SPECIAL BOARD MEETING
September 7,1979
RECONVENE: The Soard reconvened at 1:30 p.m. pursuant to notice.
Present: Supervisors Moseley, Wheeler, Winston and Chairman
Lemke. Ciif ~?ickelson; admi~strative officer; Dan Blackstock,
county counsel; and Clark A. Nelson, county clerk, by Cathy
Pitts, assistant clerk to the Boardo Absent:. Supervisor Dolan
APPROVE CONTRACT WITH DEPARTMENT OF AGING TO PROVIDE FDOD SERVICES TO
SENIOR CITIZENS
Chairmdn Lemke stated that this is a special meeting of the
Board called for reviewing the contract with the State of California
for providing food services to senior citizenso The Board will consider
entering into such a contract and the Board will be requested to authorize
execution of the contract at the meeting.
3uanita Miner, Department of Aging, stated that there are
four sites in Butte County. -Based on the budget of 421 meals per day
which is. an average of May, June.and'Ju1y,-for 75 days the county would
service 31,575 meals. These meals must be served from $eptember 17, 1979
to December 31, 1979. The meals-would cost $2.00 per meal for a total
of $63,150. There are several resources that can be used for the
program:. _-
U.S.D.A. (38o5p per meal). $12,156-
.. Participant donations, (50~ per meal) 15,788
One time only supplement 16,785
Total $44,729
The difference between $63,150 and $44,729 is $18,421 which
is still needed far the program. There are conditions involved,
The meals served must be .served to people 60 -f- years.. There must be
31,757 meals served between September 17 and December 31, 1979. The
project income and the revenue £rom the U.S.D.A. is based on serving that
number of meals:. All four sites must be_operational.and serve five days
a week. The Department of Aging guidelines must be observed. The meals
must be prepared to protect the health and safety of the participants.
The homebound. people are prioritieso The amount of meals to be served
is based on a three month average for Butte County and includes the ,
meals-on-wheels in the Oroville area. This would cover those programs
covered by Title VII on Part C funds.
Jerry Hughes, Chico Area Recreation and Park District, stated
that he did not mean-that there were cash donations received. They have
received foodstuff donations for potluckso They had to cut off the
donations because they could go through Friday with the amount they had
received. The average cash donations from the recipients is between
50p to 75p per recipiento
Average cash donations from recipients in other areas of
the county set out at this time.
Paradise - 60G approximately
Oroville - 37~ to 40p approximately, There has also been a
pledge for over $1,000 in cash and food donations.
Gridley - 60~ to 65~ approximately.
Clif Mickelson, administrative officer, stated that the county
is talking about $18,000, Based on 421 meals per day, if the count sent
to 422 meals in a given day all of the factors being equal the county
cost would be approximately.$~,8Qper meal. If the Board goes into this

79'- program, there will be a need to watch the number of meals the county is
b servingo If the number skyrockets, the county will have to make sure
there is enough money coming in so it does not jump from $18,000 to $x+0,000
for the county. The county might have to set the number of meals that
could be servedo
Chairman hemke stated that the average number of meals has been
fairly stable throughout the county in the past ;several months. He has
riot noticed an outreach program going on. They would not want an outreach
program at this time, He was wondered about the county administration of
the program.
Mr. Hughes stated that it is an important issue. He felt that
after the meeting yesterday, he came away with the conclusion that they
are going to be limited to $.80 per day for meals in the Chico area.
Their program has continued to grow. He felt there were ways to take
care of the growth. He felt that the supervisor would have to maintain
a certain amount of meals each week. They would maybe have to make a
decision to have a potluck at the end of the week if there were more meals
served at the first part of the week. This can be done without a great
deal of effort. The increased meals could be accomplished in this way
as long as the meals meet the requirements of the Department of Aging.
Jim McNaughton, Community Action Agency director, set out
how they would handle the administration of the program. He did not see
any problem with them taking over the administration. They are going
to request that the money left over from Title TTT be used to extend
this program. He requested that they present coordinator of the Title TTI
program be allowed to spend part of the time monitoring this program.
The two department heads and he will-have to take some of their time to
monitor the program. He felt that the four site personnel were doing
a good job in operating the programs. The site personnel would be put under
their personnel system as their employees. One of the biggest questions
is in terms of fiscal accounting ability, They are going to have to try
and save in a number of places to try to get a little administrative
post out of it to take on one-half time bookkeeper,
The 'possibility of using CETA help for the program discussed
at this time.
Chairman Zemke stated that he was concerned with the three or
Eour month, period that is the immediate problem. He was concerned with
candling the present emergency. He wondered where the Board could come
up with the $18,500 need without an adopted budget and reserve for
contingencies.
Mr. Hughes felt that the program had been dumped on the county.
ie felt Department of Aging had been fully aware of this problem for
quite some time. He did not think that the issue of whether or not this
:ou1d be funded by the state was really dead, He called the representative
~f the Assembly Committee on Aging. They had a meeting on the issue in
northern California. They are concerned. He understood that there would
~e further meetings regarding this matter. He encouraged the Board to
Lave a representative or correspondence at the next meeting of the
=ommittee.
Ms. Miner stated that the Department of Aging is presently
preparing two requests for proposals to go out, They are looking for two
Eive county Title VII programs. Butte County can apply as a grantor for
one of the programs. These would include the same counties as the
proposed Triple A that is being considered.

Mr. Nickelson stated that if the Board decides to enter into
the proposed agreement, they have in the budget under revenue sharing
funds a line item for the Oroville meals-on-wheels program in the amount
of $14,834. He recommended that the Board take the $14,834 and allocate
it as a cash contribution. That would leave about $3,000 that is needed
for the program. There are unallocated revenue sharing funds of some
$700,000. The Board could earmark $3,000 of those funds for the remainder
of the amount needed for the contract.
Chairman Lemke stated that considering the fact that the program
could grow and has been growing the county would be wise to accept
contributions and also to allocate sufficient funding without the cash
contributions to handle the contract. If the contributions come in they
can handle more people. Those kinds of contributions would have to be
coordinated with Community Action Agency.
Dan Blackstock, county counsel, stated that no cash contributions
should be accepted until the county is operati~se which would be no earlier
than September 17, 1979.
Hal Bishop, chairman Butte County Senior Citizens Council,
stated that the council made an initial resolution in regard to this
proposal. They endorsed the Community Action Agency as the administrators
for the serve. The council strongly supports this effort. The council is
obligated to explore the implications of the proposal. What is going to
happen on January 1, 1980. CSUC_prepared an application to provide
nutritional services. They were asked to prepare this application by
the Department of Aging. The decision was made to award the grant to
CSUC and through the hard work of Superior California Nutritional
Services the decision was rescinded. The Superior California group is
in financial trouble. The responsibility has been passed on to the
county. The Department of Aging made a mistake when they awarded the
grant and make a mistake in not cutting off the program before. The
administrative costs is usually 8%. This would possibly be another $5,000.
He is unhappy about the suggestion of where the $14,000 is to come from.
They .have gone through with the arrangements for the scouthouse in order
to provide a place to serve the meals to the senior citizens. They are
to the point of needing the $14,000.
Mr. McNaughton stated that the $14,000 was allocated last year
for EOC that was never used. They made a commitment that the Community
Action Agency and the Butte County Council on Senior Citizens would
attempt to get the money committed for a senior citizens site. fte suggested
that CAA attempt to cut wherever they could to cut the costs.
Mr. Bishop stated that they are trying to develop a Triple A
and he would like to see it come into operation as soon as possible.
He was concerned with Gienn and Colusa Counties. The counties may not
enter into a contract with the Department of Aging.
Mr. Nickelson stated that he shared some of the same concerns.
He has taken the position that the county needs to show good faith and
concern for the nutrition of the senior citizens of the county. If they
find that a county says they will not sign the contract and the state
bails them out, Butte County is going to go down to get the money from
the state for Butte County.
Mr. Blackstock stated that the contract expresses what will
occur. It is in essence an opened ended contract from the standpoint
they do not know what the total cost will be. This is a contract for
a grant whereby when the county serves a meal they are getting an amount

Chairman Lemke advised that Supervisor Winston would be attending
a Board of Directors meeting of the Nine Northern Counties Supervisors
Association in Redding. This will be one of the items discussed.
The Board has a resolution from the Lassen County Board of Supervisors who
have asked that the sites continue in operation.
On motion of Supe rvisor Winston, seconded by Supervisor Moseley
and carried, the contract with the State of California Department of
Aging was approved. .and the Chairman authorized to sign, based upon the
following findings:
1. This contract is necessary to preserve the senior citizen nutrition
program for the citizens of this county, which if allowed to expire
would adversely affect the health and welfare of our senior citizens.
2. Pursuant to the provisions of Government Code Section 29130.5 we find
the state revenues involved herein should be iurtnediately appropriated.
3. Pursuant to the provisions of Government Code Section 29122 we find that
an emergency exists which requires an immediate appropriation.
/~. Pursuant to the provisions of Government Code Section 21924 we find that
this appropriation is similar to the "meals on wheels" and. other welfare
related items in the budget,

Chairman Lemke stated that when they discussed this matter, he
felt quite sure that there would be no meals missed in this county through
volunteer efforts and service groups to help provide the meals. He hoped
that the spirit that they started to engender and that those people involved
with the service groups would get in touch with Mr. McNaughton through
the end of this year and offer assistance of foodstuffs or cash. No
budget has been adopted for Butte County and the $18,420 is an emergency
allocation. The county did not have enough money to fund the budget
that was presented and now an additional $18,000 will have to be found.
He put out a plea that all organizations contact Mr. McNaughton and offer
whatever assistance they can and get behind the emergency the county is
facingo
