The Butte County Board of Supervisors met at 9:00 a.m. pursuant to adjoumrnent.
Present: Supervisors Cameron, Madigan, MclCllop, Richter and Chairnan Ladd.

75-2014 APPROVAL OF MINUTES
On motion o Supervisor Cameron, seconded by Supervisor Richter and unanimously
carried, the minutes of December 2, [975 were approved as mailed.
75-2015 COMMUNICATIONS
onr . an Doris ~: Springer. The Springers fate request for withdrawal from proposed
Butte County Resources Conservation District on four parcels. Referred to Dan
Blackstock, County Counsel.
Irma Woodson, Oroville. Mrs. Woodson forwards a copy of an automated child support
system fior data processing used in Sacramento County for consideration for use in
our child support program. Referred to Administrative Officer to meet with the
committee and look at the proposal.
Bernard R. Brady, Oroville. Mr. Brady, as a member of the Seniors' Union and the Citizens
United For Social Justices, writes on behalf of Sylvia Dyer of Oroville concerning her
need for help for adequate shelter care. piscussed; no action taken.
Joseph R. Conlin, Chico. Mr. Conlin writes regarding the Sacramento Avenue Drainage
District and states that Stewart Avenue which has no drainage paablem could be
excluded from the pistrict. Discussed; copies to be made for Board members.
Russell D. Norton, Paradise. Mr. Norton writes regording a situation on Valley View Drive
in Paradise and requests consideration of a speed limit of 25 miles an hour be established
on Valley View Drive. Referred ro Clny Castleberry, Director of Public Works.
Gerald N. de Roca, Oroville. Mr. de Row is attempting to establish an off road
vehicle park adjacent to the Oroville Airport. He requests rezoning of his property
from the interim A-5 to A-2. His letter states a letter from the City of Oroville is
enclosed, however, it was omitted. This will be presented to the Hoard anTuesday.

Lorrin L. Ward, Chiw. Mr. Ward asks thatrhe be granted an opportunity b submit a
proposal for refined schematic drawings of the proposed construction of 34,000 square
feet of office space in Thermaliio. Administrative Officer to inform Mr. Ward
County wautd be glad to receive his proposal.
County of Mendocino. The Mencfoeino Board, on November 25, adopted a motion in
support of a joint powers agreement to operate the HSA between the fourteen counties
in the northern area. Information. Copy to be sent ro Supervisor Cameron.

State Department of Water Resources. The Director outlines agreement reached between
the department, the State Water [Contractors Audit Committee and the Metropolitan Water
District of Southern California wncerhing 1971 and 1972 planning costs and their
treatment as capital expenditures. They request the Board acknowledge agreement with this
settlement by signing a wpy of Mr. Robie's letter and returning it to the Department.

State Department oater~s~urces. The Department forwarcls approved 1976 entitlement water
delivery schedule as provided in the contract. Don Blackstock, County Counsel,
explained this matter of water entitlement delivery; no action taken.
Sena for Alan Cranston. Mr. Cranston responds io Chairman's letter regarding transportation
improvement regulations issued by the Urban Moss Transit Administration.

A. W. Thresher. Request to be excluded f~som the Resource Conservation District. Referred
to County Counsel.
Eldred E. Wblford, Municipal Court Judge-Chico. Letter of resignation. See motion
following communications.
City of Gridley. Finance Officer, Mr. Mullens, states the census for Gridley is not
wrrect. Read and discussed; no action taken.
Butte County Employees Association, by Robert A. Jones-Manager. Informs the Board
about a problem of Sheriff telling a woman deputy to stay home while her alleged
improper action:~ was under investigation. The Sheriff told her to remain at home;
Mr. Jones was present when the Sheriff told the employee> this and that she would
be paid for the time she remained at home. Mr. Jones requested that the Board
direct the Auditor to pay her the salary due her. Dan Blackstock, County Counsel,
stated that he would investigate the circumstances and will report back to the
$oard.
75-2016 APPROVE DELETION OF PROPERTY fROM INTERIM ZONING; ADOPT
ORDWANCE 1649
T request o Gera N. de Roco, Oroville, far deletion of his property from
the A-5 interim zoning discussed. Th~Board asked Mr. De Roco if he would be willing
to have the area zoned A-2 Ltd. This property is on the edge of the zoning. if the
property is deleted from the interim inning, it would revert back to the A-2 zoning.
Mr. Blacksrock explained the matter of rezoning; the new zoning must be more restrictive
than the present zoning. The Board stated they would go along with the deletion of
the property from the A-5 zoning.
On motion of Supervisor McKillop, seconded by Supervisor Cameron and
unanimously carried, the Board approved the deletion of the de Roco property t'rom
the A-5 zoning, adopted Ordinance 1649, an urgency ordinance which would delete
the property from the A-5 zanirx,;, and authorized the Chairman to sign.

75-2018 ACCEPT RESIGNATION OF JUDGE WOLFORD, CHKO MUNICIPAL COURT JUDGE
On motion of Supervisor Richter, seconded by Supervisor Cameron and unanimously
carried, the resignation of Judge Woltord as Chico Municipal Court Judge was
accepted, and a letter of appreciation will be sent to Judge Woltord, under the Chairman's
signature.
75-2019 APPROVE FEDERAL SUPPLEMENTAL BENEFITS (FSB) AGREEMENT: MODIFICATION 3
TO THE VOCATIONAL EDUCATION NON-FINANCIAL AGREEMENT: MODIFICATION 611
OF CETA TITLE II & MODIFICATION 604-CETA TITLE VI - MANPOWER ADMINISTRATION
On motion of Supervisor Richter, seconded by Supervisor McKillop and unanimously
carried, the following action was taken;
I. Approved the Federal Supplemental Benefits (FSB} agreement and authorized
the Manpower Director to sign.
2. Approved the grant madifscation (3) to the Vocational Education Non-Financial
agreement and authorized the Manpower Director to sign.
3. Approved Ivbdification 611 of CETA Title II grant and authorized the Manpower
Director to sign.
4. Approved grant modiFcation 604-CETA Title VI, and authorized the Manpower
Director to sign.
75-2020 WANE FIRST READING: RETIREMENT CONTRACT CHANGE ORDINANCE

75-2021 APPROVE VACATION CARRY OVER: PROBATION DEPARTMENT

period to permit Sr. Probation Officer, pavid Purcell, time t+o use IO.bb days of accrued
vacation. The request is based.on departmental need, Section 9.1 of the Personnel Rules.
Request discussed.
On motion of Supervisor McKillop, seconded by Supervisor Richter and unanimously
carried, the request fora 40 day extension of the vacation accrual period was opproved
and the department bead to be noticed that he should schedule the vacations so thot this
does not happen in the future.
75-2022 APPROVE TECHNICAL SERVICES CONTRACT BETWEEN BUTTE COUNTY MEAD START 8~
FAMILY SERVICE ASSOCIATION
at rry reports tat amity Service will train Head Start staff to identify and
plan intervention strategy in the mental health area. Training time 32 hours at b12.50
per hour, the total cost not to exceed X400,( Board members asked Mr. Barry if he felt
this was a good and worthwhile expenditure. Mr. Barry said that personnally he did think
it was a good expenditure. Program explained and discussed.
On motion of Supervisor Cameron, seconded by Supervisor Richter and unanimously
carried, the technical services contract between Butte County Head Start and Family
Service Association was approved and the Chairman was authorized to sign.
75-2023 AWARD OF BID-LIBRARY LANDSCAPING

Landscape Company of Stockton at $45,865. Low bid complies with terms of the
specifications and Public N(orks and Purchasing recommend acceptance. Bid is
approximately $8,000 over the architect's estimate.
Supervisor McKillop stated that this is A great deal more than he had anticipated.
The landscaping, he fait, would take away that stigma of this being a Safeway Store.
Bids discussed. Clay Castleberry; Director of Public Works, felt the County
had received pretty good representation in the bids and he recommended that the Board
award the bid.
On motion of Supervisor Madigan, seconded by Supervisor Richter and iscarried,
bid for Library landscaping was awarded to EI Dorado Landscape Company of Stockton
in the amount of $45,865 and the Chairman was authorized to sign the contract for said
work.

75-2024 AWARD OF BID: FROC BUILDING

Dan Cook, architect for the protect, will present recommendation for award at this time.
Bids discussed. If two of the alternates are deducted and a change order in the amount of
$2,500 is approved, then the bid would be within the budget. Chairman Ladd said he
haled to start a jab such os this with such a low cushion of funds.
On motion of Supervisor McKillop, seconded by Supervisor Madigan and
unanimously carried, bid for the FROC building was awarded to the law bidder,
J. D. O'Neil, San Rafael, in the amount of $166,000 including deductive alternates
A and B and authorized Change Order No. I, reducing value of project by $2,500
and fhe Chairman was authorized to sign the contract and notice to proceed.
75-2025 DISCU5SfON: LEASE OP COUNTY PROPERTY: SKYWAY AT COUTOLENC ROAD
N1r. AI Grover wishes to tease a piece of County property at the intersection of
Skyway and Coutolenc RAad in Paradise at $60 per year for a six year term. Supervisor
Richter stated that he had called the Assessor yesterday and asked what the property was
assessed for; it is assessed for $1,200. The property should have a 10°Io return, which would
make the rent $120.
Request discussed. It was suggested that maybe Mr. Grover could purchase the
property. Mr. Nickelson was requested to go back and re-negotiate the lease with Mr. Grover.
Mr. Castiebeny said he rvuuld secure a better map of the parcel involved and
action could be taken later to the day.

75-2026 AUTHORIZE FILING OF COMMUNICATIONS GRANT MODIFICATION
e communications grant runs rom Ju y 475 to June 976, owever, implementation
ofdrirergrai~-t was held up pending recruitment procedures which preclude completion of the
grant by the termination date. CCCJ suggests that the grant period be extended for 40 days.
Howard Casagrande stated they held an oral Board meeting last Friday and are ready

75-2027 ADOPT RESOLUTION 75-176 MAKING APPLICATION FOR A~tNEXATION OF
SAN RAMON DRIVE AREA TO COUNTY SERVICE AREA NO. 40

75-2028 PUBLIC HEARING: HOUSING 8~ COMMUNITY DEVELOPMENT ACT

as advertised. The committee forwards its recommendations for projects to be included to
the pre-application fi HUD for Ttle I Community Development Grant. Supervisor Richter
stated he has received some cohiments from members of the Advisory Committee; they are
fearful that this project will not succeed. Supervisor Richter feared that the grant
modification would not be funded in the coming year.
Chairman Ladd had questions concerning the housing study to be made for a sum
of $40,000. He felt that there are too many studies being made. The Housing Authority
has been studying the needs for a number of years.
L. G. Melton, Housing Authority, stated that it was the intent of the wmmittea
to locate the needs. The Housing Authority knows the needs as to new units and existing
units. They do not have the manpower to make the extended study that needs to be
made regarding repairs, building new units, etc. Mr. Melton felt the request for the
funds should be pursued; it should be followed up very closely.
It was suggested that maybe Connerly $~ Associates should be hired to assist
in doing what Mr. Melton suggested.
Mr. Melton felt it would be wise to purchase the land for sites that are needed
in the Oroville area. Supervisor Richter stated that he still did not know what this land
acquisition was for, Supervisor McKillop stated that If the County does not take the
$76,000 and buy the land delineated in the City of Oroville, then next year there will
be no funds allocated to this county. Ha Felt the County should take #his matter
seriously.

Appearing:
I. Dorothy Paradis. She asked how many units are anticipated to be created
and, also, are all the units to be created within the Oroville area. Chairman Ladd
said that the $76,000 allocated for land acquisition will be spent within the Oroville area;
this is where the granted need arose.
Chairman Ladd stated that five projects were recommended for application for the
funds. 1. Land acquisition for the elderly and low income people. 2. Earthquake relief
program to repair homes damaged during the earthquakes. 3. Enengy conservation program.

4. Restorafion of Chinese Temple and area enhancement. 5, Housing study program
ro assist in identification of work that needs ro be done and units that should be built,
at a cost of X40,000 for the study.
Hearing closed to the public and confined to the Board.
Supervisor Richter stated he would like M suggest that the County hire the
consulting firm of Connerly $ Associates to assist in the study and to contract with
them on an hourly basis.
Scott Tandy stated that the deadline dote has been revised to February 15th, 1976. The 30 .
days submission is 30 days prior to that date. The submission date would then be January 15.
Contract for services of Connerly and Associates discussed. It was felt that
there should be a Limit set for this contract. It was felt that Mr, Connerly should receive
X30. per hour, ,Associate (director should receive X25 per hour; ,!assistants to receive
X20 per hour; and CIS per hour should be paid to the other men.

Supervisor McKillop stated that since the County had appointed the Housing
Authority to handle this program, the Board should direct Connerly and Associates to
coordinate their efforts with the Housing Authority.
On motion of Supervisor McKillop, seconded by Supervisor Madigan and
unanimously carried, the X40,000 For the housing study program was deleted From
the application for funds, and requested Connerly ~ Associates ro coordinate their
efforts with the Housing Authority.
75 2029 REPORT CONCERNING UTILIZATION OF COUNTY PERSONNEL IN PROPOSED
INVESTIGATIVE UNIT ON LOT SPLITS
C i c e son, min strative fficer, reported on the utilization of county
personnel in proposed investigative unit on lot splits. He stated he was not prepared to
give a staffing report as requested. Supervisor Mel; (lop stated that he had met with
Supervisor Richter and they are meeting again at noon with Brian,Rix, Howard Casggrande
and Hal Brooks of the District Attorney's Office M discuss the funding of this unit. They
will report back this afternoon on this item.
Brian Rix, deputy county counsel, made a statement at this time, stating he has
spoke to the District Atfomey and to County Counsel of the possibility of transfen•ing to
the District Attorney's office. He said he appreciated the honor the Board had placed
in him but if the position were created and the job was in the District Attorney's office, he
would have io decline the offer, as he is happy where he is at this time. There is a serious
problem and the task force is needed.

Supervisor McKillop stated That his position is that since this is a complicated
endeavor, it would be a saving M the County to have Mr. Rix's expertise that has been
created over a period of time.

~5-2030 BUDGET TRANSFERS APPROVED
On motion o Supervisor Cameron, seconded by Supervisor Madigan and
unanimously carried, the following budget transfers were opprovads
B-62 Supplemental Manpower Pro ram CETA I. Thfs transfers $29,626.46
from the Summer Youth Program to the Youth Program es requested by the
Manpower Birector. This is the unexpended amount in the Summer Youth Program.
B-67 Supplemental Manpower Program -Administration. This transfers
$2,000 from special departmental expenses, with $1,000 going to professional
and special services, and $1,000 to out of county overnight trips within the
Manpower Administration budget. The amount going to'professional and specialized
services to cover anticipated professional expenses of the CETA hearing officer' '-
and the amount going to the travel account is to cover expenses for staff
training, including training far fiscal and program monitoring, affirmative
action and other required DOL training meetings. The special departmental
expanse:• account may be reduced because the anticfpated use of trained st~£f'
to conduct part of the required and monitoring activfties will require less
outside expenditure.
B-b8 Chico Marshal. $130 is transferred from office expense Lo capital
outlay -equipment and is to cover a 3d special revolver For the deputy marshal
recently employed in the Chico Marshals office.

75-2032 AUTHOiIiTY GRANTED FOR INCREASE IN PAYMENT TO RECEIVING HOMES FOR
SPECIAL NEEDS FOR CHILDREN
e e are Director requests authori zntion to increase rate paid to receiving
homes limited to $10 to cover special needs far clothing for the children who are not
eligibi~ for AFDC-BHI until the disposition hearing. This payment would be to
protective service funds rather than AFDC-BHi payment. Request discussed. Supervisor
McKillop said he would like to know if there is an estimate of costs in this item.
Mr. Nickelson said he would have this information to the Board by this afternoon.
Action held over until later in the meeting.
75-2033 REPORT TO BOARD CONCERNING THE MISSING $100 IN COUNTY CLERK'S OFFICE
ADOPT RESOLUTION 75-177 CONCERNING SHORTAGES IN COUNTY FUNDS, RELIEF
IN THE ABSENCE OF FRAUD ETC.
Bi Lawrence, County A itor, reported to the Board wnceming the missing
$100 in Covnty Clerk`s office. He stated that Mr. Nelson, Gounty Clerk, had requested
to be granted relief from accountability of this item. The District Attorney has never
reported bank in the Auditor about this investigation. On December 5th, Mr. Lawrence

was furnished with a copy of the police report; they stated that the case is closed as far
as they are concerned. The y wuld find no proof of fraud.
Ak. Lawrence said it would be necessary for the Board to adopt a resolution
regarding this matter, The resolution states the conditions under which the Boan:l could
grant relief from shortages. It also includes a definition of 'gross negligence ". He
would rewmmend that the Board adopt the resolution.

On motion of Supervisor Cameron, seconded by Supervisor Madigan and
unanimously carried, Resolution 75-177 concerning shortages in county funds, relief in the
absence of fraud, coverage, charge against General Fund all pursuant to Government
Code Section 29390 was adopted and the Chairman was authorized to sign.
On motion of Supervisor McKillop, seconded by Supervisor Cameron and
unanimously carried, County Clerk was granted relief for accountability of the
$100 shortage in the office, subject io concurrence of the District Attomey.
75-2034 APPEARANCE OF KENNETH LARUM, SCOTTWOOD ROAD, PARADISE:
90 DAY EXTENSION GRANTED ON THE FILING OF FINAL MAP
Kennet Lamm, Scottwood Ro ,Par ise, stated a ado twined a
tentative lot split on Wagstaff Road, Paradise. In April he went to Alaska to work;
he assumed he had until after the first of the year to file the final map. An offer was
made for the front parcel of this propertyr and the offer was accepted by his wife.
Upon going ro a surveyor he found that his tentative map had expired as of the 12th
of November. Mr. Larum requested an extension of time to enable him b obtain a
survey of the property and submit the final map.
Supervisor Cameron stated that fhe tstentative map had been approved; it is
just a matter of granting an extension of time.
Request discussed.
On motion of Supervisor Cameron, seconded by Supervisor Madigan and
unanimously carried, a 40•day extension of time, to February I, 1976, was granted to
Kenneth Larum, for the filing of the fine! map.

parcel sip requirement to allow a 0.57 acre parcel and a 0.45 acre parcel in an
AR-MH-3 zone, located on the southeast corner of Ponderosa Way and Nimshew Rcad,
Magalia (II-25-75), was held at this time. County Counsel and Mrs. Miller's counsel were
to meet and bring bock a recommendation. Brian Rix, deputy county counsel, set out the
answers to the questions that had been asked. I) Could the County grant such a varianca4
Mr. Rix felt that the County would not be prohibited from granting the variance.
2) May the Board grant a variance to allow 2 dwellings on o parcel of land. This
area is confined to single family dwellings. 3) Availability of an estopple. Under the
facts given by Mr. Spruance, iyublic ogencies are sub)ect to estoppfe;.
!f the Board makes the findings, then a variance could be granted.
Supervisor Cameron stated that it appears from what counsel has said that the
Board could grant the variance for the mobile home. The County had made a mistake
in granting the permit to allow the mobile .home and the permits. The County had
granted the necessary permits and she had proceeded to plane the mobile home on her

Mr. i~Cx stated that a variance to a minimum parcel sixecould be granted if
the Board makes the finding regarding size, shape, topography, etc. Supervisor McKillop
said this could be accomplished under the Aunt NGnnie'~rdinance.
Time spent discussing action ixs be taken. Supervisor Cameron moved that the
variance be granted under the conditions set out by Brian Rix, deputy county counsel.
Notion died for lack of a second.
Supervisor NkKillop said he did not think that legally the Board wuld grant a
variance in this area; he did indicate he would be willing ro give her relief for her costs
and would go along with rezoning of the property.
On motion of Supervisor Madigan, seconded by Supervisor Richter and
carried, the request of Lorraine Miller For variance funs denied and refund of the
wst of the fees paid for the permits was approved ro be refunded.
It was stated that her~'Aunt Minnie'~ariance has been approved for another year.

Costs for snowplowing services discussed. It was stated that the revenue does
not even touch the actual cast. Supervisor Richter felt that the Skyway should be
plowed on Sunday so the people can get out of that area if need arises. It was
suggested that this policy be tried on a trio! basis. If they run into a problem,
Mr. Castleberry can bring the problem to the Board. Ak. Castleberry stated that
if an emergency arises, he would try to get the people ouF.

Dan B ac toc ,County Counsel, reported an conflict of interest codes.
He has requested Board approval on two matters; 91) preliminary approval to require
a conflict of interest proposal from each county department and 2) wncur with the
April 1 deadline to receive the node.
The department heads would designate the employees that would be required
to make financial statemerts. The statements would be filed with the County Glerk
and the public would have access ro them. Mr. Blackstock stated that notice has
ro go to all the districts and boards, informing them of the April I deadline. The
Board will review the codes when Bled.
Mr. Blackstock explained who would be required ro file such a statement
and stated Board should act on this as quickly as possible. Chairman Ladd set out
questions that he had about the conflict of interest codes. Mr. Blackstock said the
approval of the codes is not before the Board at this time.
Requirement of the code discussed. Mr. Blacksrock.said the Board would have
plenty of time to work on these. He asked if the Board was in agreement .with the
department concept and the deadline for submission.
It was moved by Supervisor MclGllop, seconded by Supervisor Richter and
unanimously carried that the Boanl concurs with the April I, 1976 deadline for
submission of the codes and agreed with the departmental concept for report, with
the understanding that there be more clarity on what is to be listed in the statements.
Mr. Blackstock stated he would bring in a more clear and concise form for
the code.

Supervisor Cameron stated there was one item that he would like ts make a
report on under the conflict of interest proposed here. He gave the Board members a
copy o£ the wncept that he filed with the State. The letter has been fumed over ts
them as regards to the cbnflict of interest where he is concerned. He presented a
copy to the Clerk of the request for opinion regarding wnflict of interest that he has
filed with the Fair Political Practice Commission, Sacraments, California that is
dated December 4, 1975.
Chairman Ladd stated he has a letter written also that he will file with the
Fair Political Practice Board.
County Counsel requested that the clerk write letters ts all the districts
stpting that April 1, 1976 is the deadline for submission in this matter.
75-2050 DISCUSSION; BUTTE COUNTY FIRE SURVEY REPORT

was presented for discussion and the Hoard's thoughlts in the matter. Supervisor Richter
said that the fire protection that the County is providing has jumped in the last year
regarding casts. Funding for this service explained.
Nr. Bob Paulus, fire mar~dli~ set out his thoughts wncerning the service
provided by the Division of Forestry. He v+rould not recommend contracting with the
City of Chico for fire service for the areas surrounding Chico. If you contract this
work, how do you handle the administration of the work.
Mr. Nickelson stated that everyone in the wunty pays for the service
through sales tax; they are paying far fire service and not getting the service.
Ivir. Paulus stated that is true; he gets these complaints himself. He tells the
people complaining to form a district for fire protection. Mr. Paulus feels thot
the people are getting a goad level of service of fire protection in all sections of
the County.
Fire protection discussed. Mr. Paulus,stated that the farmers in this
County get a good level of fire protection in this County. The present stafions are
justified . What he is saying now is that the County needs to look dawn the road
and expand their services. They are reaching a point where they ore a litf~le stropped.
Supervisor Richter felt the County needs ts study this matter.
Mr. Paulus agreed that fire protections costs that a lot of money. The County
is facing the day when they will have to jiet tankers. Chairman Ladd suggested that
it might be well ts have wells in the County that would be available For use in fires.
Mr. Paulus felt that there is a need to look at the thought of getting more tankers to
have a portable water supply. There are many areas that do not have water hydrants.
Mr. Paulus said he was in agreement with the study; Mr. Musselman did an
outstanding job and it is well written. Boarcl stated they had no quarrels with the report.
!n summation, 'st wos felt that alternate 4 in the report was a good solution fur solving
the problems.

TENTATIVE INTEREST IN GOING TO NORTH6tN GROUP

to go with the southern group for #hese services. Supervisor Cameron did not feet
that this County had much choice. in a 2 or 3 county configuration, there would not
be funding available.
Nino Cafkomstated that they have worked on the five county configuration.
Rick Sequent stated thaf the (5omixr'r#F~ recommended that each Board
appoint a member to the ~'bchnical Advisory Committe that would review the input
and describe the merger. The Council is asking for confirmation c5 io whether it is
feasible to go with the Northern Group. He explained what would be required to
bring the counties up to standard{
Matching requirement explained. The Federal ~gbvemment requires a soft
match. Subsidi zation of arnbulancesservices could be used. Other funding requirements
will be discussed later. It is felt that the Board of Directors for the Council will
make a request for the funding.
Funding for the~ten counties of the northern group explained. Mr. Sequent said
the Advisory Counci~F, is not asking for clocked-in position far the Board. Before this
County would have to sign, they would be given the option of looking at the wst
figures and then would have the ob~ion of saying "Yes "or "No ".
Mr. Sequent explained what would be done by this group and how problems
would be handled. He reported on the ambulances and fhe policy of haw they will
be deployed. People running the ambulances are required to take a training course.
Emergency medical services Explained. Counsel's program is based an local needs.
Supervisor Richter stated he was impressed by this mon's knowledge. Supervisor
Cameron wncurred with the statements of the County Emergency Medical Committee.
He felt the County ;should go with the northern group, stating he hoped the Boarcl
would be willing to take action as a tentative affiliation with the R~iorthern group.

statements and showed a tentative interreft ih going with the Northern California
organization.
Supervisor Cameron stated that there would be a meeting of the committee

will give some thought to making appointments to the five committees.

75-2053 ARCHITECT'S PROPOSAL TO THE BOARD CONCERNING PROPOSED COUNTY
BUILDING CONSTRUCTION
Supervisor i op stated that he and Supervisor Richter had met with Mr. Powers,
Supt. of Schools, to discuss maybe a different concept of the move of County offices.
Their biggest concern was the use of this building. It was suggested #hat maybe there could
be a Trade-off of the County Supt. of Schools facilities and the departments here in
the Administration Building. In the building plan, this would be for a new boardroom
and administration offices. This could be considered in the footage set out. Supervisor
MclGllap said there would be ample space where the schools are now located for county
offices.
Supervisor Richter explained the matter of employees working within the
Supt. of Schools offices. The Caunty could trade with them and Then move the county
offices out to the county center. IF was stated that someone would have to go back to
the drawing board and come back with a recommendation. The present administration
building could fulfill the needs of Supt. of Schools; their present facilities have about
25,000 sq. feet of office space.
Use of suggested space set out. Additional parking space would hwe to be
provided for the Supt. of Schools. It was suggested that the department heads should
get working on a listing of space needs. It was felt that if the Board could accept
this concept, then Mr. Nickelson could obtained the space needs of the departments.
It was moved by Supervisor McKillop, seconded by Supervisor Richter and
unanimously carried that it is agreeable at this time for the Superintendent of Schools to
utilize the Administration Building and in that case, tha County would ufili~ the
Superintendent of Schools facility that they would move out of , as set out by Supervisor
McKillop and Supervisor Richter, and that the Administrative Officer,. the building _ _ '
.. _.. __ _commitl_ee and Supt. of Schools, together~with~fhe architects, meet to study the
space needs and the moving of the offices to the Supt. of Schools facilities in Thermalito,
anti to report back fn the Board at a later date on this concept.
Mr. Casey from the Supt. of Schools office stated that Nr. Powers had been
called away but he had indicated that the schools are interested in utilizing the
administration building.
Time spent discussing the policy proposal presented by Mr. McFarren.
Chairman Ladd had questions regarding the proposal. On bottom of page 2, that the
final layouts must be approved by each departrnent head. The Hoard does not want
that. fie does not want to 6e locked in by this. Other questions presented by
Chairman Ladd was answered by Mr. MaFarren. It was stated that this proposal was
written for the Board's use; it is merely a guideline for the Board.
Chairman Ladd felt that the new building would be smaller in sim thou the
figure estimated previously. Mr. McFarren said they would need the additional space
needs of those functions that would be located in the new building.

with the Board from Bob Jonas, BCEA manager. Bill Lawrence stated he had paid

manager had made some aspertions that are not true. They had not refused ro pay the
salary; they paid the salary that had been certified ro by the Sheriff.
Mr. Rackerby explained the changes in the law concerning the firing of
an employee. An employee fins to be given notice prior ro discharging him.
Mr. Rackerby will discuss this with the department heads and with the manager of
BCEA and will report back.
in the present case, the Sheriff was attempting to use the Skelly case as a
guideline for dismissing an employee. He assigned the employee to stay at home
until the investigation had been completed. It was the understanding of the employee
that she would be paid while of home.
Mr. Rackerby stated he would recommend that the Board authori~?~ayment of
