Communications
97-413 Communications received and referred. (COPIES OF ALL
COMMUNICATIONS ARE AVAILABLE IN THE CLERK OF THE BOARD OFFICE.)
A. Ed McLaughin, EMAC Farms, Durham - writes to pass on his
thanks as well as that of many of his friends in the
Durham community for the assistance given to them to
rebuild one block of Goodspeed Street, the entrance to
the Durham schools, from both a student safety and
traffic safety perspective. With the help of Public
Works Director Mike Crump, Road Superintendent Jim Shults
and Road Foreman Jerry Hightower, working on their days
off, the project was completed in just 16 days. The
crews were very courteous, cooperative and careful not to
inconvenience the residents of the project area. (REFER
TO DIRECTOR-PUBLIC WORKS)
B. Rick Keene, Mayor, City of Chico - writes on behalf of
the City Council to request that the Board consider
making certain modifications to the development impact
fees which it charges, and requests that the County work
with its staff to examine these issues (County's urban
area/City sphere of influence/County Service Area No. 87)
and, as appropriate, expand the area in which the County
is charging full mitigation fees. (REFER TO CHIEF
ADMINISTRATIVE OFFICER, DIRECTOR-PUBLIC WORKS AND

97-413 C. K. Maurice Johannessen, Senator, Fourth Senatorial
District - writes to alert the County to a proposed state
water regulation change that could prove disastrous to
north state ranchers, farmers and cities who depend on
that water. The term being used is "Equitable
Apportionment" of state water rights, which could
reprioritize California's long-standing rights to surface
and groundwater and put wildlife concerns first in line.
A Draft Environmental Impact Report (DEIR), which will be
released to the public by December 1, apparently
identifies seven alternatives for prioritizing water.
Upon release of the DEIR, the public will have until
January 15, 1998 to comment. (REFER TO AGRICULTURAL
COMMISSIONER/WATER DIVISION, COUNTY COUNSEL AND CHIEF
ADMINISTRATIVE OFFICER)
D. State Water Resources Control Board/Division of Water
Rights - Cal/EPA - gives Notice of Application to
Appropriate Water (Application 30657) by the Lake Madrone
Water District for diversion of water from Berry Creek
tributary to North Fork Feather River in Butte County.
Protests must be submitted in writing to the SWRCB and to
the applicant within 40 days of the date of this notice
(October 21, 1997). (REFER TO AGRICULTURAL
COMMISSIONER/WATER DIVISION, COUNTY COUNSEL AND CHIEF
ADMINISTRATIVE OFFICER)
E. Federal Emergency Management Agency (FEMA) - formally
notifies the County of the final flood elevation
determination for the unincorporated areas of Butte
County. (REFER TO DIRECTOR-PUBLIC WORKS}
