Final map -- Scroggins Subdivision - the developer has provided an irrevocable letter of credit to guarantee maintenance of facilities for a period of one year starting March 9, 1987 on the four lot subdivision, AP 38-19 51 property located on the west side of Stanford Lane, 1800 ft. south of Sycamore Lane, Durham area. APPROVED THE FINAL MAP AND AUTHORIZED THE CHAIR TO SIGN THE SUBDIVISION AGREEMENT. 10. Final map -Mount Ratchel Subdivision - the developers have provided assignments of savings accounts to guarantee maintenance of facilities for a period of one year starting July 22, 1987, on the four Tot subdivision, AP 61-49-34, property located on the south end of Ratchel Mountain Drives, Oroville area. APPROVED THE FINAL MAP; ACCEPTED EASEMENTS AS GRANTED IN ITEMS 1 AND 2 OF THE OWNER'S CERTIFICATE ON BEHALF OF THE PUBLIC; AND AUTHORIZED THE CHAIR TO SIGN THE SUBDIVISION AGREEMENT. 11. David R. Lane, attorney at law - on behalf of Cameo Lee Braswell (a minor) files a claim for indemnity the County brought about by Butte County Superior Court Case No. 92282 resulting from an automobile accident occurring April 4, 1986 at the intersection of Ponderosa Way/Drexel Drive/Cascade Drive in the Paradise area. Edward Lawrence Roberts, Chico - files a claim in the amount of $1,000,D00 as a result of alleged damages sustained on or about March 15, 1987, while incarcerated in the Butte County Jail. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 14. Gene Michael Gordon, attorney at law - on behalf of Michael Robertson, files a claim in the amount of $2,500,850 as a result of alleged injuries and damages sustained on or about April 24, 1987, involving the sheriff's department at the corner of Fifth St. and Ivy St. in Chico. REJECTED CLAIM REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 15. Peggy Simmons, Oroville - on behalf of Shuree Throap (a minor) files a claim in the amount of $1DD,000 as a result of alleged injuries and damages sustained on or about May 1D, 1987, as a result of a bicycle accident on Table Mountain Blvd. REJECTED CLAIM AND REFERRED TO COUN'T'Y COUNSEL. 16. Investments information report - the Treasurer/Tax Collector submits the July 31, 1987, report in accordance with AB 1073 and the county's investment policy. ACCEPTED FOR INFORMATION. 17. Application for discharge from accountability - South County Municipal Court (Gridley Branch) - in accordance with Government Code Section 25257, the court submits 59 cases totaling $12,798 for discharge from accountability for collection of fine, assessment or penalty. AUTHORIZED DISCHARGE FROM ACCOUNTABILITY. 18. Adoption of tax rates - state law requires the Board adopt various tax rates not later than September 1 of each year and the Auditor has calculated the tax rates far 1987-88. ADOPTED RESOLUTION 87-221 FLING TAX RATES IN 'THE COUNTY OF BUTTE FOR 1987-88 AND AUTHORIZED THE CHAIR TO SIGN. I9. 19$5-85 alcohol budget waiver request - the Mental Health Director has prepared a request for temporary waiver to waive certain cast guidelines relating to a shifting of funds that exceeded 10% of the total budget within the program. Annual performance reports - the reports have been prepared for the El Medio and Chapmantown target areas in accordance with community development block grant program guidelines. Salary ordinance amendment - the ordinance reclassifies two positions within the building inspection department of public of public works. WAIVED THE SECOND READING AND ADOPTED ORDINANCE 2614. 22. Salary ordinance amendment -the ordinance reclassifies one supervising correctional officer to a sheriff's sergeant position to comply with the Penal Code, and adds an additional assistant planner/associate planner position to the Planning Department to be financed by funds from AB 2948 (Hazardous Waste Management Plans}. WAIVED THE FTRST READING OF THE ORDINANCE. 23. Fire standards - a resolution has been prepared to adapt the fire standards approved by the Board of Supervisors on March 24, 1987. ADOPTED RESOLUTION 87-222 TO BE EFFECTIVE MARCH 24, 1987 AND AUTHORIZED THE CHAIR TO SIGN. 24. Resolution recognizing the 50th year of the Butte County Fair. ADOPTED RESOLUTION 87-223 AND AUTHORIZED THE CHAIR TO SIGN. 25. Notice of completion - pavement overlay on Skyway, Esplanade and East Gridley Road, project no. AC-87-1 - all work on the subject project has been completed in accordance with the plans and specifications. ACCEPTED PROJECT AND AUTHORIZED FILING OF NOTICE OF COMPLETION. 26. Project agreement -forest development road cooperative agreement - tha agreement provides for improvements to Philbrook Raad, Concow Road, Skyway and Humbug Summit Road by the Forest Service as a part timber sales. No county funds are involved. APPROVED AGREEMENT AND AUTHORIZED THE DIRECTOR OF PUBLIC WORKS TO STGN ON BEHALF OF THE COUNTY. 27. Program planning - Human Services Building - proposals have been received to provide professional consultant services to perform program planning for the new human services building with the recommendation that Jay Farbstein and Associates, Inc. of San Louis Obispo be retained at an estimated cost of $34,Sb4, plus an option to perform design phase services at an estimated cost of $5,700. APPROVED SELECTION OF JAY FARBSTEIN AND ASSOCIATES AND AUTHORIZED THE CHIEF ADMINISTRATIVE OFFICER TO NEGOTIATE AND ENTER INTO A CONTRACT WITH THE FIRM ON BEHALF OF THE COUNTY. 2$. Community development block grant contract - an agreement has bean prepared with Connerly and Associates to provide for the Page 338 August 18, 1987 August 18, 1987 administration of program income funds resulting from the community development bloc~C grant activities, services which Connerly is not obligated to perform under existing contracts. The agreement covers the period July 1, 1987, through June 30, 1988, at a cost of $$00 per month. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO SIGN. 29. Neal Road landfill solid waste air quality assessment test report - six proposals were received for the preparation of the test report required by AB 3525 and AB 3374 (Calderon). An agreement has been prepared with Environmental Systems and Services in an amount not to exceed $19,146 to perform the services. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO SIGN. 30. Energy element giant - the California Energy Commission has given notification that Butte County's pre-application for a siting and permit assistance grant for the energy element has been approved. An application has now been prepared. ADOPTED RESOLUTION $7-224 APPROVING GRANT APPLICATION FOR THE COUNTY ENERGY ELEMENT AND AUTHORIZED CHAIR TO SIGN. 31. Agreement amendment -Northern California Emergency Medical Services, Inc. - the amendment establishes the maximum amount for services provided during 1987-88 at $12,500. APPROVED AMENDMENT AND AUTHORIZED THE CHAIR TO SIGN. 32. County Correctional Bond Act of 1986 (juvenile facilities) - an application for funds has been prepared for submission to the State Department of the Youth Authority in the amount of $191,400 (state, $143,400; local. hard match $19,000; and local soft match $29,000). ADOPTED RESOLUTION 87-225 APPROVING APPLICATION FOR F[3NDS AND AUTHORIZED THE CHAIR TO SIGN. 33. JTPA/PIC continuation school pre employment program agreement - an agreement has been prepared with the State Department of Education in the amount of $60,026 for continued operation of the dayshift program for continuation school students covering the period July 1, 1987 through June 30, 1988. JTPA/PIC GAIN program remedial education agreement - an agreement has been prepared with the State Department of Education to establish a remedial education program for GAIN program participants in the amount of $110,951 covering the period July 1, 1987 through June 30, 1988. Fire -Regular -two Engineer positions to restore stations to fulltime status, $101,179. 2. Amador Fire Plan - in the south county, at the County line, there is a gap in residential fire protection. To fill that gap, the Fire Department proposes the Amador Plan which is residential fire protectian far a state fire facility. The costs are those associated with the additional level of fire protection equivalent to approximately ten percent of the station's operation, $15,365. 3. Board of Supervisors extra help funds -provides an appropriation estimated at $5,000 a year to provide office staff in support of Board of Supervisors in five districts, $25,000. 4. In support of a prior commitment by the Board of Supervisors to the new County Counsel, add moving expenses, $2,000; car allowance, $4,000; and travel, $1,500; total $7,500. $50,000 TO MAINTAIN LIBRARY SERVICES AS THEY ARE, PENDING REQUESTS TO THE CITIES AND TOWNS. Budget adjustment in County CounselTs budget unit transferring $1,000 from overtime to fixed assets for the purchase of two typewriters. 2. Probation - Board of Contrpl budget unit - budget unit grant program, $36,50fl. This grant program had been incorrectly requested in the supplemental budget. 3. The Public Works Department has requested budget adjustments as follows: a. 440.003 Building Inspection ~ reclassify one Senior Stenographer Clerk/Stenographer Clerk to one Building Inspector Technician/Senior Stenographer Clerk. b. 530.002 Public Works Administration - reclassify one Secretary I/II to Secretary II/Administrative Services Assistant. c. 530.004 Engineering and Administration - increase special department expense from $3,500 to $7,000 to provide for microfilming of road and bridge construction plans, right-of-way maps, and other miscellaneous plans and maps. d. 530.017 Equipment Maintenance ~ increase maintenance of equipment from $17,000 to $42,000 to provide $25,000 for the removal and replacement of a leaking underground fuel tank in the Chico yard. e. 530.018 Equipment Acquisition delete the acquisition of two loaders at an estimated cost of $85,000. f. County Service ARea No. 21 - delete an additional $200 which was inadvertently entered. g. 530.001 Road and Bridge Construction -requested revisions will be made when final fund balances are available. 4. The Public Health Department has requested budget adjustments as follows: a. Increase contributions to other agencies $2,250 (540.002.52) to cover an increase in the Emergency Medical Services Contract. Page 34b August 18, 1987 August 18, 1987 b. Increase extra help $5,000 (540.003.12} to cover clerical support for the Chico Environmental Health Office. c. Increase extra help $1,651 {540.001.12) to cover clerical support for the Chico Public Health Office. d. Increase extra help account $15,000 (540.001.12) to cover a Health Education Assistant for the AIDS Program. e. Increase medical supplies account (540.001.32} $4,955 to cover AIDS related testing supplies. f. Decrease anticipated local miscellaneous revenues (revenue code 614301}. The contract for the School Nurse Program with the Superintendent of Schools has not been renewed due to problems in filling nurse positions (<$1$,000>). g. Increase anticipated State AB-8 revenue (revenue code 513801). The final allocation from the state was higher than originally projected - +$26,901. h. Increase anticipated state miscellaneous revenue (revenue code 513801). An allocation of $29,955 in state funds has been awarded for special AIDS programs. 5. Community Parklands Act - creation of a budget unit as follows, utilizing grant funds; total budget amount is $146,172. Paradise Recreation and Park District, Bille Park, $24,963 Chico Area Recreation & Park District, Community Park, $33,169 City of Chico, Community Park, $28,040 Town of Paradise, Paradise Memorial Trailway, $20,000 City of Biggs, Biggs City Park, $20.000 City of Oroville, Hewitt Park, $20.000 6. Communications 1ST' - increase budget unit, totally attributable to school district activities and the GAIN Program, $174,000, and, correspondingly, increase revenue estimates. Sheriff Work Alternative Program - tv meet intent of Consent Decree, using surcharge revenues (361 budget unit), add three Correctional Officers for eight months, $48,348 (two Work Alternative Program, one 3ai1 support service), 8. Sheriff - needs assessment required for jail construction grant funds, source surcharge trust fund, $40,000. 9. Sheriff - Jail management system, computer hardware and software, $17,000; source - surcharge trust fund. 10. Establish in the 361.001 Consent Decree budget the following appropriation far Work Alternative by transferring $50,000 from budget unit 360.003, Incarceration, small tools and instruments, to 361.001 as follows: Maintenance of equipment, $5,000 Office expense, $5,000 Professional and specialized services, $5,000 Maintenance structures, improvements, and grounds (non ISF account), $25,000 Small tools and instruments, $2,000 Rents & leases of equipment, $5,000 Change responsible official in 351.001 budget from Chief Administrative Officer to Sheriff-Coroner. 11. Month County Municipal Court - add $3,500 for computer purchase (PC-XT, 20 meg hard disk, printer}, from automation trust fund 1645. 12. Public Works ~ add $2,000 to Mapping, 530.003, fixed assets for total purchase of diazo blueprint machine, and $800 to Equipment Acquisition, 530.018, for purchase of a concrete drill; with funding from the road reserve. 13. Add to Public Guardian one Deputy Public Guardian/Public Administrator position. Funding to come from increase revenues related tv probate activities. Auditor should increase revenues accordingly, $12,768. 14. Request the Chief Administrative Officer, Public Health Officer, and the Chief Probation Officer, or their Page 348 August 18, 1987 August 18, 19$7 representatives, meet with Galifornia Forensics Medical Group, Inc. on the provision of medical services at the Juvenile Hall. It is the committee's understanding this may be accomplished at no additional cost. 15. Probation -General Services - appropriate $9,603 of Standards, Training, and Gorrections Program training funds to the extra help account. 16. Probation -General Services - appropriate $44,570 of STC training money for probation officers to transportation and travel. 17. The Probation Officer has identified available AB 90 funds in the amount of $65,596. The committee recommends distribution of these as follows: Juvenile Ha11 extra help, $15,000 Probation - General Services, professional and specialized services special drug testing, $5,000 Juvenile Justice Commission meetings, $500 Probation - transportation and travel, $20,000 Probation - Staff Services Specialist, $25,096 18. Agriculture -add two extra help positions, $9,349, with revenue from a state contract; in addition, add $284 for workers' compensation covering these positions; total $9,533. 19. Treasurer-Tax Collector, fixed assets equipment, $12,000 for an Intel 80386 based microcomputer, Xenix operating system, 140 megabyte disk, two terminals, monitor, and printer, from increased revenues. Establish appropriation in fixed asset account; Auditor to adjust revenues accordingly. 20. Adopt resolution setting fee schedule for Elections Department in accordance with previous Board policy an consolidated elections (resolution attached). 21. Add to the Water Services budget $315 in accordance with billing from the State of California. 22.
