Fire Department - Board authorization is requested for the purchase of a used 1973 diesel powered Ford Van Pelt fire engine with a 1250 gallon per minute pump, vehicle identification number 80LVQ74813, California license no. E616307, for $11,000 (fire engine plus equipment enhancements) for the Lumpkin Volunteer Fire Company (Feather Falls) from the San Joaquin Delta Fire Protection District to replace the existing gas powered 1962 Ford fire engine, County no. 134 which will be declared surplus - action requested - APPROVE BUDGET TRANSFER B-53 AND PURCHASE OF FIXED ASSET ITEM. 8. Award of Bid No. 33-96 - 3/4 ton truck with utility body - bids have been opened for the purchase of a 3/4 ton truck with utility body for Buildings and Grounds Maintenance with the low bidder meeting specifications being Wittmeier Chevrolet of Chico in the amount of $23,164.54 - action requested - AWARD BID. 9. Award of bid no. 36-98 - motor pool vehicle - bids have been opened for the purchase of a mid-sized sedan for the General Services- Motor Pool with the low bidder being Wittmeier Chevrolet of Chico in the amount of $16,256.03 - action requested - AWARD BID. 10. County Libraries - Board authorization is requested for the purchase of four Pentium 200 computer systems {$8,500), one computer upgrade from a 486 to Pentium 300/33.6 modem ($300), one typewriter ($600), and one FAX Machine ($600) in the total amount of $10,000 {public Library Fund) - action requested - APPROVE B-57 ACCEPTING AND APPROPRIATING $80,096 IN UNANTICIPATED REVENUE FROM AN INCREASE IN THE PUBLIC LIBRARY FUND FOR FISCAL, YEAR 1997-98 AND AUTHORIZE PURCHASE OF FIXED ASSETS. Social Welfare - Board authorization is requested to adjust fixed asset expenditures approved within the Department's budget for 1997-98 for the establishment of a North County Employment Center (NCEC). The requested adjustments increase from 170 to 180 workstation panel systems with no increase in cost; increase from 22 to 23 office configuration with no increase in cost; decrease from $25,000 to $22,550 the allocation for data lines, face plates, cabling and other electronic data processing expenses; and increasing personal computers from 12 to 22 with an increase in cost of $2,450; resulting in no net increase/decrease - action requested - APPROVE REQUEST TO ADJUST FIXED ASSET EXPENDITURES. 12. Monthly Investment Report - the Treasurer-Tax Collector submits a corrected Monthly Investment Report dated August 29, 1997 - action requested - ACCEPT FOR INFORMATION. 13. Monthly Investment Report - the Treasurer-Tax Collector submits the September 30, 1997 report in accordance with the County's Statement of Investment Policy dated July 1, 1997 - action requested - ACCEPT FOR INFORMATION. 14. Adoption of a salary ordinance amendment incorporating changes associated with recommendations contained within the proposed budget for fiscal year 1997-98 that were inadvertently omitted from the final salary ordinance and position allocation: Butte County Consolidated Courts: adds one position of Superior Court Judge; District Attorney-Family Support Division: deletes three positions of Senior Account Clerk or Account Clerk, and deletes two positions of Office Assistant III, II, I; Sheriff-Coroner-Operations: adds one position of Sheriff's Lieutenant (transferred from budget unit 360- 008); Sheriff-Coroner-Community Oriented Policing and Problem Solving (COPPS): deletes two positions of Deputy Sheriff; Sheriff-Coroner-Special Enforcement Unit: deletes one position of Sheriff's Lieutenant (position transferred to budget unit 360-002); Probation-Victim Witness Grant: deletes one position of Probation Officer II, I; and Development Services-Building Inspection: deletes one position of Building Plan Checker II, I or Building Inspector II, I or Plan Application Assistant; deletes two positions of Building Inspector II, I or Plan Application Assistant; deletes one position of Plan Application Assistant or Office Assistant III; and deletes one position of Office Assistant III, II, I - action requested - ADOPT ORDINANCE 3361 AND AUTHORIZE THE CHAIR TO SIGN. Introduction of a salary ordinance amendment (directed by the Board at its meeting of October 14, 1997) adding a regular help position of District Attorney Investigator II, I and a regular help position of Legal Secretary II, I to the District Attorney-Child Abduction Unit to assist in locating and returning abducted children, and to enforce custody and visitation orders. Costs incurred are fully recoverable from the State of California - action requested - WAIVE READING OF THE ORDINANCE. 17. Introduction of a salary ordinance amendment (directed by the Board at its meeting of October 14, 1997) adding a one-half time, regular help position of Public Health Nurse III, II, I to the Department of Public Health to provide perinatal outreach and education services to high risk women of childbearing age. The annualized cost of $36,663 is 100 State funded - action requested - WAIVE READING OF THE ORDINANCE. 18. Resolution Establishing Office Hours for the Offices Located at 25 County Center Drive, Oroville - action requested - ADOPT RESOLUTION 97-144 AND AUTHORIZE THE CHAIR TO SIGN. (FROM 9-16-97) 19. Resolution Returning the Butte County Department of Public Works-Subdivision Inspection (Budget Unit 440-004) to a 40 Hour Work Week effective November 29, 1997 - action requested - ADOPT RESOLUTION 97-145 AND AUTHORIZE THE CHAIR TO SIGN. 20. Resolution Supporting the Designation of the Child Care Planning Council as the Local Child Care Planning Council in Accordance With Assembly Bill 1542, Section 13 - action requested - ADOPT RESOLUTION 97-146 AND AUTHORIZE THE CHAIR TO SIGN. 21. Notice of completion of work for Durham Dayton Highway Bridge channel storm damage restoration, County Project No. ER-48253-97-02 - all contract work has been completed in accordance with the plans and specifications - action requested - ACCEPT CONTRACT WORK; AUTHORIZE CHAIR TO SIGN THE NOTICE OF COMPLETION AND AUTHORIZE RECORDING OF THE NOTICE OF COMPLETION. 22. Legislative advocacy contract - proposed is an agreement with Nielsen, Merksamer, Parrinello, Mueller & Naylor in the maximum amount of $40,000 for legislative advocacy purposes related to state budget, legislative, and related issues - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER, AND APPROVE BUDGET TRANSFER B-56 IN THE AMOUNT OF $40,000 FROM APPROPRIATION FOR CONTINGENCIES TO ADMINISTRATIVE OFFICE BUDGET LINE ITEM 536, PROFESSIONAL AND SPECIALIZED SERVICES. 24. Mark D. Gerhardt, dba Chico Properties/Butte County Private Industry Council (PIC), Inc. - proposed is a sublease agreement between PIC and the County for the lease of 576 square feet of office space within the building located at 2445 Carmichael Drive, Chico to allow the District Attorney's Family Support Division to relocate two staff members to Chico in support of the Welfare Department's Early Fraud Detection Program. The agreement shall commence on the first day of occupancy (estimated to be December 1, 1997) and ending on June 30, 2002 in the maximum annual amount of $3,767.04 ($313.92 per month/Department budget) - action requested - APPROVE SUBLEASE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Contact no. X10773) 25. David S. Kornblum, CPA - proposed is the renewal of the personal services contract wherein Mr. Kornblum will work with Butte County Alcohol Drug and Mental Health Services (BCADMHS) staff to prepare the required Medicare Cost Reports within the time frame set by Federal and State regulations. The term of the contract is July 1, 1997 through June 30, 1998 in the maximum amount of $11,000.00 (Realignment) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Contract no. X10762) 26. North Valley Schools, Inc. - proposed is the renewal of the contract for the provision of a Day Rehabilitation Program in Paradise for clients referred by Butte County Alcohol Drug and Mental Health Services (BCADMHS). The term of the contract is July 1, 1997 through June 30, 1998 in the maximum amount of $302,713.00 (Realignment) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Contact no. Northern Valley Catholic Social Service (NVCSS) - NVCSS wishes to enter into a revenue agreement with the Butte County Alcohol, Drug and Mental Health Services (BCADMHS) as participants in the Community Alternatives to Violence-Family Preservation and Support Program. The term of the contract is March 3, 1997 through September 30, 1999 in the maximum amount of reimbursement not to exceed $34,736.00 (1997-98/$5,210.00 [Federal fiscal year 1996-97]; 1997-98/$13,547.00; 1998- 99/$12,853.00; and 1999-2000/$3,126.00) - action requested - APPROVE B-51 ACCEPTING AND APPROPRIATING UNANTICIPATED REVENUE; APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Contract no. R40035) 28. Willow Glen Care Center - proposed is the renewal of the contract for the provision of long-term residential care services, as an alternative to the higher cost Institutions for Mental Disease (IMD's) when possible, for clients of Butte County Alcohol, Drug and Mental Health Services. The term of the agreement is July 1, 1997 through June 30, 1998 in the maximum amount of $39,200 (Realignment) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Contract no. X10785) 29. Blanchard Training and Development, Inc. - proposed is a training agreement for a strategic planning follow-up workshop on November 14, 1997. The cost of this workshop will be funded by the Personnel Department and the various departments that participate in the workshop - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. (Contract no. X10788) 30. U.S. Department of the Interior, Bureau of Land Management (BLM) - proposed is a modification (no. 001) to contract no. B950-A7-0016, wherein BLM contracts with the County Sheriff's Office for assistance within the availability of funds and established laws, regulations and policies governing the respective agencies within the confines of Butte County, and to assist in the criminal investigation of drug activities and the subsequent prosecution of those involved. Modification no. 001 increases the maximum revenue to the County from $20,000 to $50,000. All other conditions of the contract remain the same - action requested - APPROVE BUDGET B-61 ACCEPTING AND APPROPRIATING UNANTICIPATED REVENUE; APPROVE MODIFICATION TO CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Contract no. R40034) Page 286 October 28, 1997 October 28, 1997 97-330 31. Gregory P. Einhorn, attorney at law - proposed is a multi-year contract for Gregory P. Einhorn to conduct General Assistance Fair Hearings, which are available to applicants or recipients of the General Assistance Program any time they are dissatisfied with any action or inaction of the Welfare Department. These services were previously provided as a County Counsel function. The agreement, commencing September 1, 1997 to June 30, 1999, is in the maximum amount of $17,500 (1997/98 $7,500/1998/99 $10,000/Department budget) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 32. U.S. Department of Justice - Community Oriented Policing and Problem Solving (COPS) Grant - the Sheriff-Coroner is requesting Board authorization for the submittal of a grant application which provides for Federal funding in the amount of $225,000 over a three year period for the hiring of three deputy sheriffs to conduct Community Oriented Policing in the areas of Chapmantown, South Oroville and Gridley. The grant requires a match of $241,872 in local revenue over the three year period - action requested - APPROVE GRANT APPLICATION AND AUTHORIZE THE CHIEF ADMINISTRATIVE OFFICER AND SHERIFF- CORONER TO EXECUTE THE APPLICATION ON BEHALF OF THE COUNTY. 33. Youth for Change and Northern California Youth and Family Program/County of Butte - proposed is amendment no. 1 to the contract for the County's collaborative Independent Living Program which extends the contract from October 1, 1997 to September 30, 1998 and increases the total amount of the contract to $75,000 (100 Federal) for the 1997-98 fiscal year - action requested - APPROVE BUDGET TRANSFER B-59 ACCEPTING AND APPROPRIATING UNANTICIPATED REVENUE IN THE AMOUNT OF $70,087; REDUCE REVENUES APPROPRIATED TO SALARIES ($6,893) AND BENEFITS ($2,954/TOTAL $9,847) AND APPROPRIATE TO PROFESSIONAL AND SPECIALIZED SERVICES; AND APPROVE AMENDMENT NO. 1 TO THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. Youth for Change - proposed is amendment no. 3 to the contract for the provision of a Family Preservation and Support Program (FPSP) to amend and decrease the fiscal year 1996-97 FPSP contract (from $62,208 to $58,542.85) with Youth for Change to account for revenues unexpended as of June 30,1997, and to amend and increase the fiscal year 1997-98 contract (from $45,345 to $49,010.15) - action requested - APPROVE BUDGET TRANSFER B-60 ACCEPTING AND APPROPRIATING $3,665.15 IN UNANTICIPATED REVENUE; AND APPROVE AMENDMENT NO. 3 TO THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. Butte County Water Commission - CALFED Bay-Delta Program Public Meeting - CALFED has rescheduled its public meeting to discuss the Bay-Delta Program to the Durham Memorial Hall on Tuesday, December 9, 1997 from 5:30 p.m. to 8:30 p.m. The Water Commission has been invited to sponsor this event and would like to co-sponsor it with the Board of Supervisors - action requested - ACCEPT THE INVITATION OF THE WATER COMMISSION TO CO-SPONSOR THE PUBLIC MEETING TO BE HELD AT THE DURHAM MEMORIAL HALL ON DECEMBER 9, 1997 TO DISCUSS THE CALFED BAY-DELTA PROGRAM. 37.
