Salary ordinance amendment - Welfare Department - propased is an ordinance establishing new classifications of vocational counselor, range 40, and vocational evaluator technician, range 32 - action requested - WAIVE THE SECOND READING AND ADOPT THE ORDINANCE. (NO ACTION TAKEN) 2. Memorial Hall security/cleaning deposits - a resolution has been prepared authorizing the increase for security/cleaning deposits from a maximum of $500 to a maximum of $1,000 on rentals of all memorial halls - action requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIRMAN TO SIGN. Consent Agenda 90-459 ~.. Budget transfers - action requested - APPROVE BUDGET TRANSFER B-18 (LIBRARY), B-19 (PUBLIC HEALTH), B-20 {DISTRICT ATTORNEY - CRIMINAL), AND B-21 (WELFARE - GATN). 2. Conflict of Interest Code, Butte County - Fair Political Practices Commission - proposed is the amendment of the County's Conflict of Interest Code pursuant to Government Code Section 87306 - action requested - SET A PUBLIC HEARING DATE FOR DECEMBER 18, 1990 AT 9:45 A.M. Page 321. October 23, 1990 October 23, 1990, 90-459 3. General plan amendment and zoning change - AP 025- 280-019 and 020 - the subject County owned property on Vance Avenue south of Oroville is surplus to the needs of the County and a party is interested in acquiring it. Since the property is presently zoned PQ it is desirable that a General Plan amendment be reviewed and the property zoned for its highest and best use prior to commencing the competitive bid process - action requested - INITIATE GENERAL PLAN AMENDMENT AND ZONING CHANGE WITH THE PLANNING COMMISSION. 4. Award of bid 14-91 (Paradise County Building reroof) -- bids have been opened in the Purchasing Department for the reroofing of the Paradise Caunty Building, 747 Elliott Road with the law bidder meeting specifications being M.R.S. Enterprises, Inc., dba Meyers Roofing Services, Yuba City in the amount of $14,211, including tax - action requested - AWARD BID. 5. Award of bid 16-91 (asbestos removal - Paradise County Building) - bids have been opened in the Purchasing Department for the removal of roofing felt containing asbestos from the Paradise County Building, 747 Elliott Road with the low bidder meeting specifications being P. W. Stephens Contractors, Inc., Roseville in the amount of $9,230, including tax - action requested - AWARD BID. 6. Public Works Department used vehicle - the Purchasing Department received bids for a used 1990 Mercury sedan. The lowest bid meeting specifications is Ford Country of Gridley in the amount of $11,200 (tax included) - action requested - AWARD BID. 7. Department of Social Welfare - Greater Avenues for Independence (GAIN} Program -Board authorization is requested for the purchase of four IBM PS/2 personal computers and printers for in-house client assessments. The program is 100 percent state funded, and the computer funding has received State approval. Budget transfer B-21 has been prepared for the necessary appropriation - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS. Page 322 October 23, 1990 October 23, 1990 90-459 8. Salary ordinance amendment - Auditor - Controller's Department - proposed is an ordinance flexibly staffing a secretary II, I position to secretary II, I or administrative services assistant, and accounts and revenue clerk position to senior account clerk or account clerk - action requested - WAIVE THE SECOND READING AND ADOPT ORDINANCE 2870. 9. Salary ordinance amendment - Central Communications - proposed is an ordinance reclassifying a typist clerk II, I position to telephone systems coordinator, range 29 - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 10. Salary ordinance amendment - County Clerk - Recorder's Department - proposed is an ordinance increasing the position of Assistant County Clerk, range 46 to Assistant County Clerk/Assistant Clerk of Superior Court, range 52 - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 11. Salary ordinance amendment - District Attorney - proposed is an ordinance flexibly staffing a typist clerk II, I position to typist clerk II, I, receptionist, and changing a clerical. supervisor position to staff services specialist - action requested -- WAIVE THE FIRST READING OF THE ORDINANCE. 12. Salary ordinance amendment - Personnel Department - proposed is an ordinance flexibly staffing a typist clerk III position to typist clerk III, II, and a secretary I or principal clerk position to principal clerk/administrative services assistant - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 13. Notice of completion for reconstruction of Foothill Boulevard, from Lower Wyandotte Road to Oroville Bangor Highway, County project no. 21571-89-1 - all. work has been completed in accordance with the plans and specifications - action requested - ACCEPT PROJECT, AUTHORIZE THE CHAIRMAN TO SIGN THE NOTICE OF COMPLETION, AND AUTHORIZE FILING OF THE NOTICE OF COMPLETION. Viacom Franchise agreement - the proposed amendment to the franchise agreement covering the unincorporated area around Gridley/Biggs will consolidate that agreement with the franchise agreement covering the unincorporated area around Oroville, The consolidation of agreements will not affect the types and levels of service currently provided. The amendment will impact subscriber rates marginally and result in approximately $1,500 revenue to the County - action requested - ADOPT RESOLUTION 90-150 INTEGRATING THE GRIDLEY/BIGGS UNINCORPORATED AREA FRANCHISE AGREEMENT WITH THE OROVILLE UNINCORPORATED AREA FRANCHISE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 15. Assignment of counsel - County Counsel proposes to assign Turner v. Butte County to Robert A. Glusman, attorney at law - action requested - APPROVE ASSIGNMENT OF COUNSEL. 16. Law firm of Zellmer and Fuller - proposed is an agreement to retain attorney services far certain litigation/consultation at the rate of $95 per hour for a term of one year - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 17. 1990/91 County Health Services Multi-year Plan and Budget - the plan and budget are prepared for submission to the State Department of Health Services in accordance with Sections 15700-16713 of the Welfare and Institutions Code. The plan is a description of public health services as they presently exist in the County, and the budget summarizes public health expenditures approved in the final budget - action requested - ADOPT THE COUNTY HEALTH SERVICES 1990/91 MULTI-YEAR PLAN AND BUDGET AND AUTHORIZE THE CHAIRMAN TO SIGN THE CERTIFICATION SECTION OF THE PLAN. 18. 1990/91 County Medical Services Program (CMSP) agreement - proposed is an agreement with the State Department of Health Services for participation in the County Medical Services Program {CMSP) during the period July 1, 1990 through June 30, 1991 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 19. Dennis Bruce agreement - proposed is an agreement to provide family therapy for children and parents referred by Child Protective Services for the period September 1, 1990 through August 30, 1991 in the maximum amount of $9,950 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN.
