10. Welfare Department - Board authorization is
requested for the replacement of eight rented modems
with the purchase of new modems that will interface
with high speed data lines to the Data Processing
Center. Tt is anticipated that speed of response
time and savings from rental fees will offset the
$5,600 cost - action requested - AUTHORIZE PURCHASE
OF FIXED ASSET ITEMS.
11. Butte County Fair budget transfer 1990-2 - the
budget transfer is in the amount of $57,792 -
action requested - APPROVE BUDGET TRANSFER 1990-2
AND AUTHORIZE THE CHAIRMAN TO SIGN.

90-527 12. Investment information report - the Treasurer/Tax
Collector submits the November 30, 1990 report in
accordance with AB 1073 and the County's investment
policy - action requested - ACCEPT FOR INFORMATION.
13. Public Works Department request far relief from
accountability -pursuant to Government Code Section
29390 and Board resolution 75-177 relief from
accountability is requested for a $10.00 cash loss
from the department's change fund discovered on
July 18, 1990. The district attorney and auditor-
controller support the request -- action requested -
APPROVAL OF RELIEF FROM ACCOUNTABILITY AND COVERAGE
OF SHORTAGE AS A CHARGE AGAINST THE GENERAL FUND.
14. Salary ordinance amendment - Assessor's Department -
proposed is a salary ordinance amendment
implementing a classification study which
establishes the position of auditor-appraiser III,
range 47 and correcting the internal alignment of
the position of supervising auditor-appraiser from
range 49 to range 51 - action requested - WAIVE THE
SECOND READING AND ADOPT ORDINANCE 2885.
15. Salary ordinance amendment - County Counsel
Department - proposed is a salary ordinance
amendment implementing a classification study which
establishes a new position of assistant county

19. Salary ordinance amendment - proposed is a salary
ordinance amendment implementing as part of the
Trial Court Funding agreement reclassification of
clerk administrators from range 52 to range 55, and
the administrative assistant to the Superior
Court/jury commissioner from range 49 to range 52
effective January 1, 1991 - action requested - WAIVE
THE FIRST READING OF THE ORDINANCE.
20. Salary ordinance amendment - Welfare Department -
as part of the final budget package, a salary
ordinance amendment is proposed which creates a
position of staff development officer, range 52 -
action requested - WAIVE THE FIRST READING OF THE
ORDINANCE.
21. North Butte County Municipal Court civil filing
fees - Senate Bill 1877 (Boatwright) - allows the
Board to increase the micrographics/automation
component of the civil filing fee from $1 to $3
effective January 1, 1991,, provided an additional
matching amount is expended from the County General
Fund exclusively for micrographics/automation. This
fee increase will generate approximately $3,800
annually. The County general fund contribution will
be met by the maintenance of the County
Clerk/Recorder and the two lower courts computer
systems - action requested - ADOPT RESOLUTION 90-
169 IMPLEMENTING MICROGRAPHICS FEE INCREASE
EFFECTIVE JANUARY 1, 1991.
22. Resolution fixing the County Clerk/Superior Court
filing fees - pursuant to Government Code Sections
68090 and 26820.8, a resolution has been prepared
fixing the total civil and probate filing fees and
the components thereof commencing January 1, 1991
far the succeeding two-year period - action
requested - ADOPT RESOLUTION 90-170 AND AUTHORIZE

23. Resolution fixing the municipal court filing fees -
pursuant to Government Code Sections 68090 and
72056.5, a resolution has been prepared fixing the
total civil filing fees and the components thereof
commencing January 1, 1991 for the succeeding two-

90-171 AND AUTHORIZE THE CHAIRMAN TO SIGN.
24. Resolution designating Christmas and New Years Eve

25. Resolutions of appreciation to retiring Butte County
Sheriff Leroy Wood (32 years service), Assistant
Sheriff Terrance Korton (26 years service}, and

requested - ADOPT RESOLUTIONS 90-173, 90-174 and 90-
175 AND AUTHORIZE THE CHAIRMAN TO SIGN.
26. Notice of completion for reconstruction of Cohasset
Road, FAS-RS-Y765{1) CRP-L089(211), County Project
No. 61201-87-1 -all work has been completed in
accordance with the plans and specifications -
action requested - ACCEPT PROJECT, AUTHORIZE THE
CHAIRMAN TO SIGN, AND AUTHORIZE FILING OF THE NOTICE
OF COMPLETION.
27. Property tax cycle software maintenance contract -
Megabyte Systems installed and maintains the
property tax system acquired from King's County.
Proposed is an updated agreement which places more
services under a fixed monthly cost of $3,000
thereby reducing all counties' overall costs
action requested - APPROVE CONTRACT AND AUTHORIZE
THE CHAIRMAN TO SIGN.
28. Assignment of counsel - County Counsel proposes to
assign Donald White v. County of Butte to the law
firm of Marsh, Marsh, Volpe & Molin _ action
requested - APPROVE ASSIGNMENT OF COUNSEL.
29. Hazardous Materials Team Special Mutual Aid Joint
Powers agreement - proposed is a joint powers
agreement in development since 1987 for the purpose
of establishing the Butte County Hazardous Materials
Response Agency, providing for the funding and
operation of such Agency and its county-wide
hazardous materials (HAZMAT) team. The agreement
requires the County's share of first year funding
of $10,000. This is available in Civil Disaster's
HAZMAT budget, and in subsequent years from the fire
department budget - action requested - ADOPT
RESOLUTION 90-176 AND AUTHORIZE THE CHAIRMAN TO
SIGN.

90-527 30. Perinatal Substance Abuse Pilot Project -proposed
is a resolution identifying Butte County Mental
Health Department's Alcohol and Drug Services
Division as the lead agency in submission of a
regional grant application to the California
Department of Alcohol and Drug Programs. There are
no County general funds involved - action
requested - ADOPT RESOLUTION 90-177 AND AUTHORIZE
THE CHAIRMAN TO SIGN.
31. Juvenile Hall - Board authorization is requested to
proceed with an application far funding in the
amount of $303,787 from the County Correctional
Facility Capital Expenditure and Youth Facility Band
Act of 1988 to correct safety hazards at the
Juvenile Hall - action requested - ADOPT RESOLUTION
90-178 AND AUTHORIZE THE CHAIRMAN TO SIGN.
32. 1990/93 Child Health and Disability Prevention
Program Multi-Year Plan Application - this plan
identifies the basic services that will be provided
under the CHOP Program. A continuation of the
current level of services is proposed for 1990/91 -
action requested - APPROVE THE MULTI-YEAR PLAN
APPLICATION AND AUTHORIZE THE CHAIRMAN TO SIGN.
33. Butte County Integrated Waste Management Plan - an
agreement has been prepared between the County and
the cities of Chico, Oroville, Paradise and Biggs
to fund the cost of the consultant work to conduct
waste generation studies, prepare the source
reduction and recycling elements, and household
hazardous waste elements. The County's share is to
be funded from the Neal Road Landfill Management
Trust Fund - action requested - APPROVE AGREEMENT
AND AUTHORIZE THE CHAIRMAN TO SIGN.
34. Butte County Integrated Waste Management Plan -
proposals were received from six consulting firms
for preparation of solid waste generation studies,
source reduction and recycling elements and
household hazardous waste elements of the Plan.
Three of the consultants were interviewed by the
County Integrated Waste Management Task Force and
the firm of Solution Resources was chosen at a cost
not to exceed $138,885 without prior County
approval - action requested - APPROVE AGREEMENT AND
AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO SIGN
AGREEMENT.

90--527 35. State-Local Entity Master Agreement No. SLTPP-5912
and Program Supplement No. 0001 - reimbursement of
funds for County qualified projects under the State-
Local Transportation Partnership Program (SLTPP),
formerly SB 140/SB 300, requires the execution of
a State-Loca1 Entity Master Agreement and Program
supplement - action requested - APPROVE MASTER
AGREEMENT AND PROGRAM SUPPLEMENT AND AUTHORIZE THE
CHAIRMAN TO SIGN.
36. Federal Challenge Grant funds - because of the
County's demonstrated commitment to child abuse
prevention, the County is eligible to receive $4,550
in federal funding for fiscal. year 1990/91 to
enhance local abuse prevention efforts - action
requested - AUTHORIZE THE CHAIRMAN TO SIGN THE
APPLICATIONS/ASSURANCES FORM AND AUTHORIZE THE
AUDITOR-CONTROLLER TO ESTABLISH AN ACCOUNT WITHIN
THE WELFARE DEPARTMENT'S BUDGET, CODE 560.001,
ENTITLED FEDERAL CHALLENGE GRANT FUNDS.
37. Mental Health Program liability .insurance - the
Chief Administrative Officer and Mental Health
Director recommend changing medical liability
insurance carriers. The change in carrier wi11
reduce annual premiums, increase coverage and reduce
self insured retention requirements -- action
requested - CANCEL PROGRAM BETA MEDICAL LIABILITY
INSURANCE EFFECTIVE JANUARY 1, 1991 AND AUTHORIZE
