On motion of Supervisor Lemke, seconded by Supervisor Moseley and unanimously carried, the minutes of November 8, 1977, Minute Order 77-2162 were amended to read County Service Area 17 and 56 instead of 11~ and 57 with Resolution 77-177 being corrected to reflect the changes. . Shaw, Paradise. Mr. Shaw appeals the Board of Zoning Adjustment's denial of a use permit to operate a cabinet shop within an A-2 Ltd zone, AP 53-O11-9~., south side of Bille Road, 150 feet east of Bowman Drive, Paradise. Set for hearing January 3, 19'78 at 10:30 a.m. Residents on E1 Monte Avenue. A petition containing 59 signatures has been received from residents and property owners on El Monte Avenue in Ghico requesting that the proposed rezone from SR-1 to S-R for property located on the west side of El ;Monte Avenue, approx- . imately one quarter mile north of State Highway 32, AP ~.6-26-155, Chico be denied. Butte County Housing Authority. L. G. Melton, executive director, requests that the county cause a referendum to be placed on the ballot for June 8, 1978 in order to authorize 150 units for the south Oroville block grant area and also for the Chapmantown block grant area. Casagrande, planning director, writes concerning the proposed affirmative action policy of the California Council on Criminal Justice. See motion following comm,7~,; cations. Region C - CCCJ. Mr. Casagrande forwards the Multi-Year Comprehensive Action Plan for Region C (1978 to 1980). See discussion following communications. Bachman Engineering. The engineer, on behalf of Verde Vista Subdivision, request that the hearing set for January 3, 1978 on the Corinne Ruth Waldroop rezone be changed to January 10, 1978. Referred to the hearing. Set for hearing January 10, 1978 at 930 a.m. CSAC. The association request that the board appoint a director and alternate for the 1978 calendar year. Supervisor Winston was appointed as director and Supervisor Lemke as alternate. Supervisor Lemke was appointed to replace Supervisor Moseley as alternate to Northern California Supervisors Association. Michael A. Caprealian. The engineer, on behalf of Mr. and Mrs. Patterson, appeal the requirement for curbs, gutters and sidewalk on tentative parcel map, AP 42-03-19. Set for hearing January 10, 1978 at 9:45 a.m. Mr. and Mrs. G. O'Conner, et al. Mr. and Mrs. O'Conner write opposing the use permit for Carl Worthington for a multi-family residence that is under consideration by the Board of Zoning Adjustment. Referred to the Board of Zoning Adjustment. 77-2416 ADOPT RESOLUTION 77-193: AMENDING RESOLUTION 77-116, CHANGING ZONES IN COUNTY SERVICE AREA 13 On motion of Supervisor Madigan, seconded by Supervisor Lemke and unanimously carried, Resolution 77-193 amending Resolution 77-116, changing zones in County Service Area 13 was adopted and the Chairman authorized to sign. 77-2417 REJECT CLAIM On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the claim of John Lee Taylor for personal injuries denial of civil rights, etc. in the amount of X460,500 was considered a petition to file a late claim and was rejected and referred to Counsel and the insurance carrier. 77-2418 DIRECT COUNSEL TO PREPARE A RESOLUTION ORDERING AN ELECTION AND CONSOLIDATION OF AN ELECTION ON JUNE 8, 1978 FOR REFERENDUM TO AUTHORIZE 150 UNITS FOR THE SOUTH OROVILLE BLOCK GRANT AREA AND CI-L4PMANTOWN BLOCK GRANT AREA. On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, Counsel was directed to prepare a resolution ordering an election and consolidation of the election on June 8, 1978 for referendum, to authorize 150 units for the south Oroville block grant area and also for the Chapmantown block grant area. 77-2419 AUTHORIZE LETTER,TO CHAIRMAN RAY DAMS, CALIFORNIA COUNCIL ON CRIMINAL JUSTICE RE: PROPOSED AFFIRMATIVE ACTION POLIGX - CCCJ Howard Casagrande, planning director, CCCJ, stated that the Department of Justice are changing the new guidelines to reflect labor market instead of service population. This could cause problems on a local level if this were implemented. The labor market or client population refers to the inmates. Alternate b must consider the client population in hiring practices for guards. On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, a letter was authorized to be written to Chairman Ray Davis, California Council on Criminal Justice, opposing the changes. 77-2420 DISCUSSION: MULTI-YEAR COMPREHENSIVE ACTION PLAN FOR REGION C - CCCJ (1978 TO 1980 Howard Casagrande, planning director, CCCJ, was present to discuss the multi-year comprehensive action plan for Region C-CCCJ at this time. Mr. Casagrande stated that his office was required by LEAA to submit their goals and objectives over the next three years. Mr. Casagrande set out the expenditures and plans consideration. Mr. Casagrande also set out Page 136 December 20~ 1977 December 20, 1977 _ the budgeting information. The statistics are compiled to show the tracking to determine the disposition of case for both adults and juveniles'.. Mr. Casagrande gave a recap of what has happened since 1970. There have been about 40 projects throughout the Region, with a total o£ ~1-1~2 million of LEAA program funds. Butte County has received 61 percent of the funding. The federal LEAA program has many problems. Governor Brown has tried to re direct the program. President Oarter is taking a big look at the program. The Attorney General is trying to have the program revamped. -2421 APPROVE CHANGE IN R.~'PENUE SHARING ALLOCATIONS FOR DISTRICT 5 - SUPERVISOR LEMKE Supervisor Lemke stated that ~.7-la.,000 was approved in the budget for insulation of the library. Supervisor Lemke stated that he would like to .change his proposed budget for his district. On motion of Supervisor Lemke, seconded by Supervisor Moseley and unanimously carried, the proposed budget for district S for revenue sharing alocations was changed as follows: $12,500 Paradise Library heating and cooling conversion ~ 1,000 Paradise Library sprinkler controls & fittings ~ 6,500 £or curbs, gutters and sidewalks along the county buildings on Elliott Road. 77-2422 AUTHORIZE LETTER REQUESTING EXTENSION OF SPEDY 1977 GRANT TO FY 1978 IN THE AMOUNT OF X25,000 On motion of Supervisor Lemke, seconded by Supervisor Madigan and unanimously carried, a letter requesting extension of SPEDY 1977 grant funds in the amount of X25,000 be carried over for FY 1978 was authorized and the Personne~.l7irector was authorized to sign. 77-2423 WAIVE FIRST RFApING: SALARY ORDINANCE AMENDMENT: ADDING POSITION OF TRANSPORTATION PLANNER TO BE FUNDED THROUGH A TRANSPORTATION GRANT AND REFLECTS THE LEGISLATIVE SALARY FOR OOURT REPORTERS -- SUPERVISORS ~E AND WINSTON TO MEET WITH PERSONNEL DIRECTOR AND ADMINISTRATIVE OFFICER R.E: RISK MANAGEMENT POSITION Jim Rackerby, personnel director, stated that after a meeting with Counsel and the Administrative Officer regarding the McVey report the board should consider adding the position of risk management to the ordinance. Supervisor Winston stated that he would like to see a committee formed to consider the matter.' Supervisor Lemke and Winston to meet with the Personnel Director and Administrative Officer to consider the postion of risk management. On motion of Supervisor Lemke, seconded by Supervisor Winston and unanimously carried, the first reading i~f the salary ordinance amendment was waived. 77-2424 AUTHORIZE AUDITOR TO BEGIN ACCRUAL OF STATE UNEMPLOYMENT INSURANCE RESERVES AT .8~ OF GROOS PAYROLL; EXCEPT PSE EMPLOYEES, EFFECTIVE JANUARY 1, 1978 AND HOLD IN RESERVE UNTIL ENACTMENT OF NECESSARY STATE LEGISLATION. On motion of Supervisor Winston, seconded by Supervisor Madigan and unanimously carried, the Auditor was authorized to begin accrual. of State unemployment insurance reserves at .8~ of gross payroll, except PSE employees, effective January 1, 1978 anal hold in reserve until enactment of necessary state legislation. 77-2425 APPROVE PURCHASE OF THREE CALGULATOR.S FOR AUDITOR'S OFFICE - ESTIMATED COST OF CALCULATORS IS X650 On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the purchase of, three calculators for the Auditor's was approved with transfer of ~b50 from the reserve author December 20 1 Page 137. 977 December 20y 1977 77-2426 AUTHORIZE EQUIPMENT PURCHASES - CETA OFFICE: FIVE DICTAPHONES, X914.25; 50 STACKING CHAIRS, X1,987.50; FOUR EXECUTIVE CHAIRS, X513.04; THREE DESK FILES, X655.88; AND Two DICTAPHONE STANDS, X100 On motion of Supervisor Moseley, seconded by Supervisor Madigan and unanimously carried, the following equipment purchases were authorized for the CETA office to come from the department's remodeling budget: five dictaphones X914.25 50 stacking chairs 1,987.50 four executive chairs 513.04 three desk files 655.88 two dictaphone stands 100.00 77-2427 APPROVE MUTUAL AID AGREEMENT WITH THE CITY OF CHICO -- FIRE SERVICES On motion of Supervisor Lemke, seconded by Supervisor Madigan and unanimously carried, the mutual aid fire agreement with the City of Chico was approved and the Chairman authorized to sign. 77-24.28 ADOPT RESOLUTION 77-194: AUTHORIZING THE MUNICIPAL COURT JUDGE TO EXECUTE GRANT - COURT WORK REFERRAL PROGRAM FOR THE PERIOD JANUARY 1, 1978 THROUGH DECEMBER 31, 1978 - AUTHORIZE INTERIM FUNDING On motion of Supervisor Lemke, seconded b y Supervisor Madigan and unanimously carried, Resolution 77-194. authorizing the Municipal Court Judge to execute the court work referral program grant for the period January 1, 1978 through December 31, 1978 was adopted and the Chairman authorized to sign; pending receipt of the new grant award interim funding was authorized. 77-24.29 APPROVE CONTRACT WITH J. H. KLEINFELDER AND ASSOCIATES IN AN AMOUNT NOT TO EXCEED ~9 350 FOR ADMINISTRATION BUILDING SPECIALTY INSPECTIONS On motion of Supervisor Winston, seconded by Supervisor Lemke and unanimously carried, the contract with J. H. Kleinfelder and Associates in an amount not to exceed $9,350 for the Administration Building specialty inspections was approved and the Chairman authorized to sign. 77-2430 PUBLIC HEARING: JOHN STARKS - NEGATIVE DECLARATION AND USE PERMIT TO ALLOW AN AUTOMOBILE DISMANTLING AND VEHICLE STORAGE YARD ON PROPERTY ZONED "A-2" (GENERAL) LOCATED APPROX. 300 FEET 50UTH OF E. PARK AVENUE, AND APPROX. 500 FEET EAST OF SCOTT AVENUE IDENTIFIED A5 AP 46-24-14 20 & 22 CHICO The public hearing on John Starks negative declaration and use permit to allow an automobile dismantling and vehicle storage yard on property zoned "A-2" (general) located approximately 300 feet south of E. Paxk Avenue, and approximately 500 feet east of Scott Avenue, identified as AP 46-24.-14, 20 & 22, Chico was held as advertised. Hearing on the negative declaration open to the public. Appearing: No one. Hearing closed to the public and confined to the board. On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, finding that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described below have been added to the project and a negative declaration was accepted: 1. The auto dismantling shall be limited to daylight hours only (7:30 a.m. to 6 p.m.) 2. Any dismantled motor vehicles or motor vehicle parts shall be stacked no higher than eight (8) feet. The fence shall be maintained in good condition. Page 138 December 20, 1977 December 20, 1977 Hearing on the use permit open to the public. Appearing: John Starks. Mr. Starks stated that he had a letter from the battalion chief of the Butte County Fire Department stating that afire hydrant was not needed. Mr. Starks stated that the entrance to the business was on Park Avenue and not on.Fair Street. The Fair Street entrance will not be used. Mr. Starks is appealing the requirement for curbs, gutter and sidewalk. Mr. Starks stated that he had a new fence with the setback within 21 feet of the property line for a buffer and present transition. Mr. Starks stated that he had no knowledge of the requirements when he applied for the use permit. Hearing closed to the public and confined to the board. Discussion of the requirement for curbs, gutter and sidewalks had at this time. Chairman Richter stated that he had driven past the area this morning. The cars were parked on both sides of Fair Street. These cars belong to the recycling center that is down, the street from the subject property. There is a great deal of activity in the area. It is a commercial industrial area. The road is 16 feet wide. Supervisor Winston stated that Mr. Starks is not going to use Fair Street. He is going to use Park Avenue. Jim Lawson, planning director, stated that the Division of Forestry sent a recommendation that the fire hydrant be required. The Forestry now is saying that a hydrant is not necessary. Mr. Lawson stated that the Division of Forestry should research the matter and make a recommendation either for or against a hydrant. Discussion of requiring deposits for fire hydrants had at this time. No aotion was taken. On motion of Supervisor Winston, seconded by Supervisor Moseley and carried, the appeal of John Starks was upheld; the use permit was approved subject to the following conditions: 1. Deed 30 ft. right-of-way from the centerline of Fair Street to the County of Butte. 2. Requirements of Butte County Health Department. 3. The auto dismantling shall be limited to daylight hours only (7:30 a.m. to 6:00 p.m.). /~. Any dismantled motor vehicles or motor vehicle parts shall be stacked no higher than the eight (8) foot fence surrounding the property. The shall be maintained in good condition. 5. Entrance to Fair Street shall be permanently blocked and not used with the entrance being from Park Avenue. Howard Toussaint, sanitarian, stated that the petition was in order. Hearing open to the public. Appearing: No one. Hearing closed to the public and confined to the board. 6n motion of Supervisor Moseley, seconded by Supervisor Madigan and unanimously carried, the petition for variance to provisions of Section 19-10 and~or 19-12 of the Butte County Code for placement of a mobile home on AP 25-23--24, west side of Lone Tree Road, 4700 feet from Palermo Road, Oroville for Bruno Campostrini was approved for a period of one year. 77-2432 PUBLIC HEARING: OPAL F. (BATES) STEDWELL -APPEAL OF CONDITION FIVE ON TENTATIVE PARCEL MAP, 3 LOTS, AP 30-27-1,1, EAST SIDE OF 18TH STREET, 700 FEET SOUTH OF BIGGS AVENUE, THERMALITO The public hearing on the Opal F. (Bates) Stedwell appeal of condition five on tentative parcel map, three lots, AP 30-27-41, east side of 18th Street, 700 feet south of Biggs Avenue, Thermalito was held at this time. Clay Castleberry, public works director, stated that this was in the sewer area of Thermalito. The Advisory Agency recommended that the drainage deposit be posted. Mr. Castleberry set out the background of the parcel at this time. Hearing open to the public. Appearing: Clancey Stedwell. Mr. Stedwell stated that he was unaware of the drainage fee when he applied for the parcel map. Mr. Stedwell stated that the property was being divided as a friend wanted to buy the property. Mr. Stedwell stated that he was appealing the drainage fee. Hearing closed to the public and confined to the board. On motion of Supervisor Winston, seconded by Supervisor Moseley and carried, the appeal was upheld. AYES: Supervisors Lemke, Madigan, Moseley and Winston NOES: Chairman Richter RECESS: 10:10 a.m. RECONVENE: 10:20 a.m. 77--2.433 DISCUSSION: PROBI.~IS INVOLV.LNG FEDERAL HOUSING PROGRAMS Discussion of problems involving federal housing programs was held at this time. Supervisor Winston stated that he had received calls about two weeks ago that related to problems involving low income and elderly .housing in Butte County. Supervisor Winston stated that this discussion was to get some insight into the problems. Discussion open to the public. Appearing: 1. Michael Bush. Mr. Bush stated that he was representing a number of tenants. Mr. Bush stated that on December 19, 1977 a meeting Page 140. December 20, 1977 December 20, 1877 was held in Chico with the tenants and the Housing Authority. Mr. Bush stated that the problems arise from one program being phased out and another program taking its place. Mr. Bush stated that Section S is not taking the place of Section 23. Mr. Bush stated that the people in housing have a superior interest over the people who are on the waiting list for housing. Mr. Bush stated that there could have been more planning by the Housing Authority for the conversion to the other program. The main concern is whether people are going to be evicted their housing. The intention of the Federal HUD concern is that there need not be evictions. The thing that is happening to the people in the Manzanita project is what is going to happen to more than 250 or more. Ten of the tenants do not know what is going to happen and it seems doubtful that there is going to be adequate housing for them. The Housing Authority does not know how to ask for the federal money for the programs. Mr. Bush stated that the Housing Authority said that they are not getting Section 8. They have received about 50. Mr. Bush stated that he felt the county was entitled to as many as. the county has under Section 23. Mr. Bush stated that HUD established a rent rate level smaller than what the current rents were in the County. The information is furnished to them by the Housing Authority. 2. Judith James, Butte County Coalition of Housing. Ms. James stated that a number of fami:hes were concerned with the lack of comm,m;cations. This has created many problems. The tenant has no dealings with the landlord. The Housing Authority negotiate the lease and the tenants communicate. with the Housing Authority. 3. Red Melton. Mr. Melton stated that on Manzanita there are 22 famibes involved. The landlord is not renewing his lease. Mr. Melton set out how many people would have to be relocated. /~. Wayne Turner. Mr. Turner stated that there is housing for the people being relocated. Mr. Turner stated that under Section 23 the lease was negotiated and the Housing Authority placed the people. under Section 8 the tenant is required to find an apartment and then come to the Housing Authority. They are then qualified and are given a certificate. Mr. Melton stated that right now the Housing Authority does not have Section 8 certificates. There were 107 put in for. At the time the 107 units are funded then the certificates will be issued. The applications are on file and have top priority. Mr. Turner stated that the people in the project will be given housing in other Section 23 housing until it is phased out. Mr. Turner stated that the Housing Authority Board meetings are open to the public. Any one can come and ask questions. Mr. Turner stated that the board is concerned that the communication gap exists. If there is a gap somewhere, the board will actively work to get it corrected. Mr. Turner stated that the board has not heard from any tenant group as of this date. Mr. Melton stated that there are seven tenants who are not qualified for Housing assistance. These tenants have not paid their rent. The tenants are furnished with the grievance period. There is a hearing and if the hearing officer agrees that they are eligible then housing will be found for them. The rent is based on the salary and is about 25 percent. Page 1 ~.1 December 20, 1877 December 20, "1977 - Mr. TurnerWstated that the Butte County Housing Authority does " not consider itself an open market business landlord. The authority is responsible for providing housing for those that cannot obtain it otherwise. There are going to be problems because of subsidy problems in rent. If someone is disqualified they are notified and notified of the administrative procedures to take. Mr. Melton stated that the federal register says that the conversion will be unit for unit on the new program. The Administrative Officer is to arrange a meeting between Supervisor Winston, Chairman Richter, Mr. Melton and the Chairman of the Housing Authority Board to discuss the problem. Supervisor Winston asked if the Housing Authority Board had been informed of the problems before now. Mr. Melton stated that the problems have never come to the attention of the board. Tenants can come to the staff or the board at any time. Ghairman Richter asked the Housing Authority Board to investigate and find out what the problems are and report back to the board. Mr. Turner stated that the Housing Authority Board would be happy to do this. Chairman Richter stated that Congressman Johnson and HUD should be contacted regarding the conversion of the programs. 5. Ward Gonnerly. Mr. Connerly stated that obviously there is a problem. Mr. Connerly stated that Butte County is not getting their fair share. Mr. Connerly stated that the board and the Housing Authority should meet with. the HUD offices and not with. Congressman Johnson. Mr. Connerly stated that he was willing to help the county with this matter. Supervisor Winston, Chairman Richter, Mr. Turner and Ward Connerly are to meet and discuss the problem. 77-24.34 APPRO1rE HOUSING WEATHERIZATION GRANT PROPOSAL IN THE AMOUNT OF X66,261 FOR A PROGRAM TO OPERATE FROM JANUARY_1 1978 THROUGH DECIl~IBER 31, 1978 On motion of Supervisor Moseley, seconded by Supervisor Lemke and unanimously carried, the housing weaterization grant proposal with total funding requested in the amount of X66,261 for a program to operate from January 1, 1978 through December 31, 1978 was approved and the Chairman authorized to sign. 77-24.35 PUBLIC HEARING: AMI;NNDMENT TO CHAPMANTOWN COMMUNITX DEVET,OPMEPPr BOUNDARIES The public hearing on the amendment to the Chapmantown community development boundaries was held at this time. Hearing open to the public. Appearing: No one. Hearing closed to the public and confined to the Board. On motion of Supervisor Moseley, seconded by Supervisor Lemke and unanimously carried, the amendment to the Chapmantown community development boundaries were accepted. 77-2/+36 DISCUSSION WITH WELFAI~ DIRECTOR CONCERNING THE DEPARTMENT'S POLICIES AND PERSONNEL PROCEDURES Discussion with the Welfare Director concerning the department's policies and personnel procedures had at this time. Page 142 December 20, 1977 December 20, "1977 Bob Crisan, welfare director, stated that he had sent the board a memo which indicates the personnel procedures that have not been written and where. Promotions are explained in detail with the interviewing. Mr. Crisan stated that he did not include the clerical staff in this memo. Chairman Richter stated that the board held hearings because of some serious allegations about the administrative personnel. Because of the fact in the boards opinion there were no allegations proved the board took no action on the allegations. The one thing that did come out of the hearings is that there is a definite lack of communications between the administration and the personnel. Mr. Crisan stated that anyone who is eligible for promotion must have been in the office for six months. There is always someone available to comment to an individual the reasons for non-promotion. Chairman Richter stated that an effort should be made to talk to each irLidividual that was not promoted and explain the reasons. Mr. Crisan stated that it is difficult to indicate why an individual was not promoted. Mr. Ciisan stated that he would rather indicate to the individual what the department would like to see in the next promotion. This would be done in a more constructive manner. Chairman Richter stated that the board wants this type of policy pursued. Mr. Crisan stated that any employee can come into his office and talk to him about problems at any time. Supervisor Winston stated that the board is appreciative of Mr. Crisans efforts in welfare. Chairman Richter stated that there should be general staff meetings and that either Mr. Crisan or Mr. Robinson should be present. Mr. Crisan stated that there are daily meetings for training sessions. Most of the meetings are on a unit level and are held on Thursdays and Fridays. Discussion of the testing procedures had at this time. Mr. Crisan stated that the testing method is most inadequate. Before the merit system in Butte County the Welfare Department was on the State Merit System. Tim Rackerby, personnel director, stated that the testing of employees is now in the personnel department. Mr. Rackerby stated that a written test is used when a valid examiniation can be found. The oral examination can be used to test an individual on the actual work that is required. The Personnel Department is putting in as much priority time as it can. Mr. Rackerby stated that he thinks that valid oral tests ean be accomplished. Mr. Crisan set out the staffing at this time. There are positions that are vacant because the state will not pravide funding for the positions. Mr. Crisan stated that the board has always cooperated with his department on the positions needed. The state is not allowing for the cost of living. Mr. Cook stated that the Welfare Department was different than any of the other departments. Mr. Cook stated that some feedback from the board to the employees would give a settling effect on them. 77-2437 WAIVE CONDITION OF CURBS, GUTTERS AND SIDEWALKS - WILLIAM FO%, FO% ELECTRIC OROVILLE FOR BUILDING PERI~ffT Mr. Fox stated that he would like the board's help in solving the problem of the requirement of curbs, gutters and sidewalks on his building permit. Mr. Fox stated that he was in the process of trying to build a storage facility and home. Mr. Fox stated that he was informed that he had to have an extended use permit. He is to go before the Board of Zoning Adjustment tomorrow for this. Mr. Fox stated that he was i the urban area o£ Oroville. His property extends between Oro- Quincd Olive highways. Clay Castleberry, public works director, stated that the property is on the State Highway. Mr. Castleberry stated that he would recommend that this be excluded from the Oroville urban area. On motion of Supervisor Winston, seconded by Supervisor Moseley and unanimously carried, the requirement for curbs, gutters and sidewalks for the building permit for Mr. Fox was waived. 77-243$ AUTHORIZE SECOND STORY ADDITION - PLANS AND SPECIFICATIONS BE DRAWN FOR THE COMPLETION OF THE ADMINISTRATION BUILDING BY 1$,000 SQUARE FEET IN FINISHED CONDITION. Discussion of the second story addition to the new Administration Building had at this time. There are three options: 1. Build on with a shell. 2. Build the second story in finished condition. 3. Leave as it is with just one story. It was moved by Supervisor Winston, seconded by Supervisor Madigan that on the basis of the information the board wants, in fact, to proceed at the preset time with the second story addition. This would not affect the 10 percent min,~rity act. Supervisor Lemke stated that the major cost of adding onto the building would be the demolition. A shell would eliminate that cost. Supervisor Winston amended his motion to state that the plans and specifications were authorized to be drawn for the completion of the Administration Building by 1$,000 square feet in a finished condition. Mr. Earl Bailey, Chairman, MAC planning committee, presented the land use study map developed for the Paradise area. The map shows the zoning on each parcel of land and the use that each parcel has. There were approximately five people working on the map for about six weeks. The map is color coded to show present useage, present zoning and A-2 zoning in the area. Chairman Richter stated that the Board would like to commend MAC on the work they have done on this project. Mr. Bailey stated that MAC plans to hold hearings on each area of Paradise regarding what zoning would be best for that area. This will be noticed. If the proper zoning was in Paradise about 60 percent of the problems for the board and the realtors could be eliminated. Mr. Bailey stated that he was in favor of having property zoned before a residential subdivision was approved. Mr. Bailey asked that the board approve a fund not to exceed $L~,500 for the notices and mailing of notices for the proposed rezoning in the different areas of Paradise. Bob Geiser, planning, stated that the Planning Commission had reviewed the map on December $, 1977. Mr. Geiser stated that the Planning Commission approved of the idea of going ahead and having meeting area by area and notify the property owners. The commission felt this was a good way for an advisory group to take some of the load off them. On motion of Supervisor Lemke, seconded by Supervisor Moseley and unanimously carried, the MAC activities for the future rezoning of Paradise was approved and funding not to exceed $4.,500 with the Administrative Officer to bring back a transfer was approved.
