Annexation to Town of Paradise - the town has approved annexation for the Ten-Seventy Corporation, et al., territory, and it is necessary for an agreement to be reached on the exchange of property taxes between the County and the town before the annexation can be legally complete. A property tax split of 56/44 percent (with the town receiving the larger proportion of property tax) is recommended - action requested - ADOPT RESOLUTION 91-96 APPROVING THE TAX SPLIT WITH THE TOWN OF PARADISE AND AUTHORIZE THE CHAIR TO SIGN. Adoption of a salary ordinance amendment which reallocates flexible staffing levels within the Welfare Department to include the reception unit, GAIN program, adult protective services and child protective services programs to allow flexibility in job assignments to specific programs as well as enhance efficiency of operation. Funding is from within the department budget - action requested - ADOPT ORDINANCE 2947 AND AUTHORIZE THE CHAIR TO SIGN. 14. Introduction of a salary ordinance amendment to flexibly staff three of the public health nurse practitioner positions with the public health nurse level classification to provide the department a greater opportunity to meet its staffing needs. Funding is from within the department budget - action requested - WAIVE READING OF THE ORDINANCE. 15. Resolution repealing resolutions 82-110, 83-102, 84- 06 and 85-10 - the Board previously adopted an ordinance effective September 16, 1991 establishing new fees for services rendered by the Department of Public Works. This resolution will repeal previous fee resolutions effective September 16, 3.992 - action requested - ADOPT RESOLUTION 91-97 AND AUTHORIZE THE CHAIR TO SIGN. 16. Report to Board on bid opening for construction of pavement overlay of various Butte County roads, County project no. Memorandum of Understanding (MOU) -State Department of Consumer Affairs/Caunty of Butte covering the period July 1, 1991 through June 30, 1992 to allow the Agricultural Commissioner to administer written certified applicator examinations for a fee of $10 per examinee for each administration of the examination, and in accordance with the conditions listed in the MOU - action requested - APPROVE MEMORANDUM OF UNDERSTANDING AND AUTHORIZE THE AGRICULTURAL COMMISSIONER TO SIGN ON BEHALF OF THE COUNTY. 20. Fire Station 44, Fair Street Fire Station - a lease agreement has been prepared with Gordon Williamson for the South Chico Fire Station for a period of one year commencing July 1, 1991 in the monthly amount of $1,200 - action requested - APPROVE LEASE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN ON BEHALF OF THE COUNTY. 21. General Cellular - the lease amendment provides for utilizing ground space on County property at the Chico Sheriff's Substation consisting of a 16' x 20' strip of land for the placement of a communications shelter. The amendment also increases revenue associated with the lease from $150 to $800 per month - action requested - APPROVE LEASE AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. 22. Crestwood Hospital, Inc. dba Crestwood Manor, Eureka - proposed is an extension of an agreement for residential treatment services commencing July 1, 1991 through June 30, 1992 in the maximum amount of $20,805 - action requested - APPROVE EXTENSION OF AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL BY COUNTY COUNSEL. 23. Paul K. Butte County Office of Education agreement - proposed is a renewal agreement for continuation of school-based prevention and coordination services for youth at risk of drug or alcohol abuse for the period July 1, 1991 through June 30, 1992 in the maximum amount of $50,803 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. Enloe Hospital for the purpose of supplying emergency ambulance service to the residents of County Service Area No. 37. CSA No. 37 encompasses approximately 100 square miles in the southwestern portion of the County and included within the boundaries are the cities of Biggs, Gridley and the unincorporated community of Richvale - action requested - AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH TO EXTEND THE CURRENT CONTRACT UNTIL AUGUST 31, 1992; AND AUTHORIZE THE DIRECTOR OF PUBLIC HEALTH TO REQUEST PROPOSALS FROM PARTIES INTERESTED TN PROVIDING THE EMERGENCY AMBULANCE SERVICES FOR CSA NO. 37 BEGINNING SEPTEMBER 1, 1992. 31. University of California, Davis - an agreement has been prepared to provide a major skills training program for County personnel who provide social services for the period July 1, 1991 through June 30, 1992 in the maximum amount of $7,200. University of California, Davis - an agreement has been prepared to provide a major skills training program for County personnel who provide eligibility services for the period July 1, 1991 through June 30, 1992 in the maximum amount of $24,000. Funding consists of 85 percent State/Federal funds and a 15 percent in kind match by U.C. The code section allows second dwelling units in all residential zones to house the elderly. The amendment increases the minimum age limit for occupants from age 60 to age 62. In addition, the new law set a new limit on the maximum floor area allowed for a second unit from 15~ to 30~ of the existing living area for attached second units and from 640 square feet to 1,200 square feet for detached second units. The above uses are allowed subject to securing a use permit in each and every case.
