90-430 ~.. Approval of minutes -- action requested - APPROVE
MINUTES OF SEPTEMBER 18, 1990.
2. Budget transfers - action requested - APPROVE BUDGET
TRANSFERS B-7 {PUBLIC WORKS), B-11 (SHERIFF-
OPERATIONS) AND B-12 (PUBLIC HEALTH).
3. Appointments to Butte County Maternal, Child and
Adolescent Health Board - action requested - APPOINT
GWIN RICHTER, RN, MSN TO SERVE UNTIL MARCH, 1991,
MONICA COLLETT, WELFARE DEPARTMENT TO SERVE UNTIL
MARCH, 1992 AND BRENDA ANEBO, PARENT TO SERVE UNTIL
MARCH, 1993.
4. Surplus property disposal - additional items have
been identified to be declared surplus and sold at
the October 6, 1990 auction - action requested -
DECLARE ITEMS SURPLUS TO THE NEEDS OF THE COUNTY.

5. Public Health Department - Board authorization is
requested for the purchase of a computer, printer
and related software, computer desk, fax machine and
electric typewriter in the amount of $10, 000 as part
of the 100 percent State funding for the provision
of tobacco education services. B-12 has been
prepared for the necessary appropriation - action
requested - APPROVE PURCHASE OF FIXED ASSET ITEMS.
6. Sheriff's Department - Board authorization is
requested to purchase four heavy duty adjustable
chairs for the emergency 911 dispatch center with
State funding in the amount of $2,222. B-11 has
been prepared for the necessary appropriation -
action requested ~- APPROVE PURCHASE OF FIXED ASSET
TTEMS.
7. Treasurer - Tax Collector - Central Collections
the proposed resolution establishes a $300 revolving
fund to be used for prepayment of filing fees and
advance casts to sheriffs and marshals. Costs are
recoverable in the process of levy on a Writ of
Execution or other civil process - action
requested - ADOPT RESOLUTION 90-143 AND AUTHORIZE
THE CHAIRMAN TO SIGN.
8. Resolution authorizing the submittal of an
application for funding, the execution of a standard
agreement and any amendments thereto, and any
related documents necessary to participate in the
California Housing Rehabilitation Program far owner-
occupied housing and secure a commitment of funds
from the California Department of Housing and
Community Development - action request -- ADOPT
RESOLUTION 90-144 AND AUTHORIZE THE CHAIRMAN TO
SIGN.
9. Salary ordinance amendment -Sheriff's Department -
proposed is a salary ordinance amendment re-
establishing the classification of records and
identification technician II, I at ranges 32 and 26
respectively, and reclassifying one civil deputy
position, range 90 to deputy sheriff, range 91,
which is a sworn officer position per P.O.S.T.
requirements - action requested - WAIVE THE FIRST
READING OF THE ORDINANCE.

10. Salary ordinance implementing Welfare Department
classification study - a salary ordinance amendment
has been prepared implementing the classification
and internal compensation study for the social
services workers unit. The County negotiators and
the employee organization have agreed upon the
salary ordinance - action requested - WAIVE THE
FIRST READING OF THE ORDINANCE.
11. Salary ordinance implementing Welfare Department
classification study - a salary ordinance amendment
has been prepared implementing a classification and
internal compensation study covering the general
unit. The County negotiators and the employee
organization have agreed upon the salary ordinance -
action requested - WAIVE THE FIRST READING OF THE
ORDINANCE.
12. Fish and Game Commission - proposed is a resolution
which reorganizes the Butte County Fish and Game
Commission by deleting the Board of Supervisors
Chairman or his/her designee as a member of the
Commission and adding five public members by Board
appointment, each representing a supervisorial
district - action requested - ADOPT RESOLUTION 90-
145 AND AUTHORIZE THE CHAIRMAN TO SIGN.
13. Contract change order no. 2 - Foothill Boulevard
reconstruction, County project no. 23571-89-1 -
contract change order no. 2 in the increasing amount
of $6,000 provides for dust control by watering,
not included in the contract. Funds are available
in the project construction budget - action
requested - APPROVE CONTRACT CHANGE ORDER NO. 2 AND
AUTHORIZE THE CHAIRMAN TO SIGN.
14. Assignment of counsel - County Counsel proposes to
assign Kukes v. Grubbs, et al., to the law firm of
Marsh, Marsh, Volpe & Molin - action requested -
APPROVE ASSIGNMENT OF COUNSEL.
15. Assignment of counsel - County Counsel proposes to
assign Pickett v. Town of Paradise, et al., to the
law firm of Marsh, Marsh, Volpe and Molin - action
requested - APPROVE ASSIGNMENT OF COUNSEL.
16. Law firm of Diepenbrock, Wulff, Plant and Hannegan -
proposed is an agreement to retain attorney services
for certain litigation/consultation at the rates of
$180 and $150 per hour for a term of case - action
requested -- APPROVE AGREEMENT AND AUTHORIZE THE
CHAIRMAN TO SIGN.

17. Memorandum of Understanding - California Department
of Food and Agriculture - covering the period
August 1, 1.990 through June 30, 1991 for the
Agricultural Commission to perform environmental
protection agency worker safety inspections in the
total amount of $7,500 under the terms of this
agreement - action requested - APPROVE MEMORANDUM
OF UNDERSTANDING AND AUTHORIZE THE AGRICULTURAL
COMMISSIONER TO SIGN ON BEHALF OF THE COUNTY.
18. Women, Infants and Children (WIC) agreement no. 89-
97062 (A1) - proposed is an agreement to renew the
WIC agreement with the State Department of Health
Services for the six month period October 1, 1990
through March 31, 1991 in the additional amount of
$111,028. The WIC program is 100 percent federally
funded - action requested - APPROVE AGREEMENT AND
AUTHORIZE THE CHAIRMAN TO SIGN.
19. Air Pollution Control Officer - proposed is a
revised recruitment plan which extends the final
filing date to October 12, 1990 - action requested -
AUTHORIZE EXTENSION DF THE FINAL FILING DATE TO
OCTOBER 12, 1990 AND ADOPT THE REVISED RECRUITMENT
SCHEDULE.
20. Welfare Department classification and internal
compensation study - County negotiators and employee
organizations have agreed upon supplemental
Memorandums of Understanding for the Social Services
Workers Unit and the General Unit - action
requested - APPROVE THE SUPPLEMENTAL MEMORANDUMS OF
UNDERSTANDING FOR THE SOCIAL SERVICES WORKERS UNIT
AND THE GENERAL UNIT AND AUTHORIZE THE PERSONNEL
DIRECTOR TO SIGN.
