McCabe, Assistant County Counsel; and Carol Roach, Assistant Clerk of the Board. Pledge of allegiance to the Flag of the United States of America. 96-368 Items removed from the Consent Agenda for Board consideration and action. 1. Urgency ordinance - Assessor's Office - amending the County's salary ordinance and position allocation to extend five term positions (one Auditor-Appraiser II, I, and four Appraiser III, II, I or Appraisal Specialist) from December 31, 1996 to June 30, 1997. These five term positions are funded by AB 818 (State-County Property Tax Administration Program), 1995/96 contract carry over funds, and future 1996/97 contract loan funds - action requested - ADOPT URGENCY ORDINANCE AND AUTHORIZE THE CHAIR TO SIGN. Drug House Abatement Advisory Committee - action requested - APPOINT NEAL TORESON (TO REPLACE EVA FARLEY) AS A REPRESENTATIVE OF DISTRICT 2. 5. Kimshew Cemetery District - action requested - REAPPOINT FRANK FUENTES AND EDNA THELANDER TO TERMS TO EXPIRE JULY, 2000, AND APPOINT ERIC SMITH TO AN UNEXPIRED TERM ENDING JULY, 1998. 6. Report to the Board - on an approved Zoning Code Amendment to either eliminate or change the provisions within Chapter 24 for allowing mobile homes (1976 manufacture date or older) as dwelling units. Affected zones include A-5 through A-160 (Agricultural - five through 160 acre parcels), AR- MH through AR-MH-5 (Agricultural Residential Mobile Home - through five acre parcels), H-C (Highway Commercial), M-R (Mountain or Recreation Subdivision - Residential), R-N (Residential - Nonconforming), RT-1 and RT-lA (Residential - Mobile Home), S-H (Scenic Highway), TM-1 through TM-160 (Timber Mountain one through 160 acre parcels) - action requested - INFORMATION ONLY. 7. Conveyance of County property - DeSabla Volunteers fire engine - and Facilities Board authorization is requested for the donation of a surplus 1948 Ford fire engine, County vehicle no. 899, asset no. 019100, license no. 88179, VIN no. 88EQ10044, to the Town of Paradise - action requested - AUTHORIZE CONVEYANCE OF COUNTY PROPERTY PURSUANT TO GOVERNMENT CODE SECTION 25365. {FROM 12-10-96) Page 415 December 31, 1996 December 31, 1996 96-369 8. Conveyance of County property - Durham Memorial Hall - Board authorization is requested for the transfer of the Durham Memorial Hall to the Durham Recreation and Park District. The District has indicated they currently have funding to acquire and improve the hall; acknowledges and accepts those duties enumerated within the California Military and Veterans Code; and will quarantee the uninterrupted right of those veterans groups using the hall to continue to do so - action requested - AUTHORIZE CONVEYANCE OF COUNTY PROPERTY PURSUANT TO GOVERNMENT CODE SECTION 25365. Adoption of a salary ordinance amendment adding one Account Clerk/Senior Account Clerk position to the Auditor-Controller's Office (total year cost of $12,225 from Department budget) to enable the department to continue to provide mandatory services and oversight responsibilities - action requested - ADOPT ORDINANCE 3313 AND AUTHORIZE THE CHAIR TO SIGN. (FROM 12-17-96) 10. Adoption of a salary ordinance amendment extending to June 30, 1997 a term position of Staff Services Systems Specialist due to expire on December 31, 1996. Total cost to the Welfare Department for the 1996-97 fiscal year is $13,104 (including benefit adjustment) (Department budget) - action requested - ADOPT ORDINANCE 3314 AND AUTHORIZE THE CHAIR TO SIGN. State Investment Funds (SIF) - adoption of a salary ordinance amendment authorizing an additional 28 positions (two Deputy District Attorneys IV, III, II, I; one Supervising-Family Support Case Manager; six Family Case Managers III, II, I; one legal Secretary II, I; eliminates seven clerical support positions (term position through 12-31-96); and adds eighteen clerical positions - action requested - ADOPT ORDINANCE 3315 AND AUTHORIZE THE CHAIR TO SIGN. Introduction of an ordinance amending Chapter 19 of the Butte County Code, entitled "Sewage Disposal" - the proposed ordinance, which adds Section 19-10.2 to the Butte County Code, increases applicant and department flexibility to quickly repair failing sewage disposal systems and to alleviate associated adverse public health conditions - action requested - WAIVE READING OF THE ORDINANCE. 13. Resolution in appreciation of Grant Johnson upon his retirement after 22 years as a law enforcement officer with the Butte County Sheriff's Office - action requested - ADOPT RESOLUTION 96-142 AND AUTHORIZE THE CHAIR TO SIGN. 14. 1996-97 Cooperative Fire Protection agreement (no. 2CA61479) - California Department of Forestry and Fire Protection - the proposed agreement with the County covers the period July 1, 1996 through June 30, 1997 in the maximum amount of $4,973,943 (General Fund) - action requested - ADOPT RESOLUTION 96-143 APPROVING COOPERATIVE AGREEMENT TO PROVIDE FIRE PROTECTION SERVICES FOR LOCAL AGENCIES AND AUTHORIZE THE CHAIR TO SIGN. Home Health Care Management, Inc. dba CHP Plus - proposed is the renewal of a contract for the provision of psychological assessments, case management and transportation services for the Public Health Department's Early Intervention Project. The contract, in the maximum amount of $10,800 (100$ State), commences July 1, 1996 and terminates on June 30, 1997 - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN.
