Introduction of a salary ordinance amendment adding one Eligibility Worker Supervisor I and two Eligibility Worker I, II positions within the Eligibility budget unit (75~ Medi-Cal, 25$ CMSP), and adding three Office Assistant I, II, III and one Supervisor-Clerical Support Services within the GAIN budget unit (50$ state, 50~ federal}, due to an increased workload of Medi-Cal and California Medical Services Program (CMSP) cases - action requested - APPROVE BUDGET TRANSFER B-054 APPROPRIATING UNANTICIPATED REVENUE AND WAIVE READING OF THE ORDINANCE. 6. Introduction of a salary ordinance amendment adding one regular help position of Courier/Stock Clerk, one regular position of Mental Health Clinician II, I, six term positions of Mental Health Clinician II, I, and two term positions of Medical Records Technician II, I for the County's Alcohol, Drug and Mental Health (BCADMH) Services. At its meeting of November 12, 1996 the Board approved the BCADMH Services budget appropriations which support these positions - action requested - WAIVE READING OF THE ORDINANCE. 7. Introduction of a salary ordinance amendment that: A. As part of the final adopted budget for fiscal year 1996/97, two regular positions of Office Assistant III, II, I were added to the Public Health Department's Women, Infants, and Children (WIC) Program effective January 1, 1997; and B. Extend one term position of Office Assistant III, II, I and one term position of Staff Nurse I from December 31, 1996 to December 31, 1997 (100 State Hepatitis A Prevention Project Funding) - action requested - WAIVE READING OF THE ORDINANCE. 8. Introduction of a salary ordinance amendment - Public Health Department/Environmental Health Division - to reclassify one Office Assistant III (salary range 1077) to Accounting Specialist (1102) (current year cost $910/Department budget) - action requested - WAIVE READING OF THE ORDINANCE. Page 342 November 26, 1996 November 26, 1996 96-313 9. Department Head contracts - following recent performance reviews of Chief Administrative Officer John S. Blacklock and Director-Libraries Nancy Brower, contract adjustments are recommended as follows: A. Chief Administrative Officer - adjust term to new expiration date of June 8, 2000 and salary from current annual salary of $81,987 to new annual salary of $87,105. All other contract terms and provisions to remain the same; and B. Director-Libraries - adjust term to new expiration date of December 15, 2000, adjust salary from current annual salary of $51,507 to new annual salary of $55,112, and provide for a six month "not for cause" termination clause similar to other appointed department heads. Action requested - APPROVE CONTRACT AMENDMENTS AND AUTHORIZE THE CHAIR TO SIGN; AND WAIVE READING OF A SALARY ORDINANCE AMENDMENT. 10. Director-Development Services - proposed is an employment contract with a four year term commencing January 6, 1997, and a salary of $72,048 in accordance with the County's current salary ordinance - action requested - APPROVE CONTRACT AND APPOINTMENT OF TOM PARILO AS DIRECTOR-DEVELOPMENT SERVICES AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL. 11. State Department of Health Services - under the terms of this agreement, the State will provide 100$ State funds in the amount of $28,454 for fiscal year 1996-97 to provide public health oversight to the 109 public water supply systems in Butte County. This agreement covers the five year period November 1, 1996 through June 30, 2001. First year funding will cover staff expenses, operating expenses and a new vehicle - action requested: A. Butte County Alcohol, Drug and Mental Health (BCADMH) and Butte County Department of Social Welfare (BCDSW) - collaboration to provide services to children at risk of abuse or neglect under a Memorandum of Understanding (MOU) - action requested: A. APPROVE MOU BETWEEN BCADMH AND BCDSW FOR THE PERIOD JULY 1, 1996 THROUGH JUNE 30, 2000 WHICH IMPLEMENTS ALLOCATIONS WITHIN THE 1996- 97 BUDGET AND PROVIDES AN ADDITIONAL $50, 000 IN LOCAL FUNDS FROM BCADMH TO MATCH $285,715 IN STATE AND FEDERAL CHILD WELFARE SERVICES ALLOCATIONS FOR 1996-97, AND $80,000 IN LOCAL FUNDS TO MATCH $495,314 IN STATE AND FEDERAL CHILD WELFARE SERVICES ALLOCATIONS FOR 1997-98 THROUGH 1999-2000; AND B. Contract change order (CCO) no. 2 - 7 County Center Drive Building Addition (Bid No. 07-97) - CCO No. 2, in the increasing amount of $7,295, provides for various work modifications involving both credits and additional costs for the project - action requested - APPROVE CCO N0. 2 AND AUTHORIZE THE GENERAL SERVICES DIRECTOR TO SIGN. 8. Personnel Department - Board authorization is requested for the purchase of an add-on for the Department's Times Two Space Saver module filing system at an estimated cost of $2,700 including sales tax, shipping and handling charges, and material set up fee (Department budget) - action requested - APPROVE BUDGET TRANSFER B-051 AND PURCHASE OF FIXED ASSET ITEM. 9. Contract change order (CCO) no. 1 - Phase 2 construction, Septage Pond No. 2, Neal Road Landfill, County Project No. 758-96-1 - CCO No. 1 provides for (1) revise and reduce the construction of leak detection trench, with an associated reduction in contract cost of $12,445; (2) amend the specifications for 40 mil geomembrane sheeting, at no change in cost; and (3) amend the SDR for six inch HDPE pipe from 9 minimum to 11 minimum, at no change in cost - action requested - APPROVE CCO N0. 1 AND AUTHORIZE THE CHAIR TO SIGN. 10. Department of Social. Welfare-GAIN - an increase in state and federal revenue has enhanced the service provision effort in the area of employment services. This increased level of service, made possible through the Board approved collaboration with the Private Industry Council and the California Employment Development Department, will require an additional appropriation for the purchase of information and communications systems equipment and an increase in professional and specialized services for systems support services- action requested: A. APPROVE BUDGET TRANSFER B-053 APPROPRIATING $260,282 (50$/STATE, 50$/FEDERAL) TO THE GAIN BUDGET AS FOLLOWS: $3,500 TO COMMUNICATIONS, $1,782 TO OFFICE SUPPLIES, $25,000 TO PROFESSIONAL AND SPECIALIZED SERVICES, $230,000 TO FIXED ASSETS; AND Page 396 November 26, 1996 November 26, 1996 96-314 10. B. Town of Paradise - proposed is a property tax exchange agreement for the York Bourgeois Territory annexation to the Town of Paradise (LAFCo 96-25) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (FROM 11-12-96) 12. Resolution Establishing Cash Difference and Cash Overage Fund (Government Code Sections 29370, et seq.) - the Auditor-Controller, in his Internal Audit Report (dated February 6, 1996), recommended the establishment of a Cash Difference and Cash Overage Fund in the amount of $200 for the Sheriff's Office - action requested - ADOPT RESOLUTION 96-125 AND AUTHORIZE THE CHAIR TO SIGN. 13. Investments Information Report - the Treasurer-Tax Collector submits the Investments Information Report for October, 1996, in accordance with the Butte County Statement of Investment Policy dated June 1, 1996 - action requested - ACCEPT FOR INFORMATION. 14. Internal Audit/Review Report - the Auditor- Controller submits the Internal Audit/Review Report of the Office of the Sheriff-Coroner of the County of Butte dated November 7, 1996 - action requested - ACCEPT FOR INFORMATION. 15. Introduction of an Ordinance Amending Chapter 8, entitled Civil Defense and Disaster, of the Butte County Code - the proposed ordinance repeals the current Chapter 8 and adds a new Chapter 8, which provides a more current version of the chapter covering emergency service activities - action requested - WAIVE READING OF THE ORDINANCE. Notice of completion for construction of pavement overlays on portions of Palermo Road, Foothill Boulevard and Copley Acres Subdivision Roadways Units 1 and 2, County Project No. AC-96-3, County contract no. Wang Laboratories, Inc. - proposed is an equipment services agreement for the provision of maintenance on Bull computer software for the District Attorney's Criminal and Family Support Division's computer systems for the period July 1, 1996 to June 30, 1997 in the maximum amount of $25,318.95 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. X10398) Page 348 November 26, 1996 November 26, 1996 96-314 20. 7-Up Bottling Company of Chico, Inc. - proposed is an amendment to the lease agreement with Butte County Mental Health, which adds an additional 1,193 square feet at 582 (511 square feet) and 586 (682 square feet) Rio Lindo Avenue at $.78 per square foot for fiscal year 1996/97, $.79 per square foot for fiscal year 1997/98, and $.80 per square foot for fiscal year 1998/99. The term of the agreement remains at 51 months, and increases the maximum amount payable to $246,091.98 (an increase for fiscal year 1996/97 of $5,933.76; 1997/98 of $10,326.12; and fiscal year 1998/99 of $2,619.81) (Realignment) - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 21. Tom Dufour - proposed is a lease agreement for the building located at 109 Parmac Road, Suite 2, Chico. The premises are used as office space for the County's Alcohol, Drug and Mental Health Services administrative personnel. The term of the lease is July 1, 1996 through June 30, 1997 in the maximum amount of $18,000 (Realignment) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 22. Work Training Center for the Handicapped, Inc. - proposed is an agreement for the provision of a Socialization and Rehabilitation Program for clients of Butte County Mental Health. This program is an integral part of client growth and development. The term of the agreement is July 1, 1996 through December 31, 1996 in the maximum amount of $63,796 (Realignment) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. (Contract no. X10402) 23. Work Training Center for the Handicapped, Inc. - proposed is an agreement for the provision of a Vocational Rehabilitation Program for clients of Butte County Mental Health. This program is an integral part of the Adult Day Rehabilitation Program. The term of the agreement is July 1, 1996 through December 31, 1996 in the maximum amount of $32,288.41 (Realignment) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. (Contract no. X10403) Page 349 November 26, 1996 November 26, 1996 96-314 24. Work Training Center for the Handicapped, Inc. - proposed is an agreement for the provision of a Day Rehabilitative Program for clients referred by Butte County Mental Health. This program will provide clinical, counseling, rehabilitation, social, recreation, and educational activities in a therapeutic process to provide necessary treatment, clinical services, life enrichment and social skill development for clients who would otherwise remain withdrawn and isolated. The term of the agreement is July 1, 1996 through December 31, 1996 in the maximum amount of $19,819 (Realignment) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 25. Blanchard Training and Development, Inc. - proposed is a training agreement for the provision of a Situational Leadership II Training Seminar on January 29, 30 and February 5 and 6, 1997. The total cost of this agreement is $11,500 (funded by various departments that send participants to the training and by the Personnel Department budget) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE DIRECTOR-PERSONNEL TO SIGN ON BEHALF OF THE COUNTY. (Contact no. X10407) 26. State Department of Health Services - under the terms of this amendment, the budget for the 1996 Hepatitis A Program has been adjusted to reflect the projected expenditures for 1996. The maximum funding limit of $294,000 does not change, and Department salary savings will be utilized to cover the cost of increased costs in the fringe benefits line item. The proposed amendment allows the County to claim the maximum funds available from the State Department of Health Services - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. Sacramento Service Development Corporation - proposed is the second consecutive contract for the direct mail issuance of food stamp coupons by Sacramento Service Development Corporation. The term of the contract is January 1, 1997 to December 31, 1998 in the maximum amount of $330,000 ($.7006 per issuance transaction verses $.71 in the old contract) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. (Contract no. X10405) 28. City of Chico/County of Butte - solid waste management standards within the Chico Urban Area regarding the licensing of solid waste collection companies, collection fees, minimum service levels, and performance standards for collection firms: A. Amendment No.l to the Joint Powers Agreement for Solid Waste and Recycling Management Within the Chico Urban Area - the proposed amendment allows for County residents' access to Chico's composting and household hazardous waste disposal facilities. In addition, if County obtains sufficient funding to conduct special household hazardous waste collection events for County residents, the City of Chico agrees that County may utilize its household hazardous waste disposal facility provided that County pays any additional costs associated with the implementation of such events - action requested - APPROVE AMENDMENT NO. 1 AND AUTHORIZE THE CHAIR TO SIGN; AND B. Introduction of an ordinance Amending Section 31B-9 of the Butte County Code Regarding Solid Waste Collector Permits and Standards in the Chico Urban Area - changes the effective date of the administrative fee from January 1, 1996 to March 1, 1996 - action requested - WAIVE READING OF THE ORDINANCE. University Foundation, California State University, ChicolCounty of Butte - amendment no. 1 to agreement provides that a qualified person be retained to provide expert knowledge, assistance and maintenance for the Welfare Department's General Assistance System and the District Attorney's Child Support System at an annualized cost of $37,440 - action requested - APPROVE AMENDMENT N0. 1 AND AUTHORIZE THE CHAIR TO SIGN. (CONTRACT N0. X10388) 30. Out-of-sequence merit increase - Probation Department - the Chief Probation Officer is requesting an out-of-sequence merit increase for a recently hired, experienced Probation Officer II. This request was before the Board on October 8, 1996 as an advanced step hire. The request correctly should have been for an out-of-sequence merit increase since the candidate had already been employed by the County - action requested - AUTHORIZE OUT-OF-SEQUENCE MERIT INCREASE UP TO THE TOP STEP FOR PROBATION OFFICER II RETROACTIVE TO AUGUST 27, 1996.
