORIZE THE
CHAIR TO SIGN.
10. Introduction of a salary ordinance amendment adding
a position of probation officer II, I to be funded
by the Office of Criminal Justice Planning for the
Butte Anti-Drug Special Supervision Unit
(B.A.S.S.) - action requested - WAIVE READING OF THE
ORDINANCE.
11. Environmental Protection Agency Worker Protection
Inspections memorandum of understanding (MOU) -
under the proposed MOU with the State Department of
Food and Agriculture, the Agricultural Department
will perform environmental protection agency worker
safety inspections in the total amount of $5,450
commencing July 1, 1991 through June 30, 1992 -
action requested - APPROVE MEMORANDUM OF
UNDERSTANDING AND AUTHORIZE THE AGRICULTURAL
COMMISSIONER TO SIGN ON BEHALF OF THE COUNTY.

91-288 12. Butte County Fire Department/Oroville City Fire
Department - the proposed agreement provides for
automatic aid between the parties pursuant to
Government Code Section 55532 - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN
SUBJECT TO APPROVAL BY THE AUDITOR-CONTROLLER.
13. J. Laurence Mintier and Associates - proposed is an
extension to the existing consulting services
agreement to provide for continuing service and
project management as the General Plan coordinator
for the County General Plan update commencing July
1, 1991 through September 1, 1993 in an amount not
to exceed $5,000 per month - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN
SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE
AUDITOR-CONTROLLER.
14. State Department of the Youth Authority -a contract
has been prepared to implement Welfare and
Institutions Code Sections 704 and 1731.6 for case
referrals from the juvenile or criminal courts for
diagnostic and treatment services, and temporary
detention. The term of the contract is July 1, 1991
through June 30, 1992 in the maximum amount of
$3,611 per month not to exceed $25,000 for the
year - action requested -ADOPT RESOLUTION 91-79 AND
AUTHORIZE THE CHAIR TO SIGN THE CONTRACT.
15. State Child Abuse Prevention agreement -proposed is
a grant to fund the Child Abuse Prevention Program
in the amount of $94,596 each year for 1991/92,
1992/93 and 1993/94 - action requested - APPROVE
AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
16. Advance step hiring -- Board authorization is
requested for advance step hiring for reinstatement
of a supervising building inspector at range 207,
step 3 - action requested - AUTHORIZE ADVANCE STEP
HIRING.
17. Task Force on AIDS - proposed is a change in by-laws
which increases standing committees from three
(Care, Education and Legislation/Finance) to four
(Care, Education, Legislation/Finance and Community
Liaison) - action requested - APPROVE REVISED BY-
LAWS.

update of the Housing Element of the Butte County General

facilities; evaluation of constraints to the development
of housing in the County; extension of the time frames
of the County's housing programs included in the Housing
Element; evaluation of the use of various state and
federal programs to accomplish County housing policy;
evaluation of the County's progress in meeting the
objectives stated in the Housing Element; adoption of a
policy relating to equal housing opportunities; and
miscellaneous revisions to the analysis of the 1980
