7. Speed limits - Oraville-Chico Highway. Cusick Avenue and Lupin
Avenue -the Department of Public Works has completed traffic
studies and recommends that they be speed zoned as follows:
Oroville-Chico Highway (from the Midway to Neal Road}, 45 mph;
Cussick Avenue (from West Lindo Avenue to East Avenue} and Lupin
Avenue (from Cohasset Road to the Chico city limits), 25 mph -

17. Crestwood Hospitals, Inc. - Angwin agreement - the agreement
provides for one adult bed far a maximum of 120 days in an
amount not to exceed $10,500 covering the period September 15,
1987 through June 30, 1988 -action requested - APPROVE
AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
18. Wes's Pharmacy agreement - the agreement covers the purchase of
prescription drugs for the Mental Health Department in an amount
not to exceed $55,000 covering the period July 1, 1987 through
June 30, 1988 -action requested -APPROVE AGREEMENT AND
AUTHORIZE THE CHAIR TO SIGN.
19. Oroville Medical Center Hospital agreement -the agreement
provides far the initial medical and psychiatric evaluation of
patients prior to admission to inpatient unit cad is in an
amount not to exceed $22,500 covering the period July 1, 1987
through June 30. 1988 - action requested - APPROVE AGREEMENT AND
AUTHORIZE THE CHAIR TO SIGN.
20. GAIN Program - Valley Oak Children's Services - a contract has
been prepared to develop a plan far the provision of child care
referral services and to assist in determining the child care
needs of GAIN Program participants during the period July 1,
1987 through June 30, 1988 in an amount not to exceed $60,428 -
action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO
SIGN.
21. Sheriff's civil computer program maintenance agreement - an
amendment has been prepared with Howard H. Hi11 Associates
agreement in the amount of $2,500 covering maintenance of the
Sheriff's Civil Division computer program during 1987-88 -
action requested - APPROVE ADDENDUM TO AGREEMENT AND AUTHORIZE
THE CHAIR TO SIGN.
23. CDBG grant incubator facilities - Board direction is necessary
for the Planning Department to prepare the initial study and the

BEING ALLOTTED BY THIS SAME PROCESS AND FIND OUT IF THEY
WOULD HAVE ANY INTEREST IN ESTABLISHING A REGIONAL COMMUNITY
SERVICES DISTRICT.
1, TO DE-CHARTER BUTTE COUNTY AS IT IS NOX CONSTITUTED.
THIS MOULD BE A MASSIVE CHANGE TO THE CHARTER, BUT IT
WOULD NOT THROW THE CHARTER OUT.
2. TO RE-ESTABLISH BUTTE COUNTY AS A COMMUNITY SERVICES
DISTRICT WHERE THE SUPERVISORS ifOULD BE DIRECTORS. THIS
WOULD ALLOW THE GENERAL FUND MONIES TO BE PROTECTED;
AND, THERE WOULD, IN FACT, BE MORE GENERAL FUND MONEY.
THE GENERAL FUND MONIES WOULD BE DIVIDED UP INTO VITAL
AND NECESSARY SERVICES INCLUDING GENERAL GOVERNMENT,
JUSTICE, POLICE, FIRE, HEALTH AND PUBLIC WORKS AND A
PERCENTAGE OF REVENUE WOULD BE ASSIGNED TO EACH
FUNCTION.
