He said` that 25.,persons iaer~.employed.in this program. Program explained .and discussed. He stated that a tremendous amount of work has been done on this program and.f:hey-hope to make it a•.p•=efitable program. They have an acre site on-South 5th Street and they-have a-crew:in the forest that is. being supervised by.the Forest~Service.- He ~exP].$ined hew,t-he wood was. being.pre~ared.for sale. Pallets for the operation-,are being .~ai5ide by. the Feather River Qpportunity> Center. .Mrd Hyde reported on the prereview_conferenees held last-week. -For the ,first time sinne the Act was initiated, the Federal Government feels that the pragram should be funded on a two-year basis9 rather than the one°year period of-time nom being used. This will release the staff to do the jobs that.need to be-done in this area.. The reason for the meetings was to formulate a memo of agreement and have the local geogle express the thoughts on the priorities of the program. He, stated that one of tk+e things .discussed was.some kind of~_~conomic development that would ~ro~,ide.jobs. There is a job problem in.the'County of Butte. Mr. Hyde explained-~at.came-out of the.many..meetings-held last week. He said that one point should:-be ttiade clear; these •griorities..as they were expressed .did not dQmand tk~at the programs be funded with E.U.C. funds. He said there were funding grants that will help=farmers. He said they discussed money°making ventures that would hi.xe people. Ele set out the thoughts expressed.at the meetings. He said that all -'the priorities could not be funded. He said all the discussions and meetings resolved itself into a memo of agreement. This Memo is a document that only states that this is a.:list of the pr#:orities that the people want in. this County. Igo action needed at this time. SHULTZ (GONTINUATION The public hearing on the use permit for multiple family development (36 units) on a four-acre parcel located on the south side of Oak Park Avenue and west of the Rosedale Elementary School identified as AP 42-19-34, Chico (T~'illiam I. Shultz) was held as continued. The hearing had been continued in order that the Supervisors from the Chico area could be present. It was stated that there are several conditions that have been recommended by the planning staff. Conditions set out and discussed. It was stated that drainage would be required, to be installed; street improvements would be required; developer would have to comply with building requirements and that percolation tests would be required. 'Fire hydrants would have to be installed. Supervisor Gilman said he would have to go along with Planning Commission's recommendation and deny the application. On. motion of Supervisor McKillop, seconded by 'Supervisor-Maxon and carried, the use permit for William•I. Shultz for multiple family development (3.6 units) on a four-acre parcel located on the south side of Oak Park Avenue and west of the Rosedale Elementary,School identified as AP.42-19-34,~s apyrroved,g_subject to six conditions .set by the Planning Commission and subject to the condition that the property be placed on sanitary sewers and annexed to-the City of Chico, prior to the completion of the development, A'YESe Supervisors Madigan, Maxon, McKillop and Chairman Reynolds NOESe Supervisor Gilman 71-1643 PUBLIG HEARINGa CONTINUATION OF HEARING ON CANCELLATION OF LAND CONSERVATION AGREEMENT (ARMII~I SPECKERT} raO,~ 9 The public hearing on the cancellation of the Armin Speckert Land Conservation-Agreement was held as continued. The property is located in the Forest Ranch area and is the only property. in that area under the land conservation act. Supervisor, Maxon-stated he would suggested that this man be let out of this agreement. Supervisor McKillop presented aletter and requested that the letter be read. Mr. Claude Willis had a petition signed by the people in the area in support of the withdrawal of the property from the agreement. Petition filed with the Board. Dan Blackstock, County Counsel, read the code regulating this matter. He stated that the Assessor had certain duties to perform prior-to cancellation of the land agreement. Mr. Blackstock stated that the Board should not take any action at all until the Assessor files his value on the matter. The amount of the penalty has to be determined. Mr. Blackstock stated that until the Board hears from the Assessor, no action can be taken. Matter left open at this time. In answer to Supervisors' questions, Mr. Rackerby stated that the people to be employed would be considered as regular County employees, subject to the same conditions of performance. This funding would last for the 1972 and 1973 fiscal years. Supervisor Maxon cautioned the Board against overloading departments with unnepessary positions. Chairman Reynolds asked about the County's 10% contribution. Mr. Rackerby stated that this 10% could be in-kind services or it could. be budgeted. _ Supervisor Gilman asked what would happen if the County did not utilize these funds. Mr. Rackerby stated that the State would use these funds for employment in Butte County and the State would then. have control over the hiring and placement. Upon question from Supervisor McK.illop, Mr. Rackerby stated that "this list of 19 jobs could be amended ac any time. Supervisor McKillop moved to authorize the Personnel Director to submit the initial grant application. Discussion followed. .- Upon. question from Supervisor Gilman, Mr. Garcia, a representative of the State Department of Labox', stated if the County had economic problems, they could not-fire a person hired under this grant; they would have to fire another County employee.
