Ca1T to order - Special meeting, 2:06 p.m., Board of Supervisors
room, County Administration Building, 25 County Center Drive,
Oroville.
Present: Supervisors Doran, Mcinturf, McLaughlin Wheeler and
Chairman Fulton; Martin J. Nichols, chief administrative officer;
Del Siemsen, county counsel; and Rubye Townsley, deputy clerk
of the Board.
Closed session: The Board recessed at 2:07 far a closed session
regarding potential lawsuit by
Sheriff Hal T. Brooks to overturn Board actions
implementing the 1985-86 final county budget.
Reconvene: The Board reconvened at 2:27 p.m. (SEE FOLLOWING
MINUTE ORDER.)
85-527 Report on closed session.
Motion: APPOINTED THE LAW OFFICES OF LEONARD AND LYDE, TO OBTAIN
MR. BLACKSTOCK AT THE STANDARD FEE PURSUANT TO THE CONTRACT
TO DEFEND THE COUNTY IN TWE LAWSUIT OF
SHERIFF HAL. T. BROOKS AGAINST THE BOARD OF SUPERVISORS
AND TWE PEOPLE OF THE COUNTY OF BUTTE.

AND WOULD NOT BE ABLE TO REPRESENT THE BOARD OF SUPERVISORS.)

Closed session: The Board recessed at 2:28 p.m. for a closed
session to discuss the existing lawsuit by
Sheriff Brooks and the Jones vs. Brooks lawsuit.
Reconvene: The Board reconvened at 3:02 p.m. (SEE FOLLOWING
MINUTE ORDER.)
85-528 Report on closed session.
Motion: JUSTICE DANES, THE CONSENT DECREE COORDINATOR, HAS PROPOSED
A WORKING MEETING BETWEEN THE SHERIFF, REPRESENTATIVES
OF THE BOARD OF SUPERVI50RS, STAFF AND COUNSEL.
ADDITIONALLY THERE HAS BEEN PROPOSED WEEKLY MEETINGS
BETWEEN REPRESENTATIVES OF THE BOARD, COUNTY ADMINISTRATIVE
OFFICE AND THE SHERIFF. BOTH MEETINGS ARE TO AID
IMPLEMENTATION OF THE CONSENT DECREE. THE SHERIFF HAS
REQUESTED THAT HIS COUNSEL FOR ATTENDANCE AT THESE MEETINGS
BE PAID FOR AT COUNTY EXPENSE. IT WA5 MOVED THAT THE
COUNTY AUTHORIZE THE RETENTION OF ROBERT HEWITT AT COUNTY
EXPENSE, AT MR. HEWITT'S USUAL AND CUSTOMARY HOURLY RATE,
FOR ATTENDANCE AT THE MEETING PROPOSED BY JUSTICE DANES
AND TWO OF THE WEEKLY MEETINGS AS PROPOSED.

ANNOUNCEMENTS.)
Adjournment: There being nothing further before the Board at
this time the meeting was adjourned at this time.
