EXTENSION T e Grant app ication as en prepared to provide For t e extension of the Public Service Employment Program. The grant in the amount of $477,580 will enable the continuance of 243 jobs to approximately April, 1477. On motion of Supervisor MclCillop, seconded by Supervisor Richter and unanimously carried, the grant application for extension of Title II, C.E. T. A. +- was approved and the Manpower Director was authorized to sign. 76136! AUTHORIZE THE INSTALLATION OF AUTOMATIC TELECOMMUNICATIONS SWITCHING SYSTEM Agreement as been reached with the State and Telephone Company to join their ATSS with no installation cost and no obligation to remain on the system. If approved by the Board, the County can be 'bn line " by September 13. On motion of Supervisor Ladd, seconded by Supervisor Richter and unanimously carried, installation of the AT55 System into the County Centrex System was authorized. 76-1362 APPROVE ADDEIrDUM TO AGREEMENT WITH FOX, MC FARREN & TARMAN ARCHITECTS pprove o t`-}-ie design of the single level roof for future second floor in the new administration building was given on July 6, 1976. An addendum has been prepared that will include the increased costs of this concept into the agreement with the architects. Addendum discussed. Supervisor Richter stated that a large portion of this increase goes to the engineers. On motion of Supervisor McKillop, seconded by Supervisor Ladd and unanimously carried, Resolution 76-136 authorizing abandonment of a portion of Oroville-Quinsy Highway was adopted, Chairman authorized to sign quit claim deed and to sign said resolution. 76-1366 ACCEPT••iORD FERRY ROAD BRIDGES AND ACCEPT FOOTHILL BLVD. & OROVILLE-QUINCY HIGHWAY PROJECT On motion o Supervisor McKi op, seconded by Supervisor Richter and unanimously carried, the following action was taken: I. Chairman was authorized to sign the Notice of Completion and Clerk instructed to record said t+btice of Completion with County Recorder. 76-1367 AWARD OF BID FOR HUMBOLD7 ROAD BRIDGE C ay Caste rry, Director o Pu c o s, reported that the low bidder for the Humboldt Road Bridge was Jerome Bollender, Ghico, in the amount of $74,623. He recommended the award of said bid at this time. On motion of Supervisor McKillop, seconded by Supervisor Madigan and unanimously carried, bid for Humboldt Pnad Bridge was awarded to Jerome Bollender, Chico, in the amount of $74,623, and the Chairman was authorized to sign said con tract . 76-13b8 REPORT AND RECOMMENDATION ON REFUSE DISPOSAL COMMITTEE MEETING Clay Castleberry, Director of public Works, reported on fhe recommendations set out by the Infuse Disposal Committee. Mr. Castleberry requested Board direction or approval regarding the recommendations. Copies of his report has been given to Board members. Item !. Suggested the approval of the fee schedule and suggest setting a date for the fees to become effective. Fee schedule discussed. Fees suggested; Cars .50 Pickups without side boards 1.00 Page 79. Supervisor Ladd set out the matter of demolition material . He asked if this would only relate to actual demolition material. He was told that it would not apply to private individuals that might haul a broken toilet or other items of debri to the disposal area. On motion of Supervisor Richter, seconded by Supervisor Madigan and unanimously carried, fee schedule was adopted as recommend by FLblic Works Department, with the change to .30 for loose material placed in drop boxes, (per cubic yarc said fees to become effective Plovember I, 1976. Item 2. Nbuntain transfer stations. Mr. Morris was present to discuss the proposed agreement for the hauling from the mountain stations. The people in the mountain areas should pay and the station would be operated only two days a week. The Sheriffrcould help the County in keeping the stations tidy. Each site would be fenced. It is proposed that the Stirling City and the Lake Madrone sites be opened one weekend day and one other week day each week; this would only be on a trial basis. Costs for operating the mountain stations set out -nnd discussed. The fees would be the same as those for other areas. ' Mr. Castleberry will prepare the propose! in legal form. On motion of Supervisor Madigan, seconded by Supervisor Richter and unanimously carried, PublicWarks Director was authorized to prepare a contract for mountain site and Ord ranch for Board review. Item 3. Ord Station. A similar contract at Ord Station is proposed. Mr. Castleberry will work with County Counsel to assure the County that Mr. Morris has the proper inwrance. Fee schedule discussed. Mr. Castleberry will clarify the wording of the contract and be more specific about the fees. the County Ikm~~l. Land fill operation. Costs set out. It was felt/should get this off the fax rolls. It was stated that it costs the County about $65,000 per year to haul the refuse from the Oroville station to the Neal Rood site. Mr. Castleberry wg~ested that o franchise agreement be prepared~or the southern part of the County. This was the only way that Mr. Castleberry knew of to get this operation off the tax rote. Franchise suggestion discussed. Supervisor Ladd obtected to the franchise proposal. Page 80. On motion of Supervisor McKillop, seconded by Supervisor Ladd and unanimously carried, County Counsel was directed to deliver the $89,000 bond to the Treasurer-Tax Collector. 76-1370 CONTINUATION OF REFUSE OPERATION DISCUSSION Ron Jo neon, C ico, state a opposest a ranc ise proposal for the so~~them part of the county. He feels it should be a license type thing issued- to the present operotors. Matter of licenses far Chico area explained. Collection of refuse in Chico area discussed. It was felt that the operators should measure what they are hauling by weight or by meawre. Bob Johnson, Ghico, spoke concerning the garbage trucks in Chico. Weight of drop boxes discussed. Transfer tn.rcks dump 10 tan s at $10.00 a load. Refuse operation discussed. Mr. Castleberry stated that the Committee had recommended a licensing ordinance. The committee also recommended that the number of licenses be limited. It was stated that if there was not to be a franchise, then the County should not limit the number of licenses. Mr. Castleberry was requested fo bring back a proposal to the Board. Neal Road land fill site discussed. It was felt the County should see if the private enterprise could operate the site more efficiently. I~placement site is being negotiated. Mr. Castlebery stated that the people on the committee mclw-xvorked on the refuse questions donated a lot of their time to the problem and he felt the Board should thank them for their help on this pretty tough subject. On motion of Supervisor McKillop, seconded by Supervisor Ladd and unanimously carried, a letter of appreciation was requested to be written to those .people who gave many hours of work on the refuse subject. C v O S C v i i t v a G 76-1371 APPEARANCE: EVERD MC CAIN-PRO PERTY•REQUESTED TO BE DIVIDED IN CHICO AREA Ever cCain stated he represented the subdivider in the Chico area that has a problem concerning relocation of utilities; this might be causing a problem. Relocation of underground utilities discussed, This sometimes costs the subdividers thousands of dollars. On the property in question a power pole has to be relocated. It was requested that the Board continue the past policy of requiring utilities to be relocated at the expense of the utility company. Mr. Castleberry suggested that the Board not act on this request today. Mr. McCain was invited to attend the next Butte Utility Council meeting that is held once a month. Rules do have to be established. Mr. Castleberry stated he mould be happy to work with the utilities and with Mr. McCain. 76-1372 SIGNS PASTED ON COUNTY SIGNS Supervisor Madigan stated t at in certain parts of Chico, public signs have been plastered with a paper sign. He asked if there was a penalty for placing these signs on public signs. It is illegal to place signs on utility poles and public signs. With regards to the increase in traffic and traffic•noise the Board finds thaC the increase would be insubstantial. The Board finds that protection services of this portion of the project would not~be such that there would be a need for additienal services. The Board finds that when you build a project you do use certain supplies, but that the area ie in dire need of creating employment and additional housing. In 1973 there was a 5.5 increase; €974 there was a 14.2 increase and €rs 1975 there was acost-of-living increase of 10.2. The result of the adoption of the classification and woge~study gave the employees an average of a 2}% increase' in salpry. ~ Fringe benefits given to employees also set out. The list of 14 items requested by the employees association presented to the Board members. Bob Jones, Manager-Butte County Employees Association ,explained the requests of the employees: A+[eet and confer sessions have been held. lie stated that ti,e employees are nvt~agreeable to accept nothing. Use.of revenue sharing funds suggested. Mr. Jones stated ghat the bounty might also be receiy;ing Public Works funds. ~ ' A quick example of the employee sector set out by Mr. Jones. He felt the employees should be pain time and one-half for oVerFime. Mr. Jones said that at this time the County and the eemployees ore al' an impasse, If if is the position of this Board that there will be no in'c~epses for the employeesr 'then Mr.' Jones requested that the law for the impasse be implemehted. Mrs. ,Joan Dowdy, Sheriff's Department, spoke concerning salary requests. 2. James Hanson, Oroviile. Spoke against increases to the employees. 4. Don Bendorf, Probation Officer, spoke in request of the benefits requested by the employees. 5. Rhonda Eaton, SherifF's Department. She spoke in favor of a dental plan for the employees. 6. Jim Eller, minister from Chico. He spoke on behalf of the elderly and the people who cannot afford a tax increase payment. Requests that the Board give consideration to these people. 7. Orrin Stratton, Chico, President of Butte County Taxpayers Association.. He stated that the County Budget bas doublod in the past 10 years. This county has been hit by a tremendous reassessment problem; people on fixed-incomes are being • forced out of their homes because of their tax bills. 8. Elaine Loofbourrow, Probation Department. She stated that increases in salary were not the important issue to her; adequate ataffing to prevent employees from doing the work of two people much more important to her. She hoped that the County would transition the G.E.T.A. employees now at the Probation Department. 9. Dick Wallace, '+J~ealth Department, spoke in favor of increases in benefits to the employees, 10. Ken Soule, Welfare Department. Spoke in favor of increase in benefits to the county employees. H. Clarence Mc{?aniel, Welfare Department. Speaking in favor of the benefits for employees. 12. Dee Smith, Welfare Department, speaking in favor of the employees requests. 13. Roger Cronkright, Sheriff's Department, stating that the employees do pay for their retirement and pay into social socurity. Requests consideration of employees requests, !4. Vince Ballinger, Welfare Department, explained the problem of the low pay and not being able to support his family on what he had been making. He has resigned his position with the County as of yesterday, 15. Robert Sorenson, retired. Spoke fn rebuttal to the statements made by the County employees. I6. Mrs. Regina Ellena, Health Department, suggested that as an alternate the Board might consider a direct property tax robots to the employees instead of a raise. 17. Arthur DeWitt, Public Works employee. Spoke in favor of the granting of the requests of the employees. Board members made statements in response to the remarks set out by the County employees. Supervisor Ladd said the County was very fortunate in having good employees. He stated that inflation has Burt everyone. The employees should look at and recognize the difficult situation that the Board is in; the Board has some difficult decisions to make . Pa a g(,, August 10, 1976 8 { y Supervisor Riehter agreed with Supervisor Ladd's statement. He felt that this County has the finest employees in the State. They should understand the problems that the Board faces. The Board is going to have to find a way to finance the budget within the revenue the County now has. He felt it would be unwise and a bad policy to fund on-going programs with revenue sharing. Supervisor Madigan supported Supervisor Richter's comments. Bill Jones, Auditor's OFfice, asked the Board if they were going to build the Gridley Library. Me asked why the Board had to build the Administration Building and the Gridley Library with revenue sharing funds. Bob Jones asked the Board what they planned to do about the employees requests. Is the Board going to direct~~ the Administrative Officer to go back and negotiate with the employees; just what is the Board's stand in relation to the requests of the employees. it was his feeling that the Board should ask the Administrative Officer ro bargain in good faith with the employees and endeavor to reach an agreement. Supervisor McKillop said the Board will have ro have a meeting, talk ro Administrative Officer and then get back ro the employees. Chairman Cameron stated that the Board will report back ro the employees on their decision regarding their requests on Tuesday, August 24, 1976.
