88-578 Consent Agenda
1. Approval of minutes - action requested -APPROVE MINUTES OF
SEPTEMBER 13, 1988.
2. Budget transfers -- action requested - APPROVE BUDGET TRANSFERS
B-$ (PUBLIC WORKS - CSA 324}, B-9 {SHERIFF AND DISTRICT
ATTORNEY}, 8-10 (PLANNING}~ B-11 (SOUTH COUNTY MUNICIPAL COURT),
AND B-12 {WELFARE}.
3. County library donations - in accordance with Government Code
Section 25355, two donations totaling $600 have been received
from the Chico Friends of the Library for the Butte County
Library Trust far the purchase of books - action requested -
ACCEFT DONATIONS AND AUTHORIZE LETTER OF APPRECIATION.
4. Appointment to Private Industry Council - action requested -
APPOINT ED KELLY TO SERVE AS AT-LARGE REPRESENTATIVE UNTIL
JUNE 14, 1990.
5. California Law Enforcement Teletype System (CLETS} terminal
hardware -Central Communications has identified a reduced cost
replacement for the CLETS hardware currently being leased by the
Sheriff's Office and the District Attorney's Office which will
reduce the long term lease costs. Budget transfer B-9 has been
prepared to provide the necessary appropriation - action
requested - APPROVE ACQUISITION OF FIXED ASSET ITEM.
6. Ordinance adding Section 24--42 to the Butte County Code and
amending sections 1-7 and 24-62 of the Butte County Code
regarding code violations - action requested - WAIVE THE FIRST
READING OF THE ORDINANCE.

7. Ordinance amending Section 10-32 of the Butte County Code
regarding street facility improvement fees in the Chico urban
area -action requested -WAIVE THE FIRST READING OF THE
ORDINANCE.
8. Plumas National Forest supplemental project agreement #2 -the
supplemental agreement to the Forest Development Road
Cooperative Agreement is for Butte County Road #49665A (F. S.
Road ~21N79Y? and covers improvements to French Creek Road by
the Forest Service with no county funds involved -action
requested -APPROVE AGREEMENT AND AUTHORIZE THE PUBLIC WORKS
DIRECTOR TO SIGN ON BEHALF OF THE COUNTY.
9. Vital records improvement proposal - a proposal has been
prepared to the State Department of Health Services for vital
records improvement project funding in the amount of $15,040
which will be 100 percent state funded to assist in the
computerization of birth certification registration within the
county - action requested - AUTHORIZE SUBMISSION OF PROPOSAL TO
THE STATE.
10. Independent Living Skills program - 100 percent funding is
available from the State Department of Social Services in the
amount of $66,254 for FY 87-88 and $54,424 for FY 88/89 to
provide services and training to adolescents cage 16 and over)
who receive foster care maintenance payments to make the
transition from foster care to independent living -budget
transfer B-12 adopts the appropriation -action requested -
APPROVE PROGRAM ANA ACCEFT FBNDING FROM THE STATE.
11. Advanced step hiring - cook - Board authorization is requested
to hire a cook up to the "C" step of the salary range -action
requested - AUTHORIZE ADVANCED STEP HIRING.
12. Budges professional liability insurance -the judges have
requested the insurance which amounts to $8flfl per judge per
year. Funding is from the self-insurance budget -action
requested - AUTHORIZE PURCHASE OF PROFESSIONAL LIABILITY
INSURANCE FOR ALL SUPERIOR AND MUNICIPAL COURT JUDGES AND
AUTHORIZE REIMBURSEMENT TO JUDGE MULKEY AND JUDGE WARREN IN THE
AMOUNT OF $800 EACH.

ANNOUNCEMENT: The Board announced it met in closed session to
consider the resignation/retirement of Hob Crisan,
County Welfare Director. The Board accepts
Mr. Crisan's resignation and has authorized the
Assistant Welfare Director, Kim Gaghagen, to manage
the department pending the recruitment of a new
Welfare Director, The Board thanks Mr. Crisan for
his 23 years of service to Butte County and wishes
him well on his retirement.
MOTION: IN ORDER TO COMPLY WITH A COURT ORDER OF DECEMBER 16, 1983,
I MOVE TO AUTHORIZE THE WELFARE DEPARTMENT TO IMPLEMENT A
4.7 PERCENT COST OF LIVING INCREASE FOR GENERAL ASSISTANCE,
EFFECTIVE SEPTEMBER 1, 1988.
