On motion of Supervi&or Maxon, seconded by Supervisor McKillop and
unanimously carried, the following action was taken:
(1) The Board granted authorization to the City of Chico to do building
inspection and collect appropriate fees for Assessor Parcels Noo 40-31-51 and:
40-03-08 as these are parcels being annexed to the City of Chico,
{2) Adopted Resolution No, 72-215, entitled Resolution Authorizing
Acquisition of Real Property by Eminent Domain Necessary for the Construction

72-1534 REPORT FROM CLAY CASTLFBERRY CONCERNING ONE-F BARRIER DEDT.GATIONS
Clay Castleberry, Public Works Director, recommended that the Board
make a policy requiring title search to insure no previous access has been
given across one-foot strips and the placement of barricades by the developer,
The Board felt that County Counsel and the District Attorney should
get together to discuss the validity of the one-foot stripo

District, A Resolution Ordering Utilization of County Assessment Roll, was

72-153$ APPROVAL OF ADVERTISING BILL ~'OR SAFETY FENCING AT GOLDEN FEATHER FAIR
On motion of Supervisor McKillop, seconded by Supervisor Madi;;an
and unanimously carried, the billing in the amount of $146025 for advertising
of bids to supply safety fencing at the Butte County Fair Grounds was approved
and the Auditoxts Office was authorized to sign affidavit for payment,
72-1539 APPROt~E CONTRACT BETWEEN THE "BRIDGE" AND BUTTE COUNTY MENTAL HEALTH SERVICES
On motion of Supervisor Maxon, seconded by Supervisor Ladd and
unanimously carried, the contract between the "Bridge" and Butte County Mental
Health Services to supply on-call services at all general hospitals for drug
related problems, not to exceed $2,330, was approved and the Chairman was authorized
to signo
72-1540 APPROVE MODIFICATION FOR EXTENSION OF THE PUBLIC EMPLOYMENT PROGRAM
On motion of Supervisor McKillop, seconded by Supervisor Madigan and
unanimously carried, the modification for extension of the Public Employment
Program in the amount of $52,300 was approved and the Chairman was authorized
to sign.

On motion of Supervisor Maxon, seconded by Supervisor Madigan and

72-1542 APPROVE PURCHASE OF POSTAGE METER MAILING MACHINE

unanimously carried, the purchase of a Pitney-Bowes mailing machine with a
transfer of $1,052 from the reserve for contingencies and utilization of $202
of surplus capital outlay funds in the Central Service budget was approved,
72-1543 BUDGET TRANSFERS APPROVED
On motion of Supervisor Madigan, seconded by Supervisor Ladd and
unanimously carried, the following budget transfers were approved:
B-40 Public Workso Transfers $4,000 from construction permit
fees F-14R to the overtime account.
B-41 Biggs Constableo Transfers $50 each from communications and
office expense to transportation and travel for a total of $100,
B-42 Data Processingo Transfer decreases transportation and
travel/Board authorized travel by $3$6.14 and increases professional and'
special services by a like amounto
72-1544 APPROVE SAFETY TRAINING COURSE FOR PERSONNEL
Jim Rackerby, Personnel Director, reported to the Board on a program
far employees to study safetyo The course wi11 commence on January 2, 1973 and
will run six consecutive Tuesday eveningso Tuition casts will be $10 per
employee, and they must participate on their own time.
Mr. Rackerby recommends the course for five employees,
On motion of Supervisor Madigan, seconded by Supervisor Ladd and
unanimously carried, up to five employees were authorized to participate on
their own time in the coursed Tuition to be paid through Personnel's professional
services budgeto

Dr. Heindl appeared at this time to discuss the programs which geed
money far the next calendar yeare She discussed the needs of the programs and
that the funding for the grant programs expires on December 31, 1972,
The Board would still like to hear from Mr, Cassagrande after the
morning break.

Howard Cassagrande appeared at this time to discuss the drug program,
He said that there is not much money left in the fundo
The Board discussed the funding and the programs with Dro Heindl
and Mro CassagrandeQ The Auditor needs authorization to keep an funding the
programs and needs to be authorized before January 1, 1973°

On motion of Supervisor McKillop, seconded by Supervisor Madigan
and carried, the Auditor was authorized to continue funding the programs,
CAP, Head Start and Drug Control programs, and that-this wi11 came back to
the Board on January 9, 1973 for further discussion,

72-1546 125 000 LOAN APPROVED FOR BUTTE COUNTY COMMUNITY HOSPITAI,
Mr, Walter Atkin, Hospital Administrator, spoke to the Board
concerning a request by the Hospital Txustees for an immediate loan in the
amount of $225,000„ The request was made after a review of the bills that
were due and payable. Mr. Atkin summarized what the money is needed fore
He said that at this time the pattern of sending bi11s to Blue Gross has been
very erotic due to the installation of the bookkeeping machine, which is not
doing its work to the fullest,
Supervisor Maxon stated that private hospitals face these same
problems but they are able to work their problems out.
Chairman Gilman wondered if it would be of benefit to send someone
down to Oakland to check on the billings and try to get things straightened
outo
Mre Atkin said he would be willing to go down but would like a
specific demand from the Boardb

On motion of Supervisor Madigan, seconded by Supervisor Maxon and
unanimously carried, the Butte County Community Hospital was granted an
additional loan of $125,000 (instead of the $225,000 as requested) based
on the Auditor's recommendations and Mro Atkins, Mro Bosworth and a person

into the Blue Cross billings for the hospital.
72-1547 REPORT ON EMERGENCY GENERATOR FOR HOSPITAL
C1ay...Castleberry reported on the need far an emergency generator at
the hospital, He said that he would be hesitant to spend $55,000 or $60,000
for the emergency generator. The bid that they have has been guaranteed until
January ~., 1973a He would be willing to talk with the safety people and see
what they can come up withp
Supervisor Ladd stated that there are several things that should
be considered at the hospitalo The sprinkler system and the boiler system
axe two things that should be consideredo
Mr, Cas~~,eberry said that he would speak with the safety people
and report back to the Board later in the meeting.
72-548 REPQRT_FROM JIM ROWAN, DATA PROCESSING CONSULTANT
Mro Jim Rowan, Data Processing Consultant, gave a preliminary data
processing analysis report to the Board, This was a written report which he
read to the Board, He stated that the people in the data processing department
had cooperated to their fullesto

72-1549 PRESENTATION OF EMPLOYEE AWARD: SYLVIA FRAKES
Chairman Gilman presented an award to Sylvia Frakes who has been
with the county for twenty years, Mrs, Frakes is retiring on December 22, 1972,
Chairman Gilman thanked her for the years of dedicated work she gave to~the
County and wished her wello
72-1550 APPEARANCE OF RAY CUDNEY RE PARKING PROBLEMS FOR COUNTY EMPLOYEES AFTER
JANUARY 1
Mr. Ray Cudney, Butte County Employees Association Manager, appeared
before the Beard to discuss the parking problems for the County employees in
Oroville after January to He said that many of the female employees are con-
cerned with the situation on Montgomery Street and they axe xequesting that the
Board look into the possibility of leasing some of the lots for County employees,
Chairman Gilman stated that with the New Superior Court building
some of the congestion should be relieved around the courthouse and that the
employees shouldn't have to park their cars too far away,
Supervisor Ladd stated that the City Police should be notified if
any of the employees are harassed on the streets,
Chairman Gilman thanked Mxa Cudney fax taming and stated that at
this time they could not make any decisions concerning this problem,
72-1551 APPEARANCE OF GENE MC PARKIN CONCERNING COUNTY COUNSEL OFFICE
MrP Gene McFerrin appeared befare the Board to discuss the new County
Counsel officeQ He would like the Board to appoint an advisory group to help
with the problems confronting the rearxangemente
,An advisory group was appointed including Supervisor McKillog,
Supervisox Ladd, C1if Mickelson, Jim Rackerby and Jim Glandex to look into
the design, planning and remodeling of the new County Counsel office.

72-1552 APPEARANCE OF BOB LEMKE, PARADISE„CHAMBER OF COMMERCE CONCERNING QUESTIONNAIRE
MxP Bob Lemke of the Paradise Chamber of Commerce presented to the
Board a questionnaire far the people of Paxadise. The questionnaire contains
fourteen questions and deals with such things as planning in the axes, facilities
for children, teenagers and adults, public transportation, sewage systems, etco
Supervisor Ladd felt that question ~~13 should be changeda He feels
that the words "~.ow cost" should be omitted from the question and that there
should be another part to the question asking "Would you be willing to help
pay for such a systeme"

help defray the cost o.f the: questionnaire with the change as requested in

72-1560 RE UEST FROM PLANNING COMMYSSI:ON FOR A TECHNICAL STUDY OF LAKE OROVILLE AREA
Jim Lawson reported to the Board that the Planning Commission would
like to do a comprehensive study of the Lake Oroville areao He said there is
a need for this type of a study before developing the area further. The staff
would work together and and put the study together. They are faced with several
large developments pendingo

On motion of Supervisor Ladd, seconded by Supervisor Madigan and
unanimously carried, Mr. Lawson was authorized to put together a letter of
transmittal for approval by the Baird.

HONCC_TT SCHOOL DISTRICT TO THE PALERMO UrY ON..SCHOOL DISTRICT
Chairman Oilman gave the total number of votes cast in the election.
There were a total of 68 votes cast with 53 affirmative votes.
On motion of Supervisor Maxon, seconded by Supervisor McKillop and
unanimously carried, Resolution No, 72-216, a Resolution Ordering the Annexation
of the Hancut School District to the Palermo Union School District was adopted
and the Chairman was authorized to sign.
This resolution will be filed with the Assessor.
72-1562 AMENDMENT TO COUNTY SEWAGE ORDINANCE PUT OVER
Neil McCabe, Deputy County Counsel, asked that this matter be put
over due to some problems that need to be ironed outs The amendment to the
county sewage ordinance was put over until the January 9, 1973 meeting.
72-1563 REPORT ON EMERGENCY GENERATOR FOR HOSPITAL
Clay Castleberry was able to finish the report which was started
earlier in the meeting concerning the emergency generator for the hospital,
He feels that he may be able to buy some time so they can look into other
possible alternatives,
Supe~r_-visor Ladd stated that they should try to determine where they
need electricity for emergency conditionso From this they could determine what
recircuiting would be necessarya

72-1564 APPOINTMENT TO COUNCIL ON MENTAL RETARDATION PUT OVER
The position on the Council on Mental Retardation has been vacant
for several monthso Chairman Gilman would like for the other .supervisors
to get in touch with Mro John Reese, who is a possible candidate for the
appointment.

Chairman Gilman stated that Miss Rian Langexwexf from Butte County
is the California Farm Bureau Federation Queens She is a former Dairy Princess
and is the Butte County Faxm Bureau Federation Queens He asked that he be
authorized to write a letter of recognition to hero

72-1569 NEW COURT BUILDING FINANCING DISCUSSED
Bill Lawrence, assistant auditor, said that the balance on the loan
fax the court building is currently $491,006,87, Tf the entire loan was paid
off now, it would save the county approximately $56,000 in interest over the next

On motion of Supervisor Ladd, seconded by Supervisor Maxon and
unanimously carried, Mrs, Daxothy Thxesher was appointed to fill the unexpired
term of Garland Se Newton on the Commission on Senior Affairso Mrs, Thresher's
term will be for two years ending in September of 1974,

service to Butte County while serving on the Board of Supervisorso This was
