Dear honorable members of the Board of Supervisors and CAO/Clerk of the Board Hahn:
My client, Citizens for Safe Access, the political action committee which sponsored a referendum
petition drive against Butte County Ordinance 4037, an ordinance of the County of Butte your Board
adopted on May 24, 2011, entitled AN ORDINANCE OF THE COUNTY OF BUTTE ADDING
ARTICLE 1; ENTITLED "MARIJUANA DISPENSARIES, " OF CHAPTER 34B, ENTITLED
"MARIJUANA DISPENSARIES," OF THE BUTTE COUNTY CODE, transmits to your Board
herewith, in order to file with the Clerk of your Board, the petition bookletslsignatures gathered,
pursuant to Elections Code section 9144.
The petition booklets tzansmitted herewith have been prepared incompliance with Elections Code
section 9147. The entirety of the signatures gathered, which appear on the front and back pages of
the petition booklets transmitted herewith, are filed today in one group, in petition booklets which
are intact, in compliance with Elections Code section 9113. My client requests that Mr. Hahn
provide a receipt to Citizens for Compassionate Use and transmit the petition bookletslsignatures
to Butte County Elections, in order that Butte County Elections can verify the signatures transmitted
herewith, pursuant to relevant Elections Code provisions. Thank you for your anticipated
cooperation in this matter. Should your Board have questions or concerns, or simply wish to discuss

Certificate to Referendum Petition Received
I, Paul Hahn, Chie# Administrative Officer and Clerk of the Board of Supervisors, of
the County of Butte, State of California, hereby certify:
That the Referendum Against Ordinance No. 4037 Adding Article I Entitled
"Marijuana Dispensaries" of Chapter 34B, Entitled "Marijuana Dispensaries" of the
Butte County Code has been received and filed in Butte County Administration Office
by the Clerk of the Board of Supervisors on this date.
That said petition consists of sections and~~unverified signatures.
That said petition will be transferred to Butte County Clerk-Recorder/Registrar of
Voters for signature verification, certification, and retention.
