Call to order - special meeting of the Board of Supervisors was called
to order at 10:13 a.m. in the Board of Supervisors room, 25 County
Center Drive, Oroville. Present: Supervisors Dolan, Fulton, Mclnturf,
Wheeler and Chairman P9cLaughlin; Martin J. Nichols, chief administrative
officer; Harvey Wallace, county counsel; and Rubye Townsley, deputy
clerk of the Board.
86-490 The purpose of the special Board meeting was for a closed session
to discuss actual and/or pending litigation and meet and confer.
Closed Session: The Board recessed at 10:14 a.m. for a closed session
on the following: County of Butte V5. City of Chico
{Southeast RDA); County of Butte vs. City of Chico
{Downtown RDA); John F, Carson vs. County of Butte;
Howard Estrella vs. County of Butte; Shoenstein vs.
County of Butte; Cocnty of Butte vs. City of Chico
(North Valley Mall}; a meet and confer session; and
a potential litigation matter, County of Butte vs.
State of California {equity lawsuit).
Reconvene: The Board reconvened at 12:26 p.m. {P!0 ANNOUNCEMENTS
AT THiS TIME.)
Closed Session: The Board r°ecessed at 12:27 p.m. for a closed session
to meet with Personnel Director on a workers
compensation case, Gerald Hightower and the litigation
matter of Bach vs. County of Butte.
(SUPERVISOR FULTON ABSENT AT THIS TIME.)
Reconvene: The Board reconvened at 12:34 p.m. (NO ANNOUTJCEM£NTS
AT THIS TIME. COUNTY COUNSEL REQUESTED THAT THE BOARD
AUTHORIZE THE LAWFIRM OF LIYINGSTON AND MATTICH TO RETAIN
AN OUTSIDE FINANCIAL EXPERT FOR NO MORE THAN $S,OOD TO
EVALUATE THE FISCAL IMPACTS AND THE POSSIBILITY OF SUCCESS
ON THE EQUITY LAWSUIT, AND AUTHORIZE THE CHAIRMAN OF THE
BOARD, THE CHIEF ADMINISTRATIVE OFFICER AND THE COUNTY
COUNSEL TO MEET WITH OTHER COUNTIES TO DETERMINE IF THEY
WILL WORK WTTH BUTTE ON THIS LAWSUIT.)
