As a long-time resident of Butte County, and the owner of two businesses, I would like fo participate in the dis-
cussion about growing marijuana in Butte County. The amount of violent crime surrounding this drug has in-
creased to levels that are unacceptable for a community such as ours. In the last two months in Butte County,
two people were murdered at an illegal marijuana garden, a home was invaded by armed men looking for mari-
juana, and a potential marijuana buyer was robbed at gunpoint. During the past year I have spoken to several
people who have been negatively impacted by legal ar illegal marijuana gardens. I know families who have been
physiglly intimidated by marijuana growers, via their actions, words, or guard dogs. We as a county and com-
munity cannot accept the current situation. Enough is enough. And allowing more outdoor marijuana gardens
will make things even worse
1 would like to strongly encourage the adoption of a pan on the outdoor cultivation of marijuana in Butte County.
This will effectively accomplish four things. First it will limit the size of gardens to about what was originally in-
tendedunder Proposition 215. Second it will create "privacy" for the gardens; "out of sight, out of mind." This
should decrease the potential criminal attention that a garden could receive. Third, it will better allow for legiti-
mate electronic security through an alarm company. Again, decreasing the potential for crime by making access
more difficult. And lastly, it will somewhat contain the nuisance odor of the plant which most people find objec-
tionable.
Indoor cultivation does not create a hardship for "legal" marijuana growers. Numerous sources of information
exist to help those wanting to create indoor gardens. Basic supplies are commpn and relatively inexpensive. A
portion of a garage or a small room will accommodate a significant number of plants. And, indoor cultivation of-
fers faster maturation of plants and year round growing because of increased light availability and control.
The pro-marijuana crowd is a vocal group. They look at marijuana growing as a personal rights issue. In fact,
because of the street value of the drug, the money involved with illegal trafficking, and the resulting violent crime,
this is a quality of life issue for our community. Everyone in Butte County, both marijuana users and non-users
alike, should agree that violent crime is unacceptable. Acounty-wide ban on outdoor cultivation of the plant
would be a good first step fowards decreasing the amount of crime which surrounds #hi5 drug.
