Purchasing Agent could declare surplus if certain items were no longer of value to County. Referred to Administrative Office to handle. Emergency Medical Services Planning Project. Richard 5equest, project director, ~ p forwards copy of the preliminary feasibility report on establishment of an 3 O ~ emergency medical services system for Butte, Glenn, Colusa, Yuba, and Sutter Counties. Supervisor Cameron stated there would be a further meeting on Sept. Ieth in Gridiey Hospital. Discussed; no action taken. The Salvation Army. The Army submits proposal for funding under Title VI of the Comprehensive Employment Act to expand services to residents of Chapman Town y 0 3.~ in Chico. The District writes regarding the present zoning on property on which they intend to build a community swimming pool. It is ~!3 ~ jj presently S-2, which would require a use permit and would involve over 30 days to acquire such permi#. Time is of the essence in construction and they request that the fve acre parcel be placed in interim pQ zone. Discussed; this property no longer belongs to school District. Hood was re-appoirAed as a member of the Mental Health Advisory Board for another three year teen. 75-I52'b ADOPT ORDINANCE 1607, ZONING A PORTION OF DURHAM, INTERIM ZONING, ASAP-Q DISTRICT. On motion o pervisar Richter, seconded by Supervisor Madigan and unanimously carried, the Board approved the P-Q interim zoning requested by the Durham Recreation &~ Park District on properly which they intend to build a community swimming pool; adopted Ordinance 1607 and authorized the Chairman to sign. Ordinance adopted for a,-.period of ! 20 days. 75-1527 RE-AFFIRM RESOLUTION ~3ECL'ARING STATE OF EMERGENCY On motion o Supervisor ameron, seco e y Supervisor McKillop and unanimously carried, the Board re-affirmed their resolution declaring a State of Emergency due to earthquake damage. Approved the application for Head Start Program fer full year part~lay program in the amount of $190,452 and authorized the Chairman to sign. 2. Approved the contract with Phyllis Stephens for professional services and authorized the Chairman to sign. 3. Approved application For federal assistance for Head Start Handicapped in the amount of $2,640 and authorized the Chairman to sign. 75-1529 APPROVE AMENDMENT TO CONTRACT WITH CHICO COMMUNITY DAY CARE CENTER: SALARY SCHEDULE FOR HEAD START PROGRAM AND ACCEPTED DANATlON FROM BUTTE COUNTY 4-H CLUB COUNCIL Supervisor Ric ter as a Pat Barry iF there was a raise in the salary for the director of Chico Community Day Care Center; Mr. Barry said there was not a raise included in this agreement. On motion of Supervisor Cameron, seconded by Supervisor McK(Ilop and unanimously carried, the following action was taken: I. Approved the amendment to Chico Community Day Care Center agreement and authorized the Chairman to sign. 2. Approved revised salary schedule for Butte County Head Start Program. 3. Accepted the donation from Butte County 4-H Club Council to cover a portion of costs incurred in operating the Gridley Family Garden Project and the Auditor was authorized to deposit the funds with a letter of appreciation to be sent to the Butte County 4-H Club Council. On motion of Supervisor Cameron, seconded by Supervisor Madigan and unanimously carried, the Board authorized a letter tD be written to Mrs. Jane Rutherford in appn:ciation of her services in reviewing the program and budget for County-Head Start Program. 75-1530 DISCUSSION: OVERTIME AUTHORIZATION AT MENTAL HEALTH 24 HOUR ACUTE CARE UD UNIT AT CHICO d. ALCOHOL DETOXIFICATION UNIT IN OROVILLE e staffing pattern at t e Menta Heat ur Acute Care Unit at Chico and the Alcohol Detoxification Unit in Oroville requires the attendants to be on duty during the lunch break period. This staffing pattern builds in one half hour overtime for ead~ of the assigned employees and would be similar to the arrangements made at the Juvenile Hall. Chairman Ladd felt that the employees should hove a staggered lunch period, when there are twu employees working of that time. Matter discussed. Dr. Enloe stated that there is no one to cover the centers during the lunch periods. It was moved by Supervisor Cameron and seconded by Supervisor Mc~llop that _ Page 187. Motion discussed. AYES: Supervisors Cameron and McKillop NOES: Supervisors Madigan, Richter and Chairman Ladd Motion failed. To be effective the law requires a change in the county contract with PER5 and an evaluation to determine the unpooled rate for miscellaneous members. Matter discussed. On motion of Supervisor MciCillop, seconded by Supervisor Cameron and unanimously carried, PER5 was authorized to conduct an evaluation to determine the unpooled rate for miscellaneous members, the study cost not to exceed $350. 75-1532 AUTHORIZE PURCHASE OF MSI DATA PROCESSING EQUIPMENT The Megnetic Tape Data Comrnunicat~Receiver wi a use y the Tax Collector of Amador, Colusa, Glenn, Lassen and Madera Counties to transmit lox bil! payments to fhe Butte County D. P. Center. Cost of this equipment will be recovered from these counties. It was felt the equipment was needed. On motion of Supervisor McKFllop, seconded by Supervisor Cameron and unanimously carried, purchase of M51 Data Processing equipment, was approved; Purckiasing Agent authorized to sign sales agreement and issue a purchase order. 75-1533 DISCU5510N: RELOCATION OF TREASURER-TAX COLLECTOR'S OFFICE i c e son, m+n strat+ve O +cer, set out t o pro em o f re oeation of the Treasurer-Tax Collector's Office. He felt there is a real space crunch at this time. He suggested that Treasurer move into County Counsel's present offices and that County Counsel be moved to another location. There are three locations being suggested; (I) the Gray Building; County Counsel objects to this building (2) Judge Good's old hams. This would cost $400 per month rental . It looks as though the owner might renege on this offer. (3) offices out at the Professional $~ Arts Building on Olive Highway. Chairman Ladd said he could not participate in this discussion as he has a mortgage on this building. Vice-Chairman Cameron assumed chairmansHp in Chairman Ladd"a absence. The offices on Olive Highway could be rented for $bQ0 a month for a suite of 3 offices; but a lease for two years would have in be approved. The offices would have to be remodeled. If the County should rent the offices far less lhan two years, Fhen the rental would go up $50.00 per month. Supervisor Richter suggested t Patghel~ard allow the Treasurer to have this Boardroom, September 16, 1475 __________=====Septeml:erJ~,J27S________________ is at leave County Counsel where he p/• present and have the Boanl meetings held in the new Chico City Council Chambers. This would save the County over $7,000 per year. Dan Blackstock, County Counsel, said he liked this suggestion but Government Code Section 25081 states the Board must meet at the County seat,, which is Oroville. He would not recommend that the Board assume the risk of voiding their action by holding the meetings in Chico. Supervisor Richter asked if County Counsel could secure an opinion from the Attorney General on this matter, due to the earthquake damages. Supervisor Madigan suggested that the County check out the Eagles Building at the corner of Myers and Montgomery Streets, Oroville; there is a vault in that bui Id i ng. Supervisor McKilop suggested that the Board could meet here in Oroville at City Hall or at the Oroville Memorial Hall. Supervisor Cameron turned the meeting back to Chairman Ladd. Mr. Nickelson will check on the other locations suggested and will reporf back to the Board. RECESS: 10:20 RECONVENED: 10;30 75-1534 APPROVE CONTRACT WITH BUTTE COUNTY SUPERINTENDENT OF SCHOOLS FOR NURS NURSING SERVICES TO ELEMENTARY SCHOOLS Under t e contract t e Department o Heat Services will provide nursing services to seven elementary school districts for the current school year. Services will be provided by public health nurses when they are in the various areas providing home nursing services. Reimbursement ro the county under the agreement is not to exceed $20,500. This service will require employment of another public health nurse II in the Nursing Department. Dr. Enloe explained the request. He felt this would allow them to give better school nursing to the students. On motion of Supervisor Mc~llop, seconded by Supervisor Richter and unanimously carried, the Board (a) approved contract with Butte CountySuperintendent of Schools for providing nursing services to elementary school districts and authorized the Chairman to sign; (b) authorized amendment to salary ordinance establishing an additional public health nurse II position in the Public Health Nursing Department. 75-1535 APPROVE CONTRACT FOR MOBILE INTENSIVE CARE PARAMEDIC SERVICES The agreement with Enloe Hospital Ts to cover a ve ice is it is desired M be ~ ~ classified as an emergency vehicle and authorized to use a siren and flashing red light. -~pSs'~ Vehicle will be operated by Enloe Hospital and requires no expenditure by the county. The vehicle will be a wunty vehicle and can thereby 6e classified as an emergency vehicle. Dan Bloekstock, County Counsel, stated that Enlce Hospital has requested Page 189. The County will buy the insurance and the hospital will reimburse the County for said cost. Insurance discussed. The contract does have a 30 day provision within it. It was stated that the County does not have coliision insurance and that if the hospital desires this type of insurance, they will have to pick this up. On motion of Supervisor Cameron, seconded by Supervisor McKillop and carried, the agreement with Enloe Hospital to provide for Mobile Intensive Care Paramedic D~,00 Services was approved and the Chairman was authorized to sign. rp Supervisor Madigan abstained from voting on this matter. 75-1536 APPROVE CONTRACT WITH FAMILY SERVICE ASSOCIATION This agreement, previously presented with Bridge, has een changed to provide contractual arrangements with Family Service Association and gives the Association the ability to sub-contract with the Bridge. Agreement between Family Services and the Bridge has been reached regarding actual operations under this agreement. Dr. Enloe explained that Family Service would be the prime contractor. Mr. Blackstock stated that t hey have retyped the front page of the contract; have also made a corrrgetion on the 5th page. Modifications to the contract set out. It was felt that the full Executive Commi#tee of Family Services should read this before action is taken. Mr. Blackstock stated that the contract could be approved subject to the full approval of both the boarcls. On motion ofSupervisor Richter, seconded by Supervisor Cameron and unanimously carried, the contract with Family Service Association was approved, subject io the ful[ approval of both Boards and the Chairman was authorized to sign. 75-1537 DISCUSSION: CONTRACT FOR GROUP OBSTETRICAL CARE FOR CHICO AREA: A DEMONSTRATION PROJECT: HEARING SET IN CHICO FOR SEPT. 30 at 7:30 Q.m. Time spent discussis& the contract r group o tetrica care' r ~co area. This pilot project is designed ~to alleviate the obstetrical care crisis in Butte County and provide information of value to the Board in planning for the health and welfare of its citizens. Contract is written with N. T. Enloe Nl~morial Hospital, a California non-profit corporation. Project wii! be fora minimum of aix months with quarterly reports submitted. The county will make quarterly payments of $10,000 up to a maximum of $40,000. Dr. Enloe stated that the Hospita! is the contractor and they will contract with the physicians. Contract explained. The contract has been approved by the Hospital's Board of Trustees. Mr. Blackstock read the additional paragraph added to the contract. Supervisor FMcKillop said there is one problem that he has with this contract; you talk about Chico and the Enloe Hospital..• What will the County do about Paradise and Oroville? He felt the County was going to have to treat the other hospitals'in the same manner as Enlce Hospital. Contract discussed. Dr. Health stated that 1400 babies are being delivered in Butte County. If the County goes to this clinic, they will probably deliver 1200 to 1400 babies per year. Page 190. Chairman Ladd said his real concern is that he does not see this as a way to cure the problem. He feels that this is a atop gap measure. He feels that the four doctors mould take care of 8utteCounty's 0.8. load. Supervisor Cameron said that before he could support the contract, he would like to see a public hearing head to see if the taxpayers will be in favor of this program. if the taxpayers are willing to put up this X40,000, he would support the action for approval. Supervisor McKillop said he would need additional information also. Matter of a hearing discussed. On motion of Supervisor Richter, seconded by Supervisor Cameron and carried, a hearing was set to be held in Chico on September 30, (975 at 7=30 p.m. in the Chico City Council chambers. HARRY TAYLOR-PR081EM WITH ACCESS TO PROPERTY He~is having a problem with access road. There is a Highway Patrol Officer that keeps digging a ditch across the easement. He was told that the Highway Patrol was not under the control of this Board. This man stated that he was also told by the Highway Patrol officer to desi~filling in the ditch dug by the Highway Patrol officer , ar he would take care of him out on the highway. Mr. Castleberry will look at this man's map and will attempt to help him, Supervisor McKillap felt that a letter should go to the Highway Patrol and to the Sheriff's Department, under the Chairman's signature, setting out the allegations made by this man. Mr. Castleberry will have this Eat#er written for the Chairman's signature, tv go to the Highway Patrol and to the Sheriff's Department. 75-1540 APPEARANCE: R08ERT V. In this type zone, have a provision for a single family resident?al, with accessory buildings. This man wants to build the accessory building before he builds his home. ?his is not covered in the ordinance. Matter discussed. Supervisor Richter felt that it is quite feasible to build the accessory building to hold the tools, prior to building the home, He feels that it is ridiculous to state that he has to build the house first. Chairman Ladd did not feel there was anything diFFicult in this. On motion of Supervisor Cameron, sewnded by Supervisor McKillop and unanimously carried, the Board made a finding fihat the accessory buildings is necessary to the property and that the building permit be issued; and the Board's policy will be that they will issue building permits for accessory buildings if a request is made for such a permit, 75-1541 (a) APPROVE PAYMENT TO ROLL5, ANDERSON & ROLLS: LIME SADDLE COMMUNITY SERVICES DISTRICT n motion o Supervisor Madigan, seconded by Supervisor McKillop and unanimously carried, payment to Rolls, Anderson & Rohs in the amount of $124 was approved, from Lime Saddle Community Services District funds. 75-i5k1 PUBLIC HEARING: PETITION F!OR VARIANCE POR MOBILE HOME-JOFAI FftEEf4AN PALERMO The public hearing on the petition for variance for a mobile home requested by John Freeman, Palermo, was held at this time. Hearing opened to the public. Applicant, John Freeman, was present. There were no appearances made by the audience. Hearing closed to the public and confined to the Board. Action on petition deferred at this time to enable Howard Toussaint, County Sanitarian to get mare information on this request. 75-1542 AFPROVE RENEWAL_OF"'VARIANCE APP77~TIONS Two applications for ren®wal of variance to provisions of 5eotion 19-10 and/qr 1Q-12 of the Butte County Code have been filed. Both applications are annual renewals. On motion of Supervisor Richter, seconded by Supervisor McFCillop and unanimously carried, the petition for variance for a mobile home was approved for Jahn Freeman for a period of one year, with the understanding that he must apply for another variance at the end of the year. Discussion was held regarding replacement of office apace lost during the earthquake. Mr. Nickelson stated that in many instanoes, time is becoming of the essence. A decision will have to be made as to how the space will be replaced. Finanoing For the replacements discussed. it was stated that maybe financing assistance could be obtained from the State. Supervisor Cameron said he appreciated receiving the proposal, but he felt it should be taken under consideration. He feels the Hoard needs more time to study the matter. Proposal by the company explained. Mr. Blackstock stated that any building would have to go out to bid.The company could prepare the plans and specs and set out what they oauld build the company for and thentthe county pauld put the matter out to bid. It was stated that the Board could not do anything until the other buildings were taken out of the oourthouse square. Mr. Castleberry said the easiest way would be to get as architect to prepare plans, The County should decide where the building will be built. One lot ie to be RT-lA and the other is split between RT-lA and A-2 Ztd. Mr. Canova presented a list to the clerk of signatures of people in the area supporting this request. Supervisor Richter questioned Mr. Canova as to why the S-2 zone was not chosen as the zone would mesh their requirements without the possibility of a commercial venture or multiple unit dwellings. Mr. Canova explained that they had verq little time to prepare for the hearing as they had not been notified of it until la et weekend. Supervisor Cameron suggested that the boundary of the A-2 Ltd. area be extended to include both Mr. Burket's and Mr. Canova's property. Mx, Burket and Mr. Canova agreed to this change. Virgil Wolfe, Mag~iia. Mr. Wolfe explained to the Board that his property has been held up for some time. He has deeded 40 feet of property to the county sad he would like to be able to use it, possibly for a commercial venture. Ae requested that his property be included in the C-C zone. Phil Mace, representing Del Oro Water Company. Mr. Mace stated that the company wasted to bring some facts to the attention of the Board. Water service has been extended to property usually only when the lots are one-half acre in size. Mr. Mace explained that the cost per foot for k inch Iine would be $6 to $B and that 6 inch line would cost $8 to $10. Also, fot fire protection, fire hydrants would be xegaired for approximately every three parcels, which would require the larger pipe. They feel that the cost will impede water service and encourage the drilling of wells. Mr. Mace stated that there are approximately 160 half-acre parcels in the area. Supervisor Richter questioned Mr. Lawson about the lot sizes. Mr. Zaweoa stated that this is a recorded subdivision sad is quite old. lie feels that a new subdivision map should have been filed but was not. There has been some parceling in the area which accounts £or the small parcels. Vera Hammon, owner of property in Fir Haven, stated that she ie in favor of the RT-lA. Mrs. Hammon read a letter from Donald Hughes, who also supported the RT-lA•zone. James Cutler, owner of property in k'ix Haven, stated that he is in favor of 'the RT-lA zone. Mr. Cutler submitted letters from Mr. and Mrs. Ragmond J. Qierra, Eugene A. Adkisson, and Eugene D. and Verde Wilson, authorizing Mr, Cutler to act as proxy for endorsement of the RT-lA zone. Steve Sampson, Magalia, stated that fce does not own property in the RT-IA zone but feet that the Board should not and cannot zone in opposition to the deed restrictions on the property. Mr. Sampson also objected to the amount of time the Board has taken in zoning this area. He also feels this is an excellent time for the Board to take some action is restricting the spreading of mobile homes. Page 194. Supervisor Richter suggested zoning to prohibit mobile homes. Supervisor Cameron stated that he doesn't believe the deed restrictions apply to mobile homes, only trailers. County Counsel stated that the Board is not bound by private deed restrictions. Supervisor McKillop stated that it would serve no purpose to change the zoning to exclude mobile names as there are so many in the area presently. He feels that the state should be the agency to do something about mobile homes and the property taxes, not the county. Supervisor Madigan explained that some counties have already restricted mobile homes to a minimum of ten acres to equalize taxes between conventional home owners and mobile home owners. Appearing: Cecil Johnson. Mr. Johnson requested a continuance on the matter as it is his intent to obtain a subdivision report on the property. He explained that there have been only three sales in the area in the last three years. Mr. Johnson explained these. One parcel has been split and was done under the direction of a friend, Harold Armen of Title Tnaurance and Trust Company of Loa Ang~3ea. No further splits can occur because a desist and refrain order has been issued by the Department of Real Estate. Supervisor Madigan questioned Mr. Johnson shout a real estate sign oa the property. Mr. Johnson stated that it is not on his property ko his knowledge. It was felt that this might have been on the adjacent property. Mr. Blackstock asked Mr. Johnson if he was withdrawing hie appeal. Mr. Johnson stated that he wanted a continuance to enable him to get a subdivision report. Mr. Blackstock asked if there was anyone present that was associated with this and would like to speak on the matter. There was no one. Mr. Castleberry stated that the bank protection is complete for the first time in fifteen years. He feels it is a good job and wishes the rest of the river was ae protected. Supervisor: Madigan stated he wished they had continued about 100 feet more because he feels this area needs the work. Mr. Castleberry ie to disease this area with the Carps of Engineers. SB 100 gas tax bill. Mr. Castleberry stated that this bill failed and meant a loss of approximately $576,000 to the County in road money. Page 199. Special hearing set for September 23, 1975 at 7:30 p.m. at Durham Memorial Hall. 75-1557 DISCUSSION: BUILDING PERMIT FOR CRAIG ROAD Mr. Castleberry explained that the Board previously authorized a building permit to he issued on the Craig Recreation Road. The proceedings are being prepared. However, the property owner cannot put vp the $1,200 as required. Mr. Castleberry suggests that the 8aard allow this party to put up only $400. This will be in an assessment district ehorti~r and he feels the $400 is sufficient. Chairman Ladd felt the party should not have to put up any mosey ae the others in the district would not have to. Discussion. Mr. Castleberry stated that the district will be coming before the Bcard is the next few months. Tt was agreed that the $400 would be sufficient and that Mr. Castleberry is to work on the agreement for this matter. 75-1558 REPORT: PROGRESS OF CENSUS PROJECT Mr. lawaon explained that the CETA people are being selected now for the project. The mapping is 509 completed. The census will begin on September 29 and everything should be completed and certified by December 31, 1975. They are on schedule at this time. However, he emphasized that the department heads should understand that once the CETA workers axe assigned to the census, they cannot be called back to the department. Once the census operation is in motion, it must go ahead. This is s priority project. Supervisor Madigan felt that if the department heads had to hire extra people, the county would be paying twice. Discussion of hiring extra help. Mr. Mickel eon explained that care is being taken to make sure no department is depleted. He stated that the department heads have been very cooperative and he feels there shouldn't be any problem. Page 200. The Hearthstone Insurance Company is oae of the worst offenders. He feels that the anly way to put a stop to it fe through an ordinance whereby violators can be fined. Without an ordinance, there is no backup for enforcement. However, such an ordinance would sot apply to the county employees aeaociation. Mr. Blackstock stated that it could be done under the infraction process but it would lose some of its impact. Supetwieor Richter £elt that the depaxtment heads ahauld be able to control the employees and that emplayeee caught talking to solicitors should be discharged. Supervisor McK311op and Supervisor Cameros also felt an ordinance was the wrong way to settle the problem. Mr. Blackstock stated that the personnel rules could be changed to state that an employee could be discharged for this and explained the process to do so. Mr. Nickelson stated that he will bring up the matter at the management council meeting for discussion with the department heads. No action taken at thin time. 75-1564 APPEARANCE: BARBELL MASSAE RE PRE-DESIGNED BUILDINGS Mr. Massae appeared before the Board to present a pre designed building for their consideration as a replacement for the office apace lost in the August 1 earthquake. He explained that this building would coat $28.75 per aqua re font on a lease option basis at 107. It could be up and ready for use in 120-150 days. There would be 27,000 feet net area. Chairman Ladd iaf ormed Nr. Massae that the county cannot lease buildings due to funding requirements by the government. Also, the county goea,.to bid on buildings, which Mr. Meseae did not agree to. Discussion of whether the company, Beaver-Massae, would sell the county the plans and specs. Mr. Massae stated that they would not do this as they have taken much time to develop the building and would not release the design. Chairman Ladd explained that because of these facts, the county could sot consider Mr. Maseae'e proposal. On motion of Supervisor Cameron, seconded by Supervisor Madigan and unanimously carried, the agreement with Environmental Assessment and Rs source•Planning in the amount of $3,565 for fiscal year 1975-76 was approved and the Chairmen authorized to sign. 75-1566 DISCUSSION: BUDGET TRANSFERS Supervisor Richter questioned why money was coming from the reserve already on some of the transfers. It was explained that in one case, the legal advisor to law enforcement, the transfer was necessary as the grant hadn't been approved until late 3uly. After this was approved, the auditor had to prepare the budget far the program. Transfer discussed. Budget trans€era held over ko komonrow. 75-1567 APPROVE CIRCU6 LICENSES FOR PARADISE CHAMBER OF COMMERCE AND CALIFORNIA DIVISION OF FORESTRY EMPLO'4'EES ASSOCIATION; FEfiS REQUIRED The following applications to present circuses have been received, both with a request for a waiver of fees: The California Mvieion of T~orestry Employees Association presents its application for license to conduct a circus at the Montgomery Ward parking lot, North Valley Plaza, Chico, on September 26 and 27 and in Oroville on September 28 and 29. Total anticipated revenue is $2,500 to be split 50-50 between sponsor and contractor conducting the event. Proceeds to the Association will be placed in Butte Chapter Fund Savings Account and will be used as needs of members and families era warranted. Paradise Chamber of Commerce makes application for license to conduct a circus performance at 6160 Center Street in Paradise on September 17, 1975. Proceeds to be split 25% sponsor and 75% contractor. Anticipated set revenue to spoaeor $200 minimum. Funds to be used for coam~unity activities. Discussion of whether fees have been waived oa these items in the past. Supervisor McKillop didn't feel these fees could be waived. Supervisor Cameron felt that the circus contractors were taking advantage of the County and that the.':fees should be charged. Supervisor Cameros stated that the company sending nut the bills on this matter ie not giving the taxpayers much information. The bills don't have the in forma tioa necessary for the people to know if it is a legal billing. County Counsei is to check on this matter. 75-1569 APPROVE APPLICATION TO ARB FCR FINANCIAL ASSISTANCE BY AIR POLLUTION CONTROL OFFICER Mr. Mackesay has presented ea application for financial assistance for the Air Pollution Control District for 1975-76 fiscal year. The total funds applied for to the Air Resources Board ie $21,436. The application has been approved as to form and for fiscal control. On uiotioa of Supervisor Madigan. seconded by Supervisor Richter and unanimously carried, the application for financial assistance to State Air Resources Board was approved and the Air Pollution Control Officer was authorized to sign. 75-1570 DISCUSSION: LAND LEVELING ORDINANCE; PUBLIC HEARII3G SET FOR DECEMBER lfi. 1975 AT 1:30 P.M. Mr. Blackstock gave the history of this matter. Aland leveling ordinance was last considered about five years ago: At that time, there was much opposition to the ordinance. There is also a problem of having 'to eliminate the special drainage districts is the area. Mr. Blackstock stated that these moat be considered before any ordinance is adopted. Chairman Ladd feels that the people in his district will be opposed ko this ordinance. Mr. Blackstock stated that it would be based on the Colusa County ordinance. The basic criteria of this is that a permit will be greeted provided that the water will go beak to where it would have gone originally before the land leveling. Discussion of the ordinance and its relation to the flood planing. It was decided that a public hearing will be held oa December 16, 1975 at 1:30 pim. to discuss the matter. This represents the unexpended porti of the 1974-75 appropriation for administration of the federally funded CETA Il program. B-015 County Counsel. $200 is transferred from office expense to equipment maintenance account within Counsel's budget and is to cover maintenance agreements on three IBM typewriters. At budget time it was not realized that these maintenance agreements were necessary and they were not •provided for in the budget. B-016 Mental Health. This transfers $200 from medical, dental, and supplies to professional and special services - other within the Mental '. budget.
