TheGovernor sends notice that he has signed Assembly yy Bill 1969 establishing 55 mile per hour speed limit for all DDS California effective January 1, 1974. ;nformation. The Department forwards copy of its communication to Mr. B. C. She states that a group of citizens demand an Z pip n explanation concerning a Mrs. Socorro Modrigal, receiving r- welfaxe, medical care and food stamps, Read and referred to District Attorney and Welfare Department. 73-1921 APPROVE APPOINTMENTS TO DURHAM MOSQUITO ABATEMENT DISTRICT On motion of Supervisor Gilman, seconded by Supervisor Ladd and unanimously carried, the following were reappointed as members of the Durham Mosquito Abatement District for terms commencing January 1, 1974 and expiring December 31, 1975; Marolyn Weibel Bill Phillips Robert Kidd 73-1922 AUTHORIZE FILING OF CLAIM FOR REIMBURSEMENT FOR THE SPECIAL ELECTION ON THE TAX TNITIATIVE On motion of Supervisor Madigan, seconded by Supervisor Cameron and unanimously carried, the Board concurred with the resolution of Amador County and authorized the filing of a claim for reimbursement for the special election on the tax initiative called by the Governor. 73-1923 COMMUNITY ACTION AGENCY GOVERNING BOARD: MEMBERSHIP POLICY, BYLAWS, REORGANI7.ATION OF STAFF, ET AL ~r Jim Harxis, Director of E.O.C. appeared to discuss the Community Action Agency governing board matters. Membership policy set out and discussed, He explained how the low income election had been held. Discussed; no action taken. Bylaws presented and discussed, Mr. Harris stated that action on the Bylaws was requested today. Chico alternate changed to state Mrs. Mar; Basco was the alternate member. On motion of Supervisor Cameron, seconded by Supervisor Madigan and unanimously carried, the Board accepted the new By-Laws as proposed by the E.O.C. and authorized the Chairman to sign. Reorganization of staff, personnel manual, salaries and job descriptions discussed, The Board asked Mr. Rackerby, Personnel Director, how these compared to County classifications. Mr. Rackerby stated that they were pretty much in line. Supervisor Cameron stated that the Governing Board should be complimented on putting these together. On motion of Supervisor'Cameron, seconded by Supervisor Ladd and unanimously carried, the Board adopted the personnel manual, salary and job descriptions and the reorganization of the staff, as requested. Mr, Rackerby set out the procedure for the selection of the Director, which calls for two Board members to sit on the screening committee. Chairman McKillop appointed Supervisor Cameron to sit on the Committee, along with Supervisor Ladd who had been appointed previously. The training and technical assistance budget for Head Start set out and discussed. Mr. Mickelson explained the purpose of the training. fihis includes all travel and supplies; also includes the parents training. On motion of Supervisor Ladd, seconded by Supervisor Cameron and unanimously carried, the training and technical assistance budget for Bead Start was approved, Amendments to budgets o£ programs. Oroville program final budget was increased to a final total of $1573. The Indian :Beading Program has been revised, especially supplies. They cannot expend anything over the i~200.00; there is a signed statement to that effect. The County will not be responsible for any supplies over $200. The Gridley program was increased by $75.00. These programs are designed for only 6 weeks. They are to test the feasibility of the programs. On motion of Supervisor Madigan, seconded by Supervisor Cameron and unanimously carried, the Board approved the amendments to budgets of programs. Membership list of the new Board (City of Chico has nominated Councilman Dave Murray to ,the Administering Board with Councilman Patrick McCafferty as alternate). List explained by Mr. Harris. Mr. Harris set out the list of names that have been nominated to date. The requested program is for a multi-purpose center in the Palermo area. Purpose of the proposed program set out. Supervisor Cameron said the only objection he had to this program is that a b weeks program does not give a program a chance to prove its worth. Mr. Harris explained the purpose of this program for the Palermo area. They hope to run the facilities for 6 or 7 days a week. Costs for the program set out. ' On motion of Supervisor Cameron, seconded by Supervisor Ladd and unanimously carried, implementation of the 6 weeks program for the Palermo area was authorized, for a multi-purpose center with a budget of $1302. Jane Rutherford spoke to the matter of the 6 weeks programs. 73-1924. APPROVE ~rACATION CATiRY OVER. T11e Hospital Administrator requests authority to allow three hospital employees to exceed the allotrahle accrued vacation carry over. The employees have been unable to take their scheduled vacation this year as a result of extenuating departmental needs. On motion of Supervisor Ladd ahd seconded by Supervisor Cameron vacation accrual to exceed the 30 day lim3.t was approved for the following pursuant to Section 9.1 of the Personnel Rules: 1. December 18, 1973 _ _ _ _ _ _ _ _ _ _ _ _ _Decemhex 18* 19Z3= = _ _ _ _ _ _ _ _ _ _ _ _ It was moved by Supervisor Madigan, seconded by Supervisor Ladd and unanimously carried, that the request of County Counsel that the vacation accrual to exceed the 30 day limt be authorized for Jim Griffith, deputy county counsel. / 73-1925 ADOPT RESOLUTION 73-198 TRANSFERRING FUNDS TO HEALTH INSURANCE PREMIUM TRUST FUND On motion of Supervisor Ladd, seconded by Supervisor Gilman and unanimously carried, Resolution 73-198 transferring funds to Health Insurance Premium Trust fund was adopted and the Chairman was authorized to sign, extending the ppemium sharing trust fund through June 30, 1974. 73-1926 PEP SECTION b-EXCESS FUNDS -AUTHORIZE TEMPORARILY FILLING OF LABORER POSITIONS WITH HOSPITAL LAY-OFF EMPLOYEES OR QUALIFIED VETERAI3S _ --- The Auditor has calculated an expected fund surplus of , in the Butte County Section 6 allocation. This surplus will permit filling fi vacant PEP laborer positions assigned to the Public Works Department to June, 1974. Mr. Rackerby said he wouid like to have the Board consider a xequest by the Chief Probation Officer. The Probation Chief has to provide more personnel at Juvenile Hall. They wouid propose to utilize 3 of the PEP positions at Juvenile Ha11. If these positions were filled with PEP employees, then Budget Transfer B-37 would not be needed. Request discussed. On motion of Supervisor Gilman, seconded by Supervisor Ladd and unanimously carried, Personnel Director was authorized to fill five laborer positions with hospital lay-off employees or qualified veterans. 73-1927 ACCEPT LOW BID-OROVILLE GARBAGE TRANSFER STATION Bids for the Oroville garbage transfer station operation discussed. Purchasing and Public Works presented recommendation at this time. Recap of the bids opened Friday, December 14th, presented by Mr. Castleberry. Background of the operation set out and discussed. Mr. Castleberry said that the apparent law bidder was Golden Gate Disposal System of San Francisco. They would use the existing Simpson station on 5th Avenue and would put in two more bins. Mr. Castleberry set out their proposed plans for the area. The operator plans to pave the entire drive way. They also propose landscaping for the area, together with the extension of the buildings. Mr. Castleberry set out the costs for the proposed operation. He said this would cost almost twice as much to operate than it had been operated by Mr. Simpson. The annual cost would be about $75,000. It was suggested that a reservation be made in the agreement that would allow the County to raise the rates for use of the facility. It should be tied down in the agreement that any change in the fee schedule will be given to the County. Time spent discussing the bids. It was stated that the Simpsons would be out of the site by Saturday. Mr. Struthers explain the time of the agreement, stating that the bid was worded that the bid could be awarded for two different length,Sof time. The bid would be for 5 years and the alternate would be for 5 years with the 90 day cancellation clause included. Terms of the agreement discussed. Page 163. Mr. Castleberry said that if the Board did see fit to award the contract to Golden Gate Disposal System, he would suggest that the County be authorized to prepare a contract with them, retaining the income, and that the County be authorized to raise the rates at the site, with the fees to be retained by the County. It was moved by Supervisor Gilman, seconded by Supervisor Madigan and unanimously carried, that the low bid of Golden Gate Disposal ~Z~,e d System be accepted for the operation of the Oroville disposal site, on ~T a per tonnage basis (14-B) and to retain the flexibility of dumping rates, and that it become a factor in the contract that if the rates are increased, this increase would be retained by the County; and the Chairman was authorized to sign the contract. 73-1928 AWARD OF CONTRACT: WATER TANKS Bids for the two tanks budgeted at $3,000 were considerably over this amount. Specifications were changed to effect reductions resulting in a•negotiated price for the two tanks of $3,475.50. (Information and recap enclosed with agenda for Board members) Bids discussed. On motion of Supervisor Gilman, seconded by Supervisor Madigan and unanimously carried, purchase of two water tanks to Myers Equipment Company of Redding for $3,<<75.50 was authorized and the transfer of funds necessary to cover excess over budget from the road reserve. 73-1929 AWARD OF BID-OFFICE FURNITURE Recap of bids has been prepared and it is recommended that the following be awarded per schedule: Hooker Oak Office Furniture, Chico- $2,595.90; Office Industrial Furnishers, Sacramento - $29b.65; and E. F. Corbin Company, Sacramento-$1,400.18. Bids discussed. The surplus furniture at the hospital will be warehoused and will be gone over when equipment requests are received at the next budget sessions. Supervisor Cameron stated he felt the business should be kept within the County. On motion of Supervisor Gilman, seconded by Supervisor Ladd and unanimously carried, bids for office furniture were awarded as follows: Hooker Oak Office Furniture, Chico - $2,595.90 Office Industrial Furnishers, Sacramento 296.65 E. The Planning Commission recommend approval of the proposed interim zoning. Conditions of the zoning set out and. discussed. Uses that would be permitted explained by blr. Lawson. Mr. Lawson explained what was being considered. Supervisor Ladd said he fails to see the need for the interim zoning while studying the permanent zoning for the area. He does not think there is any chance of completing this within the 120 days set out in the ordinance. Proposed interim zoning discussed. AYES: Supervisors Cameron, Gilman, Madigan and Chairman McKillop NOES: Supervisor Ladd 73-1937 DISCUSSION: PLANNING MATTERS Time spent discussing illegal four-by-fours of lot splits. It was felt that something would have to be done about these matters. It was felt that an investigator should be employed to look at these violators. It was stated that a retired District Attorney im~estigator is willing to take the files and work with Mr. Lawson and Mr. Castleberry on these violations. This man is very capable and could eaork well as a laison man with the State Realty Board. Supervisor Madigan said that when the report on the Meridian Road violation is completed and filed with the State Board of Realtors, he would recommend that the County hire Harold Berlinger to study these matters. Discussed; no action taken. 73-1938 APPROVE DELETION OF CONDITION 1 ON THE LE ROY RUDOL_PH PARCEL MAP --- LeRoy Rudolph appeared to appeal the interpretation of the public Healt Department concerning Condition One of his parcel map. Howard Toussaint, County Sanitarian, said there is the problem of the septic tanks; the Health Department feels that the leach. lines should be re-located. The condition placed on the map was to verify the location of the septic tank leach lines and relocate the lines if necessary. Mr. Rudolph explained his opposition to the condition. APPROVE GRANT APPLICATION FOR FAMILY PLANI3ING (HEW) The grant application for the calendar year 1974 has been prepared for family planning, Dr. Enloe stated that the Auditor has reviewed for fiscal and budgetary control and approves the application subject to conditions outlined in his memo to the Board of December 13, 1973. Copy of the memo has been presented to the Board members. The Health Director requests approval of expenditures not to exceed $12,000 to continue the program pending HEW approval of the application. Dr. Enloe stated that the program would need interim funding until it gets through the reviewing process at the State level. Larry Strom explained the program; it assists the people in the overall problems in having good family health. Mr. Lawson explained the proposed amendment. Mr. haw son turned the explanation of the amendment over to Bob Gaiser, who worked on this document. Mr. Gaiser said the amendment met.both the State and Federal requirements for housing, Most of the information was from the census or local people involved in housing matters. He summarized the requirements and the work involved in this study, Chairman McKillop felt the study was well done. Memo from Purchasing Officer setting forth policy was mailed with the agenda. In addition to the stated policy recommendations, the situation was discussed with the Acting Health Birector and it was felt that specialized medical and surgical equipment which could possibly be used in the Health Department clinic operations should be reviewed by the Health Officer and approved for disposition prior to disposal by the Purchasing Agent.
