Approval of minutes - action requested - APPROVE MINUTES OF SEPTEMBER 13, 1994 AND SEPTEMBER 27, 1994. 2. Budget transfers - action requested - APPROVE BUDGET TRANSFERS B-015 (LIBRARIES), B-017 (ENVIRONMENTAL HEALTH), B-018 (DEVELOPMENT SERVICES), B-019 (PERSONNEL), B-020 (AGRICULTURAL), B-021 (WELFARE/ADMINISTRATION), B-022 (FIRE), AND B-023 (FIRE). 3. The State Board of Forestry has forwarded notice of its concurrence with the Board's tentative approval of the subject rezoning (7-26-94) in satisfaction of the requirements of Section 4621.2 of the Public Resources Code - action requested - ADOPT ORDINANCE 3158 AND AUTHORIZE THE CHAIR TO SIGN. 5. Administrative Office - within the Board's approval of the Administrative Office Automation Project was a high speed, high resolution laser printer for $3,400 and a color inkjet printer for $1,200. Low bid for the laser printer is $4,029, and low bid for the inkjet printer is $1,337. Sufficient funds are available within the department's fixed asset appropriation from savings on other items - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS. 6. Conveyance of County property - Board authorization is requested for the donation of a Singer/Gertz station monitor (asset no. 421802) to the County RACES organization, the Sheriff's Communications Reserve. The aonitor, acquired in 1976 for Central Communications, has been deemed to be obsolete and is of no further value to the County - action requested - action requested - AUTHORIZE PUBLICATION OF NOTICE OF INTENTION TO CONVEY COUNTY PROPERTY PURSUANT TO GOVERNMENT CODE SECTIONS 25365 AND 6061. 7. Award of bid 16-95 - 3/4 ton utility truck - bids have been received and evaluated for the purchase of a 3/4 ton utility truck for Buildings and Grounds. The low bid meeting desired specifications is Folsom Lake Ford in the amount of $18,303, plus tax and document fees - action requested - AWARD BID. 8. Award of bid 16-95 - 4x4 vehicle - bids have been opened for the purchase of a 4-wheel drive vehicle for the Assessor's Office with the low bidder meeting specifications being Wittmeier Chevrolet of Chico in the amount of $18,476.23, plus tax and document fees - action requested - AWARD BID TO WITTMEIER CHEVROLET. Award of bid 16-95 - pickup truck - bids have been opened for the purchase of a mini-pickup for Development Services-Planning Commission with the low bidder meeting specifications being Hoblitt Motors of Colusa in the amount of $9,479, plus tax and document fees - action requested - AWARD BID TO HOBLITT MOTORS. 10. Award of bid 16-95 - three pickup trucks - bids have been opened for the purchase of three mini- pickups for Development Services-Building Division with the low bidder meeting specifications being Hoblitt Motors of Colusa in the amount of $28,497, plus tax and document fees - action requested - AWARD BID TO HOBLITT MOTORS. li. Award of bid - two pickup trucks - the Environmental Health Department has two compact pickup trucks approved in the budget. The low bidder on similar trucks as part of bid no. 16-95, Hoblitt Motors of Colusa has agreed to honor the original bid amount for the two additional trucks, which is $9,479 each, plus tax and document fees - action requested - AWARD BID TO HOBLITT MOTORS. 12. Award of bid - fire engine purchase - proposed is acquisition of a triple combination fire engine for the Nord Fire Station in the amount of $215,625 from Westates Fire Apparatus of Woodland, CA pursuant to State of California solicitation number 2731 and bid no. P43363 - action requested - AWARD BID TO WESTATES FIRE APPARATUS. 13. General Services/Print Shop - automated offset press - the ABDick 369 automated offset press/ABDick 200 bin sorter (asset no. 17052) in the Print Shop has been taken out of service, is outdated, and beyond economic use by the County - action requested - DECLARE PROPERTY SURPLUS AND AUTHORIZE DISPOSAL BY THE PURCHASING OFFICE. 14. Gridley Fire Station remodel project - contract change order (CCO) no. 1 - CCO no. 1 has been prepared with Carey Construction in the increasing amount of $15,000 which provides for widening the apparatus roos four feet and moving the door frames - action requested - APPROVE CCO NO. 1 AND AUTHORIZE THE CHAIR TO SIGN. Court Addition Project construction inspector - amendment to architects agreement - an amendment has been prepared with Ross-Drulis Architects, in association with Dreyfuss ~ Blackford Architects to perform full time building inspection services related to construction of the project in the aaount of $120,000 with funding coming from certificate of participation proceeds of the Butte County Municipal Financing Corporation - action requested - APPROVE AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. 16. Tax and Revenue Anticipation Notes (TRAN's) - a resolution authorizing the issuance of 1994-95 Tax and Revenue Anticipation Notes for Butte County Office of Education not to exceed $21,000,000 - action requested - ADOPT RESOLUTION 94-116 AND AUTHORIZE THE CHAIR TO SIGN. 17. Cash Difference and Overage Report - the Auditor- Controller subaits a report of the replenishment of cash difference funds to covsr shortages, and the transfer of cash overage fund balances to general fund for fiscal year 1993-94 - action requested - ACCEPT FOR INFORMATION. 18. Oroville Meaorial Hall - refund of rental fee - a rental fee refund has been requested by Sue Guinn of Pollock Pines because of problems encountered at the Oroville Memorial Hall. Staff has reviewed the request and concurs that the refund is appropriate - action requested - AUTHORIZE REFUND OF RENTAL FEE. 19. Resolution appointing Ron McElroy to the position of Deputy County Surveyor - action requested - ADOPT RESOLUTION 94-117 AND AUTHORIZE THE CHAIR TO SIGN. 20. Dames and Moore - proposed is an amended agreement between the County of Butte and Dames and Moore for an ongoing nitrate program - County Service Area No. 114 - action requested - APPROVE AMENDED AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. State Department of Food and Agriculture - proposed is a contract (no. 94-0020) effective July 1, 1994 through July 1, 1999, which provides funding for enforcement of a statewide compliance level of 85 percent on all agricultural and vegetable seed in the County. The State shall pay annually, in arrears, 30 percent of the total assessment fees received, or $65,000, whichever sum is greater, to the counties as a subvention for costs incurred in enforcement - action requested - APPROVE AGREEMENT AND AUTHORIZE THE AGRICULTURAL COMMISSIONER TO SIGN. 26. Brown's River Records Preservation Services - Recorder's Office Historical Record Book Restoration/Preservation Project - proposed is a contract to begin restoration and preservation of 33 original record books: Deeds (Volumes 1-26, 54), Patents (Book A), Miscellaneous Records (1852), Index to Patents (1860), Grantor Index (1904-1906), and Orders Probate (A). The contract is in the maxiaum amount of $45,000 ($15,000 per year for three years) (MICROGRAPHICS TRUST FUND) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. 27. Private Industry Council (PIC) - Job Training Partnership Act - the proposed cooperative agreement between the PIC and the State Department of Education for 1994-95 provides remedial education to GAIN recipients - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 28. County of Colusa/County of Butte - Colusa County is contracting with Butte County Mental Health to provide acute psychiatric inpatient care to residents of Colusa County who are referred to Butte County for service. The tern of the agreement is July 1, 1994 through June 30, 1995 in the maximum amount to Butte County of $11,400 (30 patient days) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. 29. Scott Schofield, Chico - proposed is a lease renewal agreement for approximately 3,900 square feet of office space at 492 Rio Lindo Avenue, Chico for the Alcohol and Druq Services' Youth Services and Youth Treatment Services Units of Mental Health. The tern of the lease is July 1, 1994 through June 30, 1995 in the maximum amount of $30,000 (FEDERAL) - action requested - APPROVE LEASE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. Page 286 October 11, 1994 94-302 30. 1994-95 Butte County Victim/Witness Assistance Program - the Probation Department has prepared an application to the Office of Criminal Justice Planning (OCJP) for $122,862 in State funds to provide service to crime victims - action requested - ADOPT RESOLUTION 94-119 APPROVING THE APPLICATION AND AUTHORIZING THE CHIEF PROBATION OFFICER TO SIGN THE APPLICATION/AGREEMENTS ON BEHALF OF THE COUNTY. 31. Mary L. Brown, Chico - the Women, Infants and Children (WIC) Progress currently leases 1,300 square feet of office space at 1311 Kangrove Avenue, Suite D, Chico. The term of the lease renewal is January 1, 1995 through December 31, 1996 with monthly base payments of $680 ($0.523 per square feet) (FEDERAL) - action requested - APPROVE LEASE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 32. State Department of Health Services - proposed is an amendment to the contract for Medi-Cal Administrative Claiming which increases the amount payable to the County to a maximum of $1,900,950 ($416,800 maximum payable for fiscal year 1992-93 and $1,484,150 maximum payable for fiscal year 1993-94) - action requested - APPROVE AMENDMENT TO CONTRACT AND AUTHORIZE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR- CONTROLLER. 33. State Department of Health Services - under the terns of the proposed amendment, the County~s Department of Public Health will continue to provide a range of tobacco education services to the community. The amendment extends the contract (no. 89-97893) period through June 30, 1996. 100$ State funds in the amount of $110,000 are available for use in 1994-95, and an additional State allocation of $110,000 is scheduled for 1995-96 - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. California Integrated Waste Management Board - Household Hazardous Waste (HHW) Discretionary Grant - Board authorization is requested for submittal by the Public Works Department of a HHW Discretionary Grant Application seeking $114,012 in grant funding to implement five one-day HHW collection events proposed to be held in Durham, Magalia, Palermo, the City of Biggs, and the Town of Paradise, during the spring and summer of 1995. Residents living in these communities currently have no access to properly dispose of such HHW materials. The amendments to Section 24-202 would: remove restrictions limiting occupancy to senior citizens and allow second units for general occupancy, subject to specified regulations, in the A-SR, RT-1, S-R, A-R, and R-1 zones only; and require a use permit rather than an administrative permit. The amendments to Sections 24-303 and 24-304 would: modify the regulations for temporary mobile homes and simplify the permitting process to require an administrative permit rather than a use permit.
