Present: Supervisors Douthit, Ladd, Madigan, Maxon, and Chairman Gilman. Ev. Bosworth, Assistant Administrative Officer, Dan Blackstock, County Counsel, and Clark A. Pledge of allegiance to the flag of the United States of America. 72-1373 APPROVAL OF MINUTES On motion of Supervisor Ladd, seconded by Supervisor Madigan and unanimously carried, the minutes of August 15th, 1972 were approved as mailed, with the change on Rage 261, Communications, to show that the City of Gridley's tax rate for fiscal year 1972-73 from $.65 to the corrected figure of $1,65, which was set out in the agenda. 72-1374 COMMUNICATIONS: Wayne Meeks, Chico. Mro Meeks files appeal of denial by the Planning ~~ Commission for use permit for Pacific Neon to install commercial ~l ~' signs within the 55 foot setback area on his property on Cohasset Road. Hearing set for September 12th, 1972 at 1:30 p.m. Goldstein, Barceloux and Goldsteino The attorneys file amended Stop Notice on behalf of Artic Aire of Chico as sub-contractor on the Neves Construction contract for the Superior Court building. Referred to the Auditor. Central Bank, Oakland, Bruce Hughes, legal counsel, sends copy of his / letter to Neves Construction Company advising that this amount ~ ~ 0 ~ should be withheld from the next construction progress payment unless withdrawn, disputed or bonded against. Referred to the Auditor. Southern Pacific Transportation Company, Mr. Don Volmar, district traffic representative, writes regarding meeting held with Administrative Officer on August 10 concerning the proposal to close the Oroville agency and consolidate operations at Marysville. He encloses letter from Ryan Lumber Company and from Permaneer Corporation which withdraw their protests submitted earlier to the California Public Utilities Co~issiona They request consideration by the Board of Supervisors to rescind the letter of protest filed with the PUC. See discussion following communications. First Christian Church of Orovilleo The Church requests the Board to expedite issuance of use permit for their bible school facility on Foothill b~ Boulevard because of special circumstances the normal time for ~~' issuance would create considerable difficulties. Their previous ~ use permit has expired and they state that September 15 is the fastest approval date possible going through regular channels. Supervisor Ladd stated he had talked to these people; to be discussed Oroville Wyandotte Irrigation District, The District sends notification later, ~j of the Aistrict's tax rate for the 1972-73 fiscal year set at ' ~ Dis f $1.50. Also schedule of prior charges for addition to the roll is submitted, Referred to Auditoro City of Biggs. The City sends Resolution No. 9 establishing tax rate for ~~ the 1972-73 fiscal year set at $1,00, Referred to the Auditor. 1 ~o~ County Supervisors Association. The Association acknowledges receipt of 5 the Butte County membership fees for the 1972-73 fiscal year, ~~~~ No action taken, Page 273. August 22, 1972. August 22, 1972 County of Trinity. The County sends copy of their Resolution No, 43-72 ~O O ~ urging the Veterans Administration to authorize services for („ ~ veterans in county hospitals other than emergency services. W Veteran Service Officer to report next Tuesday on this matter, County of Sonoma. The County forwards copy of its resolution in support y of Butte County`s Resolution 72-128 on the encroachment of ~ o v,~! the State into areas traditionally reserved to local government. No action taken. Hayward Aix National Guard Base. The 129th Special Operations Group sends notice of continuing low level navigation flights for training which will traverse certain areas of Butte County ~,~~' and request notification if there are objections to any of their flying operations. Discussed. There has been no objections to this in the past. Situation to remain the same as at present. California State Board of Forestry. The Board sends notice of intent ~ c to adopt emergency regulations pertaining to the cutting, 02 ~ harvesting and production of timber in private forest lands, Copies to be made for Board members; to be discussed at later date. Senator Fred W. Marley, Jr, Senator Marley acknowledges Resolution 72-128 ,V by the County of Butte regarding home rule matters and states O a- that it is his intention to vote against any Legisla.tslon which / imposes substantive duties upon local government without the necessary funding. Discussed; no action taken. Durham Recreation District. The District requests consolidation of their ~ q,p(7 election with the General Election. Referred to election dept, and county counsel for preparation of resolution consolidating election, Superintendent of Schools, The Superintendent files resolution requesting consolidation of election for County Board of Education with the General Election, Referred to election department and county counsel for preparation of resolution consolidating election with general election, Petition from Rolland Vandegrift. Request for cancellation of penalties, costs, etc, Referred to County Counsel with request that he report back to the Board on the matter. Economic Opportunity Council. This concerns programming and funding guidance for the next year. Matter being handled by Mr. Moellenbrandt of Administrative Office. Petition. Supervisor Maxon presented a petition on behalf of some citizens of Paradise which involves the question of the possibility of checking assessments in Butte County. He stated that there were people present that would like to speak on this matter, Chairman Gilman advised him that the people could be heard at 11:00 a,m, 72-1375 RESCIND AC~IOiQ ~'ARNN CONCE~N~G CLOSURE OF SOUTHERN PACIFIC TRANSPORTATTON COMPANY AGENCY Ii+t OROVLLLE Ev Bosworth, assistant administrative officer, explained the letter from the Southern Pacific Transportation Company. He said the City of Oroville and the Oroville Chamber of Commerce have now reversed their opposition to this closure, Southern Pacific is now requesting the Board of Supervisors to reverse their stand in this matter. Request discussed. Supervisor Ladd felt that the railroad should be allowed to run the business to the best of their ability. The Marysville office could be used to service this area. Supervisor Maxon said he would concur with Supervisor Ladd's statement. On motion of Supervisor Ladd, seconded by Supervisor Maxon and Page 274. August 22, 1972 _____________August=22,=1972 =______________ unanimously carried, the Board rescinded their action set out in the letter to the Public Utility Commission opposing the closing of the Southern Pacific Railroad agency office. 72-1376 ACCEPTANCE OF ROAD & DRAINAGE WORK: KELLY RIDGE ESTATES UNIT NO. 1 On motion of Supervisor Ladd, seconded by Supervisor Maxon and unanimously carried, the road and drainage work for Kelly Ridge Estates Unit No. 1 was accepted, subject to the maintenance bond which is posted. 72-1377 AUTHORIZE LA PORTE ROAD PROJECT: APPROVE SPECIFICATIONS & AUTHORIZE CALL FOR BIDS On motion of Supervisor Ladd, seconded by Supervisor Madigan and unanimously carried, Public Works was authorized to perform grading and drainage by county forces for the LaPorte Road project, with a contract for furnishing and placing base material and paving; approved specifications for the La Porte Road Project Noo 03532-72-1; adopted wage scale; and set bid opening at 11:00 a.m., Public Works Department office, for September 7, 1972. 72-1378 RIGHT OF WAY AC UISITION: APPROVE AGREEMENTS FOR SALE AND ACCEPTED DEEDS On motion of Supervisor Maxon, seconded by Supervisor Ladd and unanimously carried, the following action was taken: 1. Approved the following agreements for sale, authorized the Ghairman to sign and authorized the Auditor to issue warrants upon demand of County's escrow agent: Elliott Road 58424 L. S. Diven 72-1379 INFORMATION AND DISCUSSION ITEMS Clay Castleberry, Director of Public Works, reported on the naming of the new road to the Superior Court building. It has been suggested that the road be called Court Street. He said the Board should take some action on this item. It could be referred to the Planning Commission and Page 275. August 22, 1972 August_22,_1972 request that they obtain concurrence from the City of Oroville in the naming of this road. Mro Gastleberry felt this should be handled through the proper procedures. Mr, Gastleberry was requested to discuss this matter with the Gity of Oroville and obtain the City of Oroville's concurrence, Supervisor Madigan asked if maybe this should be called Court Circle. Mr. Gastleberry will follow through with this and report back to the Board, B. Parcel map - Wagstaff Road (Urban Deer, owner). Mr. Castleberry said this could be discussed later in the meeting. C. Relationship of SB-325 funding to road construction program. Mx. Castleberry said the County was in the position of noG knowing when these funds will be received. This leaves him with the problem of not knowing when to go to bid on certain projects, He set out the projects that were prepared to go to bid•, He said. there is no indication of when the County would receive the money, Mr, Castleberry said it would be better to be on record that the projects were deferred for the present. Time spent discussing this matter. Mr, Castleberry will present a list of projects next week that should be delayed for the present time. No action taken at this time. Mr. Castleberry reported that the Chairman of Merced County Board of Supervisors is coming up to look at the fishing access on the Sacramento River. Supervisor Maxon stated that he had looked at the road leading to Chapman School and the road is very narrow, He feels that it should be widened four or five feet on the southern and northern boundaries, Because school will be starting soon, he would like to see some action taken here. Supervisor Maxon has received complaints from many people in this area. The road is not wide enough for both cars and pedestrians. Mr. Castleberry suggested building asphalt sidewalks and not allowing parking along the road. Supervisor Ladd feels that this is a problem and feels that no parking along the road should be made an order. Supervisor Douthit stated that he is for improving any road but feels that when a road has been improved the County receives more complaints than they did before. He said that if the road is widened that there will be a problem with cars running into trees and power poles. Mr. Castleberry will look into the matter and will report back to the Board, No further ection taken at this time. 72-1380 ADOPT RESOLUTION 72-140 AMENDING RESOLUTION 72-116, A RESOLUTION ESTABLISHING THE BUTTE COUNTX COMMISSION ON SENIOR AFFAIRS On motion of Supervisor Ladd, seconded by Supervisor Maxon and unanimously carried, Resolution No. 72-140, a resolution amending Resolution No. 72-116, was adopted and the Chairman was authorized to sign. 72-1381 ORDINANCE AMENDING SECTION 20-13 OF THE BUTTE COUNTY CODE PUT OVER ONE WEER Dan Blackstock, County Counsel, summarized the changes in the proposed ordinance, Action to be taken at the meeting of Tuesday, August 29, 1972. 72-1382 APPROVE AGREEMENT BETWEEN COUNTY OF BUTTE, RCA AND UNIVAC FOR ASSIGNMENT OF CONTRACT On motion of Supervisor, Madigan, seconded by Supervisor Ladd, and Page 276, August 22, 1972 August 22, 1972 unanimously carried, the agreement between the County of Butte, RCA and UNIVAC for assignment o£ contract was approved, with the change in paragraph four as recommended by County Counsel that RCA and UNIVAC both be in the waiver clause, and the Chairman was authorized to sign, 72-1383 AUTHORIZE RE UEST FOR RECONVEYANCE On motion of Supervisor Maxon, seconded by Supervisor Ladd and unanimously carried, the Chairman was authorized to execute request for reconveyance of certain real property held under deed of trust to Trustors Harley F, and Shirley A, Morriso 72-1384 APPROVAL OF PLAQUES DONATED BY THE BAR ASSOCIATION FOR THE NEW SUPERIOR COURT BUILDINGS Mr. Blackstock reported that the Bar Association will be donating plaques for the New Superior Court Buildings with the Great Seal of California on them. He asked that the Board approve the seal, On motion of Supervisor Madigan, seconded by Supervisor Ladd and unanimously carried, the installation of the plaques was approved with the Great Seal of the State of California embossed upon ita 72-1385 DISCUSSION: SUGGESTION BY SUPERVISOR MAXON TO ESTABLISH AN IMPARTIAL GROUP TO LOOK INTO THE ASSESSMENTS IN BUTTE COUNTY ._ Supervisor Maxon stated that many people have come to him who need. help in getting their property tax assessments lowered. Many of them are old people with financial problems. Supervisor Maxon feels that the assessments in Butte County should be looked into to be sure that property is being fairly taxed. He feels that a member of the Farm Bureau and others should be appointed to do a survey to make sure that the assessments are on a factual basis, A report will then come back to the Board to make a final decision as to whether the decision was correcto The next step would be through the Legislature in Sacramento. He stated that many people have appealed their tax assessments successfully in Butte County and that persons of expertise should be chosen to examine assessment procedures. Supervisor Madigan feels that nothing should be done until the Assessor returns from his tripe Chairman Gilman stated that h® has no objection to assessments being looked into but wants to be sure that only an impartial group look into the assessments. No action taken at this time, RECESS: 10:00 a.m. 1tECONVENED: 10:25 a.m. 72-1386 REPORT FROM BILL LAWRENCE: REQUEST FOR ADDITIONAL POSITIONS FOR FOOD STAMP PROGRAM Bi11 Lawrence, assistant Auditor, took this time to discuss the positions needed by the Wel£axe Dept. for the Food Stamp program. When the budget was adopted there were no provisions for the program. The Welfare Department would like to add the positions into the Food Stamp Program, Mr. Lawrence stated that ten people have been hired for the Food Stamp Program and there is a possibility that four more people may be needed. August 22, 1972 August_22,_1972 Chairman Gilman stated that he thought it was the feeling of the Welfare Dept. that they would need no new positions when they switched from commodities to food stampso Following discussion on this matter, the Board decided to take no action at this time until Ed Robinson, Welfare Director, has had a chance to come before the Board with more information, 72-1387 REPORT: FINANCIAL CONDITION AT BUTTE COUNTY COMMUNITY HOSPITAL Bi11 Lawrence reported to the Board that the money the Board had previously authorized for the hospital has been used, Mr. Lawrence said that they will need another $20,000 by September lst and another $30,000 by the end of Septembero No action is necessary todaye Supervisor Maxon felt that a nesa administrator should be recruited but Chairman Gilman feels this is premature at this time, 72-1388 REPORT: EEJGEI?E B, EVEN, SUPERINTENDENT, CONCERNING FUNDS TO EMPLOY CROSSING GUARDS ON PEARSON ROAD IN FRONT OP THE PARADISE ELEMENTARY SCHOOL Mro Eugene B. Even, Superintendent, spoke to the Board concerning the hazards for the students of the community. He feels they need to employ crossing guards on Pearson Rd. for the Paradise Elementary School students. The school districts do not have the authority to employ the crossing guards. This is a city or county situations Pearson Road has been made into a four lane highway. The crossing guards would be needed for approximately three hours each day which would mean about $1,400 would be weeded to employ them. Supervisor Maxon asked about the possibility of training high school students for the jobo Mro Even stated"that they have to be careful about hiring students because of law suits if they were injured, Supervisor Maxon then stated that he felt this should be referred to the Administrative Office and County Counsel to see if they can possibly come up with a cheaper way, Chairman Gilman stated that if crossing guards are employed at one school, then all of the other schools are entitled to them. He also feels that maybe they could work under the PEP Program. Supervisor Maxon stated that if the crossing guards received some sort of training in this area it may do away with some of the liability. He feels that the Sheriff's Office should also investigate this, Chairman Gilman thought that maybe a custodian at the school could handle the job. It could be made one of his regular dutiesa Supervisor Ladd thought that the law enforcement officers should issue warrants and should teach the kids safety in crossing streetso He felt that it should be reported to the parents if the kids are not crossing safely. Also, traffic should be more slow and cautious around the school. Clay Castleberry stated that traffic in the Paradise area is increasing and that many schools in the county have this same problem. He will report back to the Board next week on this matter. This was also referred to the Administrative Office and County Counsel to check on the legality of using a PEP person or a custodian. Page 278. August 22, 1972 August 22, 1972 72-1389 APPEARANCE OF HAROLD DAWSON, CHICO, TkiANKING THE BOARD FOR THEIR SUPPORT IN ISSUING A USE PERMIT Mro Harold Dawson, Chico, expressed his appreciation to the Board for their support in issuing him a use permit to do business in his home. 72-1390 APPEARANCE OF JAMES W. HANSEN, OROVILLE, CONCERNING PUBLIC DEFENDER STUDY AND COUNTY HOSPITAL James W. Hansen, Oroville, appeared before the Board to express his feelings on the Public Defender study and the County Hospital> He doesn't feel that the County should be wasting their money on such matters. He stated that the hospital always owes a large portion of money and that the Food Stamp Program was to save the County money. 72-1391 APPEARANCE OF REV. DEWAIN AANOLD, REQUESTING THE BOARD TO EXPEDITE ISSUANCE OF USE PERMIT Rev. Arnold appeared before the Board to request the Board to expedite issuance of a use permit far their bible school facility on Foothill Blvd. Their previous use permit has expired and they state that September 15 is the fastest approval date possible going through the regular channels. Rev. Arnold didn't think that they would be turned down on the use permit and now they will be held up. Betty Blair, Planning Technician, stated that this matter will be heard on August 31 at the Planning Commission meeting. No objections have been received that a church be built in the area. Dan Blackstock stated that a use permit is granted by a motion and there should be a public hearing, There is no way to extend the use permit, and there is really nothing the Board can do. Supervisor Ladd stated that he has spent some time with the Public Works Dept, on this. The public hearing is protection for the citizens. They could find no legal way that the Board could speed up the process. He feels that the church could be doing some prepatory work while they are waiting but they should not start construction. No further action taken at this time. 72-1392 APPEARANCE OF J> W. BLACR., SR., PARADISE, REGARDING COUNTY SERVICE AREA N0,_4.5 Jo W. Black, Sr, appeared before the Board to present them with a petition concerning County Service Area No, 45. The petition contains one hundred sixty five (165) signatures of people who feel they should be able to vote for or against the sewer system, The matter was referred to County Counsels 72-1393 APPEARANCE OF PEOPLE IN SUPPORT OF SUPERVISOR MAXON'S VIEWS ON TAX ASSESSMENTS The fallowing people appeared before the Board in support of Supervisor Maxon's views on tax assessments: 1, Frank Codjwell, Paradise. Mr. Codswell feels that the cost factors used by the Assessor are very inconsistent. He also feels that the depreciation on equipment should be considered. 2, Ed White, Paradise. Mr, White stated that many old people are afraid to protest their tax assessments far fear that they may be raised, and that the forms are too complicated for the people to understand. He feels something should be done before the tax bibs are raised. • - Page 279. August 22, 1972 ---------===-=August=22,=1972 =___ _--______ Dan Blackstock stated that after comparing Butte County's forms with the forms from other counties, Butte's are easier to understand. These forms also require the least amount of information. Mro White stated that it is the preface which is hard to understand. Mr. Blackstock feels that this was prepared to help the people before they come before the Assessment Appeals Board. Supervisor Maxon would like to see this matter reviewed. Chairman Gilman feels that this was a good attempt on the part of the Board for helping the peopled He would like the people to come up with something that they feel is more adequate, Supervisor Maxon suggested that this could be referred to the Appeals Board for consideration in coming up with something different. Mr, Blackstock stated that if there is a review that it should be Wade by August 26, Mr, White stated that they have not signed a petition for equalization, they have signed a petition to protest the manner. No further action taken at this time, 3. Mr. Schultz, Paradise, Mr, Schultz stated that the first fifteen pages of the'Assessment Appeal forms are scaring the people. He feels that the method used for appraising property is on a personal opinion basis. 4, Don De Bock, Farm Bureau, Mr. DeBock stated that many farmers call him up and want to do something about their faxes. He feels that it would be proper to appoint an appraising committee to check out the evaluations in the county as a whole. The committee would have to be impartial, ~, Dorothy Thresher, Gridley. Mrs. Thresher feels that an unbiased committee should be set up to look into the matter of fax assessments. She hopes that it would be made up of members 'from farming areas as well as residential areas, 6. Ralph Beemer, Magalia. Mr, Beemer feels that the Board should do something for the people of Butte County as far as assessments are concerned. He stated that people ask him about fair market value on property. Supervisor Douthit stated that he would like to hear from the Assessor today or next week. Chairman Gilman stated that each Board member has their own opinion on the matter.. He would like to give it some thought and see it placed back on the agenda for August 29. 7. Al Appleman, Oroville. Mr. Appleman came forth at this time and stated that many people are not satisfied with the way the Assessor is assessing their property. 72-1394 REPRESENTATIVES FROM THE FOOTHILL REGION EAST OF OROVILLE CONCERNING THE SUBDIVISION AT MT. IDA AND MINERS RANCH ROAD Representatives from the Foothill region east of Oroville spoke to the Board concerning the subdivision at Mt, Ida and Miners Ranch Road, Appearing in opposition: 1. Mrs. Richard Adams, Oroville. Mrs. Adams felt that the Board erred in this matter. She asked that they reconsider their decision on the tentative subdivision map making it null and void, Page 280. August 22, 1972 August 22, 1972 2. Jim Shelby, Oroville. A'ir. Shelby stated that he is concerned about the subdivision. He quoted f~Yrt an article in "Newsweek" magazine. People have a right to be concerned over what type of a development this will be. Iie is concerned with the traffic, water and sewage in the area. Supervisor Klaxon stated that the Public Llorks Dept. studies the traffic situation and if they feel there will be a problem it is presented to the Board. Dan Blackstock recom+nended that no further action be taken on the matter of the subdivision. 3. 1r1r. I2obext Bethel, Oroville. I~r. Bethel feels that there should be a wider distribution of agendas so people will be aware of the public hearings. Iie feels that the legal notices in the paper are not clear; the people do not know the location of the property that will be discussed. D9r. Hathel also feels that the parties concerned should be notified by registered mail. On motion of Supervisor Itfadigan and seconded by Supervisor Ladd, the Board rescinded the action talten last weelc on the i4t. lda Subdivision. (1) Th© Hoard of Supa1^visors have previously reviewed the subdivision map in controversy; (2) After review of the subdivision map, the Doard of Supervisors questioned whether or not the findings required under Business and Professions Coda Section No. 11,5.9.2 were present; (3) Because of this concern as to whether the factors in the afore said Coda Section were pr©sent, the Hoard of Supervisors referred the matter back to the Planning Commission.for a thorough study and report on those factors; (1,.) The Board of Supervisoro last week wore approached by the dovcloper and during the d®v®lopors presentation the Board of Supervisors was mislead into believing that the Planning Commission had in fact reviewed the subdivision in question and had made findings similar or the same as what had boon made before, (The PlanninG Commission had previously approved this on a 9-0 vote}; 5) That because the developer was present before the Board of Supervisors last wools and allow©d the Hoard to !;o along with the belief that the Planninu Commission had in fact agreed with thorn again and thereby led the Board of Supervisors into the error of last weal;.; (b) That the action taken by the Board of Supervisors Last week was tl~rou~h an error of fact, being of course that the Planning Com.~.ssion had not had an opportunity to review the faGtpxs as set forth in the afore said Code Section and and based on that error of fact the Board of Supervisors approved the subdivision Map in question; (7) Therefore, the Board of Supervisors reverses the deaisien of last woo'., reinNtatea•th©ir disapproval of said map,msub~c~dt'.to reconsideration of said map after the findings of the PlanninC Commission are duly presorted to the Board of Supervisors in writing. Mr, Graves stated that they were turned down because of the non-traversability of the roads. He has driven in and out without spinning tires in a passenger car, People don't want good roads because there is more vandalism and less privacy. The Trustees also request authority to offer up to the top step of the salary range for the position, $18,876 annuallyo Request discussed. Supervisor Maxon stated that an application has been received from a local man fox this position; he is a qualified persono Supervisor Maxon suggested that maybe the Hospital Board of Trustees should hold a special meeting to consider this man, Supervisor Douthit asked if the Boaxd would be out of order to suggest to the Board of Directors to hold a special meeting to consider this mano Chairman Gilman said the County Hospital had a good Board of Dixectors and they should be allowed to handle this matter. Supervisor Ladd felt the request should be approved and he felt that it would be proper to give the direction to the Personnel Director to bring this particular person's name to the Board of Directors, He felt that it would not be proper to made a recommendation to the Hospital Board of Trusteeso It was moved by Supervisor Maxon, seconded by Supervisor Douthit and carried, the Personnel Department was authorized to recruit for a permanent Hospital Administrator, at the first step of the salary range, at this point, and that the Personnel Director bring up the name of the local man who has applied for this position, and make the Hospital Board of Trustees aware of this application. 72-x;418 EQUIPMENT PURCHASES MENTAL HEALTH-PUT OVER ONE WEEK Purchase of equipment for Mental Health discussed, Supervisor Ladd requested that this item be put over one week so that a report could be given to the Board on the purchase of the ten waiting room chairs, Action put over one week, 72-2419 AUTHORIZE DISCHARGE OF ACCOUNTABILITY: COUNTY TREASURER On motion of Supervisor Ladd, seconded by Supervisor Douthit and carried, the County Treasurer was authorized discharge of accountability Hospital accounts in the amount of $65,8b5.30, and the Auditor was directed to adjust charges against the Treasurer by this amount. 72-1420 ITEMS DECLARED SURPLUS PROPERTY On motion of Supervisor Maxon, seconded by Supervisor Douthit and carried, a 1951 Dodge/Van Pelt fire tract, Division of Forestry, County Noo 873, and a lis.: of miscellaneous items,' mist of which are junk and are detailed on a surplus form, were declared surplus property and the Purchasing Agent was authoxized to dispose of said items, Page 290, August 24, 1972 August 24, 1972 72-1421 AUTHORIZE PAYMENT OF OUT OF POCKET EXPENSES FOR MEMBERS OF BATA PROCESSING DIRECTORS ASSOCIATION Ev Bosworth, assistant administrative officer, reported on the data processing committee. There are 3 members of the Association of Data Processing Directors who have agreed to donate their time to be on this committee, but it was felt that these men should be paid their out of pocket travel expenses, such as lodging, mileage and meals. The Auditor would need a motion from the Board to pay such expenses. These men are in Oroville at this time for a meeting; there should be one or two more meetings, Time spent discussing this item. On motion of Supervisor Maxon, seconded by Supervisor Ladd and caxxied, the Board authorized the payment of out-of-pocket expenses for the 3 members of the Data Processing Directors Association, that are donating their time to the Data Processing Committee appointed by this Board, AYES: Supervisors Douthit, Ladd, Maxon and Chairman Gilman. Absent: Supervisor Madigan. 72-1422 DISCUSSION: LABOR PROBLEMS IN COUNTY: MR, NICHOL5ON AUTHORIZED TO CONTACT BOTH SIDES AND OFFER HI5 ASSISTANCE Bob Nicholson, Economic Development Director, reported on theaerious labor problem that affects the economic situation in the County, He has been searching and attempting to bring new industries into the County. Yesterday morning he found out that there were 6 labor strikes in this . County; this is a serious situation. He is afraid that one of the major concerns interested in locating in this County might back out if this labor problem continues. He explained the situation, Forms that he has to fill out for these industrial firms ask haw many man days axe lost because of strikes. People should be made aware that everyone in the County will suffer because of these strikes, Time spent discussing this situation. Tt was stated that every Community Action Agency of this County has set out that jobs should be made available to the poor. It was felt that the Board does have a duty to sae if they can dissolve their differences. It was suggested that maybe Mr. Nicholson could make contact and see if there was something that the Board could do to help this situation. It was moved by Supervisor Ladd, seconded by Supervisor Maxon and carried, that Mr. Nicholson be authorized to attempt to get labor and management to sit down and iron out this problem and to inform them to feel free to ask the Board members to help in any way they can, and Mr. Nicholson was requested to report back to the Board on this attempt to help in the situation.
