Call to order - a special meeting pursuant Government Code
Section 54955, Board of Supervisors room, County Administration
Building, 25 County Center Drive, Oroville. Present:
Supervisors Beeler, Dolan, Houx, and Chair Davis. Not
Present: Supervisor Josiassen. John S. Blacklock, Chief
Administrative Officer; Susan Minasian, County Counsel; and
Carol Roach, Assistant Clerk of the Board.
Pledge of allegiance to the Flag of the United States of
America.

97-306 The CALFED report "The Eco-System Restoration Program Plan"
(ERPP) released to the public for review in late August -
action requested - AUTHORIZE A LETTER TO LESTER SNOW, EXECUTIVE
DIRECTOR OF THE CALFED BAY-DELTA PROGRAM, REQUESTING AN
EXTENSION OF THE PUBLIC REVIEW PERIOD TO JANUARY 15, 1998.
MOTION: I MOVE, PURSUANT TO GOVERNMENT CODE SECTION
54954.2(b)(2}, THAT THERE IS A NEED TO TAKE
IMMEDIATE ACTION; THAT THE NEED FOR ACTION CAME TO
THE ATTENTION OF THE BOARD OF SUPERVISORS
SUBSEQUENT TO THE AGENDA BEING POSTED AS SPECIFIED
IN GOVERNMENT CODE SECTION 54954.2(a); AND
AUTHORIZE THE CHAIR TO SIGN A LETTER TO LESTER
SNOW, EXECUTIVE DIRECTOR OF THE CALFED BAY-DELTA
PROGRAM, REQUESTING AN EXTENSION OF THE CALFED
REPORT "THE ECO-SYSTEM RESTORATION PROGRAM PLAN" TO
JANUARY 15, 1998.

A. ADOPT A RESOLUTION RECOGNIZING OCTOBER 10, 1997 AS WORLD
MENTAL HEALTH DAY IN BUTTE COUNTY AND AUTHORIZE THE CHAIR
TO SIGN; AND
B. APPROVE THE MENTAL HEALTH DEPARTMENT ASSISTING WITH THE
BID-U-WELL BENEFIT DINNER.
MOTION: I MOVE TO A. ADOPT RESOLUTION 97-129 RECOGNIZING
OCTOBER 10, 1997 AS WORLD MENTAL HEALTH DAY IN
BUTTE COUNTY AND AUTHORIZE THE CHAIR TO SIGN; AND

RECONVENE: The Board reconvened at 4:45 p.m. following a
closed session conference for public employee
