County Library donations - in accordance with Government Code Section 25355, a donation of $100 from Raymond Crane, Live Oak has been received for the Butte County Trust Fund for the purchase of books -action requested -ACCEPT DONATION AND AUTHORIZE LETTER OF APPRECIATION. 4. Butte Basin Water Users Association -subcommittee to consider well spacing/well interference ordinance regulations -action requested -APPOINT CHAIR McLAUGHLIN AS THE BUTTE COUNTY REPRESENTATIVE. Award of bid no. 31-96F -District Attorney vehicles -bid quotations have been received for the purchase of two sedans for the District Attorney's Family Support Division with the low bidder being Folsom Lake Ford in the amount of $13,709.38 each including tax and DMV document fees for used models -action requested -AWARD BID. 7. General Services -Purchasing Office -Board authorization is requested to acquire a personal computer with 15" monitor, $2,100 and screen magnification software, $550 in order to meet the needs of an employee with a degenerative eye disorder -action requested -APPROVE BUDGET TRANSFER B-060 (DEPARTMENT BUDGET) AND PURCHASE OF FIXED ASSET ITEMS. Public Works Department -ongoing and future engineering demands for management of the Neal Road Landfill and for other solid waste activities make it necessary to purchase for use by the Solid Waste Engineer a micro- computer and monitor capable of operating AutoCad and other engineering design systems. The proposed micro-computer, an IBM compatible, Pentium 120 Mhz, with 17" color monitor, is estimated to cost $5,000 (Neal Road Landfill Management Fund) -action requested -APPROVE BUDGET 'TRANSFER B-063 AND PURCHASE OF FIXED ASSET ITEMS. 9. Resolution Approving Butte Basin Water Users Association (BBWUA) Amended 1995 Budget -the BBWUA 1995 budget changed as a result of two members of the Association leaving, which resulted in an additional payment by Butte County to the BBWUA of $1,059.51. The funds to cover this budget come from an account set up to receive payments from the State Department of Water Resources, and represent two percent of the proceeds paid to various water users for transfer of surface water to the 1994 Drought Water Bank -action requested -ADOPT RESOLUTION 95-165 AND AUTHORIZE THE CHAIR TO SIGN. Introduction of a salary ordinance amendment -the Personnel Departmer-t has completed a classification study for the Development Services Department to address a pending request agreed upon during the meet and confer process with the Butte County Employees Association for the 1994-97 contract period. The Personnel Department recommends reclassification of the incumbent from an Office Assistant III (1077) to an Administrative Services Assistant (1130) at a total cost for 1995-96 fiscal year of $4,433 (Department budget) -action requested -WAIVE READING OF THE ORDINANCE. 11. Introduction of a salary ordinance amendment -the District Attorney has requested the Director-Personnel review the allocation of a vacant OfFice Assistant III (salary range 1077) position within the Family Support Division to an existing classification of Courier/Stock Clerk (salary range 1081), and supports the request. The total cost for 1995-96 fiscal year is $151 (Department budget) -action requested -WAIVE READING OF THE ORDINANCE. 12. Introduction of a salary ordinance amendment -Administrative Office/General Services Division -the Personnel Department recently completed a classification study for the General Services Division to address a pending request agreed upon during the meet and confer process with the Butte County Employees Association for the 1994-97 contract period. This request was due to an outstanding grievance filed by BCEA in 1994. The Personnel Department analyzed the internal equity issues as outlined in the grievance to determine whether or not proper salary differentials existed between the building crafts worker, the lead worker, and the first line supervisor. It is recommended that the position ofLead-Building Crafts Worker (salary range 1166) be aligned to salary range 1186, and the Supervisor- Building Crafts Worker (salary range 1186) be aligned to salary range 1206; both changes retroactive to April 22, 1995 -action requested -WAIVE READING OF THE ORDINANCE. 13. Introduction of a salary ordinance amendment -the Probation Department is requesting that a term position be temporarily allocated to Juvenile Hall due to a current staffing shortage. Personnel Rules limit the number of hours an extra-help employee may work to a maximum of 960 hours/year. Probation has anextra-help employee who currently exceeds the 960 hours and will be needed through the remainder of the fiscal year. The salary ordinance implements the addition of one allocated position, which will be designated as a temporary, term position ($11,523/Department budget) -action requested - WAIVE READING OF THE ORDINANCE. Introduction of a salary ordinance amendment -Public Health Department - on November 14, 1995, the Board approved the 1995-96 Women, Infants, and Children (WIC) agreement that contained additional funding beyond the amount anticipated in the 1995-96 final budget to cover the caseload increase (to 5,450 for the 1995 fiscal year) approved by the State. The agreement includes funding for one (Nutrition Assistant II, I) and one-half (Public Health Nurse III, II, I) additional positions (100% Federal funding) -action requested -WAIVE READING OF THE ORDINANCE. 15. Resolution in recognition of Marion J. Brenden upon her retirement as an Administrative Services Assistant for the Agricultural Commissioner's Office as of December 30, 1995 -action requested -ADOPT RESOLUTION 95- 166 AND AUTHORIZE THE CHAIR TO SIGN. 16. Resolution in appreciation of William Hageman upon his retirement December 1, 1995 as a Sergeant with the Butte County Sheriffs Office having served the citizens of Butte for 37 years -action requested -ADOPT RESOLUTION 95-167 AND AUTHORIZE THE CHAIR TO SIGN. 17. Resolution declaring three-way stop intersection -West Eleventh Avenue at Fern Avenue and Moyer Way -traffic corrtrol considerations deem it advisable that the intersection of West Eleventh Avenue at Fern Avenue and Moyer Way be declared athree-way stop intersection -action requested -ADOPT RESOLUTION 95-168 AND AUTHORIZE THE CHAIR TO SIGN. 18. Program Supplement No. 024 to State-Local Transportation Partnership Program Agreement No. SLTPP-5912 -reimbursement of funds for qualified projects under State-Local Transportation Partnership Program requires execution of a Program Supplement to Master Agreement SLTPP-5912. Program Supplement No. 024 covers funding for reimbursement of participating share of construction costs for the project to overlay Lumpkin Road, from Forbestown Road to Enterprise Road, Project No. SB96- 5912(003) -action requested -APPROVE PROGRAM SUPPLEMENT NO. 024, ADOPT RESOLUTION 95-169 AND AUTHORIZE THE CHAIR TO SIGN. Agricultural Commissioner/Director-Weights and Measures -proposed is an amendment to the employment contract adding provision "(c)" to section 4.01 of Article 4 "Compensation of Employee" wherein employee shall receive an additional $500 per pay period (Air Pollution Control District funds) while performing in the capacity of Special Advisor (Air Pollution Control District) effective January 1, 1996 and terminating on February 3, 1996 -action requested - APPROVE AMENDMENT TO CON'T'RACT AND AUTHORIZE THE CHAIR TO SIGN. 20. North Valley Schools -proposed is an agreement for the provision of an Adult Day Rehabilitation Program in Paradise for clients referred by Butte County's Mental Health Department. The term of the contract is July 1, 1995 through June 30, 1996 in the maximum amount of $278,800 (Realignment) -action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 21. Trinity County -Trinity County wishes to contract with Butte County Mental Health, Alcohol and Drug Services to provide "acute psychiatric inpatient" care to residents of Trinity County who are referred to Butte County for service. The term of the agreement is July 1, 1995 through June 30, 1996, in the maximum amount of $18,400 (40 bed days at a rate of $459.72/day/based on actual bed day usage) -action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND AUDITOR-CONTROLLER. 22. Certified Unified Program Agency (CUPA) Application -Senate Bill 1082 (Calderon) requires the submission by January 1, 1996 of a hazardous materials program consolidation application to the Secretary of the California Environmental Protection Agency - action requested - ADOPT RESOLUTION 95-170 OF SIGNATURE AUTHORIZATION (DIRECTOR OF ENVIRONMENTAL HEALTH) FOR CERTIFIED UNIFIED PROGRAM AGENCY (CUPA) APPLICATION AND AUTHORIZE THE CHAIR TO SIGN. Medi-Cal Administrative Claiming (MAC) Progam and the Targeted Case Management (TCM) Program -the County is allowed to claim Federal reimbursement for administrative and case management activities supporting the Medi-Cal Progam. Under the terms of this ageement, San Mateo County serves as the host county for the collection and dispersement of participation fees collected from the various counties. Butte County's fee for 1995-96 is $4,461 (State) -action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 24. State HIV Children's Program -the State Department of Health Services has made available to Butte County $50,926 (100% State) to be used for HIV testing and medical follow-up for children under the age of 21, who are at risk for HIV infection -action requested: A. APPROVE BUDGET 'T'RANSFER B-062 ACCEPTING AND ALLOCATING UNANTICIPATED REVENUE; AND B. Introduction of a salary ordinance amendment -State HIV Children's Program -adding one full-time Health Education Specialist position and one-half time Clinic Nurse position to the Public Health-General Services budget unit -action requested -WAIVE READING OF THE ORDINANCE. 25. ICleinfelder, Inc. -Solid Waste Assessment Test (SWAT) Exemption Questionnaires -the State Water Resources Control Board and Integated Waste Management Board require under the SWAT Progam that specific testing and reporting be done for old, closed burn dumps, or that exemptions be requested and approved. Three of the five remaining old County burn dumps, (Butte Meadows, Concow and Feather Falls), are scheduled to have SWAT Exemption Questionnaires submitted before July 1, 1996 and the other two, (Forbestown and Lake Madrone), are scheduled to be submitted within the following two years -action requested -APPROVE PROPOSAL AND AUTHORIZE PUBLIC WORKS TO DIRECT KLEINIa'ELDER, INC. TO PROCEED WITH THE WORK, AT A COST NOT TO EXCEED $13,100 (HEAL ROAD LANDFILL MANAGEMENT FUND). Page 367 December 12, 1995 December 12, 1995 95-370 26. North State Waste Tire Recyclers -waste fire disposal and recycling -six bids were received by the Public Works Department in November of 1995 for contractors to cut and dispose of tires on an on-going basis for whole tires that are received at the Neal Road Landfill -action requested -AUTHORIZE THE PUBLIC WORKS DEPARTMENT TO DIRECT NORTH STATE WASTE TIRE RECYCLERS TO PROCEED WITH THE WORK IN ACCORDANCE WITH THE ACCEPTED BID FOR A PERIOD OF ONE YEAR, WITH AN OPTION, IF APPROVED BY PUBLIC WORKS, TO BE EXTENDED FOR A SECOND YEAR, THE COST NOT TO EXCEED $3,500 (HEAL ROAD LANDFII.L MANAGEMENT FUND) PER YEAR. 27. Options for Recovery Program -the Progam is part of a regional program to help drug abusing mothers seek treatment for their addiction, and provides for the recruitment of foster homes for at-risk substance exposed infants who have been removed from their parents, training for foster parents in how to care for the children, and respite care to enable foster parents to attend training and provide relief when required. This is the first year that a County match is required. The Welfare Department and County Mental Health Department have been able to collaborate to use State mental health funding to meet the required match and provide these services to each of the departments' clients -action requested -APPROVE BUDGET TRANSFER B-064 APPROVING AND APPROPRIATING $97,647 ($37,935/FEDERAL; $41,798/STATE; $17,913/MENTAL HEALTH STATE FUNDS) IN UNANTICIPATED REVENUE, AND $17,913 FROM THE MENTAL HEALTH DEPARTMENT'S PROFESSIONAL SERVICES TO THE INTERFUND TRANSFERS IN THEIR ALCOHOL AND DRUG BUDGET UNIT (541-002) TN ORDER TO PROVIDE FOR THE PROGRAM MATCH. 28. Butte County Office of Education -Regional Occupational Program (ROP} - the Welfare Department is requesting approval of a contract for $27,663 (Department budget) for a four month period to provide contract services for training of 20 GAIN clients in the health occupations of Certified Nursing Assistant and Home Health Aide. The term of the agreement is January 3, 1996 to March 21, 1996 -action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. Page 368 December 12, 1995 December 12, 1995 95-370 29. National Homecare Systems -the Welfare Department, Adult Services Division, administers a contract with National Homecare Systems that provides domestic services such as cleaning, meal preparation, shopping, laundry, transportation to health related appointments, bathing, dressing, and oral hygiene for approximately one third of the adult clients in the County, which population requires contracted services because their disabilities prevent them from being able to secure an independent provider on their own who has the training, reliability, and willingness to provide the required services -action requested: A. BOARD APPROVAL OF AN EXTENSION TO THE CURRENT CONTRACT WITH NATIONAL HOMECARE SYSTEMS FOR IN-HOME SUPPORTIVE SERVICES FOR THE PERIOD OF JANUARY 1, 1996 THROUGH JANUARY 31, 1996 AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER; AND B.
