Present: Supervisors Fulton, Moseley, Saraceni, Wheeler and Chair Dolan; Mike Pyeatt, acting chief administrative officer; Gerald Lively, deputy administrative officer; Del Siemsen, county counsel; and, Eleanor M. Becker, county clerk, by Rubye Tawnsley, deputy clerk. Pledge of allegiance to the Flag of the United States of America. Invocation - Supervisor Moseley CLOSED SESSION: The Board recessed at 10:08 a.m. for a closed session on Meet and Confer. RECONVENE: The Board reconvened at 1L•16 a.m. following a closed session on Meet and Confer and litigation. (ANNOUNCEMENT BY CHAIR DOLAN THAT THE COUNTY AND THE CITY OF CHICO WERE AT A POINT OF SETTLEMENT REGARDING THE MUNICIPAL AIRPORT REDEVELOPMENT LAWSUIT. THE COUNTY HAS AGREED TO DROP ITS LAWSUIT. THE CITY HAS AGREED TO PASS THROUGH 70g OF TAX INCREMENT FOR BOTH THE MUNICIPAL AND SOUTHEAST CHICO RDA) 83-690 Final budget hearing. MOTION: TO GIVE POLICY DIRECTION THAT THE ADMINISTRATIVE.OFFICER GIVE ADMINISTRATIVE REVIESd TO ALL POSITIONS AND EXERCISE FISCAL CONTROL ON EXTRA HELP AND OVERTIME ISSUES_ M S VOTE: l Y 2 Y 3 Y 4 Y 5 Y (Unanimously carried) (THE NEXT BUDGET HEARING WILL BE ON THURSDAY, AUGUST 18, 1983. DTSCUSSION ON THE FIRE DEPARTMENT BUDGET WILL BEGIN AT 9:00 A.M. WITH PUBLIC COMMENT ALLOWED, AND ALSO TO TALK ABOUT BENEFIT ASSESS- MENT DISTRICTS FOR FIRE SERVICE. AT 10:00 A.M. DISCUSSION OF THE SHERIFF'S DEPARTMENT BUDGET, AND THE PROPOSALS BROUGHT FORWARD EARLTER. RECONVENE: The Board reconvened at 2:00 p.m. in the Personnel Training room. 83-691 JTPA operations agreement - Federal Law 92-300, §103 requires the concurrence of the Board of Supervisors and the PIC in the following areas: a) designation of grant recipient; b} designation of administer- ing entity; and c) development of the Annual Plan. Action requested: DISCUSSION AND AUTHORIZE THE OPERATION AGREEMENT DESIGNATING BUTTE COUNTY AS THE GRANT RECIPIENT AND ADMINISTERING ENTITY, AND THE PIC TO DEVELOP THE PLAN AND PROVIDE PLAN OVERSIGHT, AND AUTHORIZE THE CHAIR TO SIGN. PIC certification -- the Governor has designated Butte County as a Service Delivery Area (SDA) and has certified the PIC pursuant to §102 (g) of Public Law 97-300. Action requested: RECESS BOARD OF SUPER- VISORS' MEETING AND CONVENE FIRST PIC MEETING. Following an introduction of Board members and PIC members, orientation presentations were made by Jerry Weintraub, Regional Representative of Department of Labor; Maurice Roberts, Northern Regional Administrator, Employment Development Department; and, Jim Rackerby, Director of JTPA, Butte County. Supervisor Wheeler provided a new packet and agreement, and stated she had serious concerns about the agreement prepared previously, that it may put government in control, rather than the private sector. Chair Dolan reaffirmed the Board's position regarding a policy action taken on July 19, 1983, whereby the first nine months would be considered a transitional period and the Board of Supervisors would provide support to the PIC, but not circumvent authority or responsibility. MOTION: IN NOT PASSING ANY MOTIONS YET TODAY, WE WILL BE TRANSMITTING TO THE PIC THESE TWO PROPOSALS FOR OPERATIONAL AGREEMENT AND THE INFORMATION ON GRANT RECIPIENT, ADMINISTRATION AND ENTITY, AND HOW THE PLAN WILL BE DEVELOPED, AND WILL ALLOW THEM TO DISCUSS, DISSECT, AMEND AND RETURN TO THE BOARD WHATEVER THEY AGREE UPON.
