The combined results of these three science-based documents will provide the scientific foundation for revising the Lassen and Modoc forest plans. Attached are updates for February and March. Public comments and questions contributed during the workshop, along with additional input received through January 8, 2017, on the "Lassen and Modoc Forest Plan Revisions" website, were summarized and presented to the six-person Science Synthesis Team. The team of scientists reviewed the information and met on January 31, 2017. Individual scientists volunteered to be lead or co-lead for each of the four main topic areas that were the focus of the public workshop (Vegetation and Forest Management, Habitat Management, Social/Econornic Factors including Timber Production, and Climate Change/Ecological Disturbance), and to begin generating outlines that include the pertinent issues in each topic area as identified through the workshop. From the onset, realizing that some issues may require expertise beyond the six-person.'Team, one scientist position was left vacant. After the December 2016 public input, the issue of grazing/rangeland management appears to require such a specialist, and a range scientist was added to the'Pearn in mid-February 2017. The current seven-person Team hopes to finalize the science synthesis outline by the end of April 2011.7. The Team will meet periodically (every 4 to 6 weeks) with staff from the Modoe and Lassen National Forests to rnect deadlines and ensure that the pertinent issues are being covered. A draft of the science synthesis is expected in fall 2017, followed by an opportunity for public comment. Those comments will be addressed in the -final draft. The science synthesis is the very first step in a multi-step process that culminates with the Final Forest Plan for each forest. Public comment will be welcomed and encouraged at each step in the process. Forest Service scientists along with staff from the Lassen and Modoc National Forests hosted a December 8, 2016, public workshop in Susanville, CA. Public feedback contributed during the workshop, along with additional input received through January 8, 2017, via postal and electronic mail, were summarized and presented to the six-person Science Synthesis Team on January 21, 2017. This summary can be read on the Lassen and Modoc National Forests Science Synthesis website. Since the February update, the Science Team has: 1. Further refined the scope of the synthesis, specifically adding a rangeland component, and have completed draft chapter outlines that include these topics: introduction, forestland (including juniper forestland), rangeland, wildlife and habitat, society, and responding to disturbances. 2. Worked with the Lassen and Modoc staff to further define "dry, pine, eastside forests" and produce base-line maps to assist the scientists. 3. Set a regular schedule of conference calls for the scientists to discuss the:project. 4. Begun reviewing the literature pertinent to the chapter topics, starting with the nearly 60 publications suggested by the public and forest staffs. These are being assembled in a database (including PDFs of the articles) that will. be shared with the -forests upon completion of the synthesis; this should assist the forests when they begin to revise their independent forest plans by providing them access to the most up-to-date science. 5. Updated the Scientist Profiles on the Lassen.and Modoc National Forests Science Synthesis website. 6. Established an internal SharePoint site to organize the project, share information with the forests, and facilitate sharing documents among the scientists as they compose the individual chapters. The Team will rneet periodically (every 4 to 6 weeks) with staff from the Modoc and Lassen National Forests to ensure that the pertinent issues are being addressed as the science synthesis is developed. Updates on the Team's progress will be provided monthly. A draft of the science synthesis is expected in fall 2017, followed by an opportunity for public and tribal review. Input received then will be considered in the final science synthesis. A science synthesis is a summary of the existing science that provides land managers with a scientific foundation for revising forest land management plans. The synthesis is the very first step in a multi-step process that culminates with the Final Forest Plan for each forest. Although the Lassen and Modoc National Forests are beginning a science synthesis, they have not yet begun the forest plan revision process.
