~.. Salary ordinance implementing Welfare Department
classification study - a salary ordinance amendment
has been prepared implementing the classification
and internal compensation study for the social
services workers unit only. The County negotiators
and the employee organization have agreed upon the
salary ordinance - action requested - WAIVE THE
FIRST READING OF THE ORDINANCE. (NO ACTION TAKEN)

1. Approval of minutes - action requested - APPROVE
MINUTES OF SPECIAL MEETING OF SEPTEMBER 6, 1990,
CONTINUED MEETING OF SEPTEMBER 7, 1990 AND SPECIAL
MEETING OF SEPTEMBER 14, 1990.
2. Budget transfers - action requested - APPROVE BUDGET
TRANSFERS B-3 {BUILDING INSPECTION), B-5 {CSA 123 -
McINTOSH AVENUE) AND B-6 (CSA 82 - STIRLING CITY
SEWER) .
3. County library donations - in accordance with
Government Code Section 25355, donations of $lOp
from Joseph and Peggy Finelli, Chico and $100 from
Mohr-Fry Ranches, Hayward have been received for
the Butte County trust fund for the purchase of
books - action requested - ACCEPT DONATIONS AND
AUTHORIZE LETTERS OF APPRECIATION.
4. Public Works one ton and 3/4 ton trucks - the
Purchasing Department has evaluated bids for a one
ton cab and chassis 4x4 with utility body and a 3/4
ton cab and chassis 4x2 with utility body. The
lowest bid to meet specifications is S & C Motors
of San Francisco in the amount of $19,655 plus tax
and $17,825 plus tax respectively - action
requested - AWARD BTD 4-91 TO S & G MOTORS.
5. California Housing Rehabilitation Program - Board
authorization is requested far Connerly & Associates
to prepare an application for a grant from the
California Department of Housing and Community
Development, and far use of program income to fund
the application preparation - action requested -
APPROVE GRANT APPLICATION PREPARATION BY CONNERLY
& ASSOCIATES, AND USE OF PROGRAM INCOME TO FUND THE
APPLICATION PREPARATION.
6. Salary ordinance amendment - proposed is a salary
ordinance amendment implementing an across-the-board
five percent salary increase for employees within
the Law Enforcement General and Management Units
per labor negotiation agreements effective October
6, 1990 - action requested - WAIVE THE SECOND
READING AND ADOPT ORDINANCE 2864.

90-415 7. Salary ordinance amendment - County Counsel -
proposed is an ordinance flexibly staffing a legal
services assistant II or legal secretary II to a
legal services assistant I/II or legal secretary II
due to the difficulties in recruiting qualified
applicants at the senior level - action requested -
WAIVE THE SECOND READING AND ADOPT ORDINANCE 2865.
8. Butte Meadows Hillsliders Snowmobile Club grant -
the second year funding application has been
prepared for submission to the State Department of
Parks and Recreation for 1991/92 off-highway vehicle
funds totaling $14,320 (State, $11,000 and local
match, $3,320.) Local matching funds will be
provided by the snowmobile club - action requested -
APPROVE APPLICATION AND AUTHORIZE THE CHIEF
ADMINISTRATIVE OFFICER TO SIGN.
9. Memorandum of Understanding - California Department
of Consumer Affairs/County of Butte covering the
period July 1, 1990 through June 30, 1991 to allow
the Agricultural Commissioner to administer written
certified applicator examinations for a fee of $10
per examinee for each administration of the
examination, and in accordance with the conditions
listed in the MOU - action requested - APPROVE
MEMORANDUM OF UNDERSTANDING AND AUTHORIZE THE
AGRICULTURAL COMMISSIONER TO SIGN ON BEHALF OF THE
COUNTY.
10. Memorandum of Understanding - California Department
of Food and Agriculture/County of Butte far 100
percent pesticide use reporting for fiscal year
1990/91 - the MOU provides disbursement of any
balance due from the original $20,864 authorized
under MOU no. 701401 for January 1 through June 30,
1990 for work performed under the 100 percent
pesticide use reporting system - action requested -
APPROVE MEMORANDUM OF UNDERSTANDING AND AUTHORIZE
THE AGRICULTURAL COMMISSIONER TO SIGN ON BEHALF OF
THE COUNTY.
11. Private Industry Council cooperative agreement - an
agreement has been prepared with the State
Department of Education providing for $66,734 JTPA
funds and $65,904 state matching funds covering
training in reading skills, computation skills, and
English skills to participants by Oroville Unified
High School District and Butte Community College -
action requested - APPROVE AGREEMENT AND AUTHORIZE
THE CHAIRMAN TO SIGN ON BEHALF OF THE COUNTY.

90-415 12. Enloe Health and Stress Center - a contract has been
prepared to provide group therapy for children and
parents referred through Child Protective Services
for the period September 1, 1990 through August 31,
1991 in the maximum amount of $7,200 - action
requested - APPROVE CONTRACT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
13. Family Services Association - a contract has been
prepared to provide family therapy for children and
parents referred through Child Protective Services
for the period August 1, 1990 through July 31, 1991
in the maximum amount of $9, 950 - action requested -
APPROVE CONTRACT AND AUTHORIZE THE CHAIRMAN TO SIGN.
14. Sally Gjestsan - a contract has been prepared to
provide sexual abuse therapy far children and
parents referred through Child Protective Services
for the period September 1, 1990 through August 31,
1991 in the maximum amount of $9,950 - action
requested - APPROVE CONTRACT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
15. Probation Department job sharing - Board
authorization is requested for two Probation
Department employees to share a Juvenile Hall
counselor position. Both employees understand that
job benefits will be pro-rated and that a change in
status of either employee will terminate the special
schedule - action requested - APPROVE JOB SHARING
OF JUVENILE HALL COUNSELOR POSITION.
16. Step advancement - assistant director of planning -
Board authorization is requested for advancement
from step 1 to step 3 of the salary range - action
requested - AUTHORIZE ADVANCEMENT TO STEP 3.
