89-488 5. Jury commissioner and deputy jury commissioners -
the Superior Court requests approval, pursuant to
Code of Civil Procedure Section 195(b), of the
appointment of Sandra Jones as jury commissioner and
Susan Hamlin, Julie A. Simmons, Toni Vogel and
Jeanne Miller as deputy jury commissioners. All
previous appointments not renewed are terminated -
action requested -APPROVE APPOINTMENTS/TERMINATIONS
A5 REQUESTED.
6. William Kampstra _ files a claim in the amount of
$2,500 far alleged injuries and damages sustained
on or about June, 1989 as the result of the County's
seizure of $1,032 from claimant's tax refund -
action requested - REJECT CLAIM AND REFER TO COUNTY
COUNSEL AND RISK MANAGEMENT.
7. Risk Management Annual Report for fiscal year
1988-89 - action requested - ACCEPT FOR INFORMATION
ONLY.
8. Public Works Department request far relief from
accountability - pursuant to Government Code Section
29390 and Board resolution 75-177 relief from
accountability is requested for a $10 loss from the
Building Department change fund discovered on
October 9, 1989. The district attorney and auditor-
controller support the request - action requested -
APPROVAL OF RELIEF FROM ACCOUNTABILITY AND COVERAGE
OF SHORTAGE AS A CHARGE AGAINST THE GENERAL FUND.
9. Salary ordinance amendment establishing air quality
engineer z and TI positions -the Air Pollution
Control Department has received funding to establish
an air quality engineer position to carry out the
professional level engineering functions of air
pollution control - action requested - WAIVE THE
SECOND READING AND ADOPT ORDINANCE 2788.
10. Salary ordinance amendment establishing a staff
services manager position in the Alcohol and Drug
Division of the Mental Health Department - action
requested - WAIVE THE SECOND READING AND ADOPT
ORDINANCE 2789.
11. Salary ordinance amendment establishing an
environmental health specialist IIZ position in the
Public Health Department which will have countywide
responsibility for the hazardous material program
within the department -action requested - WAIVE THE
SECOND READING AND ADOPT ORDINANCE 2790.

89-488 12. Salary ordinance amendment - the County Clerk has
requested the creation of two 50 percent superior
court clerk I/II positions from one position of
superior court clerk I/II - action requested - WAIVE
THE FIRST READING OF THE ORDINANCE.
13. Salary ordinance amendment - paralegal - Board
approval is requested for the reassignment of a
paralegal position from the County Counsel
Department to the Public Guardian/Public
Administrator Department due to the cost subvention
in that certain tasks performed by the paralegal are
reimbursable from Short-Doyle funds - action
requested .. WAIVE THE FIRST READING OF THE
ORDINANCE.
14. Ordinance amending Chapters 26, 26b, 27 and 28 of
the Butte County Code - this ordinance wi11 adopt
by reference the 1988 Uniform Building Code, 1988
Uniform Plumbing Code, and the 1988 Uniform
Mechanical Code as required by the State of
California. The effective date of the new codes is
January 1, ].990 - action requested - WAIVE THE FIRST
READING OF THE ORDINANCE.
15. Resolution proclaiming November 19-25, 1989 as
California Family Week in Butte County - action
requested - ADOPT RESOLUTION 89-187 AND AUTHORIZE
THE CHAIRMAN TO SIGN.
16. Resolution regarding Office of Criminal Justice
Planning Youth Links - a delinquency prevention and
diversion program - action requested - ADOPT
RESOLUTION 89-188 AND AUTHORIZE THE CHAIRMAN TO
SIGN.
17. Resolution appointing a seizure hearing officer
pursuant to County Code Section 21-95 - action
requested - ADOPT RESOLUTION 89-189 AND AUTHORIZE
THE CHAIRMAN TO SIGN.
18. Paradise Unified School District - an agreement
has been prepared regarding the District's use of
a portion of the Paradise Library for schoolroom
purposes -action requested -APPROVE AGREEMENT AND
AUTHORIZE THE CHIEF ADMINISTRATIVE OFFICER TO SIGN
ON BEHALF OF THE COUNTY.

20. Advance step hiring - superior court clerk II (50

thermometer/pyrometer timesharing recording meter
in the estimated amount of $500 as part of jail
consent decree testing. Budget transfer B-32 has
been prepared to provide the necessary
appropriation -- action requested - AUTHORIZE
ACQUISITION OF FIXED ASSET ITEM.
