Supervisors Meyer, Dolan, Thomas and Chair Houx present. Supervisor McLaughlin not present. John S. Blacklock, Chief Administrative Officer; Susan Minasian, County Counsel; and Carol Roach, Assistant Clerk of the Board. Pledge of alleqiance to the Flag of the United States of America. 93-327 Public Comment. (PRESENTATIONS WILL BE LIMITED TO FIVE MINUTES. THE BOARD OF SUPERVISORS IS PROHIBITED BY STATE LAW FROM TAKING ACTION ON ANY ITEM PRESENTED IF IT IS NOT LISTED ON THE AGENDA.) 1. Linda Waddell, President, Butte County Management Employees Association (BCMEA) - the budget situation and pendinq layoffs. 2. Diane Raitt, Auditor's Office - the petition circulated in opposition to the Butte County Employees Association's decision not to renegotiate the current Memorandum of Understandinq. 3. Sharon Stanton, Auditor's Office - gave the Board statistics reqarding the general unit membership and the August 23, 1993 vote aqainst openinq the memorandum of understandinq. 4. Cindy Brazil, Welfare Department (Children's Services) - she is willinq to give up her percentage of salary to keep her fellow workers employed. In the last year and a half her duties have been increased and she is doing more than two people toqether. She is hopinq that somewhere down the line the Board can find a solution to the County's financial problems and employees can be returned to the 40 hour work week. Paqe 308 August 31, 1993 August 31, 1993 93-327 5. Trudy Barrett, Welfare Department (Children's Services) - agrees with everythinq Cindy Brazil had to say. She is worried sick because she feels that in her position she is probably one of the ones to qo, and that she represents many families that have one income as her husband is currently unemployed. 6. Virginia Moffitt, Welfare Department (Children's Services) - reiterated to the Board that the lives of children and adults may be at stake if further cuts are made. 93-328 CLOSED SESSION: The Board recessed at 9:19 a.m. to a closed session pursuant to Government Code Section 54957 (personnel matter) and pursuant to Government Code Section 54957.6 (meet and confer.) (SUPERVISOR MCLAUGHLIN PRESENT) RECONVENE: The Board reconvened at 11:47 a.m. followinq a closed session pursuant to Government Code Section 54957 (personnel matter) and pursuant to Government Code Section 54957.6 (meet and confer.) ANNOUNCEMENT: We have directed the Chief Administrative Officer and Personnel Director to communicate with department heads. This will result in commencement of the layoff process. It is our firm desire to exempt public protection in that process. This County is required to have a balanced budget. The budget for this fiscal year was based on certain assumptions - one of which was reachinq agreement with our employee associations on cost reduction programs. Unfortunately, to date, no agreements have been reached, and we deeply regret this. Paqe 309 August 31, 1993 ^ Auqust 31. 1993 93-328 The scope of the layoffs, based on preliminary review of budget and financial data, may result in the elimination of more than 15o positions - a number greater than 10~ of the County's work force. We have sincerely tried to avoid this massive layoff process. Comments made to us this morninq are deeply appreciated, they were very touchinq, but hoping ~rg find a method to promote a speedy resolution of this issue should be redirected to the employee elected representatives. It is unfortunate that we have to take this action; none of us are happy about it. We appreciate the many expressions of concern brought forward today, and hope a resolution to this problem can be quickly reached.
