Before each project is stated, it has to be brought before the Board. For the last several years, Air. Castleberry has written the Board a status report of the projects that are underway or that have bean awarded, To transfer arty of the fund encumbered balances, they have to be approved by the Board. Fund balances of road projects discussed. Mr, Castleberry stated that the County has contracts with Public Utilities for railroad crossings or for street lighting and these funds are held until Public Utility does the project. Supervisor Winston stated that all projects ahould be reviewed to determine whether the funds are encumbered or unanoumbered. Mr. Gastleberry said his department would be happy to disouss any of the projects with the Board; all contract payments are not always paid at the time the project is completed. Supervisor Winston stated that when he looked at the summary on Page 5-4b, he sees 3 items for vehicle in lieu taxes. He sees $1,068,$00 going into roads. He submitted that those are tax funds and felt that the responsibility o£ the expenditure of these funds should be i.n the hands of the Board of Supervisors, It was moved by Supervisor Winston that the Board appropriate the in lieu tax moneys to the General Fund. Supervisor Moseley said she would like more time to think about the motion, Ghairatan Richter said he wants the money spent on the roads and he would vote against the motion, He felt the Board would be able to balance the budget without those funds. Supervisor Lemke stated that the Hoard should take into consideration that at any time during the coming year, the Board could cancel any road project and at~r old contract, Mr. P2takelson felt that these in lieu taxes should be plaoed in a special road fund. not in the General Fund. He explained the matter of the special road fluid. Monies could be transferred out of that fund in the case of an emergenoy, Funds cannot be transferred out of the Road General Fund, other than for road projects, Mr, Castleberry stated he would support the spacial road fund. Motion above withdrawn by Supervisor Winston, On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the vehicle in lieu taxes withdrawn from Road Reserve Fund and to be placed in a special road fund. The monies will be ear-marked Por road~ut could be transferred out for other purposes in the event of an emergency, Shgriff's Budget Supervisor Winston stated that the large Feather Falls area is within his district. There is only one deputy to Dover the area, A CB radio is requested for the deputy's car, but the Administrative Officer had taken this out of the budget. He feels the CB is Headed as a Iot of the residents have CB radios but da not have telephones. Chairman Richter felt the request was reasonable, On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimcusly carried, a GB radio for deputy in Feather Falls area was approved, in the amount of $?'j0, and fund to be plaoed in the Sheriff's budget. July 21, 197"/ /1 ~ July 21, 1977 Fire Protection $udeet Supervisor Winston stated that on the proposed fire protection district situation, he expressed lack of knowledge, He has a report from the Fire Department that could have a great deal of merit in the less than county-wide tax assessment district, He wants to look at it very oarefully and he might, then, favor it, Public hearings could be held and it could be considered for next budget session, Matter discussed; no action taken, Mr, Lawrence reported on subvention funds to fire districts. Explained matter of funds for the Magalia Water District, Subvention funds for fire districts discussed, Mr, Mickslson set out the amount of funds given the fire districts last year, Supervisor Winston stated he felt the Concow Volunteer Fire Department should be included within this budget. Start up fund should be appropriated. Start up cost would be $10,000. On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the Concow Volunteer Fire Department was approved to be included in the Fire Protection Budget, Page 1~2, and a start up fund in the amount of $10,000 was appropriated for this volunteer fire department, Sheriff's Budget Supervisor Lemke stated he would like to discuss the matter of the re-organizational plan for the Sheriff's Department, Positions requested discussed. Jim Rackerby, Personnel Director, explained the matter of filling positions with CETA personnel, He said one man could be up-graded to that of lieutenant. the deputy position Could than be filled with a CETA position. Six additional positions could be filled with CETA positions, Three positions that would be upgraded to lieutenant would be filled with CETA personnel. Costs for use of CETA positions and for the upgrading of the deputies to lieutenant set out and discussed. On motion of Su ervisor Lemke, seconded by Supervisor Winston and unanimbus7,y carried,40,000 was added to implement the Sheriff's re-organizational plan and the Auditor will plans these funds in the proper budget. Chico's Sales Tax Problem Supervisor Madigan stated that last Tuesday County Counsel had been requested to check and determine if the Attorney General's Office had finalized the matter of the sales tax problem with Chico. County Counsel's office has not made the cal]., Chairman Richter stated that County Counsel should again be instructed to call the Attorney Generals Office as requested to find out the determination of the matter, Mr. Nickelson to so inform County Counsel, CETA Slots discussed Requested positions by departments discussed, The report from Mr, Rackerby discussed. Quite a few of the requests for personnel could be covered by CETA slots. Discussed the additional attorney for County Counsel, This attorney would be used for trial purposes, Chairman Richter said he hoped this position would be left in the budget. 4n motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the additional attorney position within County Counsel's budget was retained as recommended by Administrative Officer. Page 348, Ju].,p 21, 19')7 ~. duly 21, 1977 Assessors Budget Personnel for Assessors Office discussed. Mr. Rackerby reported that they proposed to upgrade one position to that of Standards Control Officer. Three clerks would be funded by CETA. Three appraisers would be funded by CETA. Elections Budget The position requested in the budget was taken Dare of by the CETA program and it will be taken out of Eleotions budget. Central Dubli.ratina Posit ~ ~~~ ~~ ~~~ ion taken out of budget as it will be handled by CETA Chico Municipal Court Position to be filled by CETA and $5,591 taken out of budget. District Attorney-F;a lv Suvuort One CETA position will be used in the regular District Attorney side of the budget and will have one CETA position, This will save on one Clerk position. Sheriff Data Processing Programmer request that is proposed; this is to be placed in the Data Processing Department and will also handle other programs. Probation This request has already been taken care of by CETA and the funds will be taken out of budget. Subdi+rision Ins ector That will remain as regular position. A ricultural t. Request is for a pest control man. This position will be a CETA man and funds will be taken out of this budget for this parson, Health Services Administration has proposed this for a half position. It will be filled with a full time position funded by CETA and the other half time wi11 be used in the Sanitation side of the budget. Other positions covered by CETA set out by Mr. Rackerby and discussed. Thera were 11z regular positions approved within the budget, all other requests were filled by CETA, The Auditor will compute all of these changes and the Board will then take action on the positions. Personnel Budget Mr. Rackerby stated there was a situation in this budget regarding annual physicals for employment. Because of changes in the laws, a large portion of these funds could be deleted from the budget. A certain amount wi].]. have to remain for physicals for retiring personnel and those retiring under disability, $2,000 should be left in, On motion of Su ervisor Lemke, seconded by Supervisor Madigan and unanimously carried, 6,500 was deleted from the Personnel Budget for the employment physioals. Consumer Protection Budget It was moved by Supervisor Winston and seconded by Supervisor Moseley that the Consumer Protection Budget be deleted from the Budget. Mr. Lawrence stated that the other county fire districts qualify under the law for subvention funds. Magalia Water District might not qualify as they on7.y contract for service.
