Cooper, Orovilie - files a claim in the amount of $1,000,000 as a result of alleged damages sustained on or about .Tune 2, 1987 while incarcerated in the Butte County Jail. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 13. Hazel Brookter, Oroville -files a claim in the amount of $2,000,000 as a result of alleged damages sustained an ar about May 30, 1987 involving the death of her son, Barry Brookter. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 14. Donation of Fire Stations 37 and 3$ - the Board of Directors of the Golden Feather Volunteer Fire Company desire to donate two fire stations to the county in accordance with the terms of a use agreement. ACCEPTED FIRE STATIONS AS OFFERED FOR DONATION. 15. County Clerk storage units - Board authorization is requested to acquire two walk-through storage units at the cost of $5,550 in order to eliminate storage overcrowding in the office. Budget transfer B-18 has been prepared to provide the necessary appropriation. AUTHORIZED ACQUISITION OF FIXED ASSET ITEMS. lb. Sheriff's vehicle - Board authorization is requested to acquire a replacement vehicle at a cost of $7,500 for one seriously damaged in an accident. Budget transfer B-19 has been prepared to provide the necessary appropriation. AUTHORIZED ACQUISITION OF FIXED ASSET. 17. Welfare microcomputer -- Board authorization is requested to acquire a Leading Edge Model D microcomputer, plus peripheral equipment and software in the amount of $3,400 for use in the food stamp employment and training program. Budget transfer B- 22 has been prepared to provide the necessary appropriation. AUTHORIZED ACQUISITION OF FIXED ASSET ITEMS. 18. Speed limits -Nord Highway and West 12th Avenue ~- the Department of Public Works has completed traffic studies on Nord Highway and West 12th Avenue and recommends that Nord Avenue (from the Esplanade to the Mud Creek Bridge) be speed zoned 45 miles per hour and West 12th Avenue (from West Lindo Avenue to Fern Avenue} be speed zoned at 25 miles per hour. Salary ordinance amendment - the ordinance reclassifies a secretary I position to a secretary II/I position and reclassifies two typist clerk II/I positions to account clerk/typist clerk II/I in the Public Health Department; changes the method of compensating election workers as requested by the County Clerk for the Elections Department; and changes budget codes to conform to the master budget for the municipal courts. WAIVED THE FIRST READING OF THE ORDINANCE. 20. Resolution honoring the Special. Olympics. ADOPTED RESOLUTION 87-247 AND AUTHORIZED THE CHAIR TO SIGN. 21. Resolution designating October Z5 - 31 as Red Ribbon Week with the theme, "The Choice for me ... Drug Free." ADOPTED RESOLUTION 87-248 AND AUTHORIZED THE CHAIR TO SIGN. 22. Forest development road cooperative agreement (Brown Ravine timber sale) - the agreement provides for improvements to Philbrook Road, Concave Road, Skyway, Humbug Summit Road and Retson Road by the Forest Service as part of timber sales. No county funds involved. APPROVED AGREEMENT AND AUTHORIZED THE DIRECTOR OF PUBLIC WORKS TO SIGN ON BEHALF OF THE COUNTY. 23. California Waterfowl Association agreement - the agreement in an amount not to exceed $b,000 in fish and game propagation funds provides for the study of waterfowl nesting potential at the Thermalito Afterbay covering the period ending June 30, 198$. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO STGN. 24. California Transit System Insurance Authority - Amendment One has been prepared to the joint powers agreement covering the entry of members within the authority. APPROVED AMENDMENT. 25. Housing and Community Development agreement - Contract 87-EDBG- 054 has been prepared in the amount of $151,150 covering the award of a grant which consists of rehabilitation and off site improvements, including general administration for small. business incubator facilities in Chico. The grant covers the period through December 31, 1989. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO STGN. 26. Traffic safety project agreement - an agreement has been prepared with the State Office of Traffic Safety for continuation of an analysis of traffic-related data in Butte County. The agreement is in the amount of X26,423.02, covering the period October 1, 1987 through September 30, 1988. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO SIGN. Passenger safety project agreement - an agreement has been prepared with the State Office of Traffic Safety for a grant to conduct a passenger protection education project in Butte County. The agreement is in the amount of $67,580 covering the period October 1, 1987 through September 30, 1988. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO STGN. 28. 1987-88 Maternal and Child Health agreement -- an agreement has . been prepared with State Department of Health Services in the amount of $29,500 covering the performance of selected perinatal health services within the county. APPROVED AGREEMENT AND AUTHORIZED THE CHAIR TO SIGN. 29. Request for proposals - alcohol recovery services - an RFP has been prepared far the delivery of alcohol recovery and residential services for $utte County. APPROVED T55UANCE OF THE RFP, AUTHORTZED STAFF TO DISSEMINATE THE RFP TO ALL INTERESTED PARTIES, AUTHORIZED STAFF TO DEVELOP AND IMPLEMENT A PROPOSAL REVIEW PROCESS AS OUTLINED IN THE RFP, AND AUTHORIZED STAFF TO PREPARE A FORMAL RECOMMENDATTON FOR THE BOARD'S CONSIDERATION. 30. Victor Residential, Inc. contract - a contract has been prepared to provide residential treatment services to mentally ill adolescents in the maximum amount of $106,000 covering the period July 1, 1987 through June 30, 1988. APPROVED CONTRACT AND AUTHORIZED THE CHAIR TO SIGN. 31. Clarence Mahler contract - the contract provides for social work training for county GAIN employees in the amount of $700 covering the period July 1, 19$7 through June 30, 1988. APPROVED CONTRACT AND AUTHORIZED THE CHAIR TO SIGN. 32. Ed Cannoy contract - the contract provides for social work training for county GAIN employees in the amount of $1,200 covering the period July 1, 1987 through June 30, 1988. Davis training contracts -two contracts have been prepared to provide necessary training to Welfare Department staff: eligibility training contract, $20,000 and services training contract, $2,800 covering the period July 1, 1987 through June 30, 1988. Advance step hiring - correctional officers - Board authorization is requested for the hiring of lateral correctional officers at a step "C" of the salary range in order to attract more qualified applicants. Formation of Berry Creek Community Services District - the Local Agency Formation Commission has approved the formation of the district, including within its boundaries the existing Ponderosa Pines Subdivision, to provide for the ownership and maintenance of a domestic water system.
