Present: Supervisors Fulton, Saraceni, Wheeler and Chair Dolan; Martin Nichols, chief administrative officer and clerk of the Board; Del Siemsen, county counsel; and, Rubye Townsley, secretary. Absent: Supervisor Moseley. Pledge of allegiance to the Flag of the United States of America. Invocation - Supervisor Saraceni. Public Defender service contracts - contracts have been developed with the firms o£ Blake, Schroder and Mueller and Gilbert and VanDervoort for public defender services. Contract - Glenn County for mental health inpatient services. Butte County Mental Health provides inpatient services to Glenn County for which they reimburse the cost of services provided to residents of Glenn County. Action requested: APPROVE AGREEMENT. 7. CAA _ Energy Crisis Intervention Program - requested is approval of contract with California State Office of Economic Opportunity for ECIP in the amount of $133,200.. Action requested: APPROVE CONTRACT 8300-007-E AND AUTHORIZE AUDITOR-CONTROLLER TO ADVANCE FUNDS WITH REPLACEMENT TO COME FROM A GRANT. 8. CAA - Low Income Weatherization Program _ requested is the approval of a contract between the CAA and the Office of Economic Opportunity in the amount of $67,000 which is an addition to the current program. Action requested: APPROVE AGREEMENT 83-834-505, AUTHORIZE THE AUDITTOR- CONTROLLER TO ADVANCE FUNDS WITH REPLACEMENT TO COME FROM A GRANT. 9. Public Health - Environmental Health - agreement for water quality monitoring services with Robert L. Nevin, consulting engineer, at various specified locations for FY 1983-84 in an amount not to exceed $3,565 (CSA #4 Paradise Pines). Action requested: APPROVE AGREEMENT. 10. Fublic Health - Dental Disease Prevention contract, State Depart- ment of Health Services. The state provides $11,250 for the program covering the period of July 1, 1983, thorugh December 31, 1983. Action requested: APPROVE CONTRACT ACCEPTING FUNDS FROM THE STATE OF CALIFORNIA FOR THE DENTAL DISEASE PREVENTION PROGRAM AND AUTHORIZE SUBMITTAL OF AGREEMENT TO THE STATE FOR APPROVAL. An agreement has been prepared with the Northern Sacramento Valley Rural Health Project for 5,000 students, kindergarten through sixth grade, residing in Butte Ccunty for the period of July 1, 1983, through December 31, 1983. Action requested: APPROVE CONTRACT. 12. Public Health - Maternal and Child Health funding application - the department requests authorization to submit the annual application for funds for the Maternal and Child Health funding to the State Department of Health Services in the amount of $15,000. The program does not require matching funds. Action requested: AUTHOR- IZE PUBLIC HEALTH DIRECTOR TO SUBMIT APPLICATION. 13. Public Health - Alcohol Program - agreement between the State of California and the County of Butte FY 1983-84 for the period of July 1, 1983, through June 30, 1986. Total program cost per year is $52,490. No local match is required. Action requested: APPROVE AGREEMENT. 14. Auditor-Controller - establishment of service charges for various county service areas. Action requested: DIRECT THAT A REPORT OF SERVICE CHARGES BE PREPARED IN ACCORDANCE WITH GOVERNMENT CODE §25210.77a AND THAT SAID REPORT BE FILED WITH THE CLERK OF THE BOARD AND THAT THE CLERK FIX A SPECIFIC TIME SEPTEMBER 13, 1983, 10:00 A.M., FOR A PUBLIC HEARING AND PUBLISH A NOTICE OF SAID HEARING IN ACCORDANCE WITH §6066 OF THE GOVERNMENT CODE. 15.
