Supervisor Maxon Expressed opposition to Mr. Cast`leberxy's statements. It was decided to postm pone any action until word is received from Mr. Mae:K.in.non°s attorney. 711560 DISCUSSION? o THR CO'UNT'Y ` S POSITION WI'IT1 REGARD TU F'OBMATION OF RECLAMATION DISTRICT; AUT:i30RI~E ADMI:NZSTRATION TO SEND LEl°TER._ IN ANSWER TO LANDOWNERS Chairman Reynolds stated that a letter should be written to the persons who signed the letter in support of the proposed reclamation district. The letter should state that.County Counsel is acting-on direction from the Board of Supervisors,~and the Board is representing the people of the County, the majority of whom are opposed to fo.r~tation of such a district. Supervisor Madigan expressed agreement with the landowners who wrote the letter with regard to the County spending money for the benefit of some people and the detriment of other people. HE feels that the Board will be faced with a "taxpayers' lawsuit i~ it continues in the same direction.--This is a taxpayer=landowner controversy, and Supervisor Madigan feels that it is their responsibility to obtain an attorney. Chairman Reynolds stated that County Counsel is merely ir_vestigating three or four areas and will report on litigation. Supervisor McKillop stated that he does not object to County Counsel`s merely researching the matter, but he does object if it goes beyond that point. '.Lowe-and Mr. Gentry, appeared to explain the projected study of the Magalia Reservoir Watershed. Mr. d.,owe showed slides of the .Magalia ridge to show the supervisors the a:r•ea which is being dealt with. He explained that the purpose of the study would be to define the existing water' quality conditions ire. the Magalia control watershed and to show the effects of urbanizaFion on this water. Fhe study would entail gathering water and geological data with an emphasis on the flow of the water. `Ihe study would start. in November 1971 to_.culmi_nate in ozae year with a x'eport to the Board in December 1972. The cost would be ~419000.00y with 50% to be shared by the DepartmenT' of Water Resources and 50~ by the .participating agencies. $30y000.00 is needed to operate; $11,000,00 is needed fox' services. $9500.00 is to be paid by the participating agencies and can be spread over a two~year period with $5,800.00 to be paid the fix'st year and. $3,700.00 to be paid the secand year. Mr. Lowe explained the distribution of work. Upon question from Supervisor Maxon, Mr, Lowe-explained previous studies which had been conducted by the Department of Water Resources. Mro Phillip-Kelly; manager. of ~Faradise :Cx°rigation Distr•i.ct, was present to give further information to the Board, kte stated that P.3.aD. has appointed a committee to meet with a committee to be formed by Che Beard to discuss the distri~° bution of costs. Mr.'William Hazeltine,'Oroville.. Mr. Hazeltine proposed "that the General Plan. could be possibly strengthened by setting up a system of priorities whereby people would come first. 3. Mr. Dan H. Green, Or•oville. Mr'. Green, opposing the adoption of the General Plan, presented a detailed objection to the Plan and its inherent socialism. 4. Mr. Lewis Camenzind, Chico. Mr ..Camenzind stated his opposition to the General Plan, 5. Mr. James Hansen, Orovf.l~.e. Mr. Hansen stated his opposition to the General-Plan, saying that it wil'i be a "tool" rather than merely a guide. 6. Mrs. Helyn Hi1ke; Paradise. Mrs. Turrell stated that the Plan is merely another means of constraining the individual. 9. Mrs. Dorothy Paradis, Oroville. Mrs. Paradis suggested to the Board that they hold an evening meeting so that the people who work could have a change to attend and voice their opinion. 10. Mrs. Margerie McNairn, Chico. Mrs, McNairn spoke in favor of the General Pi.an, 11. Mr. J. P. Nard, 'Mr, Nard stated that it is not 'the people.~who are doing the planning. The planning is subjected on the people. Best, Paradise. Mrs. Best read a statement in favor of planning and zoning. `The hearing was closed to the public and confined to the Board for action. Supervisor McKillop stated that the General Plan is solely a guide, Super- visor Gilman stated that philosophically, he agreed with many of the people; but the make-up of our society means that some sort of planning must be done. Supervisor Maxon stated that he will vote against the Plan because if is a movement toward total government control. Supervisor Madigan stated that this plan is only a first step and can be amended and changed to fit the needs of our County. He gave his support to the-Plan. On the motion of Supervisor Maxon, seconded by Supexvisor Gilman, and carried, an Underwood typewriter was declared surplus and the Purchasing Agent was authorized to dispose of it. 711589 AUTHORIZE ADMINISTRATION TO SEND LETTER TO DEPARTMENT HEADS RE BUDGET Ev Bosworth asked the Board members for comments on the Letter he had enclosed in the supervisors' agenda regard9.ng department heads9 budgetary control, Supervisor Maxon approved of the letter and recommended some type of awards program for employees who come up with more economical ways to operate. Ev Bosworth said that this could be referred to Personnel Department for development. Supervisor Madigan suggested a quarterly review of the various department budgets. Ev Bosworth stated that Administration had thought of this idea and perms haps-even a monthly review, but thus far nothing had been done. On the motion of Supervisor Maxon, seconded by Supervisor Gilman, and carried, the Board authorized Administration to write a letter to the department heads regarding budgetary problems of the County and caution in expending money. 71m1590 DISCUSSIONo SUPERVISORIAL REDTSTRICiTING Dan Mollenberndt, Administrative Analyst, presented the Board with maps showing the .present supervisorial districts and the .proposed districts. He com- pared the maps generally and in relation to each individual district. Supervisor Maxon reminded the-Board that the deadline for adopting a redistricting is November-1, 1971. If a new redistricting is not adopted by that time, another group of individuals will do it. Supervisor McKillop suggested adopting Mr. Mollentterndt's plan contingent upon remarks from citizens in the County.
