5. Award of bid no. 36-97 - Farm Advisor truck - bids
have been opened for the purchase of a pickup truck

7. Surplus property - the Purchasing Office has

DECLARE ITEMS SURPLUS TO THE NEEDS OF THE COUNTY
AND AUTHORIZE DISPOSAL AT PUBLIC AUCTION.
8. Surplus fire engine - Company 26 - Fire Engine E27,
a 1961 Ford (County vehicle no. 112/license no.
E115525/asset no. 02432), has been decommissioned
and is considered ready for declaration as surplus
property - action requested - DECLARE FIRE ENGINE
E27 SURPLUS TO THE NEEDS OF THE COUNTY AND
AUTHORIZE THE GENERAL SERVICES DIRECTOR TO PROCEED
WITH PROPER DISPOSITION.
9. Fire Department - Board approval is requested to
reallocate approximately $900 in fixed asset
savings from the purchase of a FAX/printer, and
$1,000 from maintenance-equipment for memory
upgrades for department computers - action

the purchase of five side-by-side refrigerators

11. Conveyance of County property - DeSabla Volunteers
fire engine - Board authorization is requested for
the donation of a surplus 1998 Ford fire engine,

Paradise - action requested - AUTHORIZE PUBLICATION
OF NOTICE OF INTENTION TO CONVEY COUNTY PROPERTY

12. Adoption of an Ordinance Amending Chapter 8,
Entitled Civil Defense and Disaster, of the Butte
County Code - the proposed ordinance repeals the
current Chapter 8 and adds a new Chapter 8, which
provides a more current version of the chapter
covering emergency service activities - action
requested - ADOPT ORDINANCE 3296 AND AUTHORIZE THE

13. Adoption of a salary ordinance amendment adding one
regular help position of Courier/Stock Clerk, one
regular position of Mental Health Clinician II, I,
six term positions of Mental Health Clinician II,
I, and two term positions of Medical Records
Technician II, I for the County's Alcohol, Drug and
Mental Health (BCADMH) Services. At its meeting of
November 12, 1996 the Board approved the BCADMH
Services budget appropriations which support these

96-329 14. Butte County Alcohol, Drug and Mental Health
Services (BCADMHS) and Butte County Department of
Social Welfare (BCDSW) - collaboration to provide
services to children at risk of abuse or neglect
under a Memorandum of Understanding (MOU) approved
by the Board at its meeting of November 26, 1996:
A. Adoption of a salary ordinance which adds two
Social Worker Supervisor II regular positions,
seven Social Worker III, II regular positions,
and three Social Worker III, II term positions
to expire June 30, 1997, to the Welfare-
Services budget unit, for provision of
services under the MOU - action requested -
ADOPT ORDINANCE 3298 AND AUTHORIZE THE CHAIR

15. Adoption of a salary ordinance amendment that:
A. As part of the final adopted budget for fiscal
year 1996/97, two regular positions of Office

B. Extends one term position of Office Assistant
III, II, I and one term position of Staff
Nurse I from December 31, 1996 to December 31,

16. State Department of Health Services - under the
terms of an agreement approved by the Board at its
meeting of November 26, 1996 the State will provide

oversight to the 109 public water supply systems in
Butte County:
A. Adoption of a salary ordinance amendment
adding a 30$ Environmental Health Specialist

Area - changes the effective date of the
administrative fee from January 1, 1996 to March 1,

18. Adoption of a salary ordinance amendment adding one
Eligibility Worker Supervisor I and three
Eligibility Worker I, II positions within the
Eligibility budget unit (75~ Medi-Cal, 25~ CMSP),
and adding three Office Assistant I, II, III and
one Supervisor-Clerical Support Services within the
GAIN budget unit (50~ state, 50$ federal), due to
an increased workload of Medi-Cal and California
Medical Services Program (CMSP) cases - action

19. Adoption of a salary ordinance amendment adding
three Social Worker III, II positions to provide
job skills and job training sessions required to

20. Introduction of a salary ordinance amendment to
convert a Sheriff's Clerk II term position ending

96-329 22. Helen Wilcox School, Oroville - exchange of offers
of dedication for a future road - the Helen Wilcox
School on Autry Lane has reached its reasonable
capacity and needs to expand the facility
boundaries. A portion of the area that they need
for expansion is encumbered by an offer of
dedication for a road right-of-way. The proposed
resolution would relocate this right-of-way outside
the proposed school expansion to a better location
- action requested - ADOPT RESOLUTION 96-133
EXCHANGING OFFER OF RIGHT-OF-WAY DEDICATION V-2
ROAD EXTENSION CROSSING LOT 1, "COPRA SUBDIVISION",

23. Reallocation of Proposition 116 grant funds - in
order to obtain Proposition 116 grant funding for a
bike lane project on Durham Dayton Highway, Public
Works must request California Department of
Transportation (Caltrans) and the California
Transportation Commission to reallocate the
Proposition 116 funds from the Jones Avenue Bike
Lane Project to the proposed Durham Dayton Highway
Bike Lane Project - action requested - DIRECT
PUBLIC WORKS TO PURSUE THE REALLOCATION OF
PROPOSITION 116 FUNDS TO CONSTRUCT BIKE LANES ON
DURHAM DAYTON HIGHWAY BETWEEN GOODSPEED STREET AND
McANARLIN AVENUE.
24. City of Chico/County of Butte - proposed is a Joint
Powers Agreement (JPA) between the City of Chico
and the County regarding the acquisition of land
within the Chico Urban Area for construction of a
bike path to close the gap between the existing
County bike path (from Jones Avenue to Hegan Lane)
and the path to be built by the City (from 20th
Street to E. Park Avenue.) Pursuant to the JPA,
the City would acquire the right of way and
construct the path to close the gap between Hegan
Lane and E. Park Avenue - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
25. University Foundation California State University,
Chico - proposed an addendum to agreement no. 10264
to allow for billing of services on the CSUC
information services contract (first three months.)
The services were contemplated and budgeted, but
not specifically included in original contract
language. There is no change in contract amount -
action requested - APPROVE ADDENDUM TO AGREEMENT
N0. 10264 AND AUTHORIZE THE CHAIR TO SIGN.

96-329 26. Assignment of counsel - County Counsel proposes the
assignment of Ho v. Mike Lydon and Hutt v. County
of Butte to the law firm of Porter, Scott, Weiberg
& Delehant - action requested - APPROVE ASSIGNMENT
OF COUNSEL.
27. Stephen D. Honeycutt - on November 17, 1992 the
Board entered into an agreement with Heritage
Partners to provide professional services related
to activities pertaining to the County's Nitrate
Compliance Program. The person from Heritage
Partners working with the County on this project
was General Partner, Stephen Honeycutt. Mr.
Honeycutt is no longer a partner in the firm and as
per an agreement signed on November 16, 1996, will
be providing the professional services for the
Nitrate Compliance Program as an individual -
action requested - APPROVE ASSIGNMENT OF
PROFESSIONAL SERVICES CONTRACT AND AUTHORIZE THE
CHIEF ADMINISTRATIVE OFFICER OR HIS DESIGNEE TO
ACCEPT THE ASSIGNMENT ON BEHALF OF THE COUNTY.
28. Colusa County/Butte County Alcohol, Drug and Mental
Health Services (BCADMHS) - proposed is an
agreement wherein Colusa County contracts with
BCADMHS to provide "acute psychiatric inpatient"
care to residents of Colusa County referred to
Butte County for service by Colusa County Health
Services. The term of the agreement is July 1,
1996 through June 30, 1997 in the maximum amount of
$18,500 (40-1/4 patient days) - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN
SUBJECT TO APPROVAL OF COUNTY COUNSEL AND AUDITOR-
CONTROLLER.
29. Trinity County/Butte County Alcohol, Drug and
Mental Health Services (BCADMHS) - proposed is an
agreement wherein Trinity County contracts with
BCADMHS to provide "acute psychiatric inpatient"
care to residents of Trinity County referred to
Butte County for service by Trinity County Health
Services. The term of the agreement is July 1,
1996 through June 30, 1997 in the maximum amount of
$14,000 (30.45 patient days) - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN
SUBJECT TO APPROVAL OF COUNTY COUNSEL AND AUDITOR-
CONTROLLER.

96-329 30. Crestwood Hospitals, Inc. - Butte County Alcohol,
Drug and Mental Health Services (BCADMHS) contracts
with Crestwood Hospital, Inc. to provide
residential care services to County mental health
clients as an alternative to State hospitalization
or a higher level of care. The daily rate maximum
has been increased by the California State
Legislature to $88.67 effective August 1, 1996.
The term of the contract remains July 1, 1996
through December 31, 1996 in the maximum amount of
$179,927.56 (1509.05 bed days) (Realignment) -
action requested - APPROVE AMENDMENT TO AGREEMENT
AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL
OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER.

31. Merced Manor - Butte County Alcohol, Drug and
Mental Health Services (BCADMHS) contracts with
Merced Manor to provide residential care services
to County mental health clients as an alternative
to State hospitalization or a higher level of care.
The daily rate maximum has been increased by the
California State Legislature to $88.67 effective
August 1, 1996. The term of the agreement remains
July 1, 1996 through December 31, 1996 in the
maximum amount of $63,218 (626 bed days)

is a training agreement for the provision of a
Situational Leadership II Training Seminar on

various departments that send participants to the
training and by the Personnel Department budget) -

that the Department is obligated to make
retroactive collection of fees collected under
Section 711.4 of the Fish and Game Code (commonly
known as "environmental filing fees" or "AB 3158
fees.") "Retroactive" refers to fees that were
otherwise due during the period June 9, 1995 to
February 22, 1996, and any fees due after February
22, 1996 that were not paid when a Notice of

C. U.S. Department of the Interior, Bureau of Land
Management (BLM), News Release - the BLM is seeking
public input through its Advisory Councils and

recreation fees at 17 BLM sites in ten Western
states for the purpose of improving facilities and
visitor services at those sites. (ACCEPT FOR
INFORMATION)
D. David A. Reider, Public Affairs Officer, U.S.
Department of Agriculture, Forest Service -
notifies the Board that the Forest Service recently
published a national study on the future operation
of air tanker bases used for wildland firefighting.
The study does not make a decision but does offer
recommendations, several of which would affect
bases in California, aimed at meeting Agency needs
in the long term. A final decision is expected in
February of 1997. Mr. Reider encloses an
informational brief outlining the study's purpose
and recommendations that may affect air base
operations in California. (REFER TO FIRE CHIEF AND
COUNTY COUNSEL)
E. Wally Herger, Congressman, 2nd District - forwards
to the Board a copy of a letter to Jack Ward
Thomas, Chief, U.S.D.A. Forest Service, Washington,
D.C. regarding the findings of the Forest Service's
