Molin, attorney at Taw - on behalf of Cameo Lee Braswell (a minor), files a claim in the amount of $75,000 as a result of alleged injuries sustained in an automobile accident on April 4, 1986 at the intersection of Ponderosa Wa,y at its intersection with Drexel Drive in the Paradise area. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RTSK MANAGEMENT. 13. Salary ordinance amendment - the ordinance adds a public health nurse practitioner to the Health Department staff allocation to conduct Juvenile Hall medical services as previously approved by the Board. WAIVED THE FIRST READING OF THE ORDINANCE. 14. Ordinance establishing speed limit - the Public Works Department has completed a traffic study on Meadow Road and recommends it be speed zoned for 25 miles per hour. WAIVED THE FIRST READING OF THE ORDINANCE. 15. Weights and Measures law - a resolution has been prepared requesting a United States postage stamp commemorating 150 years of uniformity in Weights and Measures law. ADOPTED RESOLUTION 86-88 AHD AUTHORIZED THE CHAIRMAN TO SIGN. i6. Approval of plans and specifications - Roadway Widening and Obstacle Removal on Various Sutte County Roads, Hazard Elimination Project HES-OOOS(2l9) - plans and specifications have been completed for the budgeted project. APPROVED THE PLANS AND SPECIFICATIONS; AUTHORIZED CHAIRMAN AND DIRECTOR OF PUBLIC WORKS TO SIGN THE PLANS; ADOPTED THE WAGE SCALE; AND SET SID OPENING FOR A DATE TO BE DETERP1INED BY THE PUBLTC WORKS DIRECTOR, SUBJECT TO CRLTRANS RND FEDERAL HIGHWAY ADMINISTRATION APPROVAL. 17. 56 325 {Local Transportation Fund} and SB 620 {State Transit Act) claim for public transportation projects -- The 1986-87 claim provides for funding the county portion of costs for the Butte County Transit System, Oroville Area Transit System, Chico Clipper, Orovil7e Express, Gridley Flyer, Taxi Tieket Exchange Program, and maintenance of the Amtrak Depot. APPROVED THE CLAIM AND AUTHORIZED THE PUBLIC WORKS DIRECTOR TO SIGN ON BEHALF OF THE COUNTY AND FORWARD TO BCAG FOR APPROVAL. Page 476 July 15, 1986 86-402 (Cant'd) 18. Tax rate reduction - County Services Areas 1, 25, 36, 47 and 56 - the Auditor, in accordance with Revenue and Taxation Code §100, requests authorization to eliminate the pro--rata share of the 7% local tax rate in 1986--87 by tax rate reduction for the subject service areas. AUTHORIZED THE ELIMINATION OF THE PRO-RATA SHARE OF LOCAL TAX RATE FOR 1986-87 FOR COUNTY SERVICE AREAS 1, 25, 36, 47 AND 56. 19. Facility use agreement - Community Action Agency - an agreement has been prepared authorizing the Community Action Agency's utilization of county-owned property at 2255 and 2269 Del Oro Avenue in Orovilie and 185 Sycamore Street in Gridley. APPROUED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 20. 1984-85 CDBG Minor Nome Repair Program agreement - an agreement has been prepared with the Community Action Agency to Implement the Minor Hame Repair Program as approved by the State Department of Housing and Community Development. The contract covers the period through September 30, 1986 and is in the maximum amount of $50,000. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN, SUBJECT TO APPROVAL BY COUNTY COUNSEL. 21. CSA 34 Gridley Swimming Pool contract amendment - an amendment has been prepared to the 1985-86 operational agreement with the Butte County Fair covering unanticipated operating casts in the amount of $4,200. Budget transfer B-234 has been prepared to provide the necessary appropriation. APPROUED CONTRACT AA9ENDMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 22. Far Northern Regional Center transportation services agreement - an agreement has been prepared with the Far Northern Regional Center to establish a Butte County transit route between Paradise and Oroville to serve the Feather River Opportunity Center, with Far Northern agreeing to pay for the cost of service. The proposal has been reviewed and approved by the Intercity Transit Committee. APPROUED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 23. Butte County Juvenile Nall CYA regional center agreement - an agreement has been prepared with the State of California Youth Authority to utilize the Butte County Juvenile Hall as a regional CYA center during 1986-87. The agreement covers a guaranteed reservation of 12 beds at a rate of $41.60 per bed per day. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 24. Family Services Association agreement -- the agreement; in the amount of $117,920, covers services to the homeless mentally ill population and covers the period Juiy 1, 1986 through June 30, 1987. Community Living Centers agreement - an agreement has been prepared with Community Living Centers {Creekside} to rovide residential treatment services. The contract maximum is 163,850 and covers the period July T, 1986 through June 30, 1987. APPROVED CONTRACT AND AUTHORIZED THE CHAIR~4AN TO SIGN. 26. 1986-87 County Medical Services Program (CMSP) - a contract has been prepared with the State Department of Health Services covering= participation in the program. Canvass of votes cast - June 3, 1986 Primary Election - the County Clerk submits certification of votes cast in the Primary Election as required by the Election Gode. INFORMATION ONLY. 28.
