from the State; when will the contract be extended to? Supervisor McKillop
asked if the County could give some of this entitlement water to Paradise due
to their shortage of voter. Matter discussed. No action taken at this time.

unanimously carried, the letter of conditions from Farmers Home Administration
regarding additional grant funds for the sewer protect to serve County Service
Area No. 2b was approved.
7b-1118 ADOPT ORDINANCE 1731, gMJ:NDMENT TO SALARYORDI~NANCE

flexible hiring of a stenographer clerk I1 position or a legal stenographer clerk
position in the Clerk's office, delete one refuse disposal attendant in the Public
Works Department, add one manpower specialist position to Manpower Administration
and reclassify a CETA health aide position to an account clerk. The first reading
of this ordinance was waived at the meeting of June 29, 1976.
On motion of Supervisor Richter, seconded by Supervisor Madigan and
unanimously carried, the second reading of the salary ordinance amendment was
waived, Ordinance 1731 was adopted and the Chairman authorized to sign.
76-1119 ADOPT RESOLUTION 76-II7.}-';GRANT AGREEMENT FOR FIRE DEPART. COMPRESSOR

air compressor through the Rurat Development Act has been approved in the amount
of $4,999. County share, previously approved, is X3,645.
On motion of Supervisor McK~op, seconded by Supervisor Richter and
unanimously corned, Resolution 76-117approving grant agreement :wa's adopted
and the Chairman authorized to sign.
76-1120 DISCUSSION OF COST INCREASE OF SINGLE LEVEL ROOF FOR FUTURE
SECOND FLOOR IN NEW ADMINISTRATION BUILDING: APPROVE CONCEPT AND
SUPPORT ESTIMATE OF ADDITIONAL. COST
Cost increase o singe eve roo for ture second floor in new
Administration Building is estimated to be over $100,000. Supervisor Richter
felt this would be a wise investment; expressed his support of the concept.
The main cost would be in the stressing for future development.
Concept discussed.
On motion of Supervisor Richter, seconded by Supervisor McKillop
and unanimously carried, concept of the single level i~of for future second
floor in new Administration Building was approved and estimate of X107,000 additional cost
for this additional work for the County Administration Building was supported. _

76-1121 BUDGET TRANSFERS APPROVER
On motion of Supervisor Ladd, seconded by Supervisor Richter and
unanimously carried, the following budget transfer was approved:

ee e, and together frith unanticipated revenue from Federal Aid -
Communicatione Grant of X10,231 and State-Aid Communications Grant of
SSb6, creates an additional appropriation of $11,348 to be distributed
as follows: radio maintenance, $1,000; consultant services, $1,200;
and equipment, X9,148. This transfer fa necessary to increase appro-
priations in the 1971,.-75 Regional Communications Program pursuant to
Office of Criminal Justice Planning Modifioatioa No. 4 approved by
the Board an May 25, 1976; minute order 76-852.
RECESS: The Board recessed at A:34 for an executive session-
meet and confer session.
RECONVENED: The Board reconvened at 9:50 following an executive session.
Chairman Cameron stated there was nothing to report at this time.
76-1122 DATA PROCESSING-REDUCTION IN FORCE
T conversion o accounting proce ures in Auditor's office will result
in the need to reduce some staffing in Data Processing in order to maintain
realistic charges. Hank Hindery, pats Processing Director, explained the
situation that exists at this time.
At this time, there are four programmer analysts and one assistant
analyst assigned to the Auditor. Mr. Hindery explained how the Auditor's
work will be handled and which analysts would be retained. Ne felt that
two of the programmer analysts could be deleted. Funds fior these positions should
be unallocated to his department.
Mr. Nickelson stated he was in agreement with the suggestion of
Mr. Hindery. Ten days notice should be liven to the employees and the
two positions should be defunded. He felt that Mr. Hindery's request was a
reasonable request. The Auditor is not going off completely from Data Processing.
Lay=off section of the Personnel rules set out by Jim Rnckerby.
On motion of Supervisor McKillop, seconded by Supervisor Madigan and
unanimously carried, funding for two programmer analysts will no longer be
available as of July 23, 1976.
7b-1123 AUTHORIZE ESTABLISHMENT OF CHANGE FUND: TREASURER-TAX COLLECTOR

allow the Tax Collector to collect taxes.
On motion of Supervisor Richter, seconded by Supervisor Ladd and
unanimously carried, establishment of change fund authorized.
76-1124 APPROVE RELEASE OF ONE-FOOT STRIP. CENTER STREET, PARADISE
Clay Castleberry, Director of Public Works, stated that the developer
wishes to construct private access to a proposed apartment complex to Center _
Street at the Skyway. page ~,

Mr. Castleberry said he would recommend approval of the request, subject
to the developer improving the road, as set out in the use permit.
On motion of Supervisor McKillop, seconded by Supervisor Madigan and
unanimously carried, release of the one-foot strip, Center Street, Paradise, was
approved, subject to the condition that the developer improve the road to a
24' paved road.
76-1125 APPROVE GRANT OF SANITARISEWER EASEMENT TO CITY OF CHICO
(LONGFELLOW UNIT X25)
Granting o t is easement wil I provide the City an easement on county
property along Linda Channel for construction of a sanitary sewer to serve
Longfellow Unit +f25 Subdivision in the City of Chico. The grant also provides
for maintenance of all facilities by the City of Chico.
On motion of Supervisor Madigan, seconded by Supervisor McKillop and
unanimously carried, grant of easement to City of Chico was approved.
76-1126 ROAD MAINTENANCE AGREEMENT REQUIREMENT ADDED TO COUNTRY
ACRES SUBDlVIS40N
Country cres bdivision should have an additional requirement for
a road maintenance agreement. It is proposed to be a private unimproved road
subdivision.
Clark Imhoff, developer, appeared ro discuss the requirement.
On motion of Supervisor Ladd, seconded by Supervisor Madigan and
unanipously carried, the road maintenance agreement requirement was added
to the requirements for Country Acres Subdivision.
76-1127 APPROVE AGREEMENTS FOR SALE, RIGHT OF WAY ACQUISITION
On motion of Supervisor Richter, seconded by Supervisor Ladd and
unanimously carried, the following agreements for sale were approved, Chairman
authorized to sign and Auditor authorized to issue warrants upon demand of
County's escrow agent:

76-1128 RECONSIDERATION OF STENO-CLERK POSITION
Clay Castleberry, Director of Public Works, requested Board's
reconsideration of steno-clerk position for his department. Justification for
the request set out. He stated that there are many projects that need plans
and specifications and other typing completed in order to get the jobs ready
for call for bids. Projects that need steno-clerk duties set out.
Request discussed. It was suggested that maybe apart-time individual
could do the necessary work.
Suggested that the Administrative Officer met with Mr. Castleberry
and report bock to the Board.

7b-1129 REPORT ~ BID RESULTS PAVING OVERLAY & IMPROVEMENTS OF
VARIOUS COUNTY PARKING LOTS AND PAVING OF ROSEBEN AVE.
AWARD OF BID
Mr, Cast eberry reported on the above bids. He stated that Butte
Creek Rack Company was the low bidder. The Gridley job should be included
within these projects, subject to their posting of the required sum of money.
On motion of Supervisor Madigan, seconded by Supervisor Ladd and
unanimously carried, the bid for paving overlay and improvements of various
county parking lots and paving of Roseben Avenue was awarded to Butte
Creek Rock Company, and to include the work for Gridley, subject to their
posting the required amount of money, and the Chairman was authori xed to
sign the agreement for said work.
76-1130 ADOPT RESOLUTION 76-118 AUTHORIZING SALE OF PROPERTY PURSUANT TO
THE PROCEDURE USED BY THE STATE OF CALIFORNIA

unanimously carried, Resolution 7b-118 authorizing sale of property pursuant to
the procedure used by the State of California was adopted and theChainnan
authorized to sign, with the understanding that all sales will be brought back
to the Board for approval prior to the sale, following the State procedures in
these matters.
76-1131 EAST AVENUE PAVEMENT OVERLAY-ESPLANADE TO JAY PARTRIDGE SCHOOL
AUTHORIZE ADVANCE DEPOSIT WITH CHICO
East Avenue pavement over ay was inc uded in 1974-77 budget on
cooperative project with City of Chico. Bids have been received by Chico and
they desire to award the contract. County share of cost $7,270.50. Discussed.
On motion of Supervisor Richter, secorded by Supervisor Madigan and
unanimously carried, advance deposit with Chico for (County's share of cost
plus 5% contingency (fatal deposit $7,650) was authorized.
76-1132 AUTHORIZE $5.00 C HARGE FO R GE NE RAL PLAN

unanimously carried, the Planning pirector was authorized to charge $5 for
General Plan copies to cover cost of printing.
76-1133 AUTHORIZED PUBLIC WORKS TO SELL SINGLE PAGES OF MAPS REGARDING
I NUNDATIO N
Supervisor Ladd commented on the memo to the Board concerning
charges for the inundation maps. He asked why someone should have to buy
the entire set of maps when he only wants one page of the maps. The maps
are available at Public Works, Disaster Office, Administration and in all the
County libraries. Charges for the maps discussed.

Subdivision, was present to speak in opposition to Condition 5 of the requirements
on the map, Condition No. 5, ha opposes the fast sentence of the condition which
states that the requirement must be met before the map is approved. This condition
requires the Formation of a county service area dot fire protection services.
Conditions discussed. It was requested that the originals Conditions No. 5,6
and 7 as set out on the Board's write-up be the conditions that would be approved.
This would delete the formation of the fire protection service area.

ROAD. EAST OF PENTZ ROAD. PARADISE: DELETE CONDITION FOR SIDEWALKS
Mr. James Bowman, developer of Highland Garden Estates Subdivision, was
present to discuss with the Board conditions that have bean placed on the map.
He spoke in opposition to the requirement for sidewalks; he feels that they would
not go anywhere as these are deadend streets. Objection was also set out for
Condition No. 10, requirement for providing street lighting.
Subdivision map set out and discussed.
On motion of Supervisor Ladd, seconded by Supervisor McKillop and
carried, the following tentative subdivision map was approved, with the deletion
of the last sentence of Condition No. 3,"Ib include construction of 4 ft. sidewalks;'
with the finding that it is consistent with the General Plan, and that negative
environmental impact reports have been filed with the County Clerk:

76-1149 DISCIfSSION: PROiOSED RESOURCES CONSERVATION DISTRICT
HEARING SET: AUGUST 10, 1976 at 1:30 .m.
Dan B ac slot ,County Counse ,reported that a hearing date has
to be set for the proposed Resources Conservation District formation. Petitions
were timely filed and have been checked by the Assessor's Office. Maps
of.the county showing the areas requesting to be deleted displayed. It is a
policy -decision to eliminate all districts that request to be out of the district.
The area south of Durham is pretty well excluded. This proposed district has
found opposition in the southern part of the County.
Mr. Blackstock asked the Board what they thought of going with
Durham, west of Chico to the County line to the area around Richardson Springs line.
That would eliminate a great percentage oFthe County and would leave in the
area that has expressed support for the district. He stated he was looking for
direction from the Board so Public Works can -prepare the map.
Purpose of the district explained.

Inter-Departmental Memorandum from Jim Lawaoa, Planning Department
to the Board was discussed. Mr. Lawson stated that h1s department will
proceed an the staff level to work on the four new items in the General
Plan. He stated that when the Board meets on November 9, 1976 to discuss
this that the drafted documents will be done. The Planning Cottmiission
is meeting on the third Thursday of October sa discuss this.Mr. Lawson
also stated that the consultant process takes 8 much longer time to
work on this than if hie department did it.

76_1156 DI5CUSSION; FINANCIAL ASSISTANCE TO PLUMAS COUNTY
Dan Blackstock, County Counsel, reported that the case has been
argued and that no decision has been made. The case that is of most
importance to this County is the one that is being financed by a Public
Law group. This ca se is •concerning~payment ao pregnant females Eor the
unborn child. The group is fighting this and want payment to start
after the child is born. There is concern that the federal funding
would be eliminated. The entire coat would then be carried by the
State or local agencies.
Mr. Blackstock related that it:appears that'•nothiag is•.going'-ta

something should happen, he will bring it to the Board's attention. He
stated the problems in the case are very complex.

Clif Nickelson, Administrative Officer, suggested to the Board
that they hold off the meeting until the budget review. Theo they could
discuss the Revenue estimates.
Chairman Cameron said that he would like to discuss this matter
with the Auditor.
Supervisor McKillop does not agree with the Auditor's estimates.
Supervisor Richter concurs with Supervisor McKiilop.
76-1162 MATTERS PRESENTED 8Y TAE HOARD
Supervisor Madigan #~ecAlipil that the Highland Garden Estates,
twelve lots, south o£ Dean Road, east of Pentz Roed, Paradise has the
same name for a road and a Cul-de-sac. He feels the names oa new
pra~ects should be cleared before they are approved so that the
problems involving games of streets will not be compounded.

unanimously carried fhe Hoard expressed their intent to adopt a plan to
determine that the names of new streets are not duplicates of those
already in use.
Supervisor Madigan commented that the Bureau of Reclamation had hired
an outside firm to study the earthquake problems in CgliforniB. He stated

Clif Nickelson stated that he and Clay Caatleherry, Public Works
Director, had discussed the position of a Steno-clerk. Mr:'Castleberry
is going to hfre as extra-help person to filh• the position. He would
like to hold open the possibility of making this position a permanent
position is the future.

76-1164 PUBLIC HEARING: ART THOMPSflN - APPEAL OF PLANNING CObIIrffSSION'S DETERMINATION
TO REQUIRE AN ENVIRONMENTAL IMPACT REPORT
The public hearing of Art Thompson - appeal of Planning Comniesion's
determination to require an Environmental Impact Report for proposed land
division, four lots, on the north aide of Kennedy Avenue, west of intersection
of Nord Avenue, Chico was held.
Bearing open to the public.
Appearing: Art Thompson, Property Owner. Mr. Thompson wishes to
appeal the Environmental Impact Report that the Planning Comaoiasion voted
to require. He could not see shy thiastiould be required as he is completely
surrounded by small parcels. These small parcels axe split between
the family. Mr. Thompson feels that there would be no damage to the land
by the split.
Dan Blackstock stated that since the property was awned by the
same man it looked like a subdivision map should be filed instead of
a parcel map. Nr. Thompson could split the property into three lots
instead of four lots and not make it necessary to file a subdivieon
map.
The hearing is continued for two weeks to Tuesday, July 20, 1976
to give Mr. Thompson time to decidd what he would like to do.

MATTERS PRESENTID BY BOARD MEMBERS
Supervisor Richter brought up the matter of updating the General
Plan. He said that they should get a coffmittee to look into the area
of planning and the feasibility of a General Plan update.
On Motion of Supervisor Ladd, seconded by Supervisor Madigan and
unanimously carried the Board authorized the transfer of a NCR machine
from the ,5uperintendeat~of Schools 0€fice to the Auditor's Office.

Supervisors Madigan and NcRillop shared Supervisor Ladd's comtnenta.
The report .~oxi the Conflict of Interest Code costa do not show all
of the direct coats the County will have. Mr. Nickelson stated that this
was just a light estimate. It ie a problem to be settled by the Board.
There was a gentleman out of the audience who wanted to speak to
someone concerning a right-of-way problem in Palermo. Supervisor Ladd
is to meet with him at the close of the meeting.
