RECONVENED: The Board reconvened at 8:00 a.m.'for the purpose of
Budget study. Present: Supervisors Cameron, Gilman,
Ladd, Madigan, and Chairman McKillop. Clif Nickelson,
Administrative Officer, and Clark A. Nelson, County
Clerk, by Margie Catt, Board of Supervisors Clerk.

BUDGET STUDY•
Hospital Budget
Chairman McKillop said that maybe before the budget for the
hospital was discussed the Board should discuss the hospital and what
direction the Board is going to go in the matter. Supervisor Ladd
agreed; he felt a decision needs to be msde; he feels that there
are matters that need serious consideration.. Mental Health budget
will also have to be discussed.
Walter Atkin, Hospital Administator, was present to discuss
the hospital and its operation. He set out things that should be
considered. The generator must be purchased because of the new
life safety standards, along with this is a demand for the purchase of
sprinkling systems. This would be a large expenditure. He set out the
things that would need to be done if the hospital is to be kept open.
He said that a new light has come on the scene which are the new
requirements covering clinics. They will be controlled and regulated
the same as hospitals have been in the past. He explain.zr_ ghat would
have to be done.
Mr. Atkin stated that the hospital situation in Butte County
is no different from the other counties. The service has continued to
decline. They have reduced the number of employees at the hospital.
He explained the problems of help at t'ie hospital. He said they have
been running about 12 acute patients per day anal about 25 per day in
the long term section. He explained how they receive payment for
these long term care patients. Mr. Nickelson asked Mr. Atkin what
he would estimate would be the County's loss per patient for the lczg
term patient.
Supervisor Ladd made a statement to the Board for consideration
He feels that the Board has to decide whether the County is going to
try and continue with the hospital providing the services. The
County has not been able to provide real hospital service for some
time. He said the Health Department could be put out at the hospital.
There is a place at the hospital where violent patients can be kept;
there is no other .such place in the County at this time. He set out
his views on how the hospital could be used to the best interest of
the County.
Chairman McKillop said this would be utilizing the hospital
for the Health Department, Mental Health and for a clinic.
Supervisor Gilman felt that the decision that should be made at this
time is what is to be done t~rith ths~,present operation. He does not
think the County can continue with the acute care or long term
care at the hospital. Supervisor Ladd felt the County needs to
eliminate the acute care and the long term care services. The
County is not in a position. to handle these operations at this time.

Time spent discussing the hospital operations and what
should be done about the hospital, Chairman McKillop said that the Coun
maybe could utilize part of the facility by moving the Bird Street
operation of the Health Department out to the hospital site.
Supervisor Ladd said there was a critical shortage d space at the
Bird Street building. Chairman 1~cKillop said the Health Care
Services could be provided under the Health Department. Chairman
McKillop asked Mr. Atkin ghat would be required for the clinic.

It was moved by Supervisor Madigan and seconded by Supervisor
Gilman that the County phase-out the acute care section of the
hospital, as soon as possible.
Motion discussed. Supervisor Ladd did not think that the
time had arrived to make such a motion. He feels that the Board
should have a little more information as to where the County is
going. Until the Board has some of the other issues resolved, he
would not lie able to vote on this motion. He requested that the
motion be withdrawn u_^~;il more consideration was-given to the matter.

On motion of Supervisor L2d.d, seconded by Supervisor Cameron
and carried, the above motion was tabled at this time.

Supervisor Gilman stated that if the Board wGs going to
proceed with the phase out of the acute care section, it should
also consider the extended care section. Chairman McKillop requested
Mr. Atkin to speak on this subject.
Mr. Atkin said that bed availability in this County for
the long term patient is nil. On the acute care side, there i~
an availability of beds except during an epidemic period. Mr. Atkin
felt that the extended care section would have to be kept open for
a period of time. He feels that the hospital could be phased out
gradually. He said there are applications for more beds at some of
the convalescent hospitals in the County. There are 77 beds at the
Ya~spital. There ~-^e 22 or 30 beds at the hospital than could be
released so that the other hospitals could add them 'to their facility.
Mr. Atkin said the County could notify the Department of Health
Services that the County would be releasing certain amount of beds.
Releasing of beds discussed; no action taken at this time.
Chairman McKillop felt that there was no way that the
County could economically operate the present hospital unless
it was updated. It was felt that there should be a statement of
intent that the County was going to release beds at the hospital.
Mr. Nickelson said he and Mr. Atkin could talk with the State
and proceed with an orderly phase-out of the beds.
Chairman McKillop felt this would be a good item for
discussion at the County Superior Health Services meeting to be'
held on Monday, August 6th. Releasing of the beds discussed
further at this time.

It was moved by Supervisor Cameron, seconded by Supervisor
Madigan and unanimously carried that the County intends to release
22 long term beds at the County Hospital at this time.
Supervisor C~~meron asked Mr. Atkins of the feasibility
of moving the Mental Health Facility to the County Hospital.
Mr. Atkins said they could be moved intact. The offices could be
in the south wing and the acute care area could be utilized for
these patients. Supervisor Gilman felt that Dr. Magaire should be
present during this discussion. Chairman McKillop felt the decision
should come from the Mental Health Committee. The Committee thought
at the time it was moved that it would be moved to Chico Community
Hospital. Supervisor Cameron said he would ask for the Committee's
in-put at the meat meeting of the Committee.
Time spent discussing lab services It was felt that there
would be no change in this step. 'Whey could still go to the
hospital anal have their work up and then could be transferred to
the county facilities. Supervisor Ladd said he ~~•lieved that the
County Health Department needs lab services; the jail. and juvenile
hall also needs the lab services. It was felt that these things
should be considered in an in-depth study.
Chairman McKillop felt the Board should have a cost analysis for
Mental Health Services. Kitchen facilities at the hospital should
also be considered.
Chairman McKillop asked if the County should have a complete
Health. Services operation, but under the Health Department. There
should not be luplication of services by the department=•. Supervisor
Gilman suggested that the Board give some direction to the Administrativ
Officer and the Health Department to go over this matter and report
back to the Board.

Chairman McKillop asked if there was anyone that desired to
speak on the hospital situation at this time.
1. Mr. Abe Bailey, 12 M~esedith Lane, Chico, present
as president of the "Bridge". He said a consideration of moving
the mental health facilities to the present hospital site is opposed.
He explained the operations of the "Bridge". It helps during
crisis situations. He would welcome Mr. Stratton or any of the
Supervisors to join in and have a thorough evaluation. He only
hopes that the ,Supervisors when discussing the hospital will
consider the Bridge also. The Bridge program would be affected
seriously if the County moves the Mental Health program to the
present County Hospital.
Supervisor Ladd said the Board is aware of the fine services
that are being provided by the "Bridge". He said he did not understand
why moving the Mental Health "acilities to Oroville would affect the
Bridge. The County wou_1d merely be moving the stabilization facility
from the motel to the County Hospital.
Mr. Bailey said he ~oanted it on record that the Bridge was at

a level of service now and it would be tragic if it were eli-~inated from
County support at this time. They received about $25,000 a year from
Dr. Maguire. Dr. Maguire would have to remove this amount from his
budget for their support.
John McLaughlin, Chico, Director of Work. Training Center,
explained how the moving of the Mental Health Facilities would
affect them. They have a bus that takes the patients from the
Mental Health facility and takes them to the Work Training C.,nter.
He explained his objections to the move.
Mr. Boon, Merrimac Star Route, Oroville, Public Relations
for AA, spoke concerning the Mental Health program. He asked
what was to be clone with the Alcoholic patient. He said it would
be a sad day if the County Hospital was to close. Supervisor Cameron
said that what Mr. Boon was saying was that the County needs a
detoxification facility.
Chairman McKillop askeo_F`;r. Atkins that if the acute care
facility were closet,., what would be the savings in this budget. Mr.
Atkins will bring the figures back to the Board later in this meeting.
Supervisor Ladd set out his thinking about the office or
clinical type patients and how they should be handled. Mr. Mickelson
stated that in the Sheriff Department Budget there was $40,000
budgeted for hospital in-patient and out-patient services. This could
be p: id to private doctors or to the County hospital. The Sheriff
bias even considered contracting for his own physician for the jail.
Chairman McKillop requested that Mr. Mickelson explain who the County
was responsible for-medical wise. Mr. Mickelson said there were
three categories: (1) the alien, this has been eliminated;
(2) the person in transcexit-the non-resident; and (3) the 18 to 20 year
olds.
Time spent discussing the operation of the hospital and how it
should be handled at this time. Supervisor Cameron asked if it would
be in order to have some in-put from the medical association?
Mr. Mickelson said the Butte-Glen Medical Society will be meeting
August 1 in Chico. Chairman McKillop said he would dike to have
someone attend their meeting; and indicate the Board"s thining in this
matter. Will they take these patients that the County has had to
absorb on a long term basis. Chairman McKillop directed Mr. Mickelson
to speak to the Medical Society on this matter. Supervisor Cameron
said he would like to have the Board`s position put into a letter;
Mr. Mickelson said it would be ready by tomorrow's meeting.
Chairman McKillop said he would, also, like some commitment from the
hospitals about this matter. A similar letter will be written to
the hospitals setting out the Board°s thinking in this matter.
Chairman McKillop said the Board should discuss the Health
Department taking over the entire Health Care Operation. Mr. Mickelson
had a chart concerning this matter; he will make copies and give
them to the Board members.
No action taken at this time.
Gridley Judicial Court Budget
Mr. Mickelson brought up the matter to staffing the
Gridley courts. It was felt t~agethe Judge did have a staffing

problem. The Judge is requesting the Board to authorize him to have
an additional Clerk for the Gridley Court. P1r, ?3ickelson set out
the justification for this request. Income from the various courts
discussed. It was felt that the additional position would eliminate
most of the extra help in the Gridley Court budget. The Board
authorized the additions-l of a Clerk I position to the Gridley Court
budget, and amended the budget as follows:
Line Item 110 Salaries and wages - regular increased by $5,000
Line Item l."C a5.tra help reduced by ~3,@80
Discussion of Bud ets
Mr. Bosworth, assistant Administrative O~ficer, stated that
Clark Nelson, County Clerk, would like to amend the election budget
to allow increases for the election officers. This could be added
later to the budget. X1,690 should be added to extra help and
X300 for rents and leases. A salary ordinance amendment will be
presented to the Board for adoption setting out the adjustment for
the election workers salaries. Inspectors a*ili go from $21 to $25.00
Judges will go from ~l$ to X21; and Clerks will go from X18 to X21.
Polling Place rentals will go from X15.00 to X20 per election.
This would be taken care of by the additions set out above.
Refuse Dis osal Bud et: X10.00 was added to Account 330
to cover memberships, which had. been overlooked.
Discussion: Income from Courts
Income from the Judicial Courts set out and discussed.
Assessmexa.t Appeals Board Budget
On ;~o~ion of Supervisor Gilman, seconded by Supervisor Madigan
and unanimously carried, the Assessment Appeals Board budget was
approved as proposed.
Administrative and Local A ens Formation Bud ets
Budgets discussed.
On motion of Supervisor Gilman, seconded by Supervisor Madigan
and unanimously carried, the Administrative Budget and the Local
Agency Formation Budget ~1ere approved as proposed.
Purchasing Budget
On motion c.f Supervisor Gilman, seconded by Supervisor Cameron.
and unanimously carried, the Purcr~sing Budget was approved as
proposed.
Approval of all these budgets are subject to thn adjustment by Data
Processing Department.
Collections De artment Budget
udget discussed. The change is in the reduction of the
staff i~rom 3 :rp;~~.tions to 2 positions. It was recommended that
nothing be done at this time in making any changes in this budget.
On motion of Supervisor Madigan, seconded by Supervisor Ladd
and unanimously carried, the Collections Department Budget was
approved as proposed.

Hos ital Bud et Discussed
Mr. Atkins present again to give Board the information
requested. He said that by elimi~~"ting the acute care section,
it would reduce the budget by X610,000. This X610,000 would be
the receipt of payments. You would not be saving anything, tax dollar
wise. The budget could be approved as submitted. Tf expenses can
be reduced, Mr. Atkins said '~.:: would reduce them. If the County
is going to maintain a portion of the hospital, might as well
maintain the whole hospital, he stated. Operations at the hospital
discussed.
Budget to be approved or acted upon after the Board is
in receipt of the information that they have requested.
Building_Construction Budget .
Mr. Nickelson explained this budget. Supervisor Ladd
said 3ie would like to see this budget considered at a later date.
Supervisor Gilman stated that the Durham Hall Committee would like
to have the library taken out of their building.

Central Service Budget
Mr. Nickelson explained this budget. Budget discussed.

General Insurance Budget
Budg:~ disci ussed. Supervisor Ladd questioned Mr. M~~kelson
about the matter of liability. Mr. Nickelson was requested to
discuss the matter urith the insurance agent about general liability.

noble experiment but it has not served :its purpose. The grants
do not coincide with the fiscal year budgets. No action necessary,
Grid Jury Budget
On motion of Supervisor Madigan, seconded by Supervisor Gilman
and unanimously carried, the Grand Jury Budget was approved as
proposed.
County Clerk Budget
Budget discussed. It was stated that the X100 approved
for the bulletin Board should have been in this budget rather than
in the Superior Court budget. The request was also for the placing
of railings in certain areas. Pa~un3~9Counsel will give the Board an

opinion concerning the provisions of the law for the bulletin board.
Request for rGilings discussed.
On motion of Supervisor Gilman, seconded by Supervisor Ladd
and unanimously carried, County Clerk's Budget was approved.
District Attorney and
Public Administrator Budget
Mr. Nickelson explained :;his budget. He stated that there
are two additional positions proposed. Mr. Leach feels that he
needs the additional clerical help and the Family Support Investigator.
Staffing requests discussed.
On motion of Supervisor Ladd, seconded by Supervisor Gilman
and unanimously carried, the additional family support investigator
was eliminated from the District Attorney's budget, showing a deletion
to Account 110, Salaries & wages-regular of $6,4:48.
On motion of Supervisor Ladd, seconded by Supervisor Gilman
and unanimously carried, the District Attorney's Budget was approved
with ~h~ above deletion.

Superintendent of Schools
& Board of Education__Budget
Tom Evans, Superintendent of Schools, present to discuss
AB 1267. He discussed the ramifications of this bill to this
proposed budget. Mr. Lawrence stated that essentially this bill
establishes a separate tax rate ~'or the schools. Tt provides for
the establishing of a maximum tax rate. There is some question
in Mr. Lawrence°s mind hotia the expenditures of the capital outlay
would be controlled.
County Counsel will give the Board an opinion on what the
bill means and what it will do. Mr. Lawrence explained how this
would be handled by. the. Auditor's Office.
It was felt that the budget could be approved as proposed,
subject to the adjustments that will be made by the Auditor due to
AB 1287. Bill discussed, It was felt that $63,724.could be added
to Line Item 490; this should be put in to get the proper ~~ax rate
and could be adjusted later.
On motion of Supervisor Madigan, seconded by Supervisor Cameron
and unanimously carried, the Superintendent of Schools Budget was
approved, with the inclusion of ~63,724.to Line Item 4g0 and to
change the fund name at the top of the page from General fund to
Superintendent of Schools, under C_~si•fac~tiQn.
Memo from County Counsel to Clerk about Posting of Notices
Coun;:r Counsel pc^^~sed out the memo to the County Clerk
explaining why they had to post notices out at Superior Court.
He is unable to ~'~.nd whether it has to be inside or outside the
building. It has to be at a place that the public has access, hi;
t~rould be up to the Bo:~rd where the bulletin board should be placed.

He stated that this is a Clerk's function; this is one of the duties
of the County Clerk. Funds for the bulletin Board to be placed in
the Clerk's Budget.

On motion of Supervisor Gilman, seconded by ,Supervisor Madigan
and unanimously carried, the Civil Disaster and Water Resources
Budget was approved as proposed,
Agriculture Budget
Budget discussed. Equipment items discussed. Supervisor
Madigan stated he had talked to Mr. Mackessey this morning about
the spraying of puncture vine. Supervisor Ladd felt that two men
should not be manning the spray trucks. Supervisor Gilman said they
could take a pickup and do more work with ore man than with the large
set up, using two men. It was felt that the Department should be
spraying continuously for these v~eeds. Mr. Nickelson will indicate
to Mr. Mackessey the concern. of the Board regarding the weed
spraying program.

Agriculture Services Budges were approved as proposed.
Recorder Budget
Cn motion of Supervisor Gilman, second.ec_ by Supervisor Ladd
and unanimously carried, the Recorder's Budget was approved as
proposed.
Planning Commission_B_udget
Budget discussed. It was stated th^t there mignt be a
staffi~.g problem in the near future but that tl2ey cannot do anything
about this until the spacing problems have been settled.
On motion of Supervisor Gilman, seconded by Supervisor Madigan
and unanimously carried, the Planning Commission Budget ~~as approved
as proposed.
Animal Control Bud et
Budget discus..sed., There will be one position phased in when
PEP funds run out. Control of dogs discussed. It was stated that
the only time the dogs ru:E~ in packs is the early morning hours, just
at day light. Mr. Nickelson will contact the Sheriff and discuss
the matter of early morning hour patrols.
Supervisor Cameron questioned the matter of people who have
animals dumped of:~ on their property. He does not feel that they
should ~.ave to pay to have the animals destroyed. This matter
will be discussed at the Association of Governments next meeting.
Mr. Michelson will determine who receives the money from the people
~a:~.o have animals removed from their property by the Dog Control
Officers.

and unanimously carried, the Animal Control beset was approved
as proposed, with the 1LZd.erstanding that this will. be discussed an
County-wide basis.
Public Guardian Bud et
On motion of Supervisor Gilman, seconded by Supervisor Cameron
and unanimously carried, the Public Guardiar_ budget was approved as
proposed.
Fish & Game Commission Bud et
On motion of Supervisor Gilman, seconded by Supervisor Ladd
and unanimously carried, the Fish and Game Commission Budget was
approved as proposed.
Health Budget
Mr. Nickelson explained the staffing. He stated that there
is a PEP sanitarian trainee. It is recommended that this position
be approved in this budget as a regular position.

MembGa*s~ips discussed. One membership in the Butte--Glenn
Medical Society was deleted, with a reduction of $190 to Line
Item 330. Supervisor Cameron questioned Mr. Mickelson about the
overtime item. Mr. Mickelson stated that the sanitarians have been
making their inspections on the weekend. It was felt that overtime
could be reduced by $300.
On motion of Supervisor Cameron, seconded by Supervisor
Gilman and unanimously carried, the Health Budget was approved
with the following reductions:

Budget discussed. It was stated that this has been transferred

adopted, contingent to the adoption of the Mental Health Budget.
Home Healtb._Agency Budget
This is a budget that has been discontinued. Informational
page only. No action needed.
Mental Health Budget
Chairman McKillop felt it would be wrong to handle this
budget at this time. Discussed whether the Mental Health Advisory
Committee should call a special meeting to discuss this budget,
Mr. Mickelson will. call them and discuss the ramifications set out this
morning and he will have them call a special meeting.
Mr. Mickelson will prepare a letter so the Board-can see
it before it is sent to them, Chairman McKillop stated that the
Board's concern should be conveyed to them in the letter anc~. that
the Committee should discuss the use of the County T~aspi~tal ~°acilities
for mental health purposes. Mr. Mickelson will have the letter
prepared and present it to the "yard for their consideration.
Medical Care Services Budget
On motion of Supervisor Gilman, seconded by Supervisor Cameron
and unanimously carried, the Medical Care Services Budget was approved
as proposed.

Mr. Macke son explained this budget. He said that there
might be a reduction in the number of employees when they get into
the Federal programs. Budget discussed. Line Item 490, Intra
Services Recd. discussed. Mr. Lawrence explained this increase.

On motion of Supervisor Gilman, seconded by Supervisor Cameron
and unanimously carried, the Institutional & Correctional Budget was
approved as proposed.
Crippled Childred Services Budget
On motion of Supervisor Madigan, seconded by Supervisor Ladd
and unanimously carried, Crippled Children Services Budget was approved
as proposed,
Library Budget
Library Budget discussed. Supervisor Cameron felt that extra
help could be cut with the use of the NYA students. Mr. Michelson
said he did not know what would be needed in extra help to move the
library. Processing of books discussed. The State Library has
increased their costs for processing the books from $1.40 to $2.50,
Micro-film charges discussed,
Purchase of bookmobile discussed. It was stated that there
is money in trust towards the purchase of a new bookmobile. It was
felt that the County should continue running the old bookmobile,
It was suggested that maybe the county should process their own books
and treat jobs for young people to do the work.
Time spent discussing the budget. The Board felt they
should hear from Mrs. Terrya County Librarian, before action is
taken on this budget. Supervisor Gilman said there was no reference
in this budget to move the branch. libra:^y from the Durham Memorial
Hall.
Action deferred on this budget until Nrs. Terry can appear to
disc.ss it with the Board.
Farm & Home Advisor Budget
On motion of Supervisor Gilman, seconded by Supervisor Ladd
and unanimously carried, the Farm & Home Adt-__sor Budget was approved
as proposed.

W~aer Recreation Budget
Budget discussed. Small fishing accesses discussed. It
was stated that they would be built this vrinter when the v:~ater is
down.
On motion of Supervisor Gilman, seconded by Supervisor Ladd
and unanimously carried, the GJater Recreation Budget was approved,
with the transfer of ~1,OOq, Item 310-Maintenance-Structures to
Page 118 (Public Works-General Services) Line Item 410.
Memorial Halls Budget
Budget discussed. ,Supervisor Ladd felt that in the Gridley
and Biggs Memorial Halls there are a number of areas tbat need
attention, rie does not feel that these halls have had enough
maintenance. The Biggs Hail is in need of paint, the roof leaks
and the walls leak. He said the driveway needs to be paved at
the Biggs Hall, To place asphalt cn the driveway would amount to
52,500 and to paint the Biggs Ha11 would cost another ~~,000.
This would be an addition of ~~,500 to the Biggs Mall. He said
he would be iri].li_ng to have the wainscoting deleted at a cost of
X200 and the delete she glass doors at a cost of 5$800, but leave in
the ~$l~5 for the panic hardware. Fic>r~uests discussed.
On motion of Supervisor Ladd, seconded by Supervisor Madigan
and unanimously carried, the Memorial Halls Budget was approved wit=i
the following changes:
Additions to the Biggs Memorial Hall-
Add X2,000 for painting
2,500 for paving driveway
Delete 5200 for wainscote perimeter main auditorium
and Sb800 for aluminum glass doors, but leave in the panic hardware
Discussion - Appropriation for Contingencies
Stated that there was riot much could do with the Fish and Game Fund.
Hospital Reserve Fund discussed. Supervisor Gilman said he would
like to think about this budget for a few days. It was felt the
hospital situation should be resolved first. Mr. Lawrence felt that
the reserve should be left in the budget. Funds discussed.
