Town of Paradise/Paradise Irrigation District annexation {Knudsen, et al} tax split - the Paradise Irrigation District has approved a simultaneous annexation to the district and the Town of Paradise for a residential area of approximately 80 acres. In order to permit annexation, the county must agree to a property tax split with the town of 56~ Town of Paradise, 44~ county, and must sign an agreement that the district will not receive property tax for the proposed annexation. ADOPTED RESOLUTION 86-736 APPROVING THE PROPERTY TAX SPLIT WITH THE TOLBN OF PARADISE AND ADOPTED RESOLUTION 86-137 APPROVING THE PROPERTY TAX EXCHANGE AGREEMENT FOR NO ADDITIONAL PROPERTY TAX TO THE PARADISE IRRIGATION DISTRICT. 12. Wiliam 0. Morris, attorney at law - on behalf of Harry C. Brenner, files a claim for comparative indemnity in Butte County Superior Court Case No. 89114 (Barbara Ray, plaintiff, vs. Starkey Ranch, et al) and related cross complaint. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 13. Brigham P. Jones, attorney at law -- on behalf of Leon Hammons and Kathy Hammons, files a claim far indemnification in Butte County Superior Court Case No. 89551 (Janet Capps vs. Leon Hamnons and Kathy Hammons). REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 14. Barrier striping of public roads - new changes in the Caltrans Traffic Manual which Butte County uses for determining the proper placing of traffic control devices is being revised to require double yellow centerline striping be placed on all roads that theoretical sight distance is not sufficient for passing. This will eliminate legal passing of slow moving vehicles on mountainous roads. Additional cast is estimated at $100,000 per year. ADOPTED RESOLUTION 86-138 REQUESTING RECONSIDERATION OF BARRIER STRIPING OF PUBLIC ROADS AND AUTHORI7ED THE CHAIRP4AN TO SIGN AND AUTHORIZED DIRECTOR OF PUBLIC IBORKS TO SEND COPIES TO APPROPRIATE STATE AGENCIES. Grant agreement - Urban Mass Transportation Administration (UMTA} (Cant'd) Section 9 grant - Butte County has been awarded an UMTA Section 9 capital grant in the amount of $240,000. These funds, plus required local matching funds from the existing bus replacement reserve, will allow for the purchase of two 40-foot transit coaches. This item has been included in the 1986-87 budget and is funded from local transportation funds (SB 325). APPROVED AGREEP~ENT RND AUTHORIZED THE CHAIRMAN TO SIGN. TG. Gridley Justice Court equipment - as part of the consolidation of the Biggs and Gridley Justice Courts, a plan has been developed which requires the acquisition of two modular file cabinets and storage units, $751, and three modular desks, $1,872. Budget transfer B-17 has been prepared to provide the necessary appropriation. AUTHORTZED ACQUISITION OF FIXED ASSETS. T7. Award of bid - Superior Court Department 4 remodel - bids have been opened in the Purchasing Department with the Tow bidder being Larry N. English, General Contractor of Forest Ranch in the amount of $20,908. AWARDED BID. 18. 1985-56 Library costs - the Auditor-Controller submits a report outlining the costs per branch of the Butte County Library system. ACCEPTED FOR INFORMATION. l9. Paradise Justice Court - relief from accountability - the court requests relief from accountability for 51 cases totaling $14,529 as all accounts are over one year old and have had outstanding warrants of arrest issued and, if applicable, stop abstracts have been sent to DMU. AUTHORIZED RELIEF FROM ACCOUNTABILITY. 20. Resolution supporting National Business Women's Week for October 26 -- November 1, 1986. ADOPTED RESOLUTION 86-139 AND AUTHORIZED THE CHAIRMAN TO SIGN. 21. Board and commission members mileage and expense reimbursement - a resolution has been prepared to amend Resolution 82-777 delegating travel approval to the Chief Administrative Officer. ADOPTED RESOLUTION 86-I4O AND AUTHORIZED THE CHAIRMAN TO SIGN. 22. Ordinance amending Butte County Code Section 4-3 relating to the definition of dog kennels. WAIVED THE SECOND READING AND ADOPTED ORDINANCE 2559. 23. Ordinance amending Section 21-52 of the Butte County Code relative to the appointment and term of office of Assessment Appeals Board. Salary ordinance amendment - the ordinance adds new positions (Cont'd} approved in the budget to current classifications and provides for flexible staffing and retit1ing of several positions. Attorney services agreement - Hyde, Miller and Savage - the agreement covers legal services for the Southeast Chico bond suit in an amount not to exceed $110 per hour, plus administrative costs. The effective date of the agreement is July 1, 7986. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 27. Attorney services agreement - Hyde, Miller and Savage - the agreement covers legal services regarding Proposition 4 and is in an amount not to exceed $110 per hour, plus administrative costs. The effective date of the agreement is July 1, 1986. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 28. Dental disease prevention contract and subcontract - Contract No. 86-88805 has been prepared with the State Department of Health Services covering dental disease prevention in 1986-87 in the amount of $3T,5O0. Additionally, a subcontract has been prepared with the Northern Sacramento Valley Project to operate the program. APPROVED CONTRACT AND SUBCONTRACT AND AUTHORIZED THE CHAIRMAN TO SIGN. 29. 1986-87 County Health Services plan and budget - the plan and budget have been prepared for submission to the State Department of Health Services in accordance with Sections 16700-16713 of the Welfare and Tnstitutions Cade. The budget includes county casts cf $T,963,252, which is $84,678 less than the minimum amount required by the state. A public hearing is necessary to determine if the reductions will be detrimental to the health needs of the public or impair the county`s ability to carry out the plan. APPROVED TIDE 1986-87 COUNTY HEALTH SERVICES PLAN AND BUDGET; AUTHORIZED THE CHAIRMAN TO SIGN THE CERTIFICATION OF THE PLAN AND BUDGET; AND SET A HEARING DATE FOR NOVEMBER 18, 1986 AT 2:00 P.M. 30. Licensing agreement for foster family homes - an agreement has been prepared with the State Department of Social Services in the amount of $90,315 covering the annual renewal for the provision of licensing functions for faster family homes and facilities located within the county for 7986-87. Electronic Data Systems (EDS) contract - a contract has been prepared to provide computerized access to statewide County Counsel Offices in the amount of $2,000. Palermo Pollution Study contract amendment - an amendment has been prepared to the contract with the State Department of Health extending the term from November 7, 1986 to March 1, 1987.
