Dear Mike;
The Manzanita Avenue by the Park Neighborhood Association would, once again, like
to thank you for your assistance, participation and consideration in Manzanita
Corridor Reconstruction Project that is now complete and operational.
This has been the longest project that I have ever been a part of in my 55 years as a
Civil Engineer. The time spent on this project is just a few days over nine (9) years.
However, I must also say that this project may well be the most satisfying project of
my 55 years as a Civil Engineer. Please take a minute and read down the special
features list on the attached summary that says it all.
Thanks again for your dedication and continued interest in all the people of Butte
County.

THIS IS CHICO CALIFORNIA- 2010•fashioned by exceptional courage of the
City Council, May 21, 2002, by creative ingenuity, by imaginative engineering designs
and by the careful coordination of 175 skilled construction workers. The full Rainbow
(in dee blue skies) over the length of Manzanita Avenue suggests a "pot of gold" at each
end of "Magnificent Manzanita': However, the true value of "Magnificent
Manzanita"is much greater than just "pots of gold': A review of these daily perpetual
benefits that will accumulate over the 50 year design life of the project displays the real
value of the "Ma ni scent Manzanita
• "Magnificent Manzanita"is the vehicle access to MIDDLE BIDWELL PARK.
• "Ma ni rcent Manggnita"provides 2,000+hours per day of new discretionary
time to the Greater Chico Traveling Public, compared to pre project values.
• ,;MagniIcent Manzanita"will reduce the Greater Chico Traveling Public's daily
vehicle operating cost by$20,300+compared to pre project values.
• "Mg nificent Manzanita"will provide the Greater Chico Economy with the
equivalent of more than 120 full time jobs as a result of the user savings.
• ,!Magni ficent Manzanita"will reduce the Manzanita Corridor carbon foot print
85% compared to pre project values.
• "Magnificent ManLanita"will reduce the air pollution along the Manzanita
Corridor by 93% compared to pre project values.
• "Mani scent Man anita"will assure free flowing quick access for the First
Responders from Fire Station 5.
• `,`Magnificent Manzanita"will accommodate traffic flow rates 250% greater than
the ore oroiect values.
• "Mani u:ent Manzanita " will service more traffic than the new General Plan
' projections at a LOS "B".
• "Magnificent Manzanita"has significantly enhanced the Hooker Oak Recreation
Area facilities.
• "Magnificent Manzanita"has preserved the entire Aquatic, Ground and Arterial
habitats of MIDDLE BIDWELL PARK.

"Magnificent-Manzanita"has not adversely contacted any part of the PARK,
• `„Magnificent Manzanita"has enhanced Chico's Most Scenic Streetscape and
preserved all of the natural beauty-within MIDDLE BIDWELL PARK.
