Present: 5upervieore Lemke, Madigan, Moseley, Winston and Chairman Richter. Clif Nickelson, Administrative Officer, Daa Blackstock, Cauaty Counsel, sad Clark A. Belson, County Clark by Cathy Pitts, deputy Clerk. 77-1633 DISCUSSION: PROPOSAL FOR ILTii"D0 BRANCH WELFARE OFFICE The purpose of this meeting is to provide the people in Chico with a change to express their views on the concept of the Board providing a second Welfare office is the Chico area. The suggestion was rejected about 1-1/2 years ago by the Board. The Board will not take any action oa this item. This is gust a meeting to gather information so that the Board may act on the matter. Hearing open to the public: Appearing: 1. Jean Sawyer, Welfare Coalition. Ms. Sawyer spoke is favor of establishment of a Welfare office in Chico. 2. Laurella Parker. Ms. Parker spoke in favor of establishment of a Welfare office in Chico. 3, Dsa Siegel, Butte County Legal Services. Mr. Siegel presented the Board with a Cost Analysis fox the office. Mr. Siegel spoke in favor of establishment of a Welfare office in Chico. 4. Reverend Wendell Pew. Reverend Pew spoke in favnr of the establishment of a Welfare office in Ch~.eo. 5. Willie Hyman, NAACP. Mr. Hyman spoke is favor of the establishmen# of a Welfare office in Chico. 6. Beth Wrathberg. Ms. Wrathberg spoke in favor of the establishment of a Welfare office in Chico. 7. Melissa Brawn, Senior Information end Referral Center. Ma. Brown spoke in Favor of establishment of a Welfare office in Chico. 8. 'Discussion of what type o£ services would be provided by the Chico office and hags many employees would have to ba stationed in Chico had at this time. There are 176 employees in the Welfare Department at the present time. The number o€ employees that provide client services is 35 persons. 11. Jesse James, Chairman of EOC Administering Board. Mr. Oatrun spoke in favor of the eatabliehment of a Welfare office in Chico. ?Mr. Robinson, Welfare 0€fice, stated that the Social Security office handle certain things for the people who are on welfare. The Welfare office handles different programs for people on w~fare who are also on Social Security, for example, the homemakers program. 14. Andrea Saulsolah, Concellio for Spanish speaking people. Judith James. Ms. 3amea spoke in,favar of the establishment of a Welfare office in Chico. Discussion of Mr. Siegel's coat analysis had at this time, The Federal Government will reimburse the County one percent per year for an additional o€fice. Mr. Harris, Welfare Department, stated that the one percent per year was for the useful value after the building is 40 years old. Page 415. August 17, 1977 ("~: ~", August 17, 1977 ! 9 C 'A ~. R 'A RS D R Clif Nickelson, Administrative Officer, stated that Che Sheriff's buildiag will sot be adequate under the standards for 13 employees and clients. There is a parking problem at the present time. The Sheriff's buildiag could only be used as a temporary building until a building was rented or leased. Thera is 1,900 square feet in the building. fihe Welfare Department put together four proposals. Discussion of each proposal had at this t1me. Under proposal ~2 there would be a need for eight additional positions. Mr. Robinson explained the ratio of workers to clients in several different couatiea. This would be a Factor in determining if additional positions were deeded. Mr. Robinson stated that there are 166 persons actually on the staff of the Welfare Department at this time. The Chico office would not be a full service office and work would have to be done in the mein office on the applications in addition. Mr. Bobiaeon stated that the Department ie not against an office in Chico, but that the Department is attempting to present facts and figures on the cost of the proposal. Supervisor Winston stated that there is ao doubt that there is a need for a Welfare office in Chico. When the Welfare office -is opened in Chico the Department should be directed to operate to reflect the least possible cost to the taxpayers. The matter is continued to August 23, 1977 for a policy decision for the Welfare office in Chico.
