Final map (amended) - Sycamore Palley Subdivision - the developer has provided a set-aside letter of credit to guarantee construction of improvements on the 18-lot subdivision, AP 47-23-116, property located at the northwest corner of Cohasset Road and Rock Creek Road, Chico area. APPROVED THE FINAL MAP; ACCEPTED EASEMENTS AS GRANTED IN ITEMS 1 AND 2 OF THE OWNER'S CERTIFICATE ON BEHALF OF THE PUBLIC; ACCEPTED GRANT IN FEE SIMPLE THE ONE-FOOT NO-ACCESS STRIP RS OFFERED IN ITEM 3 OF THE OWNER'S CERTIFICATE; AND AUTHORIZED THE CHAIRMAN TO SIGN THE SUBDIYISIOR AGREEMENT. 7. County Service Area No. 23 - deed acceptance - developers within the City of Chico have been required to expand the drainage facilities within CSA 23 to provide drainage for the development and to annex to CSA 23. In order for this facility to be maintained under CSA 23, the necessary right-of-way must be deeded to the county. ACCEPTED DEED AND AUTHORIZED THE CHAIRMAN TO SIGN. 8. ~iliiam A. Barron, Oroville - files a claim for damages in the amount of $350,000 as a result of alleged damages sustained on or about July 22, August 28 and August 29, 1986 involving the Fire Department. REJECTED CLAIM AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 9. Kenneth Patrick Hakes, Oroville - files a claim in the amount of $150,000 as a result of alleged injuries and damages sustained on or about August 11, 1986 during his arrest by Sheriff's deputies. Di xianne Hawks, Magalia - files a claim in the amount of $102,000 as a result of alleged injuries and damages sustained on or about January 79, 1986 involving the Chico Municipal Gourt. Manuel Sierra and Amelia Izaguirre - file a claim in the amount of $1,005,211 in damages and expenses as a result of the death of claimants' son in an automobile accident in Sutter County. REJECTED CLAIM FOR INSUFFICIENT INFORMATION. 16. Law Office of Maxim N. Bach - on behalf of Shirley Thompson, et al, files a c]aim for compensatory damages in the amount of $3,000,000 and punitive damages against defendants in the amount of $5,000,000 as a result of an alleged illegal and unconstitutional search and seizure occurring on or about September 8, 1986. REJECTED CLAIh1 AND REFERRED TO COUNTY COUNSEL AND RISK MANAGEMENT. 17. Jerry W. Baker, Oroville - files a claim in the amount of $100,000 as a result of alleged damages sustained on or about October 8, 1986 while incarcerated in the Butte County Jail. Pragmatic sniffer - the Fire Department has received a donation of $800 from the Butte County Arson Tasfc Force, and together with other funding, requests Board authorization to acquire a pragmatic flammable liquid sniffer at an estimated cost of $7,050. Superior Court microcomputer - the Superior Court requests (Cont'd) acquisition of a personal computer, calendar board, printer and software identified in a feasibility study conducted by the Computer Center at an estimated cost of $4,528. Budget transfer B-37 has been prepared to provide the necessary appropriation. AUTHORIZED THE PURCHASE OF COMPUTER EQUIPMENT ITEMS IDENTIFIED IN THE FEASIBILITY STUDY DATED NOVEP9BER 77, 7986. 20. Sheriff's vehicle replacement - the Sheriff requests replacement of an undercover automobile which has been deemed beyond economical repair. Proposed is a vehicle at an estimated cost of $11,000. Budget transfer B-41 has been prepared to provide the necessary appropriation. AUTHORIZED PURCHASE OF VEHICLE. 21. Ci vi i fi 1 i ng fees - Chico Municipal Court and Gri di ey-Biggs, Oroville and Paradise Justice Courts - a resolution has been prepared to increase filing fees with the court in accordance with Government Code Section 68090. ADOPTED RESOLIITION 86-157A AND AUTHORIZED THE CHAIRMAN TO SIGN. 22. Ordinance establishing speed limit - the Public Works Department has completed traffic studies on Cussick Avenue and Godman Avenue and recommends they be speed zoned as fol]ows: Cussick Avenue (from West Lindo Avenue to end) to 35 miles per hour and Godman Avenue (from Lassen Avenue to Eaton Road) to 25 miles per hour. WAIVED THE FIRST READING OF THE ORDINANCE. 23. Penalty abatement requests - change of ownership reports. APPROVED PENALTY ABATEMENT REQUEST OF JAMES R. BLACK, AP 040-15-0-081-0, AS RECOMMENDED BY CHIEF ADMINISTRATIVE OFFICER. 24. Homeless and Emergency Runaway Effort {HERE) Program - audit agreement W an agreement has been prepared with the firm of Matthews, Crippin, Tenney and Company for the conduct of an audit for the Homeless and Emergency Runaway Effort Program covering the period October 1, 1983 through June 30, 1985 in an amount not to exceed $1,850. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 25. County of Butte/City of Chico impounded property tax agreement - the agreement has been prepared in accordance with past Board of Supervisors' direction. APPROVED AGREEMENT AND AUTHORIZED THE CHAIRMAN TO SIGN. 26. Community Living Centers {Creekside) agreement - the agreement has been prepared to provide socialization services for the Mental Health Department from November 1, 1986 through dune 30, 1987 in the maximum amount of $80,634. Community Living Centers (Creekside} agreement - the (Cont`d} agreement covers supplemental board and care services for the Mental Health Department from November 1, 1986 through June 30, 1987 in the maximum amount of $28,600. APPROVED CONTRACT AND AUTHORIZED THE CHAIRMAN TO SIGN. 28. Environmental impact report contract - Planning Associates - the contract covers preparation of a draft environmental impact report of the Terry Flodin application for a 15--lot subdivision. The contract is in the amount of $9,100. APPROVED CONTRACT AFJD AUTHORIZED THE CHAIRMAN TO SIGN. 29. Gontract releases - the Director of Health requests Board authorization to approve four contractors' release forms with the State Department of Health Services, as follows: Contract No. 83-81602 for the October 1, 1983 - September 30, 1984 Women, Infants, and Childrens's Program; Contract No. 84-83920, far the October 1, 1984 - September 30, 1985 Women, Infants and Children Program; Contract No. 83-81020 for the July 1, 1983 - June 30, 1984 Family Planning Program; and Contract No. 85-86871 for the July 1, 1985 - June 30, 1986 Maternal and Child health Program. AUTHORIZED THE CHAIRMAN TO SIGN CONTRACT RELEASES. 30. 1986-87 Maternal and Child Health agreement -~ an agreement has been prepared with the State Department of Health Services in the amount of $29,500 to assess and evaluate the prenatal health services and needs within the county. Southgate Lane - offer of dedication - a resolution has been prepared for the county to accept Southgate Lane as a county road after Caltrans the widening of State Highway ADOPTED RESOL!lTION 86--158 AND SIGN. completes improvements during 99 to a four-lane expressway. AUTHORIZED THE CHAIRf~AN TO 32. Streetlighting of various county road intersections with State Route 99 - as part of the Caltrans reconstruction of State Highway 99 in the Gridley and Chico areas, the state will be installing street lights at intersections with county roads and Caltrans requests that the county share cost of streetlighting after installation. AUTHORIZED THE PAYMENT OF A SHARE OF ENERGY COSTS AS BILLED BY CALTRANS. 33. Notice of completion - Oroville-Chico Highway Bridge, County Contract No. 48253-83-1, State Contract No. 03-924147, Federal Bridge Replacement Project SRSOS--007(78) - a17 work on the sub,~ect project has been completed in accordance with the plans and specifications. Extra help plan checkers - the Public Works Director requests authorization for advanced step hiring of two extra help building inspectors at the "E" step for plan checking in calendar year 1987 when needed for peak work load conditions.
