Building, 25 County Center Drive, Oroville. Present: Supervisors
Dolan, Fulton, Vercruse and Chairman Mclnturf. Martin J. Nichols,
chief administrative officer; Susan Roff, county counsel; and
Carol Roach, assistant clerk to the Board. Not present: Supervisor
McLaughlin.

1. Approval of minutes -action requested - APPROVE MINUTES OF
OCTOBER 18, 1988 AND OCTOBER 24, 1988.
2. Budget transfers - action requested - APPROVE BUDGET TRANSFER B-
27 (VOLUNTEER FIRE), B-28 PUBLIC WORKS), B-29 (PUBLIC WORKS),
B-30 (SHERIFF), AND B-31 (BUILDING INSPECTION).
3. County library donations - in accordance with Government Code
Section 25355, donations have been received far the Butte County
Library Trust far the purchase of books as follows: two
donations from Chico Friends of the Library totaling X710, and
$500 from Paradise Friends of the Library - ACCEPT DONATIONS AND
AUTHORIZE LETTERS OF APPRECIATION.
4. Appointments to Oroville Mosquito Abatement District -action
requested - APPOINT RUSSELL JONES AND RODNEY MIMS TO SERVE UNTIL
DECEMBER 31, 1990.
5. Appointment to Maternal, Child and Adolescent Health Board -
action requested - APPOINT ELLIE MOON AS THE SCHOOL PROFESSIONAL
REPRESENTATIVE TO SERVE UNTIL MARCH, 1991.
6. Appointments to Emergency Medical Care Committee -action
requested -REAPPOINT NANCY MURAVEZ AND JUDITH WISE TO SERVE
UNTIL JUNE 30, 1991.
7. Appointments to Aids Ad Hoc Committee -action requested -
APPOINT FRANKLIN MURPHY, M.D., MAYAMA MOREHART, M.D., LYLA

8. Appointment of Butte County Coordinator to Vietnam Veterans
Memorial Commission -action requested - APPOINT VETERAN
SERVICES OFFICER MICHAEL BURKS.
9. Report to the Board -Newport Federal -proposed negative
declaration with mitigation measures regarding environmental
impact and denied general plan amendment from grazing and open
land to agricultural -residential and rezone from FR-40
{foothill recreational - 40 acre parcels? to FR-10 and 20
(foothill recreational - 10 and 20 acre parcels}, property
located on the east side of Centerville Road, approximately &00
feet north of Fort Humbug Road, across from the Centerville
Powerhouse. identified as AP 11-34-0-014-0, Butte Creek Canyon.

10. Steven Joseph Reich, Paradise -files a claim in the amount of
$1,000,000 as a result of alleged injuries and damages sustained
on or about July 11, 1988 as a result of a motorcycle accident -
action requested - REJECT CLAIM AND REFER TO COUNTY COUNSEL AND
RISK MANAGEMENT.
11. FY 1989-88 risk management report -action requested -
INFORMATION ONLY.
12. Volunteer fire department radio - the Butte Meadows/Jonesville
Community Association has donated 51,116 for the purchase of a
new Midland radio for the Butte Meadows Volunteer Fire Company
{Company 10). Budget transfer B-27 has been prepared to provide
the necessary appropriation -action requested -AUTHORIZE
ACQUISITION OF FIXED ASSET ITEM AND DIRECT LETTER OF
APPRECIATION FOR THE DONATION.
13. Public works chip spreader - Board authorization is requested to
purchase a new or used chip spreader in the amount of 55,000 to
replace a similar item in need of extensive repair, Budget
transfer B-29 has been prepared to provide the necessary
appropriation - action requested -AUTHORIZE PURCHASE OF FIXED
ASSET ITEM.
14. Building inspection vehicle and radio - Board authorization is
requested to purchase a vehicle and two-way radio in the
estimated amount of 58,850 to replace similar equipment
destroyed in afire. Budget transfer B-31 has been prepared to
provide the necessary appropriation -action requested -

15. Salary ordinance amendment adding a senior community health aide
position and two health education assistant positions to the
Public Health Department - action requested - WAIVE THE SECOND
READING AND ADOPT ORDINANCE 2719.
16. Salary ordinance amendment increasing the flat rate salary for
public health clinic physician from $25 to $40 per hour - action
requested - WAIVE THE SECOND READING AND ADOPT ORDINANCE 2720.
17. Resolution authorizing Martin J. Nichols and James G. Bahon to
execute documentation under the Civil Defense Act of 1950 -
action requested -ADOPT RESOLUTION 88-167 ANA AUTHORIZE THE
CHAIRMAN TO SIGN.
18. Contract change order na. 7 - Oroville - Chico Highway bridge
across Butte Creek, bridge replacement project no. BR202-
007(18) - the change order in the increasing amount of $4,070
provides for payment of the total amount awarded by arbitration
of contractor's claims and funding is available in the project
account for the additional work - action requested -APPROVE
CONTRACT CHANGE ORDER N0. 7 AND AUTHORIZE THE CHAIRMAN TO SIGN.
19. Right-of-way exchange - portion of existing Helltown Road for a
revised Helltown Road right-of-way - proposed is the exchange of
right-of-way with William Kauffman, AP 11-35-34, two parcels
located an both sides of Helltown Road, approximately 1,300 feet
northwest of Centerville Road, Butte Creek Canyon area - action
requested - APPROVE THE AGREEMENT FOR E%CHANGE OF REAL PROPERTY,
ADOPT RESOLUTION 88-1b8, AND AUTHORIZE THE CHAIRMAN TO SIGN THE
AGREEMENT AND QUIT CLAIM DEED.
20. 1989-90 child abuse prevention, intervention and treatment
(CAPIT) glans _ a letter has been prepared to the State
Department of Social Services giving notice of the county's
intent to administer its own program for 1989-90 -action
requested - APPROVE LETTER AND AUTHORIZE THE CHAIRMAN TO SIGN.
21. Amendment 1 -Valley Oak Children's Services agreement -the
amendment to the agreement to provide child care referral
services to GAIN participants reduces the contract maximum from
$65,000 to $35,000, amends the rate of pay downward and reduces
the level of service -- action requested -APPROVE CONTRACT
AMENDMENT AND AUTHORIZE THE CHAIRMAN TO SIGN.
22. Child Protective Service agreements -agreements have been
prepared with the following individuals for the type of service
and dates indicated, each in the maximum amount of $5,000; Jim
Park, Sexual Abuse Therapy, 9/1/88 - 6/30/89; Eleanor Zahnd -
Calvert, Sexual Abuse Therapy, 9/1/88 - 6/30/89; Jim Voss,
Individual Therapy, 911/88 - 6130/89 -action requested -

23. Child Protective Services agreement - an agreement has been
prepared with Dr. Alfred French to provide psychological
evaluations covering the period October 1, 1988 through
December 31, 1989 in the maximum amount of $9,950 -- action
requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO
SIGN.
24. Edward Cannoy contract modification - a modification has been
prepared to the existing Drug Suppression Program counseling
service agreement to extend the term from August 31, 1988 to
August 31, 3.989, increase the maximum amount of the contract
from $10,000 to $19,290, change the liaison personnel for the
contract, and change the official address of correspondence for
the contract - action requested - APPROVE CONTRACT MODIFICATION
AND AUTHORIZE THE CHAIRMAN TO SIGN.
25. 1988-89 California Energy Commission application - an
application has been prepared for submittal to the state in the
amount of $122687.52 {$94,425 state and $28,262.52 local match}
for a siting and permit assistance grant for computer hardware
and software, system set-up, training, and compilation and entry
of data - action requested - ADOPT RESOLUTION 88-169 DESIGNATING
THE PLANNING DIRECTOR TO SUBMIT THE AFFLTCATIDN AND EXECUTE ALL
DOCUMENTS ON BEHALF OF THE COUNTY.
26. Probation Department special schedules -Amy Bruggeman and
Jeannie Melikidse have requested a special schedule pursuant to
General Unit MOU Section 8.02 to share a typist clerk position
with the understanding that job benefits will be pro-rated and
that a change in status of either employee will terminate the
special schedule - action requested - APPROVE THE SPECIAL WORK
SCHEDULE.
